Dear Site Directors,

Lately, there have been reported incidents of containment squads detaining falsely anomalous subjects. The subjects' "anomalous" effects when inspected further, were found to be a result of their semblance and or aura. These occurrences have been shown to be inimical to assigned personnel and may end in the termination of the subject

Why you may ask?

Well, ever since the veil broke, our reputation has been disintegrating ever presently. With new classified information breaching command and with riots outside Site-2.

We do not need any more bad publicity.

So, to combat misinformation; the O5 Council has collaborated with the Ethics Committee in producing a report containing an in-depth explanation of what defines "anomalous".

I know it might sound juvenile, but this is very important to the continued existence of the Foundation.

To which Site Director I may be writing, please review the following refined procedures below in "Revised Procedures Addendum 1" and distribute pamphlets of the newly revised protocol among the required Foundation staff.

We are taking this very seriously and failure to follow command will end in severe consequences.

Revised Procedures Addendum 1:

Revised Procedure 1: If a suspected anomalous property of a subject is confirmed to be a result of Aura. Release the subject and apply Class-A anmestics to said subject, in severe cases use Class-B amnestics.

Revised Procedure 2: If a subject has anomalous properties, but shows no signs of Aura. Please, detain the subject properly using the required protocol

Revised Procedure 3: If a subject appears to have more than one Semblance. Please, detain the subject properly using the required protocol.

Revised Procedure 4: If a subject's anomalous properties align with reality-bending properties. Please, detain the subject properly using the required protocol.

More procedures will be revised in the future.
