Cut off one head, two more grow back. Harlow's family is in Hydra, when Harlow returns from the Snap she finds her parents missing. In order to prove her loyalty to Hydra she must do as she's told. After many failed attempts to reclaim the Winter Soldier, Hydra knows they can't afford to have him as their enemy, Harlow's mission... kill the Winter Soldier. (Post Avengers End Game)
