AN: The title says it all. Izuku has the full powers and abilities of Tornado from One Punch Man. And I mean all of her power. He is going to be just as strong as Tornado. Which means he is going to be OP as hell. I haven't seen a lot of fics where Izuku has Tornadoes powers, which is weird. The ones I fo find make him just a sibling to Tornado and leave him weak. Maybe I haven't looked hard enough. I don't know. So I decided to write my own. This will be one of the few fics where I don't give Izuku OFA… probably. Because let's be honest here. Tornado is stronger than All Might. By a lot. I mean the girl can lift up entire buildings and stop a bombardment of alien armaments effortlessly. Not only that, but she pulled a meteor from outer space, from who knows how far away to kill the One Punch Man equivalent of Godzilla. She can literally crush All Might like a bug. And now I am making Izuku as strong as her, because why not? So yea, enjoy this totally unnecessary story that I came up with.
And some of you have probably been wondering where the hell I have been. Well to put it simply, I have hit MAJOR writer's block for my posted stories. So to compensate, I started writing other stories until I broke through those blocks. And let me tell you, I have a LOT of story ideas written down. I'm talking about like, 30 different fics. Most of which I have enough words to post a first chapter.
I got RWBY fics, MHA, Fairy Tail, HTTYD, Shield Hero and a few others. Some you will see in the near future. Others you won't see for a while. But don't worry, you will see them eventually. And to those of you wondering about my posted fics, well, I got some chapters almost ready for a few of them. So try to be patient. It will be worth the wait…. probably

Que That Intro!
Izuku Midoriya was just like your average, ordinary, everyday(superhero~) 14 year old boy. By today's standards at least. You see, in this day and age, everyone has superpowers called quirks. Usually they get one of the quirks their parents had, or a combination of both. Izuku was no different.
Izuku's mother, Inko, had a minor telekinesis quirk. Izuku was born with a more powerful version of her quirk. A much more powerful version. His quirk was Psychokinesis.
Inko could only lift objects that weighed twenty pounds or less. Izuku could lift a thousand times that with barely a thought. He was very powerful. Even by today's standards.
And with great power comes great responsibility. When Izuku discovered his quirk, he decided that he would do some good with it and become a hero. With his quirk, he would be able to save the lives of countless people. It was his dream to use his awesome power to keep others safe.
And usually when someone has such great power, you would usually think they would want to show it off, right? Well not to Izuku. He didn't like showing off his power, he saw no reason to. He was a smart boy and knew that showing off his powers would only draw unwanted attention. Usually the kind where others would try to mooch off him as much as possible. Like how they did with Bakugo. So, Izuku didn't bother to tell people about his quirk and laughed to himself whenever his classmates called him quirkless. It was amusing to him that since he never confirmed nor denied that he had a quirk, they all came to the conclusion that he was quirkless. He laughed at their foolishness.
Bakugo even gave Izuku the nickname: Deku, meaning quirkless and useless. But the funny thing is, when Izuku first heard it, he thought it was a shorter version of Dekiru, meaning don't give up. Speaking of Bakugo, ever since he found out that Izuku was 'quirkless', he started bullying the green haired boy. Which was weird since the two of them used to be childhood friends.
The bullying didn't really bother Izuku much, since all it really was were childish insults thrown around by a bunch of children. He just shrugged it off and didn't care what they said about him. It was unimportant. That was until they turned ten, when Bakugo's bullying started to become physical. He started using his quirk on Izuku, causing Izuku's patience to be tested. He endured for six months before he finally had enough. He had been making sure not to give into his anger and use his quirk on Bakugo, otherwise he would accidentally kill the arrogant blonde.
So, he went to his mother and gave her an ultimatum. Either she pulls him from the school or he would let loose and possibly level the entire school. So, Inko pulled Izuku from school and set him up for homeschooling. And soon after, he completely forgot about everyone from his old school. Not surprising since he didn't care much about them to begin with. They were all assholes who judged someone based on what their quirk was, not who they are as a person. That was the main reason why he didn't show off his quirk. It would determine how he was treated by his peers. Besides, Izuku liked that they avoided him. It showed that they weren't real friends, so they would turn on him at the drop of a hat. And if there is one thing that really pisses Izuku off, it was fake friends.
So Izuku spent the next four years homeschooling. Which was probably the best thing for him since they found out that he was pretty smart. He was an Esper, and all Espers had enhanced cognitive functions due to their psychic abilities. Not only that, but he had a photographic memory, making him even smarter. His school was holding him back, so allowing him to study on his own allowed him to reach his full potential.
But Izuku didn't sit around all day studying. Far from it. After he was done training his mind, Izuku trained his body alongside his quirk. Everyday Izuku went to a gym and worked out for at least 2 hours and 4 at the max. As he got older, he started making his workouts more and more difficult, allowing him to grow stronger. This resulted in Izuku gaining a lean and fit athletic body. He was honestly proud of himself, for whenever he looked in a mirror, he saw all the hard work he put into his training.
And it wasn't his body that grew stronger, but his quirk grew more and more powerful every day. Izuku had a unique way to train his quirk. Instead of training at full power to increase the strength of his quirk, Izuku did the opposite.
(In my head this makes complete sense and I feel like this would actually work if superpowers were real. It is a little difficult to explain so you might not understand it completely. For that, I am sorry.)
Instead of using 100% of his power, Izuku only used 10% to grow stronger. Here's how. First what he does is he uses 100% of his power to see where he is at in terms of power. Then he dials down to 10% and continuously trains his quirk while only using 10%. He would continue training while holding back like this until his 10% felt just as strong as his 100%. He would then use 100% to see how much stronger he was now and what his new limits were. Then after a little bit of practice at using his new 100%, he dials back down to 10% and trains until his 10% feels as strong as his new 100%. Then repeat the process again and again.
