The Grand Line had been conquered. The One Piece had been claimed. Luffy had become the King of the Pirates, the freest man in the world.

And now, it was time for the next adventure.

The Justice League had expanded to about a million members worldwide. Every country in the world had at least a dozen heroes willing to fight to the death to overthrow warlords, to eradicate crime, to control the population to prevent them from evil. Of those million, the Seven founding members still stood tall.

"Worldwide all crime has been eliminated to zero." Batman said. "The incidents that do occur are outside the realm of prevention, regardless of how much we control the population. No matter what we do, new supervillains will always rise up and terrify the population."

"That isn't good enough." Superman growled. He banged his fist on the table. "What must we do to eliminate all evil from this world?"

"Our enemies have become too strong." Wonder Woman said. "They cannot be contained, or even killed. Our battles will continue forevermore."

"Then we keep fighting forever." Green Lantern growled. Flash nodded eagerly.

"We must accept the endless nature of our work." Aquaman agreed. "The Justice League must expand even further, and eliminate all possible threats… both in and outside our ranks."

"And in and outside our universe." Martian Manhunter said.

Superman grimaced.

"Even death itself will not stop us."

The streets of Gotham City were in chaos. The entire city of seven million people were at war with each other. Children in schools brought automatic weapons to school in order to defend themselves from being shot by the local gangs. Private Property had been seized by the government, and most families had to fight each other for shelter in the cold of winter. And every year, there was less of everything to go around.

"Socialism." Mayor Joker said, his feet propped up on the desk. "Was an excellent stepping stone to establishing my ideal government."

He took a large, expensive cigar out from his desk and puffed it. His woman, Harley Quinn, dressed in the tightest sports bra and shorts she could find, cackled wildly.

"Sure is great being on top, boss!"

"It sure is, Harley." Joker agreed. "The only hard part is making people suffer more than they already are."

He had been racking his brains for the past several weeks on how to make Jonathan Swift's classic satirical article, 'A Modest Proposal' into a reality. The idea of forcing women in Gotham to have children and then eat them was extremely appealing. However even the evils of communism had its limits…

The buzzer on his table went off.

"Yes, what is it?"

"Mr. Batman is here to see you."

Joker rolled his eyes. "Send him in."

Harley reached for her baseball bat and beat her hand with it threateningly as Joker yawned, and smoked his cigar.

Batman walked through the front door. He surveyed the room, checking for anything unexpected, and faced the Joker.

"The streets are getting worse, Mayor."

"They are." Joker said, his voice gleeful.

"This is all your fault."

"They voted for this."

"You should be brought in."

"Nothing I've done was illegal." Joker said, his voice smug. "I ran for office like anyone else. Bernie and AOC had to walk, so I could run."

He smiled, and then raised his cigar.

"I have obtained the same sort of status that Lex Luthor enjoys." Joker said. "The ability to do whatever I like without the Justice League's interference because… legally speaking… nothing I am doing is wrong."

He blew out smoke from his mouth.

"But tell me, Bats…" He said. "You knew all of this already. Why did you come here?"

Batman stared at the Joker through that dark cowl.

"Superman says an unidentified spaceship landed here. Not far from Gotham. Have your people seen anything odd?"

"Not that I'm aware of." Joker said casually, as he leaned back in his chair. "But surely you could do a better job than me in finding it. You know everything that goes on around here."

"This ship." Batman said. "Seems to be helmed by experts at evading the law."

"Oh?" Joker looked intrigued.

"We believe they may be a threat to world stability and peace." Batman said. "I have come to warn you, Joker… that your enforcers should be on the lookout for anyone who doesn't belong on this planet."

"Does that include Superman?" Joker asked.

Batman ignored the joke. "This ship-"

What the ship was neither of them found out. The door to the office burst open and a hail of machine gun fire burst forward.

As if by instinct Batman raised his bullet proof cape, covering both himself and Joker. Harley took the full force of the blast, bits of her brain and organs splattered out on the door behind her.

"Darn, I'll have to get another one." Joker said unhappily as the gunfire seized. Batman, in one smooth movement, lowered his cape and raised his batclaw. It fired.

"Ugh!"

A young man was dragged into the room, and fell face first as the gun was ripped from his hands. Batman caught the gun in midair, and then passed it off to Joker, who pointed it directly at Batman's back as he approached the child.

"Who are you?" He demanded.

The kid looked up. His eyes ere defiant.

"I'm here to kill the mayor."

Batman raised his foot and kicked him.

"That's illegal." Batman said, his voice dark. "If you want him gone, vote in the next election."

He stalked off. He turned around, giving Joker one last look.

"When you do lose control of the city, it's back to the Asylum to you."

And then he was gone.

Joker rolled his eyes. He say back in his chair and stared up at the ceiling.

"Oh, Harley." He said. "Whatever do I have to do to make him care?"

Harley's dead body did not respond. Joker rather preferred this to how she usually was.

"Now." Joker said, as he considered the boy in front of him. "What should we do about you…?"

