Summary: Roughly forty years have passed by since the New Age of Piracy started, where a simple boy in a straw hat made his mark on history and disappeared into obscurity.
During that time, the old World Government fell after a successful Revolution, ending the reign of the Celestial Dragons and those who abused their authority. In the wake of this revolution, a new government was formed called the United Council of Kingdoms (or UC for short), a movement spearheaded by Chairwoman Nefertari Vivi. Under the UC, new laws were created such as abolishing slavery and equal rights for Fishmen. Much of the corruption within the Marines was rooted out under the authority of the current Admirals (Smoker, Hina, and Koby), transforming them into the proper law enforcers they were meant to be.
Unfortunately, many did not take kindly to the change in the status quo. Several kingdoms refused to join the UC because it limited their power and became solitary nations that refuse the authority of the UC, even becoming hostile. And following the Marine reformation, almost half the members left the organization, including several high-ranking officers, and turned to piracy as a result. With the number of pirates greatly overwhelming the Marines, the UC was threatened to collapse. But it was Chairwoman Vivi who created a solution: the Letters of Marque.
Inspired by her adventures with the Straw Hat pirates, Chairwoman Vivi created the Letters of Marque and the subsequent creation of "Legal Pirates." Those who were given Letters of Marque were allowed commit acts of piracy against other pirates and other criminals and were rewarded based on their acts of heroism. Though all crews in possession of a Letter of Marque are required to have at least one official Vice-Admiral Marine officer to monitor their actions, as to avoid a similar situation as the Seven Warlords of the Sea.
And that is where our story begins. This is the tale of Rackham "Feathered Serpent" Azalea, captain of the Feathered Pirates, and her crew in search of adventure, romance…or the nearest pizza joint. Whichever comes first.
Rules:
Now that we got introductions out of the way, time to get to the part you are (hopefully) all waiting for. As with any SYOC, the template for submitting a character will be posted on my page. An example of the character sheet can be seen down below. But before you head there, there are a few things in mind:
1. No submitted characters can be related to any of the One Piece main cast. That means they can't be Luffy's daughter or anything like that. The less submissions that are related to canon characters, the easier it will be to work with them. This story is essentially a clean slate.
2. If anyone is going to submit a character with the D. in their name, know that I may only accept one or none at all depending on how well the character is written. With very little context behind the initial in the main story, I'd like to avoid the matter if possible.
3. Go easy on the Devil Fruit powers. At most, I will possibly accept 4-5 members of the crew having Devil Fruit powers. Given that there are forty years between this story and canon, I will accept known Devil Fruits like the Sand-Sand Fruit, counting it as the character having died at some point, depending on how creative the submission is. But you are more likely to be chosen with an original Devil Fruit, so keep that in mind.
4. When the first chapter is up, the crew will already be assembled. I find that going through the motions of detailing how all the characters met will take too long for everyone to appear. You took the time to make your character; you deserve some instant gratification.
5. A list of all the possible roles will be given below. Not all of them will be filled, but should make it easier to base your characters around.
If you feel like using the same sheet to create villains, I have no issue with that.

Physical description: 5ft 2in tall, fair-skinned, typically large breasted (as all One Piece women are) bright-blue eyes, waist-length hair that starts soft-pink at the scalp, then gradates into a deep-red as it reached the end, two shoulder-length strands framing her face with a golden hairclip that parts her fringe to the left side. She has a notch in her left ear and a thick, jagged scar on her right breast.
Main outfit: A traditional Kuja-style bikini top with a pink and black striped pattern underneath a black version of the Marine's admiral jacket (which she stole from Koby and dyed black) with gold epaulettes and buttons that hangs on her shoulder and reaches her ankles. She wears a navy-blue pleated sailor skirt held up by two overlapping black leather belts forming an "X" over her waist. Soft-pink, thigh-high stockings, a pair of black leather boots, and a quiver for holding her arrows.