It was a surprisingly effective way to get stronger. And constantly holding back not only made him stronger, but it gave him incredible control over his quirk. He has complete control over his power output, no matter how much he uses. Whether it's 1% or 100%, Izuku was always in complete control.
Now that we talked about how strong he was, let's tell you what his quirk can do. Obviously he has telekinesis, enabling him to move and manipulate objects. And thanks to all his training, Izuku could lift the weight of entire buildings with ease and throw them with the speed of a bullet. Not only that but he can make barriers out of telekinetic energy. The largest he has ever made was around the size of 30ish city blocks, give or take. What's cool about his barriers is that he can make them visible or invisible to the human eye. Which would really come in handy when he fought villains. What else could he do? Oh right! He could use his powers to fly, which should be obvious. And he had a VERY large range in which he can use his powers. Like he can use them across cities and most likely countries. He never really tried yet, so he honestly wasn't sure. But he was pretty sure he could. Oh! And he had minor telepathy. He could communicate with anyone he focused on as well as read their minds. But, he could only read their surface thoughts. He couldn't manipulate minds or make them forget things like other telepaths. And he couldn't 'dive' into someone's mind and search their memories. He was limited to only communication and mild mind reading.
So yea, Izuku was pretty damn powerful. He was pretty confident when he said that he was most likely the strongest Esper in the entire world. And he was also positive he was among the strongest beings on earth. He wasn't going to say the strongest though. Izuku was confident, not arrogant. He knew that out of the 7.8 billion people on earth, there had to be at least 1 of them that was stronger than him or had a quirk that was a perfect counter to his own. But that wasn't his goal. His goal was to get stronger so that he can save as many people as he could. He wanted to make the world a little bit safer.
And in 10 months he will take the UA entrance exam, the first step to achieving that goal.
But that was then and this was now. And right now, Izuku was wandering around the city, looking for something to cure his boredom. He had already finished all his homework for the week and he had already finished his training a half hour ago. His mom let him wander around on his own since they both knew that unless it was a villain that had a quirk that gave him the power to kill someone just by looking at you, he could handle it.
He needed something to do. But what?
"I could go find something to eat." Izuku thought out loud as he walked under an overpass. "I think a new ramen joint opened up a few blocks away from here. Wonder if they make Katsudon?"
While Izuku was having his thoughts on what to do, a manhole cover opened and a being made of slime emerged behind him.
"That's a pretty nice body you got there kid." Said a slightly distorted voice from behind him. Izuku turned around at the very creepy statement, intent on slamming whoever the creep was into the nearest wall. But he stopped short when he saw a monster made out of slime.
Now, a normal kid his age would be scared at the sight of what was obviously a villain. Izuku however, was just annoyed. He was hungry and this villain was bothering him when he could be eating.
"In fact," The villain continued, mistaking Izuku's calm and annoyed look for shock. "I think I'll take it!"
And then the sludge villain lunged at Izuku, no doubt intending to encompass him in his slimy body. Why? Izuku wasn't entirely certain.
As the villain lunged towards him, he idly heard something. "Your criminal ways end here, villain! FOR I AM HERE!"
But Izuku was more focused on the sludge villain. Izuku's emerald eyes suddenly started glowing with a green energy as the villain's body approached him.
"I don't think so." Izuku said in annoyance. Before the Slime villain could encompass him with his body, Izuku created a dome of green, transparent, telekinetic energy around himself, before blasting it outwards, effectively dispersing the sludge villain's body and knocking him back a few feet.
The slime villain quickly recovered and looked up to try and lunge again, only to see a terrifying sight. Izuku was hovering a foot off the ground while his body was encompassed in a green aura. His arms were crossed and he was staring at the Villian with an unimpressed glare.
"I was bored and came out here to find something to do." Izuku said like he was talking about the weather. "And dealing with an idiotic villain was not on my list, but I guess beggars can't be choosers now can we?"
Before the villain had time to process this, Izuku lifted his hand and snapped his fingers. Another dome of telekinetic energy manifested around the villain, trapping him in a sphere of green energy. Izuku crushed his hand into a fist, making the spherical prison shrink in on itself. A split second later, the spherical prison was now the size of a softball, filled with the condensed form of the slime villain.
Izuku sighed in mild disappointment. "Not even a challenge." He looked around before seeing an empty soda bottle and used his powers to make it fly into his hand. A few seconds later he screwed the top on, trapping the slime villain in a new plastic prison. "Time to take you to the police."
Before Izuku could turn around and fly towards the nearest police station, a loud booming voice called out to him.
"That was quite the impressive performance, Young Man!"
Izuku turned around at the sound of the voice and saw a very familiar face. "All Might!?" He asked in shocked amazement.
All Might let out a booming laugh. "In the flesh my young friend!" All Might said with a wide grin. "I was following that villian in the hopes of catching him, but it seems you already had the situation handled." He said, indicating the soda bottle. "I must say that that was quite a performance. Not many teenagers can keep calm in the face of danger so easily. And even fewer can take down a villian just as easily. I am impressed!"
Izuku blushed a little at the praise coming from the number 1 hero. He looked up to All Might. He was his idol and the one who inspired him to use his power to save others. So to be praised by him was a dream come true.
All Might continued on. "Why I'm sure if you wanted to, you would make quite the hero!"
Izuku smiled at the tall hero. "Thanks All Might! I really appreciate you saying that. It's my dream to help people, and the best way I can think of doing that is to be a hero."
All Might paused at Izuku's words. His words seemed to resonate within him, reminding him of something he almost completely forgot. Why he became a hero.
