Jimi Hendrix liked the Citadel.
He could see past the strife and chaos caused by the unexpected arrival of his people. There was an opportunity to bring sapients of all planets together with music. Music was the eternal connector; the bond that all sapients shared. And that was being demonstrated by the large group of people gathered around him in the Gardens.
"I love your music so much, Mr. Hendrix!" The asari maiden exclaimed.
"Jimi, please," he said with a smile. "I'm glad you do. Music is the common bond. It heals us in times of pain and connects us in times of strife."
He paused.
"And I have an old song I'd like to play for you."
The crowd listened attentively as the famous guitarist began playing.
"Lord I feel the ocean swaying me,
Washing away all my pain..."
