Why is it hard to move between districts? Is there a wall of are the districts magically seperated?
What happens if leicarton stays for 4 days? Will his karma come down or will he be magically teleported back to his shop?

For whoever this 'Star' guy is, I've already stated that there is a giant wall separating the districts that can be seen from miles away. No shit it is hard to get past, and even if you do somehow get past it unofficially, you become a criminal. And why would Issei, who is the POV of that section, know the protocol involved in getting past the wall anyways?
And as for what happens if the father stays longer than is allowed, what do you think happens to you if you break the law? It has already been stated that law violations come with bad Karma which causes prison sentences.
