Special Agent Kate Todd is standing on the rooftop. A bullet whips past just grazing the top of her ear. She hits the ground as another bullet whirs above her. While special agent DiNozzo and special agent Gibbs hit the floor with her. As they lay there, Gibbs pulls out his phone and makes a call.

"Director, we are pinned down in an ambush. We need snipers and backup. Ari almost took Kate out." Gibbs says into his phone.

"Thank you, Sir." He hangs up.

"Backup is on the way. For now, we stay low." Gibbs orders.

After what feels like an eternity but was actually about twenty minutes, backup arrives. Gibbs gets a radio call that Ari Haswari has fled the scene and it was secure for them to leave. The team gathers their things and heads back to the Navy Yard. Gibbs makes sure that Kate is alright before heading up to MTAC to speak with the Director. As he enters, he hears some chatter for the current mission being surveilled.

"Signal is strong. We have a solid channel." A woman says.

"Initiating infrared…" a man replies.

Gibbs sits down next to Director Tom Morrow in the back of the gallery.

"What do you have?" He asks.

"Brass from Ari's sniper's nest. Three bullets. Tire tracks outside the warehouse. We recovered the shell casings from the rooftop where he tried to shoot Kate." Gibbs states.

"Unusual for a sniper not to police his brass, isn't it?" Morrow asks.

"Yes, sir." Gibbs replies.

"I've received calls from every director I know promising to hunt down this sniper as if he'd tried to kill one of their own. If it weren't for agent Todd's quick reaction, she would be in autopsy with a bullet in her brain. They want to help us catch this son of a bitch before he actually manages to kill one of our agents." Morrow states.

"FBI would be the most help. Ari Haswari is their mole." Gibbs retorts.

"According to your after-action report, Agent Todd was the only one who actually saw the sniper." Morrow says.

"Ari was on rooftop 600 meters away. Either he missed on purpose, or Kate was incredibly lucky." Gibbs claims.

"It's an extraordinary shot." Morrow replies.

"No, sir, not really." Gibbs bites back.

"You were a sniper with the Corps, weren't you?" Morrow asks.

"Two tours." Gibbs says.

"Vietnam?" Morrow asks.

"I'm not that old, sir. Panama and Desert Storm." Gibbs retorts.

"Thought you were older." Morrow jests.

"Target vehicle approaching." A woman interrupts.

A man starts speaking in hebrew.

"We have a lock. Target confirmed. Engage. Weapon free." A man says.

"Good lock, on target." A man says.

"Confirming target hit." Another man says.

"Good job everyone." A woman says.

"Where was I?" Morrow asks Gibbs.

"Avoiding using Ari's name and the word sniper in the same sentence… sir." Gibbs says mockingly.

"Your anger is understandable, Jethro. You almost lost an agent, one that you are close to. You want payback." Morrow says.

"Don't you, sir?" Gibbs asks.

"It's a passion that I can't afford." Morrow replies.

"You honestly think it wasn't Ari?" Gibbs asks incredulously.

"No, but there are those who do." Morrow says.

Gibbs laughs humorlessly.

"Those who ran him. Those who thought they had the Holy Grail of moles. Those people are covering their asses right now." Gibbs states.

"Make sure you cover yours when you bring him in." Morrow says.

"Won't be a problem, sir. But I won't be bringing him in." Jethro says.

"Anyway, you're not my problem anymore, Jethro." Morrow says as he stands up.

"You firing me, sir?" Gibbs jests.

"I've been offered a Deputy Director's position at Homeland Security." Morrow says, rebuttoning his suit jacket.

"You'd leave NCIS, sir?" Gibbs asks.

"Well, the agency could use some younger blood." Morrow says.

"Well, who'd be replacing you, sir?" Jethro asks, looking up at Morrow.

Morrow just smiles and nods.

"Not me!" Jethro exclaims.

Morrow laughs.