"Young man." Izuku looked up to see All Might looking at him with an unreadable expression. "Why do you wish to become a hero?" All Might asked, almost asking himself the same question.
Izuku was surprised by the sudden question. "Oh." He looked down at his hands. "I was born with this incredible power. So, I think I should do something with it. I wanna save people, just like you for example. And with my quirk, I know that I can stop villains and help rescue civilians. So shouldn't I use my power for the betterment of others instead of just letting my potential gather dust in a corner?"
All Might gave Izuku a genuine smile. He was everything a hero should be. He wasn't doing it for fame or money. He was doing it to save the lives of civilians. 'The same reason that I became a hero.' He thought in wonder.
All Might mentally berated himself. He had forgotten himself, falling into a pit due to his injury. But this kid reminded him of why he was a hero. That he shouldn't let his injuries dictate how he was a hero.
He looked at the green haired boy in wonder for a moment. 'He might be the one.'
Izuku, unaware of All Might's thoughts, suddenly got an idea. "Hey All Might?"
All Might snapped out of his thoughts and looked at the boy. "Yes…. um?" All Might said sheepishly, realizing he never got the boy's name.
Izuku chuckled a little. "Izuku Midoriya. And I was wondering if you could indulge me in a little request?"
"And what can I help you with, Young Midoriya?" All Might asked curiously.
"Can you fight me?" Izuku asked seriously.
All Might was silent for a few moments as his brain tried to comprehend what this boy just asked of him. "What?" He finally asked.
Izuku looked a little sheepish at the hero's reaction. "Well, not fight per say. More like you help me test out how strong I am." He clarified.
All Might still looked confused however. "And why do you wish to test your strength on me?"
"Well, you see, I have grown quite powerful over the last few years. So much so that I have no idea where I stand now." Izuku explained. "And what better way to see how strong I have become than to test myself against one of if not the strongest hero in the world!" Izuku said with a grin.
All Might thought over his request. It was sound logic. Becoming so strong that you don't know how strong you are. You would need someone just as or stronger than you to know where you really stand. And he still had at least half an hour before his time limit expired. And he didn't really have anywhere that he needed to be at the moment. So why not? 'Besides, how strong can a fourteen year old be anyway?'
All Might smiled down at Izuku. "Very well, Young Midoriya!" He said with a thumbs up. "Let's see how well you do against this old man!"
Izuku grinned in excitement as a green glow encompassed his body. He lifted off the ground and started flying in a seemingly random direction. "Great! Follow me! I know somewhere we can do this safely."
And with that, Izuku turned and flew off, leaving All Might to jump after him. It was about five minutes later when they came upon a beach that was absolutely filled to the brim with trash. All Might recognized the place as Dagobah beach.
Izuku landed in a somewhat clean spot and was quickly followed by All Might. They were in a small clearing free of trash, hidden from the view of the city. All Might turned and looked at Izuku, who was standing about 20 meters away from him.
"So, how do you want to go about this, Young Midoriya?" All Might asked, curious to how Izuku wished to test his powers.
"It's simple really." He explained. "I am going to grab you with my telekinetic energy, and you are going to try and break my hold over you. We'll start small, then you will slowly increase the amount of power you use to try and break my hold, while I do the same to keep you in my grasp. We'll stop until either I reach my full strength or you do. Whichever comes first."
All Might nodded. Sounds easy enough. Though All Might chuckled a little. He doubted Izuku would be able to push him past 50%, much less full power. He got in a fighting stance, ready to push himself into breaking free of Izuku's telekinetic grasp.
"I'm ready when you are, Young Midoriya!" All Might said with his trademark grin.
Izuku nodded and lifted his hand and made a grabbing motion. Like he was holding something in a tight grasp. As he did so, All Might noticed that a green glow encompassed his body, and that the same glow around Izuku's body glowed a little bit brighter.
"Alright. Try your hardest to break out." Izuku said, mentally preparing himself to hold someone as strong as All Might.
With that signal, All Might immediately tried to break free of his telekinetic hold. He immediately felt his body straining against Izuku's surprisingly strong grasp over him. He had initially started out using only 10% of his full power, but he was completely shocked to learn that he couldn't even move an inch. So he responded to Izuku's strength, by increasing his own, jumping to 20%. All Might found that he had a little bit of wiggle room now, allowing him to just barely move his body. But what ground he had gained in this power struggle was quickly lost as he saw Izuku show the slightest bit of strain, before the glow around his body increased just a little bit more, and All Might immediately found himself unable to move once again.
All Might was incredibly surprised at this development. Normally he would only need to use around 15% of his immense strength to take down most if not all common villains/criminals. And yet here was a 14 year old boy who was holding him back while he was using a fifth of his full power. And by the looks of things, if he was reading things correctly, Izuku was just barely trying. Well, All Might said he would help him test his limits, so he thought it was time to get serious.
All Might didn't insult Izuku's strength and jumped straight to 40%. Like before he got a brief moment of mobility, and this time he was able to actually take a step forward! But just like last time, All Might saw Izuku struggle for a brief instant before the green glow around his body increased a little more and then All Might suddenly couldn't move again.
All Might was shocked beyond belief. It was very rare that he fought a villain that ever pushed him into using this much of his power. There were only a few handfuls of villains that could push him to such heights. And yet a 14 year old boy was pushing him this far!? That was unheard of.
All Might was now curious as to just how powerful Izuku was. So, deciding to take a chance, he doubled his current output. He jumped from 40%, straight to 80%. He could actually move now! While he felt that he was walking through knee deep quicksand, he was able to walk a few steps forward. So, progress! But just like before, he saw Izuku struggle for a few moments, more so than the last few times, before the glow around his body doubled and his eyes shined a little brighter than before. And then All Might couldn't move once again.
