Nevertheless, he had prepared himself to ask Lelouch to go on a "night on the town", as he heard it called, visiting the inner city and partaking in nocturnal activities. Yet as he neared Lelouch's on-campus residence, he heard him speaking, on what appeared to be a phone since the other side of the conversation was absent:
"This is Q1. Ready the others, we have an operation tonight."
Curious, he kept an eye on Lelouch's house after he went back in, but nobody came back out.
Yet, the very next day, the newspapers said that the Black Knights had attacked during the night and stolen valuable shipments of Sakuradite.
Kaworu (thinking): "So, Lelouch... Either your phone call was a very unfortunate coincidence, or you're working with the Black Knights, perhaps even acting as their anonymous leader... Well, just as Kaworu is a mere agent of Britannia, Lelouch is a mere agent of the Black Knights. Zero is the leader. And so, I will have to assemble my own little cortège..."
During that weekend, Kaworu stepped off-campus for the first time. He headed to a more seedy area of the city, infested by Elevens. He was looking for the perfect antithesis to the Black Knights: insurrectionists who claim to stand for justice must be met by the unscrupulous iron fist of the state. And who has less scruples than a criminal?
He spent 2 weekends scouting these areas until he finally managed a meeting with a small-time mafioso, called Teru Mikami.
Mikami: "So, you've been snooping around for me. What, you some Britannian lapdog? Eleven hunting elevens?"
Kaworu: "Nothing of the sort. In the first place, I'm not an Eleven, and secondly, I'm here to help you."
Mikami's enforcers drew their guns, and one pointed at right behind Kaworu's head.
Mikami: "You've got one chance to explain yourself clearly, or I'll just have to get a doctor to perform an autopsy as to whether you lack the common sense part of your brain."
Kaworu: "Zero is our common enemy."
Mikami listened, and ordered his men to lower their arms.
Kaworu: "He claims to fight for justice, but doesn't help the truly needy. He claims to fight for Japan, but rescued Britannians. He's a faker. And before him, your operations were much easier, weren't they? So, getting rid of him is what you really want to do for things to get back to the way they were. "
Mikami looked on for a while, right into Kaworu's eyes, looking for any sign of deceit. He found none.
Mikami: "Alright, then. You tell us what we can do to help you. As long as you're not working for Britannia."
Kaworu nodded and turned to walk away. Kaworu: "Oh, you won't have to worry about that. Pleasure doing business with you."
Kaworu lied as easily as he breathed.