"Much as I like you, Jethro, I would not shoot NCIS in the head. He's your problem now, Director." Morrow says, walking away.

Morrow walks down to the first row of seats as a woman stands up. She's very petite and her hair is very professionally clipped up into place. She is wearing a black suit with thin white stripes, and a black pencil skirt, and a pair of heels. As she turns around, agent Gibbs' breath catches.

"Hello, Jethro." She says in a soft, firm tone.

As he recognizes her, thoughts from years ago flow through his mind. Sex in Paris fill his thoughts as he stares at her.

"Should we skip the 'you haven't changed a bit' bull?" She asks with a sultry smile.

"Why start lying to each other now, Jen?" Gibbs says with a smirk.

"Any problem taking orders from me?" She asks.

"As Director or as a woman?" He asks.

"Either." She replies.

"It was six years ago." Gibbs says as he gets up.

"The past won't be a problem." He says, walking towards her.

He stops right in front of her.

"You were a damn good agent. Especially undercover." he says with insinuation.

She just stares at him before she speaks.

"Jethro." She says.

They're playing a game and he's determined to win.

"Madam Director." He says with a smirk.

They just stare at each other.

"Care to update me on the Ari Haswari case?" She asks.

He begins to update her as they walk out of MTAC.

"You have no physical evidence linking Ari to the shooting. No wonder agencies here and abroad have doubts." She says as they walk to the stairs.

"This bastard already tried to kill one of my people. He will come back and try to kill her and others. And I'll tell you something else, no suit with a tight sphincter is getting in my way, and that includes you, Jen." Gibbs says, descending the stairs a ways.

Jenny stops at the top of the stairs and crosses her arms.

"Special Agent Gibbs." He stops and turns towards her. He starts back up the stairs and stops and the one right below her.

"On the job, it is 'Director Shepard' or 'ma'am.'" Jenny states firmly.

"Okay, what about off the job?" Gibbs asks.

"There won't be any 'off the job' Agent Gibbs." She states.

"That's too bad. I missed you, Jen." Jethro says softly.

"Don't make this difficult, Jethro." Jenny says pleadingly.

He nods and replies with "Fair 't happen again. "

He turns and points his arm down the stairs indicating that she should go ahead of him.

"Director?" He says.

She descends the stairs in front of him as he follows closely behind her.

"We can continue this conversation in private." Jenny states.

"Got to change my clothes; we can talk in my car on the way to the house." Gibbs says.

"Gibbs…!" Jenny exclaims.

"Hey! I got an agent who was almost murdered and a sniper on the loose. I do not have ten minutes to spare." He says, making motions with his hands.

As they make their way to the bullpen, Kate looks up at their interaction with a touch of curiosity about the identity of the woman.

"Tony, where are we?" Gibbs demands.

Kate looks at the redheaded woman with a slight pang of jealousy and observes how closely she stands to Gibbs.

"McGee and Abby are working firearms analysis. I'm matching…" He pauses to move his report down and ogle the redhead standing in front of his desk next to Gibbs.

Kate sighs and rolls her eyes at his reaction. Jenny crosses her arms and smirks at Gibbs, knowing full well what Tony was thinking.

"Tire tracks to vehicles." Tony finishes, never taking his eyes off of Jenny.

"No one's to leave the building. McGee's on protection detail with Abby and you're on protection detail with Kate. We'll be back in an hour." Gibbs says as he and Jenny turn to leave.

Tony stares at Jenny's ass as they walk away.

"Your mother should've washed your mind out with soap." Kate quips as Tony's eyes snap up to hers.

"Oh come on, Kate. aren't you curious who the mysterious and very attractive redhead is with Gibbs?" Tony asks, waggling his eyebrows.

"You have a problem." Kate retorts, sitting back down.

A woman enters the bullpen with an amused expression, clearly having heard their conversation.

"What's this I hear about an attractive woman? I'd love to see her." She says.

The two agents snap their heads in her direction.