Her most notable trait is her lack of underwear.
Formal outfit: A lengthy white dress that hugs her curves with a "boob window" that exposes her cleavage, a slit that exposed her left leg, and with a red feather pattern rising from the right side. She has her hair tied into a bun and held in place by her snake, Echidna

Personality
Personality: Azalea is best described as a very curious child. Having been raised in Kuja society and growing up on her father's stories, Azalea is easily fascinated by things that most people would consider mundane. This leads her to being easily distract, resulting in failing to listen to someone or wander off unconsciously. She is also rather gullible, typically taking the bad guy's word for it until someone sets her straight (usually Carmilla.) But in spite of this, Azalea has a strong sense of moral justice, unwilling to stand by and let innocent people get hurt. She is also prone to violent anger when someone acts bad without guilt or remorse for their action.
When it comes to fighting, Azalea is known as a tactical genius, thanks to the Kuja's strict training regimen. She is capable of scoping out the battlefield and devising several battle plans in minutes, shifting through multiple variables to reach the best possible outcome. She excels in geometry due to her archery training.
Her most noted quality is her complete lack of shame, never wearing underwear and not caring if anyone accidentally sees up her skirt.
Quirk: She does not understand the concept of underwear, so when she bends over or a strong breeze passes by, she gives everyone around her more than they were expecting.

Fighting Style: Raised by Kuja culture, she is trained for distance fighting using her snake bow and arrows. But if brought into close combat, she will instinctively activate her Devil Fruit power for protecting and move into kick boxing style combat. Her primary tactic is constantly moving to avoid enemy attacks while jumping in with lightning-quick punches and kicks to exposed areas in the enemy's defenses.
If a situation starts to get too dangerous and she sees a possibility of losing, she will fly out of range of her opponent and resume long distance tactics.

Forms:
(Hybrid): Covers her skin in jade scales and transform her pupils into slits. In this form, her scales are hard as steel, capable of shattering most bladed weapons and deflecting bullets. In this form, her physical strength is increased to match that of twenty men and her vision is sharper to where she can see a fly from several miles away. She also sprouts a pair of red feathered wings from her back, allowing her to fly at accelerated speeds. If she flaps her wings hard enough, she can produce a wind strong enough to send people flying.
(Full): Transforms into the Quetzalcoatl, a great jade-scaled serpent with red plumage around the face, roughly around thirty-feet feet in length and four red-feathered wings with a twenty-foot wingspan. Rows of spikes run down the length of her back and her tail ends in a golden club adorned with three giant red feathers. Her most dangerous feature is her fangs, which are big enough to pierce through a ship in one strike and imbued with a powerful poison.
As the Quetzalcoatl, she can produce heavy winds from tornado to hurricanes by flapping her wings and can summon severe lightning storms capable of changing the entire landscape. In this form, her scales are nearly indestructible.
*Warning* Due to Azalea's lack of control in this form, it has been designated off limits unless permitted by her assigned Marine supervisor.
Weakness: In her hybrid form, Azalea is still vulnerable to blunt force and explosions. Her wings are very fragile and vulnerable to blades, gunshots, and other damage.
In her full form, she loses all conscious thought and acts like a wind animal, often resulting in heavy destruction until stopped.
Like all Devil Fruit Users, she in unable to swim and weak against Armament Haki users.
Background
Azalea is the daughter the Kuja Pirate, Camellia, and Rackham "Calico" Jack, captain of the legal Calico Pirates. The two met in a pub in a distant island where Jack excessively flited with Camellia, who had no experience with men, finding humor in her shyness. They enjoyed a passionate fling for a week that led to them sleeping together on their final day before they went their separate ways. They would encounter each other again four months during a summit at the UC between legal pirate captains where Jack would learn that Camellia was pregnant with his children. An honorable and dutiful man, Jack immediately married Camellia and offeredx to help raise their children.
