After Havalynd falls into anarchy due to there being no more drugs for the junkies, Birth goes to undo the whole thing, seeing as the downfall will only spread throughout San Paro. Though, after getting valuable information from one of the G-Kings, Birth becomes a huge target for the ones who got rid of the drugs.

Upon receiving an odd notebook, Simon finds himself finally seeing the unbelievable. Forced to stay awake by his fear, the enforcer is unable to think straight, plunging him into total paranoia. Things take a turn for the worse when all of San Paro experiences a power outage and Simon is forced to flee his home in search of some safety.

Upon meeting a young female one night at Club Gaijin, Suji finds himself wanting the girl to stick around. After some convincing, she agrees to be with gang, after being accepted by the others, of course. That's how it all started. She taught him graffiti, he taught her how to be a criminal. The question that lingers around: how long until she's gone?

In a city known as San Paro, crime has spread like a pandemic. In the looming threat of total collapse, the City Security Act was created, arming the city with vigilante armies collectively known as the Enforcers.
