AN: Kyuko is from Overlord Mass for the Dead (the mobile game)

Chapter 3

Four survivors, a broken promise, and a pissed off God-kin as Fluder called him. Needless to say Emperor Jircniv Rune Farlord El-Nixwas a bit upset. Fluder, Baziwood, and the two survivors retelling what happened was disturbing to say the least. Those ninshu had utterly decimated the crew, and that blonde one the son of the Fourth Hokage had used 11th tier magic. At least that's what he had claimed while Fluder was inclined to believe him.

"God-kin are supposedly decedents of the Six Great Gods, if true then it's possible that one of the gods traveled there, and well…" Fluder didn't need to explain it.

"In that case we'll forget the runaway slaves, shame since beast-kin are going to become very rare soon." Jircniv said. "Are the ninshu likely to attack?"

"No, it would appear that they prefer to keep to themselves, and avoid fighting." The old man said. "Ah, for such power to be in the hands of those ninshu it's truly a shame."

'Yes it is, and I'd prefer that it not be turned on us.' The blonde emperor silently said. "We should be on guard just in case they decide to retaliate."

Jircniv wouldn't be taken by surprise, he didn't want to provoke those savages especially when the empires forces never made it past the shore.

"The Re-Estize Kingdom, I heard that they want to try their luck at pillage natural resources from the ninshu."

"The nobels specifically, but I'm not sure if King Ramposa will actually allow them to waste resources like that." Fluder said. "Even if they do go, I highly doubt that—no I know they won't get farther than we did; their ships might be sunk before they reach the shore." – "I imagine the Hokage isn't happy right now."

1 Week Later – Roble Holy Kingdom – Castle

Queen Calca Bessarez had gotten word of what happened. Every leader had heard about it, the Baharuth Empire's failure, and the defeat they suffered by the hands of a group of ninshu. Everyone was talking about it, they didn't know much about the ninshu only rumors, and how savage they were. Even so it was clear that the Baharuth Empire was in the wrong here, and it was right to assume that the ninshu weren't going to have a very high opinion of humans. Appearance meant nothing apparently, if they weren't human then they were lower. Beast-kin in particular were described as lesser beastmen, and were looked down upon by their own kind. The kin was used as a derogatory term.

Calca was no fool she knew that this spelled trouble, she could feel it in her heart that someone needed to make this right. If they really were savages then perhaps it was time they were brought into the modern times for their own good. If the rumors weren't true then maybe that. Was for the best.

"Why should we care about those across the sea?" Remedios Custodio asked. "They aren't human, and even if—"

"Ninshu are said to be a subspecies of humanity that originated across the sea, at least that's the most common belief." Kelart Custodio said. "They're basically our cousins, but different."

"Exactly, and we've shown them only hostility for little to no reason which isn't fair to them; there's much we may be able to learn from each other." Calca explained. "I'll be arranging for an expedition in the near future so I'd appreciate your support, both of you."

Her gaze went to the upset Remedios, it was clear she was against this.

"As you wish your majesty." The strongest paladin relented. 'Ninshu…disgusting.' She wasn't sure whether they were good or evil, but truthfully she didn't give a shit. Of course she couldn't tell Calca this.

Unknown to them, a certain someone caught wind of this as well, and was planning their own expedition with their own plans for the ninshu.

1 Month Later – Elemental Nations – Land of Fire – Konoha – Council Chambers

The Daimyo had been upset when he found out about the beast-kin being taken in, and then fact that they were made official citizens of the village. Then there was the incident with the Baharuth Empire who had come to retrieve them, he had calmed down before Naruto could start yelling at the man. But the man had said something upsetting.

"Retaliation is needed, perhaps their capital since that promise has been broken." The man said.

"Daimyo-sama, we don't have the forces or military strength to attack their capital." Kakashi said. "Even if we did, we might incur the wrath of other kingdoms, and we can't take them all on." – "A message was sent, and no shinobi lives were lost so there's no reason to attack."

Talking the man down had taken a bit more, and that was 3 days ago. Now, they were having another meeting, this time Kyuko was representing the beast-kin.

"We need to talk about what we're going to do about the current situation, that bastard is putting pressure on us to desire revenge." Shikamaru said. "The slander is upsetting him since he doesn't know where it originates from, but we need to fix our budget problem, food problem, and lack of resources for village upkeep."

"He's taking resources now?!" Hisashi shot up in shock.

"Yeah, plus we'll have to start rationing food in about 2 years if this keeps up maybe less, but…" Shikamaru let out a sigh of frustration. "Troublesome jackass."

"Perhaps we can create crops outside of the Daimyo's knowledge?" Kyuko asked. "We brought seeds with us, and I assume that you have some?"