When Azalea and her twin sister, Lavender, were born, Camellia retired from piracy and returned to Amazon Lily to raise her children while Jack continued his duties as a legal pirate. Though the Kuja of Amazon Lily were still an isolated society, they opened their boarders to the rest of the world thanks to the decree of a previous empress, allowing Jack to visit his family regularly. During each visit, Jack would regale his daughters with tales of adventures, mystery, and romance (often exaggerated to the point of outright lying.) It was these stories that fueled Azalea's dream of exploring the world and seeing everything it had to offer.
Like all Kuja, she was trained from a young age in the Kuja traditional art of combat, learning archery, tracking, snake taming, and learning Observation and Armament Haki. Though she was very proficient as a warrior, she paled in comparison to her stern and disciplined sister due to her daydreaming nature, often resulting in her not paying attention to what she is doing. One such incident led to her bouncing an arrow off a rock and clipping her left ear.
When she and Lavender were sixteen, they were deemed old and capable enough to join the Kuja pirates. Lavender joined out of a sense of duty to her people while Azalea did for the spirit of adventure. However, on their very first voyage out to sea, an incident happened that altered Azalea's course forever.
As they made port on an island under the Kuja Pirate's protection, Azalea became instantly distracted by all the new things to be seen that she unconsciously wandered away from her crew and found herself completely lost six hours later. By the time she made it back to port, the Kuja Pirates had already set sail without either side realizing the other was missing.
Azalea accidentally wandered onto a marine ship, somehow not realizing that it wasn't the Kuja Pirates vessel. Through a series of funny coincidences and plain dumb luck, Azalea managed to wander around the vessel without running into anyone until she made it to the captain's quarters, where she saw a small treasure chest with a strange fruit sitting inside. Since she hadn't eaten all day, Azalea ate the fruit without a second thought. Both she and the marine captain were in for a shock when he discovered her in his cabin.
After some explanation, the marine captain reluctantly agreed to help Azalea find her way back to Amazon Lily. But during their voyage, they were ambushed by a band of rogues called the SMILE Pirates, made up of remnants from Kaido's fallen empire. The marines were easily overwhelmed by the pirates until Azalea stepped in and put down most of them with her superior skill and tactics. It was in the middle of the fight that she unconsciously triggered her Devil Fruit power, creating scales on her arm that shattered an enemy sword.
But Azalea's luck ran out when the SMILE captain, Yagi, entered the battle. With his experience, superior power, and Ram-Ram Devil Fruit, he beat Azalea within an inch of her life. She was nearly put to death until the timely arrival of Admiral Koby, who bested Yagi with minimal effort.
After the SMILE pirates were arrested and Azalea received medical treatment, Admirable Koby invited Azalea to follow him to Liberalis, the capital of the UC. His choice to bring her stemmed from sensing her strong moral justice (and needing to explain to the government how they lost a rare Mythical Zoan Devil Fruit.) It was in Liberalis where she was introduced to Chairwoman Vivi, who, under Koby's recommendation, invited her to become a legal pirate. (And, for some reason, Azalea never mentioned that she was with the Kuja pirates, who were already legal.) Azalea accepted without hesitation.
Lavender was not happy when she heard the news.
And as luck would have it, that was the same time her future first mate and lover, Ingela Carmilla was also applying for legal pirate status.
In the three years since the Feathered Pirates were established, Azalea increased her crew and slowly gathered a reputation among pirates (though not as great as Carmilla.) But one day, the Feathered Pirates came across a powerful enemy that nearly wiped out the crew. In a desperate bid to save her friends, Azalea transformed into the full version of the Quetzalcoatl. Doing so allowed her to kill the enemy, but Azalea lost control and unleased a devastating storm that rendered the entire island an uninhabitable wasteland. She was only stopped when their marine supervisor delivered a critical blow to Azalea, resulting in the scar on her right breast. Since then, Azalea has been restricted from using this form unless permitted as a weapon of absolute last resort.