'This is impossible!' All Might thought as he grit his teeth from the physical strain of fighting against Izuku's now immensely powerful telekinetic hold. 'Only one villain has ever pushed me into using this much power before. Him.' All Might thought bitterly as he thought of his arch nemesis. 'How is a mere middle school boy this strong!? He should be around the age of 20 before he attains anywhere near the amount of power that he has.'
All Might was worried now. He was using more power than he has ever used before on anyone except for Him. He still had another fifth of his strength left, but would that be enough to break free of Izuku's hold?
'I guess there's only one way to find out!' All Might thought in determination. 'Plus, ULTRA!'
With that mental shout, All Might jumped straight to full power, hoping to finally break free of Izuku's telekinetic grasp. And for a moment, it looked like he would!
For a brief shining moment, All Might was able to walk a few steps forward as the strain on his body loosened a little bit, making him think he had finally overpowered the young green haired boy in front of him. But then, just as he thought he was about to break free, Izuku's green aura glowed a little bit brighter and he suddenly couldn't move at all once again.
Fear started to grip All Might's heart. No one has ever been able to hold up against him when he was going all out. Not even his nemesis, All For One, could hold up against him forever when he used all of his strength. And yet this 14 year old boy was doing what should be impossible. How was he this strong? And if he was this strong now as an adolescent, how strong would he be in 10 years? That thought made All Might shudder in fear and a little awe.
'If this boy ever became a villain, the world might never recover.' All Might thought as he still struggled to get even the smallest amount of freedom.
After a few moments, Izuku felt that the level of resistance was staying the same. This made him frown. "I thought I said not to hold back All Might. I can tell the amount of resistance from you has stopped increasing. I thought I told you not to stop until one of us hits full power. Stop underestimating me and start putting more effort into it. I can keep going!"
Hearing that made All Might's fear of the boy's power increase. And yet despite his fear, he couldn't help but be in awe as he acknowledged Izuku's power. "I… am at full… strength." He gritted out through clenched teeth. He was still attempting to break free of his telekinetic prison.
This made Izuku freeze up in shock. He had to have been hearing things, right? There was no way he was holding back All Might, someone who was arguably the strongest being on the planet, with just the current output of power he was using.
"What?" He finally asked after a moment of silence.
"I am at… full Power!" All Might gritted out again as he strained against his prison.
"WHAT!" Izuku yelled out in shock. He was so surprised that he accidentally released All Might from his telekinetic hold.
All Might yelled in triumph as he was finally freed from Izuku's grasp, only to gasp in horror as he realized that he was barreling straight for the young man, at full speed and power. All Might tried to stop himself, but he already had the momentum, and if he tried to stop himself using a smash to slow himself down, he would damage not only the young boy, but the surrounding areas.
Thankfully All Might didn't need to worry about that. Because just before he was about to collide with the green haired boy, All Might felt himself trapped in the teens telekinetic grasp once more. He immediately froze in midair, to which he quickly stopped using full power and powered down.
Izuku's telekinetic grasp disappeared a second later and he fell but easily landed on his feet. He let out a big belly laugh. "Hahahaha! Well done my boy! You have truly impressed me. When I agreed to this, I didn't expect to use anything above half power at the most. But you completely surprised me!" He said with a laugh. "Not only did you make me go over my expectations, you forced me to use my full power and you still held me back! Haha! That is quite the accomplishment my boy. Why, I can count on one hand the amount of people who have forced me to go all out. Well done indeed!"
All Might stopped for a moment and actually looked at the boy for a moment. Izuku wasn't rejoicing or showing excitement for having been able to hold back someone as strong as him. Rather, he was looking at his hands with an expression that was close to horrified.
All Might was confused by this behavior. "What's wrong, young Midoriya? Usually someone would be ecstatic at finding out that they are stronger than me. Yet you look scared."
Izuku finally looked up and looked at All Might. "It's not that I am scared of being stronger than you, All Might. Rather, I'm scared of how much power I was using to hold you back."
All Might nodded in understanding before letting out a laugh. "Yes, I imagine the amount of power needed to hold someone as strong as I in place would have to be quite immense! Speaking of which, how much power were you using?" All Might said, thinking back to Izuku's earlier statement.
Izuku shook his head. "You misunderstand me, All Might. It wasn't the amount of power itself that scared me. It's how little I was using." All Might shot him a confused look. Izuku took a deep breath. "All Might, I was only using 25% of my full strength."
All Might's blood ran cold at hearing that. He was honestly too shocked at what he heard. If what he said was true, then a boy not even finished with puberty was…
All Might drew in a slightly shaky breath. "Are you saying that you were not only holding back, but you are…"
Izuku gave a stiff nod. "Apparently, I am four times stronger than you."
All Might was silent for a moment before he looked at Izuku in thought. "And it is this knowledge that you are much stronger than me that you are afraid of?"
Izuku nodded as he looked back at his hands. "I always knew that I was strong. And I only grew stronger with my training. But I never would have dreamed that I would actually be stronger than you, All Might." He let out a shudder. "I never truly realized just how dangerous my power is. How much destruction I can cause if I were to let loose. I-If I ever accidentally lose control or r-reacted in anger…"
He was pulled out of his panic attack when All Might rested a hand on his shoulder. He looked up to see the mountain of a man looking at him with a soft smile.
"Do you wish to use your power to harm others, Young Midoriya?" All Might asked. Izuku shook his head. "Do you wish to use your power for acts of villainy?" Again, Izuku shook his head. "Do you wish to destroy everything around you with your power?" Izuku once again shook his head in the negative.