"Yes, good idea, but it's a temporary solution at best." A merchant said. "We can't even get food from the other major villages anymore, nobody can afford to help us, and we can't afford to help them."

"The crop idea is good enough to be implemented, but we need a long term solution; one that doesn't involve being put down by the Daimyo." Naruto said. "We should to take control permanently."

It didn't take a genius to realize what Naruto was suggesting.

"Of course that's one of my preferred options, but my less violent suggestion would be to find some way to get what we need in secret." Naruto said. "If an option isn't found soon then…"

"I think we'll end this meeting early for the day, give us all some time to think about our options." Kakashi said. "All of our options." He said.

Konoha – Naruto's Apartment

"Are you insane!?" Sakura asked. "Even suggesting something like that is dangerous, you could actually start something."

"She's right." Neji said. "People are unhappy, and might actually try to go through with it because you're the one who said it." – "We can't afford a civil war even if it meant getting rid of the Daimyo."

"Exactly, plus that would mean breaking a power dynamic that has existed since the reign of the First Hokage." Shikamaru said. "Doing that would definitely create a ripple effect that would effect the other villages."

"Um, correct me if I'm wrong, but there aren't exactly a lot of minor villages willing to defend the Daimyo or the Capital." Ino said.

"True the Daimyo has become most un-youthful, during my last mission there were civilians saying that he's employed criminals to defend the Capital rather than shinobi." Lee said.

"Has he forgotten that shinobi are the ones who've kept him safe?" Kiba growled. "We're the literal military, and he's treating us like we're animals who need to be reminded of our place."

They were silent. Kiba had hit the nail on the head, and the Daimyo was clearly losing his mind.

"Then why are we dealing with his shit?" Naruto asked. "We can make our lives better, we've learned form our mistakes, but he seems to not give a damn; he's coveting power." – "He must believe himself to be some sort of king like they have in the north."

Naruto clenched his fists.

"He wants us to take revenge…" his eyes widened. "He wants to decrease the number of shinobi in the village."

"Wait why would he—"

"Lower our defense thus decreasing the chance of rebellion, and allowing him to take even more control." Shikamaru said. "He'd likely try to get rid of Naruto first since he's by far the most dangerous person in the Land of Fire, even more so than the Hokage."

"You recognize masters great power I see." Kyuko piped in.

"You haven't seen anything big, not like in the war." The Nara said. "Speaking of which can you still do that?"

"Yeah, but it's a last resort not to be used at the beginning of a battle, plus the risk of hurting the planet becomes higher the longer I use it." The blonde said. "I'd say that my base form is a bit higher than Madara's own when he was resurrected during the war."

This was an estimate based on Kurama's own opinion which was enough for him. What Shikamaru asked about was something even more dangerous, the Sage Mode that drew massive amounts of natural energy from the planet. Something not even the First Hokage or the Sage had been able to do. Well it was more like they weren't stupid enough to try nor had they ever been desperate enough.

"I still retain my opinion that a rebellion is a bad idea right now, but if you're leading a planned charge then I'd join you." Shikamaru said much to everyone's surprise. 'There's no other choice realistically, we need to take power away from that bastard.'

He really hoped that Naruto wasn't all talk because it looked like nobody else had the guts to start a full blown rebellion, and go through with it. Someone needed to lead it, and he couldn't think of anyone else but Naruto Uzumaki doing it.

The Next Day – Konoha

Closed, the Ichiraku Ramen Stand was closed 7 hours early for the day, and indefinitely for the foreseeable future.

"Our ingredient supply has run dry." Ayame said sadly. "Nobody has the quality ingredients we usually use, and we can't afford to buy any even anyone was selling."

Kyuko comforted the now crying young woman while Naruto and Tenchui stared at the closed stand.

"I don't think we'll ever open up the restaurant now, not with the way things are going." the older man said. "Sorry Naruto."

"Fuck just fuck!" The blonde exclaimed in anger. "First the Yakamata flower shop, so many of the departments, and now this."

Naruto's chakra violently flared. The sudden surge caused many around him to fall to their knees as the air left their lungs, pain surged through their muscles, and the chakra in their bodies went wild. Kyuko was frozen in absolute fear and terror, this was angry, her masters anger.

"Master please, you're hurting everyone!" Kyuko exclaimed.

Naruto quickly pulled his raging chakra back in. He could've accidentally killed someone or caused permanent damage. This couldn't stand, this couldn't go on, but aside from a full blown rebellion there wasn't much they could do. The secret crop idea was going to be implemented, but it wouldn't change their current situation. They needed to resupply the village as soon as possible by any means necessary.

"The Land of Whirlpools, and maybe if we can find some help from the west or…the north." He hated the thought of having to ask anyone from the north for help, but if it was for the village then he would do what he must. 'With our current situation we can't pull off a coup anyway, not without help.'