"I'm Ziva David, Mossad officer assigned to Ari Haswari. I am looking for an Agent Gibbs." She says, approaching the two closest desks.

"How do you know I'm not Agent Gibbs?" Tony quips.

"Because I've heard enough about him to know he would never act in such a childish manner. Is Director Shepard here?" She asks.

Kate and Tony look at her confused.

"There is no Director Shepard here. It's Director Morrow." Kate says.

"If that's what you wish to believe. Anyways, do you know when this Agent Gibbs will be back? I'm afraid time is of the essence." She says.

"He'll be back in an hour." Tony says.

Jethro is working on his boat and Jenny is sitting on the stool by his bench fiddling with a part for his boat. Her suit jacket is slightly open revealing a brightly colored, mint-green tank top.

"Is this the same boat you were building six years ago?" Jenny asks. Her legs are crossed and her heel is dangling from the toes of her foot.

"Nope." Gibbs responds quickly.

"What happened to it?" Jenny asks, curiously.

"I burned her." He says, walking towards her.

"Why would you… " Jenny starts. Gibbs puts a hand on his hip and looks at her. Realization dawns on her.

"You named it after an ex-wife." She says, amused.

Gibbs straightens up and turns off the light. He gestures with his hand.

"Let's go." He says.

"Which one?" Jenny asks amused. Not moving from where she is seated.

"You know damn well which one." Gibbs says, having moved to the other side of his boat.

"Why didn't you change the name?" Jenny prompts.

"Because it wouldn't matter. Every time I went out on her, I'd think of Diane." He retorts.

"You could have sold it." She says. She's baiting him.

"And watch some other guy sail off on her?" Gibbs asks.

"You didn't care who sailed off on Diane." Jenny quips with a smirk.

"Leroy Jethro Gibbs. You are a strange man." Jenny says with a smile.

"Me?!" Gibbs asks pointing to himself.

He lets out a short laugh.

"You were a good agent, Jen." He says.

"Were?" She asks, taken aback.

"Yeah. Director's job is pure politics." He says, pointing at her.

She walks towards him.

"I'm good at politics. NCIS needs someone who can shake the money tree on the Hill and work with sister agencies." Jenny states,

"Wait, you won't call a boat a 'she'... but it's Sister agencies?" Gibbs asks incredulously.

"I'm a schizoid libber. Comes from working with chauvinists like you." Jenny quips.

"I can't believe you would give up field work for rubber chicken dinners." Gibbs states, walking towards Jenny.

"I don't think they serve that dish at Palena." Jenny quips mockingly, buttoning her suit jacket.

"Never heard of it." Gibbs bites back.

"Why would you? It isn't take-out." Jenny says.

"So which of the tight sphincters is taking you out to dinner? Please tell me it's not Fornell." Gibbs says roughly. He's standing on the middle of his stairway as he turns toward Jenny who is at the bottom of the staircase, looking at him.

"CBS Early Show. They want background before I go on TV." Jenny says.

Gibbs walks down the stairs to stand in front of Jenny.

"Jen… Jen, you can't do that." Gibbs says softly.

"Excuse me?" Jenny asks, taken aback.

"Ari is a chauvinist. He is trying to take out the women I work with before me. First he almost kills Kate, then he shot at Abby in her lab. For all we know, you could be next if he's been watching me like I feel he has." Gibbs says.

"Jethro, people who should know don't believe Ari Haswari is the sniper. And you haven't provided any evidence to prove them wrong." Jenny says, getting frustrated.

"You ever doubted me?" Gibbs asks.

"Professionally? Never." Jenny replies.

"Why are you doubting me now?" Gibbs asks, mere inches from Jenny's face.

"I have to establish a working relationship with these people." Jenny says.

"Who are you going to side with, Jen, them or me?" He asks.

"Give me a tough question." Jenny quips, hurt by his accusation.

