"President Shinra, sir, Colonel Banio here to see you." A soldier said to a man of pretty good size sitting behind a huge desk.

"Fine. Send him in." the President said.

The soldier left out of the office for a moment, returning with a tall, bulky man dressed in a tight-fitting military uniform. He had a solid black beard that came just a little off his face and he had a unlit cigar in his mouth. He looked very rough looking man, not a man that you would start a fight with. He walked up to the desk and held out his hand and introduced himself. The President stood to shake his hand and sat back down.

"Now, let's get down to business, Colonel. No." the President said.

"NO?!" the Colonel paused. "No what?"

"No to the proposal that you submitted for the improvements of the lower levels housing." The President said. "At this moment, Shinra has determined that as long such rebels groups such as Avalanche exist, no such improvements

will ever be made. Those under the plates do not deserve it!"

The Colonel was shocked at such a statement. "I do not understand. The rebel groups mainly want the improvements and they fight for them. For them to live in the filth and rubbish is absolutely preposterous."

"You are correct, but you have to understand our viewpoint, Colonel." The President stood up and walked to huge window that was behind his desk. "There are groups on the lower levels that cause crime. Can we find such on the upper levels? No. What we can not control, we contain. That is what the lower levels are, Colonel. As long as there is rampant crime in the lower levels, we will do nothing to improve the area. They think that they are right in fighting for the improvements, but fighting will get them no where with us. We tolerate nothing."

By the time the President finished talking, the Colonel was red with anger with the President's statement. "How dare you judge them like that! You already have them contained in the city, without any way to escape, forced to live within huge walls."

"And they also still live and survive thanks to the technology that Shinra has brought."

"By draining the energy of the planet? Is that better? Most of those rebel groups would at this moment die now, rather then live a few years longer only to die with the planet. What you and Shinra is all about is preposterous."

The Colonel argued.

"And you, Colonel, are no longer welcome here. Leave this instance, else you will be forced out and hopefully, not killed." The President said.

The Colonel sighed, keeping the rest of his anger contained. Two soldiers walked into the office, waiting for a response of some kind. The Colonel turned and started walking for the door, but right as he walked into the doorway, he turned to mutter his last words to the President. "This is not the last you will hear from me, Shinra." And then he turned and walked on out of the office.

The President returned to his seat. He pulled up his computer keyboard and looked up the area that the Colonel lived. "Upper Plate - Sector 7" he said out loud, but to himself as he read it. He pushed the keyboard away and for the moment, a smile came across the President's face.