The blonde knew that nobody would be crazy enough to help, not with a coup against the Daimyo.

"Master you don't truly mean that part about the north, right?" Kyuko asked with worry. "There's no telling what they would demand of us."

'She's right.' Kurama said. 'That should be a last resort, and I know you'd rather not touch the Land of Whirlpools, but we don't have a choice anymore.'

"Fine, the north is a last resort." He said much to Kyuko's relief. "I need to go see Kakashi-sensei." – 'I should avoid losing my temper like that again.'

The last thing he wanted was for people to be afraid of him losing control. With that he leapt away via rooftops.

Konoha – Hokage Tower

"You want to go to the Land of Whirlpools?" Kakashi asked hoping to confirm what he'd just heard was correct.

"The Land of Whirlpools has what we need, and I know where it's most abundant; please let me take some people to assist me." Naruto said. "Please."

Kakashi knew that it would come to this sooner or later, he knew Naruto would eventually suggest the Land of Whirlpools. They couldn't risk anything else.

"Quietly, I want this done as quietly as possible because if he finds out then drastic measures may have to be taken." Kakashi said.

"Measures that we'd be better off taking when we're better prepared." Naruto added. "So you agree?"

"The other Kage are being told as we speak, they'll know not to send their own to assist the Fire Daimyo even if their Daimyo tries to make them."

They weren't going to start a rebellion yet, but now it had come to it. The reign of the Daimyo would come to an end, and he would never see it coming.

A sudden knock on the door caught their attention. The person didn't wait to be given permission to enter. It was a young man, he was sweaty, and panting rather hard.

"Another northern ship, but we don't recognize their emblem." He gasped out. "We believe they may be from another kingdom."

"Naruto please go greet our unexpected guests." Kakashi said. 'The Land of Rivers, why do they always land there?'

Land of Fire – Land of Rivers

Calca knew that it was a big risk, her coming here. Sending Remedios alone would be just as big a risk, she cared about her friend very much, but letting her negotiation anything was out if the question. Even if she was a good person at heart, Remedios still didn't like non-humans. Plus someone had to show that not all humans wanted to invade, and that they weren't completely horrible. Fighting wasn't their goal.

"Form a defensive perimeter, nothing gets close to our queen, if you have to die then so be it." Remedios ordered. "Please stay close to me for your own safety."

Kelart stayed silent as she looked around a bit. She figured that the ninshu would've seen them, and been here to greet them with understandable hostility. The last Baharuth expedition hadn't made it past the forest.

'Will we get farther or will they attack us once we reach the forest?' she didn't like this. "Perhaps we should send a scouting party?"

"No need for that." A male voice stated.

Then it happened faster than they could react. They were surrounded by ninshu who dropped from the sky without warning. All were ready to kill without a moments hesitation. They were clearly sick of this happening over, and over.

Floating onto the ground was a young man with spiky blonde hair that went slightly past his shoulders. His eyes were sky blue, and there were three whisker birthmarks on either side of his cheeks. By all means he was very good looking, that couldn't be denied, but he didn't look very happy.

"I am the Holy Queen Calca Bessarez of the Robel Holy Kingdom." Calca introduced herself. "We haven't come to fight, unlike the Baharuth Empire we seek peace with the ninshu."

Naruto could easily tell that she wasn't lying, but her guards were on guard. The one with short brown hair was glaring at him with disturbing intensity. She must be strong considering how close she was to the queen.

"Peace sounds nice, but what does the Holy Kingdom have to gain?"

"I believe there's much we can learn from each other, and I'd like to mend the harm that my fellow humans have brought to you." Calca explained. "I believe the hatred is unwarranted as well as the needless hostilities my fellow humans brought to your land."

"Huh."

Naruto looked around at his fellow shinobi. Their guard was still up, but Calca's words had gotten to them. If she really wanted peace then it would be wise to hear her out.

"In that case you should speak to the Hokage about this peace you desire." Naruto said. "[Gate]."

A swirling blue and orange portal came into existence. It was a simple spell although he was upset that he couldn't make it bigger.

"Four, you may bring four guards with you." Naruto said. "The village will already be on alert with you just being inside; no northerner has ever set foot inside of Konoha so this is a first."

Fluder Paradyne had been taken to a safe house outside the village since his father hadn't trusted the man.

"You can't be serious, we—"

"That is reasonable." Calca said cutting Remedios off. "Remedios, Kelart, Neia, Gustav come."

Neia stepped forward albeit nervously, she didn't know what was on the other side of that portal, and that scared her more than anything. Gustav put his hand on her shoulder hoping to assure her that things were going to be fine. It helped, but only enough to get her to stop shaking.

The four followed Naruto into the swirling portal which closed after they were gone.

Konoha

Stepping out of the portal, Naruto took notice of the shinobi who had taken notice, and were standing by in case something unsavory came out. Thankfully it was just him.