He just stares at her, hurt portrayed in her deep, emerald eyes. He puts his hands on her waist and her breath catches. He turns her and slowly backs her into the wall right at the base of the staircase. He presses his body against hers and she just stares at him. It's a challenge, a game. One she intends to win. Fire dances in her eyes and Jethro leans in, his breath mingling with hers. He presses her against the wall harder, and crashes his lips against hers. A moan escapes her lips before she could stop herself and she melts into his touch. His hands move up her sides and find the buttons of her suit jacket. He unbuttons them, slowly, and slides the jacket off her shoulders. He places it on the railing. He kisses her again and untucks her shirt from her skirt. He runs his hands under her shirt, across the smooth skin that he finds. Jenny comes to her senses and breaks the kiss. Jethro stops his hands, one right below her breast, the other on her hip.

"Jethro, we can't do this. Not anymore. I made a deal with SecNav. I can't have any relationship with you that is not strictly professional or I lose my job. It's time to move on from this, Jethro." Jenny says. Gibbs hears the pain in her voice, knowing she doesn't want to end things.

"I understand." Is all he says.

He removes his hands and gives her her suit jacket. She puts it back on after tucking back in her shirt and she fastens the buttons. He steps back and makes a motion with his hand for her to go up the upstairs. He follows right behind her.

"You're catholic, went to private school,born and raised in Indiana, and served in the secret service for about two years before you came here." Ziva says to Kate.

"How did you know that?" Kate asks.

"Just a- what you call it- punch?" ZIva says.

"A hunch. The term is 'just a hunch." Kate replies.

Ziva turns to Tony and walks towards his desk.

"You're from a wealthy family." She says.

"Really." He responds, sarcastically.

"Born and raised on the East Coast. New England boarding school. Spent some time in the Midwest and Philadelphia." She says.

"And how would you know that?" Tony asks, suspiciously.

Before she could respond, the elevator doors open revealing Gibbs and Jenny.

They walk towards the bullpen and Ziva walks toward Jenny.

"Shalom, Jen." Ziva says.

"Shalom." Jenny replies.

They give each other a kiss on both cheeks in greeting.

"Did I miss it?" Ziva asks Jenny as Kate and Tony approach Gibbs' desk.

"Yes, you did. But we didn't" Jenny replied.

"You first." Gibbs says to Tony and Kate.

"Ziva David. Mossad." Tony says.

"She's here to stop you from whacking Ari." Kate cuts in.

"Yours?" Tony asks.

"Director Jenny Shepard. Same mission." Gibbs says.

"Did you say Shepard?" Kate asks, recalling what Ziva had said.

"Which agency?" Tony interrupts.

"Ours." Gibbs replies.

Tony and Kate chuckle mirthlessly.

"Yeah?" Tony asks.

"You're serious?" Kate asks.

The three turn and look at Jenny and ZIva as they approach.

"Special Agent Gibbs. Ziva David. Mossad." Jenny says, pointing to Ziva.

"Ziva." She says while shaking Gibbs' hand.

"Director Shepard has spoken often of you." Ziva continues.

"Really?" Gibbs asks with a smirk in Jenny's direction.

"Ziva and I worked anti-terrorist ops since 9/11. You saw one today in MTAC." Jenny says.

"That was yours?" Gibbs asks.

"I only acquired the intel." Ziva says, looking at Jenny.

Kate observes the two, noticing a type of energy between the two that intrigues her.

A phone rings.

"Excuse me." Ziva says, grabbing her phone and walking away.

Tony just stares at Jenny in disbelief.

"Yes, I really am the new NCIS director." Jenny says, staring at Tony with a raised eyebrow.

He just chuckles and with a smile he says "yeah."

He just stares at her with a smirk as she walks away and he clearly checks out her ass.

"Wow." He mutters quietly.

Gibbs smacks the back of his head.

"Tony, stop staring at the Director's ass. Show a little more respect than that." Kate says.