All Might's smile grew. "Then you shouldn't look at your power with fear, young Midoriya. Acknowledge that you are indeed powerful and have the potential to be very dangerous, yes, but do not fear your strength. Just look at me!" He said as he pointed to himself. "Just one of my punches at anything above half power can destroy whole city blocks. Heck, my strongest attacks can change the weather from just the wind pressure alone! Do not fear your power, young Midoriya. So long as you do not fear your strength, it will always remain in your control. Know when and where to use your strength, and know just how much the situation calls for." He tapped his forehead. "While your quirk is powerful, this is your most dangerous weapon." He said tapping his forehead again. "But it is only tempered by this." He said, tapping him in the chest, right where his heart would be.
Izuku looked at All Might and nodded. "Thanks All Might. I… I needed that." He looked at his hands and nodded in determination. "I won't fear my power. I will use it to become a hero!"
All Might was ecstatic! This boy was powerful, but didn't let his power go to his head. Rather, he feared how potentially dangerous his power could be and knew that if he wasn't careful, he would hurt a lot of people. Not only that, but he wishes to use his power for the betterment of others. To become a hero to help others. Not for fame or glory. But for the sake of saving people.
He had found the one. He had found his successor!
He was about to open his mouth in an attempt to ask the boy if he was interested in a proposal of his, when all of a sudden steam started rising off his body. His eyes widened in shock at seeing that.
'This shouldn't be happening yet! I still have at least 15 more minutes!' A thought then occurred to him. 'Unless using full power to break free of Young Midoriya's hold, I used up all my time!'
Izuku noticed the smoke almost immediately. He furrowed his brows in confusion. "Um, All Might. You're smoking. Why?"
All Might sighed as his body disappeared in a cloud of steam. Izuku watched in confusion, before it turned to shock at seeing a skeletal man standing where the symbol of peace once stood. So like anyone who was in the situation he was in, he responded in a completely logical and understandable manner.
Before All Might could open his mouth and attempt to explain this shocking revelation, he was suddenly encompassed in Izuku's telekinetic hold once again. Except this time, he felt like every inch of his body was being squeezed. It felt like when his hand fell asleep, except across his whole body and three times as painful.
"Who are you!?" Izuku growled out as he tightened his hold over the skinny man. All Might looked and saw those green glowing eyes drilling straight into him. He felt a spike of fear pierce his heart. "You obviously have some sort of transformation quirk. So, why did you take the form of All Might? Were you hoping to play hero?" He tightened his hold just a little bit more. "I suggest that you start talking or your bones will start to break."
All Might started freaking out! This was not going according to plan. "Well you see… funny story." He gritted out through the small amount of pain he felt, but faltered. 'How exactly do I explain to a suspicious kid who just saw me go from Hero to zero, that I am in fact All Might? "Hey kid I got an injury from an almost all powerful villain that was just as if not stronger than me, which resulted in me losing half my respiratory system! Which then resulted in the skinny form you see now!" Yea Toshinari, that sounds totally believable!'
Just as All Might was about to attempt to explain the situation, the telekinetic hold encompassing him disappeared. He looked at Izuku and saw that the angry glare had disappeared and was replaced with a curious expression.
"So, you really are All Might." Izuku said after a moment of silence.
All Might was surprised by this. "How are you so sure? A moment ago you were about to break something?"
Izuku sighed. "That was before I read your mind. So now I know you really are All Might. And you are apparently like this because of some injury you got from a powerful villain."
All Might coughed up a little blood as he learned that Izuku read his mind. "Yo-You can read minds!?"
Izuku nodded. "I have minor telepathy. It is a sub portion of my quirk, Psychokinesis. But it is very limited. Unlike your average telepath, I can only read surface thoughts and communicate with someone mentally. While a regular telepath would be able to go through someone's head and see their memories and influence their minds in some way. But simple mind reading is still very powerful." Izuku explained. "The human mind is an odd thing. When asked a question, the answer pops up in their head before they choose to answer or not. So, all I have to do is ask the right questions and I am able to learn what I need to. Which is what I did to you. I asked who you are and read the first thoughts that popped up in your head."
All Might was impressed. "That's quite the amazing quirk you have there, Young Midoriya. But do you regularly read people's minds?"
Izuku shook his hand. "Kinda sorta." At all Might's look of confusion, he elaborated. "I read people's minds all the time, mostly because I am going to be a hero and would like to know if someone is about to attack me. But it is also part of my quirk. If left untrained something unpredictable could happen. What that is I have no idea. But unless it is something dangerous, I keep what I learn to myself. I'm not an asshole."
That seemed to satisfy All Might. "But going back to the topic at hand." Izuku gestured to him. "I heard you say that a Villain did this to you. How? And when?"
All Might sighed as he lifted up his shirt, revealing his wound to the young boy. Izuku for his part barely batted an eye at the sight of the hole in his side. "About 5ish years ago. The villain that did this to me was a very powerful villain. His name was All For One. I won the fight, but at the cost of my stomach and half my lung. As a result of my injuries, I have been using my quirk to 'bulk up' per say. But in doing so causes strain on my power. I can only stay in my muscle form for up to 3 hours now."
Izuku nodded. "And because everyone looks up to you as the symbol of peace, you hid your injury from the world to keep everyone from freaking out and give the villains a reason to band together and attack a weakened All Might."
All Might looked at him in mild surprise that he had so easily figured it out. But he nodded nonetheless. "That's right. If villains saw that I was weakening, they would become bolder, more dangerous."
All Might then sighed and decided to change the subject. Remembering how he got his wound always depressed him. "But moving on from that, I have something I would like to ask you."
Izuku tilted his head in confusion. "What is it?"
"You told me that you wished to be a hero to save lives. What made you make that decision? Other than being inspired by me of course." He asked, wanting to know his exact reasoning.