"Wow." Calca said.

The style of the buildings style was very different from what she was used to, the people wore clothes she hadn't seen before some even had a unique style to them, then there were the metal poles that contained what seemed to be a cage a the top with something inside although she could see inside.

"Are those faces carved into that mountain?" Kelart asked.

"The Hokage Monument." Naruto said. 'Used to be called the Hokage Rock, but everyone agreed that monument was better than rock.' – "Now, let's go meet the current Hokage, don't want to keep him waiting."

He ushered them to follow.

'Completely surrounded.' Gustav silently stated. 'It's unlikely we'll get out of here alive if we get into a fight.'

As they went to the Hokage Tower, they noticed how different things were from the capital city, Hoburns. There were many shops yet a good few of them were closed despite it being the middle of the day. People looked tense, and though there were children playing; the adults were keeping a façade of joy. Something was clearly wrong.

"Did something happen recently?" Calca asked.

"More like something is happening." Naruto said. "I'm sorry, but you'll have to ask the Hokage about it."

Naruto was putting his usual self aside for this delicate situation that could turn bad at any moment. If this went bad then an incident could turn into war very quickly. If that happened then he may have to do something drastic, and he wouldn't wait for permission.

They reached the Hokage Tower, it wasn't anything like what they were expecting. Upon going inside they were greeted by 5 masked shinobi in black hooded cloaks, and 5 beast-kin. They wore shinobi uniforms, but were altered to let their tails swing freely.

'Dog, cat, rabbit, wolf, and fox are the beast-kin types if I remember.' Calca said. 'They really do look human, but the differences are clear as day.'

Said beast-kin watched as the group of four passed them. Seeing Naruto escorting them only served to confuse them, the humans weren't restrained so why was the hero bringing them?

Upon reaching the office, Naruto went to knock on the door.

"You may enter." Kakashi said.

Of course the man knew, he was the Hokage, and if didn't know then Naruto would be very disappointed. The four entered, and Naruto saw that Kakashi was on guard. The man was already preparing to fight if the need came.

"This is the 6th Hokage, Kakashi Hatake." Naruto said stepping to the side while Calca took a step forward.

The Holy Queen gave a curtsey as to show the silver haired leader proper respect. Something Remedios wasn't fond of, but dealt with it.

"My name is Holy Queen Calca Bessarez of the Holy Robel Kingdom." She said. "I've come seeking peace."

"Peace?" Kakashi asked. "I won't argue to peace, but correct me if I'm wrong, you can't speak for all of humanity."

"That is true, but I can speak for my kingdom." She said. "Please allow me to at least mend the wounds my fellow humans."

"Wounds?" Kakashi chuckled. "We've suffered no losses, but our Daimyo has been pushing us to get revenge on the Baharuth Empire because of the recent incident; something we don't want nor do we have the resources to attack."

"I don't mean to presume the worst, but it would seem that your people's moral is low; it has something to do with the many closed shops?"

"Lack of resources, and food." He said. "After the war the Daimyo decided to become a tyrant, and now he's taking 75% sometimes 100% of what we get from our merchants, and supply chains." – "He raised everything even going so far as to implement a tribute tax on the smaller villages in the Land of Fire."

He explained much to Calca's horror.

"Konoha is the military of the Land of Fire, and one of the major villages in the Elemental Nations." Naruto added. "All of the Daimyos are doing this, we can't help anyone, and they can't help us." – "It's not your kind who have wounded us, it's our corrupt leadership that's created a festering wound that we can barely tend to."

"I see." Calca said. "Well in that case maybe—"

Naruto's gaze suddenly went to the window, he then walked to it. The sky was darkening at an unnaturally rapid pace.

"Someone is using magic to manipulate the weather." He stated much to everyone's surprise.

Descending from the sky was an undead creature that Naruto recognized from the bestiary that he'd found in the Uzumaki records. The creature undead monster that resembles a cloud of roiling black mist. Countless fearsome, ever-changing faces emerge from within the mist belonging to many species and races.

"Attention inhabitants of this city, I bring a message from the Supreme Being!" it exclaimed. "You have all been sentenced to death!"

"I'm sorry what?!" Naruto exclaimed before teleporting outside, and onto the nearest rooftop. He hopped from rooftop to rooftop until he was close enough.

"The Supreme One has already mobilized his army to wipe you out, but has decided to be merciful." The undead said not realizing that every word it said was simply pissing them off. "You have 8 days to prepare whatever meaningless defense you can come up with, you shall become the sacrifice to the Supreme One be grateful." – "Remember 8 days!"

With that said it flew back into the clouds, leaving a lot of very livid ninshu behind. 8 days from now there would be a fight one that would be the start of a series of chaotic events.
