In the back of her mind, she knew exactly what Nyssa's purpose here was. Felicity can't watch Oliver leave the foundry to face possible death without at least telling him what she feels. Alternate ending to the foundry scene in 3x09. Spoilers for that episode and it will probably help if you've seen it first.

"He admitted his feeling for me three times, and I couldn't even say it once! I will never get to tell him I loved him." Felicity crumbled, collapsing to the cold concrete floor under the guilty weight. Nyssa delivered the news; The blood price for Sara's death had been paid. After Oliver's death, Felicity was fading into oblivion and Diggle needed to bring her back.

My version of S3. Six months has passed since Slade's defeat. Oliver continues to fight crime as the Arrow while trying to reclaim QC with the help of his trusted friends: Diggle and Felicity. Old foes return, new allies arrive, relationships are endangered and ancient ghosts threaten all of them as Team Arrow fight to rebuild their lives. O/F, F/OC etc.

After Felicity and Ray kiss. Felicity is asking her self what that kiss meant and suddenly she's being thrown this way and that and she ends up in the hospital. While in the hospital she decides Oliver means more to her than the world and it shows that she picked right when he's the one that actually shows up first. Now will they admit their feelings? 2-shot

"Felicity," he says from where he stands behind her, still in the limbo of the kitchen and the living room. Even in her muddled brain, she finds it fitting.