Izuku chuckled a little and looked out towards the ocean. "Well, while you did inspire me to become a hero to save people, I also noticed something else about your career." He looked All Might in the eye. "No offense All Might, but you made one very big mistake when you became the Symbol of Peace."
All Might tilted his head in curiosity, genuinely curious to what his answer would be. "None taken. But what was my mistake?"
"You became the only symbol of peace." Izuku stated. "Society has become dependent on you. You brought in an era of peace that no one else has been able to before. Your mere presence in a city is enough to discourage most villains from showing their faces, causing crime rate to drop in those areas. But because of this, heros and civilians have become dependent on you to save them. Some heroes have gotten lazy, thinking you will always be there to save the day. Others now wish to become heros for fame and profit because of the peace that you have brought in."
Izuku sighed as he looked at the sky. "So, what will happen to society when you retire? Or God forbid, you die in the line of duty?" Izuku said as gave All Might a hard stare. "I have no idea what will actually happen, but villains will become emboldened and start committing more and more crimes. And now that I know about your injury, retirement looks to be within the next five years. You became the only symbol. A man who makes everyone feel safe with his mere presence. What will happen when you are gone?
"I wish to change that." Izuku said as his eyes glowed a little. "My original plan was to go to UA and rise up as high as I could. But I wouldn't rise alone. If I become stronger, I want my fellow classmates to become stronger with me. Instead of one Symbol of Peace holding up society, how about 100? So that when one of us falls, the others are there to keep society upright." He looked at All Might with a soft smile. "I wanted to make sure that you could retire in peace, knowing that the next generation is there to take the burden off your shoulders. But, it seems I will have to work a little harder to reach my goal."
All Might looked at Izuku in awe. He wanted to make sure that society didn't become dependent on one man alone, but a whole bunch of people to ensure the safety of society as a whole. He wanted to take his legacy and improve upon it. To inspire heroes to be better and grow stronger.
All Might had indeed found his successor.
"That is quite the noble goal to have, Young Midoriya. The goal of a true hero." All Might said with pride in his voice. Izuku smiled in thanks. "Which is why I have made my decision." Izuku looked confused at that. "I don't think I could have found someone better to become my successor. I deem you worthy of my power! My quirk is yours to inherit!"
Izuku stared at All Might with an unreadable expression. He was silent for a few moments, making All Might start to sweat a little as he looked into those glowing emerald eyes.
"You wanna run that by me again All Might?" Izuku finally asked. "Inherit your quirk? Successor? I am a smart guy but you have completely lost me."
All Might gave a sheepish smile. "Right! Might have jumped the gun a little bit there." He said before he cleared his throat. "My quirk. It is no ordinary quirk. It dates back to the dawn of quirks themselves. Its name is One For All!"
Izuku was surprised. All Might never truly disclosed what his quirk was in any interview. Everyone speculated that it was some sort of strength enhancer on steroids. But since he never confirmed what it was, nobody had a clue as to what he could truly do. Heck, nobody even knew its name. Until now apparently.
"My quirk is a sacred torch passed down from user to user. A stockpiler in nature, growing stronger with each wielder as they cultivate and add to its power throughout their life." Izuku's eyes widened slightly. A stockpiling quirk that could be passed onto another? Sounds impossible. But then again, quirks themselves were impossible over 200 years ago. "I am the eighth wielder of One For All, and it is this sacred power that I wish to pass onto you now, Young Midoriya."
"And because of your injury, you need to find a successor now before it's too late." Izuku finished for him. All Might gave a resigned nod.
"I am running out of time." All Might confirmed. "Soon I will be forced to retire. But I want to pass on One For All before that happens. Should you accept, I will do my best to teach you to control On For All so that you will be able to control it just as well as me. And over time you will become strong–"
"I'll pass." Izuku interrupted.
All Might coughed up blood in shock as he heard Izuku's rejection. "W-What!?" He asked in extreme confusion. Not once did he imagine that he would reject his offer.
Izuku sighed. "All Might, we just saw that I am stronger than you. I was able to hold you down with just a fourth of my power. Do I really look like I need your power?"
All Might started sputtering. "But… I … you… it would make you…''
Izuku shook his head. "If your argument is that it will make me stronger, then the answer is still no. You know the saying 'Power corrupts, but absolute power corrupts absolutely'?" All Might nodded his head stiffly. "Well, I don't want that to happen to me. I don't want to see myself as some sort of god." He then grinned. "Besides, in my opinion, having two strong heroes is better than one." He explained. "Me, one of if not the strongest Esper in the world fighting alongside someone who has arguably the strongest strength enhancing quirk in the world. We would be quite the team, able to bring in peace in ways you yourself never could."
All Might looked conflicted now. "Well… I mean… yes but…"
Izuku kept going. "Also, we have no idea how One For All will affect me and my quirk." All Might looked confused now. So Izuku elaborated. "You said One For All is a stockpiling quirk. Meaning it is a source of energy. And with how strong you are, a pretty damn strong source of energy. How will it impact me? If I start drawing from One For All, will I have to completely relearn how to control my quirk? Will it put a strain on my quirk? And there is a physical aspect to it, so will it put a large amount of strain on my body? Will I hurt myself trying to master it?" Izuku ranted, before realizing that he was doing so and stopped. "Look All Might, I am honored that you think I am worthy to be your successor, but I am afraid that I have to turn you down."
All Might visibly slumped as he sighed in sadness. "You are right, Young Midoriya." He said, sounding a little depressed. "While I am disappointed that you are not going to accept the offer to become my successor, I am not going to force you to do so either. And I understand your reasoning for rejecting my offer. Reasons that I admittedly didn't think of." All Might sighed as he sat down on the sand and stared out towards the ocean.