Batman had told him he should mobilize the enforcers. And so mobilize them he would.

Ten thousand of Gothan City Police Officers stood of front of the execution podium, in full riot gear. All were armed with heavy machine guns and high powered electrical batons that could kill an elephant. All were carefully watching the men on the podium, anxious for blood to spill.

The Joker had arranged for the boy to be hanged. He stood on top of the execution platform, overlooking the crowd. His expression was almost unreadable, but many had the distinct impression he was smiling.

"Tell me, boy." Joker said, microphone in hand, as he walked in circles around the platform. "Any last words? Do you regret what you did?"

And the boy answered.

"I should have gotten you, instead!"

And he smiled.

Joker looked surprised for a moment, and then angry.

"Kill him." He snapped. The floor gave way…

And the rope snapped.

The boy fell to the ground unharmed. Joker stood for a moment, shellshocked, before pulling his gun. He intended to shoot the boy right then and there, but something stopped him.

An intense fear filled his very core, and he looked up.

Standing there, in between rows and rows of his loyal Gotham City enforcers, stood a single man. Wrapped in a dark black cloak that enveloped his entire body, the only features that he could make out were the wide smile underneath his straw hat.

The Enforcers did not seem to notice or care as the man stepped forward, past rows and rows of armed soldiers before stopping right in the middle of them all.

One man, surrounded by ten thousand. Why, then, did he feel so afraid?"

"One man." The person in the cloak said. "One man dared to dream."

Joker grimaced.

"You… who are you?"

The figure looked up at him, and his smile widened.

"Money D. Luffy." He said. "The King of the Pirates."

Joker raised his gun.

"There are no Kings here!" He cried. "Kill him!"

The enforcers whirled. Thousands of guns raised at once, poised to fire. The man tilted his head, and each and every one of the enforcers collapsed in a heap.

The Joker gasped. A wave of intense pressure washed over him, and he too felt like he was about to pass out. Nevertheless, he managed to maintain his consciousness as he aimed and fired his weapon at the stranger.

The bullet hit its mark. It smacked him right in the face. The Joker let out a cry and a laugh, certain that this enemy had been vanquished.

The face of his enemy contorted into itself… and then bounced back. The bullet, at lightning speed soared back and slammed right into Joker's head. He let out a cry of pain as he fell off the podium, bleeding.

He was dead.

The King of the Pirates Monkey D. Luffy surveyed the scene with little more than a passing interest. The boy, the one who had almost been executed, clambered up at gaped at him.

"Are you-…." He hesitated, as if trying to find the words. "From the Justice League?"

Monkey D. Luffy gave him a look. The boy flinched.

"I am not." He said evenly. "You did a very brave thing back there. I was impressed. Until I saw you… I didn't know what to make of this strange place."

His smile returned.

"Now I know what I want to do."

He turned, his dark cloak swishing through the air, and he was gone.

Bruce Wayne sat in his heavily fortified mansion home, eating the lunch that his butler Alfred had prepared for him. Being a member of the Elite of society, he had been allowed to retain his property and wealth under the government's aggressive tax policies.

His attention, however, was on the news.

"Mayor Joker's death is a major blow to this city." The news reporter was saying to the camera. "Joker's death practically guarantees that the super criminals that his reign helped keep in check run rampant throughout the city. Billionaire Bruce Wayne recommends that the City rely on aid from the Justice League until things stabilize in the city."

"You don't REALLY want the League to come here, sir?" Alfred asked, as he poured Bruce more tea.

"I don't." Bruce said. "But Batman's a member of the League too, isn't he?"

"I would have thought you would have your hands full, sir. With that spacecraft that's gone missing."

"I think these cases might be connected."

"Oh?"

Bruce leaned back in his chair.

"This Monkey D. Luffy is a metahuman. What his powers are exactly we can't say, but we know for sure that he's not on the government mandated registry. Either that means he simply avoided submitting to the Justice League's mandate, or…"

"He's not from a documented planet." Alfred finished, nodding. "Have you any idea what he wants, sir?"

"He didn't claim to have any overall objective." Bruce murmured. He had witnessed all that had happened through one of his bat surveillance cameras that covered every square inch of the city. "And the boy had no connection to him. Perhaps he felt the execution was unjust."

"It was unjust, sir."

"It was perfectly legal, Alfred." Batman reminded him, as he turned back to the news. "We always operate within the boundaries of the law."

"Of course, sir." Alfred said dutifully. It wasn't in his job description to disagree with him.

Well after writing Rumble the reviews very clearly wanted more evil Batman. (Lol) I've been reading a lot of One Piece lately and decided it was high time for another crossover. I decided after reading it that One Piece characters would OBVIOUSLY steamroll the entire DC universe, which is basically what this fic is about.

For those confused about the premise, it is a post series story in which the Straw Hats are exposed to the existence of the Justice League and sail the stars to beat them up. Luffy has become the Pirate King and all of the core mysteries of the series have been uncovered. I hope you enjoy.
