Chloé's Domain Expansion: Flowers of the End (look up "Mahoutsukai no Yoru flowers"). She can basically swap any of those flowers in that flower field to dodge enemy attacks at any time, so her opponent would misinterpret that as "super speed" (but it's actually instant relocation via substituting her body with any flower she picks in the field) It's like Sasuke's Rinnegan space-time ninjutsu Amenotejikara.

Weakness of their Domain Expansion: Vampires in the Vanitas no Carte universe derive their powers from seeing the World Formula, so prolong usage of magic of that massive scale causes a harmful strain to their eyes, and will eventually make them blind.

Why would the Queen desire to transform her own people into Curse Bearers? It's simple: she's trying to obtain a True Vampiric Form. A state of a normal vampire being able to transform into a perfected Curse Bearer form at will, in its complete form without losing their sanity. The Queen uses her people as her test subjects for her experiment.
