One month after the disavowed Task Force 141 extracted Soap to the PMC's HQ in the outskirts of Minsk, Belarus, Rook turns to the company's Altius U drone squadron. With one of them, he observes Makarov's terror group for five days, who are still in Himachal Pradesh, probably looking for anything that can lead to his squad.
All of a sudden, they take the entire town hostage from the Indian authorities, as part of Makarov's way to teach the world a lesson in harboring his enemies inadvertently or not. Another five days later, and the negotiations are going nowhere.
Seeing the civilians desperately needing help and knowing this is partly 141's fault, Rook suggests to anonymously send his recon data to U.S. Spec Ops, because the Indian government has its hands full with negotiations, and America is about to recover and respond to allies and enemies. With the gravity of the situation getting worse by the hour, Price agrees, and even suggests someone he trusts in U.S. Spec Ops to send it to: Sandman.
Almost immediately, Rook sends his intel, and Sandman reports to Overlord about it. Seeing how detailed it is, he suggests to the general that Price gathered and sent it.
Overlord is aware of the Task Force 141 fiasco, with some skepticism, but seeing an opportunity to free the poor Indians, dissolve the volatile situation, and retaliate against the one who possibly started the Russo-American war, he takes it without telling anyone else the likely source.
Within the crowd of media being summoned by the Indian Hostage Crisis, Frost clandestinely goes to Himachal Pradesh in civilian clothes (blue long sleeves polo shirt, sandstone chino pants, blue and white sneakers) as a Canadian journalist. Because the United States is still being looked angrily upon by other nations for "going to war with Russia", and a group of military-aged male westerners is very suspicious in this day and age.
Getting a bird's eye view from the abandoned apartments in the outskirts of town, Frost sees that hostile security in the area is tight. Following Rook's/Price's intel, he spots the weapons cache where 141 got the UGV, so he puts on his sandstone Oakley Pilot Gloves and wireless earpiece, and starts his infiltration.
The place has been raided with no weapon in sight, so Frost has to use his wits and skill set to grab a weapon and free the town. Coming out of the basement hatch, Frost sees two guards holding a hostage.
With their backs facing him, he delivers a strong neck chop to the first guard, then takes the second guard down with a right hook and right knee strike to the face, and a neck snap. He then quickly grabs the suffocating guard's plate carrier with fast rifle mags, battle belt with a Desert Eagle pistol, and HK G36KV assault rifle.
He scans his sector before he breaches the first building full of hostages. Frost breaches with a makeshift doorknob charge made with an M67 Fragmentation Grenade and a zip tie.
No one saw Frost coming, so it was easy for him to pick them off, as they could not use the civilians as a human shield in time. Then two fireteams responded to the commotion, which Frost dealt with quickly.
He then scans three buildings with two of them being clear and the third full of hostages and hostiles now aware of his presence. But none of it matters as the operator continues to save hostages and shred Makarov's commandos with automatic gunfire, all without saying a single word.
At first he thought he was gonna have to shoot the cameras and destroy their recordings to maintain anonymity, but the terrorists already did that before he got here. He then foils an execution, shoots down an MI-17 dropping reinforcements, breaches the former PMC safehouse's gates, then foils a mass bombing of bounded and tied hostages in the courtyard.
He finishes by killing the troops responding to the chaos in the courtyard, and breaches one last room with of more hostages and terrorists. With the job done, he reports to Overlord of his success, returns the gear to the dead commando he stole from, and disappears with the fleeing hostages from the AO, and soon leaves the country without problems.
