It is a well-known fact that Sailor Pluto is the guardian of the Gates of Time. It is a much less known fact that she is also the guardian of the Gates of Dimensions. Not even her majesty Queen Serenity had known this during her rule, just as her daughter, Princess Serenity, was blissfully unaware of this one of Pluto's duties. Time and the dimensions are very closely related. If one thing happens differently in the set stream of time it breaks off into a different dimension. The gates and Pluto is the only thing that is a solid and common fact in all of the dimensions. Yet there is only one dimension that is "correct" only one where every event is set in stone and was supposed to happen. This dimension is known as the core dimension, the rest are mere shadows of the core. If Pluto neglects her duties for the core every other dimension will fall into disarray yet, if she ignores the shadows one can become to powerful and require as much attention as the core.