He gave a dry chuckle, which quickly turned into a bloody cough. "I honestly never imagined that someone would turn down the chance to have my quirk." He then paused for a moment. "But then again, I never met someone who was stronger than me, therefore not needing my quirk." He groaned. "Now what am I going to do?"
Izuku crossed his legs and floated near All Might. "Well, whatever you do, you can rest assured that I will keep your secret. Too many villains will grow bold knowing you are injured." Izuku then laughed a little, making All Might look at him in confusion. "Besides, even if I did tell people, who would believe me?"
All Might thought for a moment before chuckling to himself. It really did sound crazy when you said it out loud, given his track record as a hero.
All Might looked saddened now though. "But I am still in need of a successor. And if you don't want One For All, what will I do now? I don't exactly have a lot of candidates that are like you, young Midoriya."
Izuku thought about that for a long while. All Might was content to let him think in silence as he looked back at the ocean. After a few minutes, he spoke.
"I think I have an idea." Izuku said, making All Might look at him. "Since I am going to be attending UA within the next year, why don't I look for some candidates while at the school. No better place to find a successor to One For All than the greatest hero school in Japan."
All Might chuckled at Izuku's idea, confusing him. "A good idea, Young Midoriya. One I had already thought of. With my dwindling strength and need for a successor, I took up a job as a teacher for UA. I will be starting next year."
Izuku was surprised. All Might was going to be teaching at UA? Awsome! "While that is amazing news, it is still a flawed plan." All Might shot him a curious look. "You will only be spending time with students during classes. You will have a limited amount of time to spend with the students, making it harder for you to find a successor. I, on the other hand, will be spending most of my time with them, especially when we all move into the dorms. I will get to know them personally, allowing me to find someone else who fits your qualifications."
All Might thought about that for a moment. He would be unable to spend as much time observing the students with all of his other duties taking up his time. And Nezu was also unable to help him for similar reasons. It would be beneficial to have someone among the students to find someone who was worthy.
All Might nodded his head. "That is a good idea, Young Midoriya. I will be preoccupied with my other duties, so finding a successor would be a bit harder for me. Thank you for offering to help." He then sighed. "But finding someone with a similar heroic heart to yours will be difficult."
Izuku thought about that for a moment, before he had sighed. "Tell you what, All Might." All Might looked at him curiously. "If by the time I make it to my third year at UA, and you still haven't found a successor, I will accept One For All."
All Might looked shocked, but excited at the same time. "Really!? You would accept One For All!?"
Izuku held up a hand. "Yes, but you have to actually look for a successor. Not just reject any candidates that are suggested to you and wait for my third year. You have to actually try. And since I can read minds, I'll know if you're lying or not. Deal?"
All Might nodded immediately. "Deal!" He said and they shook hands.
All Might smiled before glancing around and frowned. "It's hard to believe that this used to be a beach. Now it's just a scrap yard." He said, glaring at the mountains of trash. "To allow the ruin of such a beautiful place, how low has our country fallen?"
Izuku glanced around at the beach and frowned as well. Such a beautiful place, destroyed by humanities laziness. Then a thought struck him. One that made him grin.
"Hey, how hard would it be for you to contact the local police and sanitation departments?" He asked the blonde hero.
All Might looked at him for a moment in confusion, but answered none the less. "Not too difficult. I have friends in the police and a few in sanitation from doing some community service here and there. Why?"
Izuku grinned before his body was encompassed in his telekinetic power. "Call them and tell them that a lot of scrap is going to be moved to the nearest junkyards." He said before lifting his hands.
All around him, mountains of trash and scrap metal started lifting off the ground. Tons upon tons of trash were lifting off the ground and floating as though they weighed as little as a feather. All Might was in awe at Izuku's display of power. The amount of control he had over his own quirk was astronomical!
As the trash started to orbit around Izuku like the rings of Saturn, Izuku called out to All Might. "You might want to call your friends to warn them."
And then he suddenly started flying away, presumably to the nearest scrap yard, taking at least half the trash of the beach with him. All Might quickly pulled his phone out and called up his friend, Detective Tsukauchi.
"He Tsukauchi." He said as he watched the large mass of trash disappear in the distance. "So, there's a favor I need to ask of you."
1 Hours Later
All Might stared in awe at the now spotless beach. Izuku had picked up every single piece of trash there was. Not a single spec remained. All that was left was white sands. And he cleaned it all up within an hour! Well, technically the cleaning process only took two minutes, the other time was spent transporting the trash to various scrap yards across the prefecture.
It was easy for All Might to contact his police friends and tell them not to panic if they saw a large mass of scrap metal flying across the sky. And it was even easier to contact local sanitation to let them know that they would be getting a large quantity of trash coming their way. Being the number one hero certainly had its advantages. Nobody questioned All Might when it came to community service and protecting civilians.
Izuku was truly powerful. There had to be at least 10 to 50,000 tons of metal on the beach, and he moved it all away like it was nothing. Izuku even stated that he only made two trips so that it would cause less of a panic than if he moved all of it at once. All Might had to agree with that. He was even more disappointed that Izuku didn't want to become his successor.
Izuku stood beside him, grinning at his handy work. "Well, that looks a lot nicer than it did before, don't you think?" All Might nodded, still amazed at the now pristine looking beach. "Thanks again for calling your friends and letting them know what I was doing. Didn't want a bunch of heroes to start attacking me and causing a panic."
All Might waved away his thanks. "It's fine." He nodded to the cleaned beach. "This was certainly worth a few phone calls." A thought then occurred to him. "But a lot of people will have no doubt seen you transporting all that trash, which means it will definitely attract the media's attention. What are you gonna do?"
Izuku gave All Might a sly look. "Already thought that through. You are gonna deal with the media for me."
All Might looked at him for a long moment. "What?"
