Once, Kaina Tsutsumi's name had been Kaina Shigaraki. She barely remembered the time when she'd lived with her father in a bunker laboratory full of undead monsters floating in tanks. Shortly after her fourth birthday, the Hero Public Safety Commission had found Kaina. They told her that her father was a villain. They said they were rescuing her. And they said she had to serve them in order to make up for her father's crimes.
From there, Kaina's memories contained nothing except pain. She'd been forced to train until she threw up and ordered to kill. She did not often think about her childhood and the white-haired man who'd hugged her and loved her. The past hurt too much. Kaina knew that All for One was evil. The Commission had shown her the mangled corpses he left in his wake. But she didn't imagine herself or her masters to be much better. She had too much blood on her hands. At one point she'd believed she was saving people. Now she no longer had any such illusions, but she didn't know how to stop.
Her mind drifted as she stood before the HPSC President's desk.
He snapped his fingers. "Lady Nagant?"
She saluted. "Yes, sir. Who do you want me to kill?" She barely even cared anymore.
The HPSC President said, "This is a rescue mission, not an assassination. We've found All for One's new son."
Kaina's attention suddenly hyper focused on the smiling man in front of her, down to the sweat on his forehead and the tapping of his nails on his desk. "I have a little brother?"
"Yes, All for One must have created a replacement after your death. You'll find him and bring him back to us for training—"
The HPSC President didn't finish his sentence before Kaina blew his head off.
She'd never let them hurt her little brother like they'd done to her.
Kaina had only been in Tartarus for a month, and she was already starting to crack. She rocked back and forth on the metal ground clutching her knees. At first the silence had been a relief compared to the endless orders and cold looks of the masters who only considered her a villain's daughter. But humans weren't equipped to live in such total nothingness. Kaina dug her fingernails into her prison pants. She'd started to hear the voices of the people she'd killed in the past, telling her that she deserved this. That might even be a little better than the silence. At least she no longer imagined she heard the sound of her own blood flowing in her veins. Oh, wait, that had come back.
In the silent cell, the snap of dispelled air sounded loud. Kaina looked up to see a giant man with curly white hair and red eyes step through a shadowy portal. He wore a black suit and his shoes clanged on the metal floor.
Kaina no longer remembered her father's face, but she'd seen a blurry picture of this man in a binder of most wanted criminals. "All for One. I haven't killed you. What brings your ghost here to torment me?"
"Oh, my poor daughter." All for One knelt down and pulled her into his arms. "I'm not an illusion. I'm real. I'm here to save you."
"I'm not going to kill for you," Kaina said dully. She never wanted to be an assassin again.
All for One rubbed her hair. She had no energy to fight. Human touch felt nice. He asked, "Did the HPSC tell you that I wanted to use you as a tool? They lied. You're my dear child. I've always been looking for you, ever since you were kidnapped. I'm going to take care of you from now on. You can come live with me and your little brother."
Kaina's head shot up. "My brother? Is he safe?"
"He's doing well. I'll let you meet him soon." All for One picked up Kaina like a baby and carried her through the portal.
All for One had been telling the truth about ceaselessly looking for his daughter, but he'd actually found her months ago. The HPSC had kept Lady Nagant from becoming an official hero to avoid his notice and made her always wear a mask and voice modifier. She'd been taken before her quirk developed. Eventually, All for One had tortured his daughter's identity out of a high-ranking politician. He'd considered going to grab her right away, but she'd been brainwashed against him. She would probably fight. All for One didn't want to relive his past experiences with his little brother. This time, he would make sure his family saw reason to stay on his side. His daughter's hero delusion needed to be completely and utterly squashed.
All for One had leaked to the HPSC that he had a son. Of course he hadn't used his real son, Izuku Midoriya. Having learned from his mistakes with his daughter, little Izuku had an airtight civilian identity and had been kept well away from all villainous business. Instead, All for One had found a boy named Neito Monoma with a copying quirk and faked evidence of their relation. As planned, the HPSC had taken the bait. All for One had expected Kaina to revolt, but he'd been especially delighted when she sprayed the president's brains across his desk.
Then All for One had let Kaina rot in Tartarus for a month. He'd originally planned on waiting a year, but he'd gotten impatient to hold his daughter again. Fortunately it looked like his darling child had already broken. She hung limp in his grasp. As he carried her through the portal, she began to cry silently.
"There there," All for One crooned. "I'll protect you. I love you. Everyone is equally foul, heroes and villains alike. You can only rely on your family."
With just a little more brainwashing, Kaina would be ready to meet Izuku.
Izuku had been backed up against a fence by three bullies. Even at five years old, Izuku had always been shorter than the other boys. Katsuki towered over him, his palm flaming. "You have a lot of nerve acting like we're friends when you're a quirkless nobody—"
"I have a quirk," Izuku interrupted. "It's just far too scary for me to ever use."
Katsuki laughed. "I heard your mom crying to my mom. You're quirkless and a liar."
"You don't want to make me use my quirk, Kacchan."
Katsuki's eyes narrowed. He lunged.
Izuku raised his finger and pointed like a gun with his thumb sticking straight up. When he lowered his thumb, a projectile hit Katsuki in the stomach. The boy went cross-eyed and fell over.
The other two bullies stared. Izuku raised his finger and started to point at them. Squealing, they turned and fled.
Izuku knelt down to check that Katsuki was okay. He'd been hit with a paint bullet that had turned his shirt blue. He was already starting to stir. Izuku quickly ran away.
Sprinting out of the park and around the corner, Izuku shouted, "Big sister! It worked!"
Kaina caught Izuku up in a hug and swung him around. "That will teach those bullies to mess with you. I'll follow you around every day and protect you."
Izuku beamed. "Big sister is the best! Won't you get busy?"
"Nonsense. My job is protecting my cute little brother." Kaina booped Izuku on the nose.
Her father had already given her several more quirks to let her track Izuku, hide out of sight, and protect him. Kaina no longer cared about heroes, villains, or justice. Family was all that mattered.

Omake: In Which All for One Tries to Learn from a Mistake (Le Gasp)
All for One: Locking my little brother in a bank vault didn't stop vigilantes from kidnapping him. Raising my daughter as daddy's little villainess didn't stop the HPSC from kidnapping her. With my son, I'll build him an airtight civilian identity and keep him away from my business.
Izuku: Dad, I just inherited One for All.
All for One: …Good thing I never threw out those old bank vaults.
