Some questions had been coming up whether I would write my take on Civil War in my MCU/Arrowverse series. While I did consider it, there are several issues I have with it, mainly with Tony's shady actions, but I'm not going to go off on a long rant here. This fic is inspired by Stand with Ward and Queen's 'Rejected offer'

Plus, not really in a mood to write longer stories these days due to certain issues FF has been having, which make me unable to access certain features on the site on my phone or download stories anymore.

Tony, Oliver, Barry, Clark and Kara had gathered in the meeting room of the New Avengers Facility after Tony had presented them the draft of the Sokovia Accords. Oliver took just a quick glance, while Barry, Clark and Kara speed-read the whole document thrice, just to be thorough before they slid the Accords across the conference desk back to Tony.

"What do you mean, you're not going to sign?" Tony asked.

"Don't you think it's sketchy that they're going to ratify them in three days, whether we sign or not?" Oliver pointed out, remembering Amanda Waller. "I've worked for a governmental agency before and I learned that you can't trust people in high places, since they'll try to make you work for them one way or another and they won't have second thoughts about using people you care about as a leverage."

"And even assuming that the government isn't corrupt, there's still bureaucrats, red tape, chain of command, before they make up their mind, it could be too late to save enough lives and how do you know that we won't be just playing into their hands if we work with them?" Barry pointed out.

"There was a time, when they forced me to disclose my secret identity, when I worked at the DEO but I quit and then I was cut off from all of DEO's resources. No support from my former friends or colleagues, I had to chase and take down aliens on my own and whenever DEO showed up, they forced me to back off, otherwise I'd be arrested too due to interfering in their operation and then it turned out that the President, and by extension the military, had actually been in Luthor's pocket this whole time. I've seen how easily can people in powerful positions be manipulated and bought, so I'm done putting blind faith in the government." Kara said.

"We can amend them—" Tony began.

"And how exactly would you do that, when you have signed them already? You may have some connections in the United States but what about the other 116 countries behind the Accords? Do you have any leverage to make them amend the Accords? How exactly are you gonna convince them to amend the Accords?" Oliver pointed out and Tony opened and closed his mouth several times but no sound came out.

"When the Vigilante Registration Act was in effect, you know what they were doing to people violating or opposing them? Chasing and imprisoning with no due process or trial in black sites, experimenting, illegal inhuman torture and interrogation of anyone violating the Act, how can you guarantee that's not going to happen to anyone violating the Accords?" Clark pointed out and Tony paled, considering that he had heard rumors about some covert black site in the middle of the ocean Ross was building. "Or how can you be sure that the people behind the Accords aren't going to try to shut us down the moment we outlive our usefulness and are not going to come up with any means to take us down, even if it might kill us? What if they try to force me or Kara to do something we don't like and put us down with kryptonite if we refuse? Banner spent five years on the run from Ross because Ross wanted to weaponize the Hulk. And yet you would trust him?"

"For all you know, the Accords will force a kid younger than me, who also has powers and wants to help, to disclose his identity and it'll just paint a bullseye on their backs and everyone close to them. General Eiling has tried to weaponize metas before and tried to catch me, with no justified legal grounds to do so." Barry said.

"This isn't about you trying to do the right thing and keep everyone together, this is about you trying to clean your conscience after Ultron destroyed Sokovia." Clark said.

Tony opened his mouth but barely a sound came out as he couldn't really dismiss that allegation.

"If you think this is the way, we can't change your mind about that. But the man we know wouldn't trust something like the Accords at the drop of the hat." Oliver said.

"And have you at least considered the possible drawbacks before signing?" Kara pointed out.

"If you really are adamant about the Accords and haven't given a thought about the possible downsides, there may come a day, when you look at yourself in the mirror and you won't like who's looking back at you." Oliver said.

"If we don't do this now, it'll be done to us." Tony said, desperately trying to say anything in an attempt to convince them to sign.

"Says the guy who wouldn't let himself and Iron Man be used by the Senator who was in Hydra's pocket and told the government to kiss his ass." Oliver drawled and Tony winced.

"If they come after us… I say let them try." Clark said firmly.

Tony seemed actually impressed and held some respect for their stance but looked mainly disappointed he was unable to sway them to sign the Accords as he sighed and took the papers with him. He was only hoping that the Accords would not drive a wedge between him and his friends somehow… if they all only knew…


After Season 4 of Supergirl, Kara would definitely say 'No' to Sokovian Accords after how the President turned out to be Lex's puppet and used his status to try to make Kara their puppet and Kara was forced to quit DEO and Kara wouldn't put blind faith into system anymore after how they basically tried to 'Sokovian Accord' her and tried to force Kara into disclosing her secret identity, if she wanted to still use DEO's resources and considering that Season 4 kind of showed how people, when pushed enough, would mistreat aliens, like how mutants are often pariahs in X-Men. While Kara would still trust the government to certain extent, she'd be more wary and share a stance similar to Steve and Oliver after Season 4.

Oliver himself has understandable trust issues with agencies and government after his experience with Amanda Waller.

Clark is a mixed bag, since most of his portrayals, while they are willing to work with the government, they don't put blind faith in it, if you don't count The Dark Knight Returns, but the Smallville version after his experience with Vigilante Registration Act and General Slade Wilson, as if he'd trust the government, considering what happened with AC and Mera and Smallville Oliver. The Superman & Lois version, while he trusts Sam Lane to an extent, he is wary of Sam or some of his colleagues having hidden agenda or ulterior motive and some of Sam's secrets, like projects to take down Clark as contingencies, were later used by Clark's enemies against him.

Barry, while a member of a law enforcement himself and he does trust the system, he knows from personal experience that it isn't perfect, case in point, his father and his imprisonment, so Barry would have some reservations too and considering his experience with General Eiling, he wouldn't trust governments either.

And Tony saying he could amend the Accords was just a lie, which RDJ himself confirmed in an interview that he was just saying anything he could to convince Steve to sign. Tony may have some connections to the U.S. government but he had no leverage over other members of UN regarding the Accords and he had already handed Bucky to T'Challa, so he was lying to persuade Steve to sign.

And Agents of S.H.I.E.L.D. confirmed that Inhuman operatives in S.H.I.E.L.D. like Daisy or Joey or Yo-Yo were forced to register, when Talbot came to S.H.I.E.L.D. to register "undocumented Enhanced assets", mainly the Inhuman operatives, because that was required by the Accords.
