This is the dilemma that Natsu is facing, despite being the number one strongest (yet rowdy) guild, Fairy Tail is rather traditional, specifically how they handle marriage is one of it.
Natsu is yet to propose to Lucy, it was the perfect time to do it. Lucy had achieved her goal a year ago, she is now a known author of the "The Adventures of Iris," Natsu on the other hand was a known wizard due to him leading the successful end of the 100-year quest. For them, if there is a perfect time to settle down, now is the time.
And so, they are currently contemplating who to talk to ask for Lucy's hands.
"We'll, we can't contact her celestial spirits without her knowing," Gray joined their table.
"That is right, but Lucy-san is not the only celestial mage, I think we can pass a message through Yukino-san?" it was Wendy's brilliant idea.
"And then Loke can pay us a visit! He can come here as the official member of the guild, right?" Erza continued to add to their plan.
"I still suggest we just ask Master," Carla said, she offered it earlier, after all their Makarov has been their father figure for years.
Natsu has been quite the whole time, "What do you think, Natsu-san?" Wendy spoke to bring Natsu back to their conversation, "What if… is she say 'No'?" Natsu said in a low spirit.
Him and Lucy have known each other for a long time, been together through a lot of challenges but still their romantic relationship is still in its early stage, that is why Natsu can't help to wonder if him and Lucy are both looking forward to marriage already.
"" No," are you out of your mind? This is Lucy we are talking about," Gray said, wanting to laugh at his friend's misery, although he can also see he is truly worried.
"We are sure Lucy feels the same, however you choose first to ask wont matter anyway," Levy joins in, holding in her hand her months-old baby, it was the newest source of joy for the entire guild.
Levy was offering the option that Natsu can first propose to Lucy before asking for a family member for her hand, that way Natsu can be assured that him and Lucy are on the same page.
"I got the lacrima ready, we can call Sabertooth guild hall any time you are ready," Mira said over the counter, at this point half of the guild knows Natsu's dilemma.

Luckily, today Juvia took care of asking Lucy out for shopping, in a way the rest of them can consider for whom to ask for Lucy's hand in marriage and then be ready for the proposal.
"Juvia thinks this will look good on you too, Lucy-san should try it too," Juvia added the fifth dress for Lucy to fit, the water mage is doing her best to make their shopping longer, and in recognition of her efforts, they are now out of the guild for two hours already and still at their third boutique.
Lucy truly did not mind, she missed Juvia after their previous mission, shed be happy even to spending the entire day with her friend. "Uhm Juvia, these are fine dresses, but they are all in white… maybe I can try on a different color?"
"Well… Juvia have to find you the perfect dress for tonight, that is her mission today…" Juvia whispered nervously but still agreed with Lucy later on, it is a win-win for her, it will take more time.

After calling the Saberthooth, Yukino was even delighted to summoned Libra, and then Libra passed on the message to Lucy's celestial spirits. However, the only one who can travel through their world without tapping into Lucy's magic is Leo the lion, Loke.
"I am not giving my permission," Loke sat down, his hands were crossed on his chest and eyes closed, pretty serious look for Loke who is known to be a flirt.
"I did not ask for you, I am asking for Aquarius!" Natsu said grumpy at Loke.
Natsu knows how much Lucy loves the celestial water bearer, and with that he knows that if he has to formally ask for anyone's approval, it is to be Aquarius.
"I am the leader of Lucy's celestial spirits, besides Aquarius don't fancy going here anyway," Loke remained stubborn, He was not just going to hand over Lucy to marry.
"Sure Virgo wouldn't mind, Plue and Pyxis as well," Happy said, "and, and for sure the others too," Wendy second on Happy's plea.
"No, for sure Taurus is on my side," Loke said.
"Then that was just two out of 15," Gray, opposing his friend.
"Oh no, it is three out of 15, for sure Aquarius is on my side too," Loke protested.
And in no time, a riot started in the hall, Loke fought with Natsu and Gray joined in to back up Natsu, Happy jumped in to join the fight as well, eager to get Loke to give up. Erza was supposed to stop them but after being accidentally punched by Natsu she is in for the fight as well.
It was not long before they all together knocked a nearby table, causing for a pitcher of water to spill.
"Oh, quiet all of you," Aquarius appeared the moment the water spilled, "YUMMY FISH!" Happy shouted but later on regret it after receiving the death glare from the woman.
"I knew you wouldn't stay still, but I too late I already told them we, Lucy's celestial spirits oppose to this proposal," Loke said adjusting his necktie.
"Shut up Loke, I am here to talk to that man," Aquarius said pointing at Natsu.
When Libra told Aquarius that a guy asked Lady Yukino to pass on a message to all of Lucy's celestial spirit that a guy wanted to ask for their blessing, Aquarius already had a clue who that guy is, and she was right of course.
"What do you need me for? I am not the guardian of that annoying girl," she doesn't look too happy to be there, and everyone else was intimidated to her presence except for – "Can't you just give them your blessing, you don't have to make this complicated old woman," Cana said.
"Tch! I should have known you would be here, why I do not ever imagine Lucy getting a boyfriend, this is a hundred year too early to happen," Aquarius said.
Cana was about to answer but Natsu walked passed Cana to face Aquarius himself.
"I am sure you know me by now, but… I am Natsu Dragneel of Fairy Tail guild,
I am in love with your master, Lucy Heartfilia, and in Honor of your relationship with her as well as to her love to all her friends in the celestial world…
I ask for your approval, for I am to ask for her hand in marriage,
and I know above any other it will make her the happiest to have your blessing," Natsu the afterwards lower his head Infront of Aquarius.
Everyone in the guild fell silent, it was a shock to see Natsu this serious, in fact it is rare to see him serious outside a fight, thought more than that everyone was eager to hear the celestial water bearer would respond.
Aquarius took a deep breath, "Her mother and father would be happy to hear that, and I am too. That girl deserves nothing but the best, so you better make everything to keep her happy," Aquarius said as she disappears like water evaporating gracefully.
Everyone cheered for that and Loke playfully punched Natsu's shoulder, "You heard the lady, as for me, make her cry and I'll purify your soul," Loke said before following Aquarius back to the celestial world, he would not admit it, but he was also excited to share the news to others.

That same spring night, Natsu proposed to Lucy under the blooming Magnolia magical rainbow cherry blossom tree, and there is only one answer to that question, yes.
