Prologue: A Mistake of the Government, Civilians Must Pay
In the dawn of the era of heroes, it is assumed, that when you are in trouble, you can count on a guy or gal with a cape to save you. In most cases, that would be right.
But in the district of Hayabusa, it isn't like that. Not one bit.
Due to a mistake in planification, transport is scarce, so no trains or buses enter or leave the town, and it took ten years for heroes to finally be established in the area. And even then, it was too late.
Kartel, a criminal organization took over the district, making the lives of the people of the already poor district, even tougher. When heroes arrived, they did the bare minimum to save face, due that the caped idiots are way too terrified to stay to long, in case Kartel shows up for real.
So, the mayor of Hayabusa established an own law force, known as Rangers. They are allowed to carry fire weapons, and use their quirks to neutralize in any way, shape or form any criminal activity.
So, with all these traits, Hayabusa district is usually considered as, the lawless district. The place where crime is allowed, heroes are forbidden, and you can do what you want.
That is a lie.
Crime isn't allowed or encouraged. Only that with so little help of the government, it increased so much it is pretty much impossible to ever eliminate it. The Rangers do everything and anything within their power to keep it controlled and keep the civilians save.
Heroes are invited to help. The more the merrier. But they are way too terrified to do anything against Kartel, rumored to have weapons strong enough to ground a town. The mayor had tried to negotiate to have heroes stationed around the district, but he received no concrete answer.
And for the last part, that you can do whatever you want... that is kind of true. Even though you can't go killing people unless you want Rangers on your tail, but as long you have the money, influence or respect, you can do almost anything.
When I was a kid, I wanted to leave the rathole I call home, because... it is a rathole. But when I grew older and became wiser, I discovered, I love my home. No matter how big of a rathole it is, he loves the hardworking people of the district. The smart and the strong. And even if many of them are the ones giving the place a bad reputation, he cares about the ones trying to make it a better place.
That's why, Izuku Midoriya aims to become a Ranger. Become one of the many men and women who works to save his home. Their home.
His quirk is simple, it is called 'Wild Spirit'. He can move faster the more danger he is in. Wich turns out, due to his reckless nature, to be a lot.
His aim is the best out of his class, and he is smart on his feet and is a great planner. He aces all simulations in training. Yeah, he is the best in his class of Rangers.
He might be arrogant, but he is friendly and caring. So, when half of his class was killed by a bomb... he was devastated.
It seems that some heroes where brave enough to come and face Kartel, and with help of Rangers, they traveled to where they thought Kartel had a drug warehouse. They took some of the Ranger trainees to watch and learn, petition of the heroes, thinking it would be easy.
One step of those caped idiots, and bombs started blowing up, followed by bullets and quirks shooting up. He saw how his friends and teachers went down. He wanted to go down with them. He wanted to follow them after seeing that hell.
But then he woke up in the one hospital of Hayabusa, bandaged all the way up, his whole body hurting.
The one nice part, was that all those caped idiots also went down... good riddance...
Once he got out, he went back to the academy, and continued to train to become a Ranger. He must do it, for his fallen friends. For his fallen teachers...
To take down those bastards.
He is a couple of months of graduating, when he got a weird invitation on the mail. To take a cup of tea in Tokyo.