Izuku chuckled before he explained his little plan. "Alright. Tomorrow you are gonna hold an interview/press conference…"
Later: Midoriya residence
Izuku landed in front of his home an hour later, after exchanging numbers with All Might of course. He smiled as he looked at his house. A four bedroom, two bathroom and two story house with a one car garage.
He and his mother used to live in an apartment up until he turned seven. During that time, his mom and dad both decided to get a divorce, both agreeing that they had been a little reckless and hasty. So they split on good terms. Also due to his dad being overseas for his job. So, his mom went and finished law school and became a lawyer. A pretty damn good one too.
So after a few good cases, his mom had saved up enough money to buy the two of them a proper home.
"I'm home!" He called out as he walked through the front door.
He heard his mom call from the kitchen and quickly made his way there. Upon entering, he saw the skinny form of his mom making dinner. It smelled good too. And then his mom turned and gave him 'The Look'. Uh oh.
"So, Izuku." Izuku felt a little worried at her tone. "On my way home I saw a giant mass of what looked like scrap metal flying through the sky. And since I know for certain that there are no heroes in the area with a quirk powerful enough to let them lift that much metal, I am going to assume it was you." Izuku glanced away, causing Inko to narrow her eyes. Despite all his power Izuku, like any smart young man, was deathly afraid of his momma. "Izuku, why were you moving all that trash?"
Izuku sighed before sitting down at the table, where he proceeded to tell his mother about his day. Obviously he left out the parts about One For All. He didn't need to tell her that part. It wasn't his secret to tell.
"So you met All Might after being attacked by a low tier villain, 'fought' him, found out you are stronger than him, and then decided to clean up that giant junkyard of a beach?" Inko asked as he finished explaining.
Izuku nodded. "Pretty much."
Inko groaned and rubbed her eyes. "Why can't I have a normal son?" She asked in exasperation.
Izuku just laughed. "Normal is for the weak!"
The Next Day
" … Know you are all wondering why I called this meeting. It pertains to yesterday's events regarding Dagobah beach." Said All Might to both the reporters and the people watching at home on TV. Izuku being one of them. He hoped All Might remembered the cover story he came up with.
"All Might! Who exactly was the one who cleaned the beach!?"
"What quirk do they have that allowed them to transport such large amounts of scrap?!"
"Are they a new hero making their debut?"
"Why are they not here to tell us themselves?"
All Might raised his arms in a placating gesture. "If you will all settle down, I will be able to tell you." The reporters all quieted down. All Might cleared his throat and proceeded onward. "Yesterday evening I was pursuing a villian who had been causing some trouble. For a brief moment I had lost said villain. Only for them to encounter a young man. This young man was able to easily defeat the villain, much to my own shame, when he shouldn't have had to. After a conversation with this young Man, he made a request of me." All Might said, and Izuku could see his trademark smile grow just a little bit more. "He asked me to grant him permission to use his quirk. Not for a petty reason like getting back at a schoolyard bully or using it for something trivial. No, he asked me if he could use it to do an act of community service. He asked me if he could use his quirk to clean Dagobah beach."
All Might held a hand up when the reporters started asking questions again. "When I agreed to his request, I merely thought he had some sort of quirk like 13 or a warp quirk. So I didn't see the harm in letting him do a good deed for the community. But I will admit, I never imagined that the young man would be so powerful that he went and moved half the scrap on that beach in an instant." All Might let out a loud booming laugh. "Still shocks me to say the least! That was quite the display indeed! But I quickly realized that someone moving such large amounts of metal and debris could be seen as something malevolent, so I quickly informed the local police that it was not a threat and to inform the local heroes. All in all, at the end of the day a young man did a truly heroic deed without expecting a reward or recognition for his deed. He just did it because he could."
"All Might! What is the name of this young man?" A reporter asked eagerly.
All Might shook his head. "I'm afraid that this young man wants to stay anonymous for the time being. He said that he doesn't want to deal with any media attention until after he reaches UA next year.
This shocked the gathered reporters. "Are you saying a fourteen year old boy was able to clean up thousands of tons worth of debris in such a short time?"
All Might nodded. "As I said, it was quite the shock for me when I saw his power. Heck, he is stronger than most pros right now. I can only imagine how much of an impact he will make once he graduates. It makes me happy knowing that the future will be in the safe hands of the next generation."
"What quirk does this young boy possess that allows him to accomplish such feats?"
"I will not disclose that information for it is not mine to disclose." All Might said sharply, making the reporter shrink back. "But, I will tell you this. This young man is extremely powerful. And I have no doubt in my mind that he will become one of the strongest heroes in rhe world once he goes pro." Izuku groaned as All Might said that. That wasn't part of the script. Now he was gonna get even more attention. Great.
"Is there anything else that you might be able to disclose about this young man?"
All Might paused for a moment, before grinned widely. "I won't tell you his name, but I will tell you his hero name. I would suggest to every villain out there to rethink their decisions in life, for when this young man goes pro, you will not escape him."
"What is the hero name that this young man has chosen for when he goes pro?" A reporter asked eagerly.
All Might smirked. "His name is Tornado. The Tornado of Terror."
AN: I think that is a decent enough starting point. A good foundation for this totally broken character. Hopefully I will be able to make it as good as possible. In regards to Izuku, I'm trying to do a blend of both his and Tornadoes personalities. Want to use the seriousness of Tornado, and the easy going hero fanboy of Izuku. Also, this is going to be a small harem fic. The most I'm doing is 3 girls. I might just do 2, but a third could be possible. Next chapter will be the 10 months before the entrance exam. A lot of shit happens in 10 months, like meeting a cute girl or two:). Or meeting a potential candidate for One For All. Which I am still deciding on.