Ziva hangs up her call and walks back into the bullpen. The Director is sitting in McGee's chair while Gibbs stands up to talk to Ziva.

"Miss David, whose balls get cut off if Ari's not a Mossad mole but a terrorist?" Gibbs asks.

"Mine, I suppose. Since I'm his control officer." Ziva replies.

"Ah, they promote control officers young in Mossad." Gibbs says.

"Have to. The good ones are dead at your age." Ziva retorts.

Jenny and Kate both chuckle.

"Do you know how I located Ari's terrorist cell?" Gibbs asks.

"GPS fix off his encrypted cell phone." Ziva says while putting something in her backpack.

"He wanted you to know the terrorists' location so you could stop the missile instead of him, which would have necessitated blowing his cover." Ziva says.

"Only an NSA satellite can GPS an encrypted phone. Ari didn't know I had that asset." Gibbs says.

"You give him less credit than he gives you. Who hung up first, you or him? Ari knows a fix takes only 19 seconds. When Sharon visited Bush, Ari's Hamas cell kidnapped Agent Todd. Why didn't he kill her instead of freeing her to warn the secret service?" Ziva asks, now standing in front of Gibbs' desk.

Jenny stands up and walks towards Gibbs and Kate looks ready to smack Ziva.

"I don't know. Why don't you arrange a meet, and he can tell me?" Gibbs says.

"He didn't kill me because he's a sociopath who likes playing games. He almost killed me yesterday!" Kate exclaims.

Tony puts a hand on Kate's shoulder.

"Ari Haswari is a Mossad operative undercover in Hamas. He hasn't turned on us or you. He wasn't the one who tried to kill Agent Todd." Ziva says curtly.

Jenny places a hand on Ziva's shoulder and the younger woman visibly relaxes.

"Gibbs, even if you're right, we owe them proof." Jenny says.

"That's all we ask. Don't kill the wrong man." Ziva says.

Jenny removes her hand.

"Like Mossad did in Norway?" Gibbs states.

"That mistake cost us dearly!" Ziva exclaims, slamming her hand down on his desk.

"Not as dearly as the Palestinian waiter you killed." Gibbs retorts.

Ziva angrily looks from Gibbs to Jenny. Ziva grabs Jenny's hand to center herself.

"Ziva, assure your deputy director that, even though Ari Haswari is a suspect, no action will be taken unless we have evidentiary proof." Jenny pauses and walks towards Gibbs' desk.

"Proof before action." Jenny says.

Gibbs just gets up and leaves.

"Jenny, you know what this will do to our operations if Gibbs kills Ari. He hasn't killed anyone." Ziva says.

Her eyes pleading with Jenny.

"I'll do everything I can. But I need to find out who is targeting my Agents. I trust you, Ziva. Don't mess this up." Jenny says, walking away.

It's late in the bullpen and Gibbs is at his desk. Jenny walks in from the stairs.

"Jethro… I know it's been a difficult day for both of us." Jenny says.

" That's what my DI used to say. Never believed him." Gibbs responds.

Jenny looks hurt as she turns away and walks toward the elevator.

"You're being an ass!" She yells as she leaves.

"Jen," He says softly.

She stops and turns around. She walks back to the entrance of the bullpen.

"You going to dinner with CBS?" He asks, looking at her.

"I am." She says.

"Don't do that interview." He says.

They look at each other for several seconds.

"Please." He softly begs.

"I'll see if I can delay it a few days." She replies gently.

"Good." He says softly.

"Good night, Jethro." Jenny says, walking away.

"Night." He says.

She makes her way into the elevator and is pleasantly surprised by its lone occupant.

"Ducky! How nice to see you again!" Jenny exclaims while stepping into the elevator and pressing the button for the ground floor.

"And you. Congratulations." Ducky says, taking his hat off.

"Going home?" Jenny asks.

"Um … y-yes." Ducky manages.

Gibbs overhears this conversation and runs towards the elevator, fearful that Ducky might be the next target.
