Alright, glad everyone enjoyed the last chapter. I forgot to mention for this and the other 17 type stories I've been working on will have 18 gyms in most region. Reason so I don't basically have to write the same gym battle 18 times over. The only regions that don't have the 18 type gyms are Alola, and Galar. This will also include Paldea region, since their league are structure differently. Also, what are the odds soon after this story's creation the Pokémon Company reveals the new electric gym leader.

E3roa: Well, he will get Dracozolt my favorite amongst the Galar Fossil Pokémon, when he visits Galar. If you're refer to the eventual Dragon Story, then yes, he'll get on there as well. You know if Mega Ampharos gains the dragon typing then it should get more dragon type moves.
NinjaFang1331: No need to thank me. Yamper is probably my favorite electric type, alongside Boltund since they remind me of my dog.
CrimsonStarBlade: You bring up a good point with Lance, even Iris in the games does the same. As she has Aggron, Lapras, and Archeops. Though appearance and temperament are a bit iffy to use I feel. Since if feel would include most Pokémon based on dinosaurs. I do like the idea of idea you have for the Celadon Gym, and we could even bring the Pokémon Inspection Agency into it. As I refuse to allow that gym to go unpunished. One could argue Cerulean's gym, Koga's and Blaine's anime gym needed to be called into questioned. I mean throw sharp objects at trainers; you could be your protentional challengers, not preforming your duties as gym leaders, kicking challengers out for insulting a product, and building your gym over a lava pit.
As far as the department store is concern, he will go but for mainly supplies, or Thunder Stones. I don't do TMs since the anime hasn't shown them, instead I treat TMs as tutor moves with their trainers teaching them the moves.
Reader: Glad you enjoyed the chapter. Glad you're okay with Ash catching the Pokémon that evolve into the type his specializing in. Using the dragon egg group can work, though some of them have me scratching my head, as to why they're in that group.
Eagle10000: Glad you're enjoying the story. I understand what you mean. I feel those would need to be debated further. One thing I think can favor the Pokémon is if they can learn a move of that element naturally. Like Lugia capable of learning Dragon Rush.
Emi0055: Glad you're enjoying this series. Who knows what Pokémon I'm hitting towards. Maybe you'll find out soon. I can't say I've seen any series where the writer writes water types being able to float with the water inside them. Though it does make sense. As for not battling until they evolve into the type seem unfair. Plus, that rule was only to make the games more challenging, but I've seen people bend those rules.

SLappYNano: My main limitations now are to save some electric types for him to catch electric types in other regions. Not many just one or two.
StormWolf150: The dragon egg group is a good work around. As for Joltik yes, but not sure when.
Currently, Ash walking back to the hydroelectric plant where he saw the mysterious glow. It differently caught his attention, and something he wanted to check out. If recalled he found it around the time the sun set.
"Yamper." The new addition to his team, Yamper barked as it began to chase after a Rattata.
Pikachu then leaped off Ash's shoulder in order to keep Yamper from going astray. That reminded him, after Yamper hatch Ash asked Prof. Oak to upgrade his Pokédex in order to scan Yamper. Since Yamper were not native to Kanto his Pokédex would register it. Grabbing his Pokédex he took a quick scan of Yamper.
Yamper, the Puppy Pokémon, an Electric Type. This Pokémon is very popular as a herding dog in the Galar region. As it runs, it generates electricity from the base of its tail. This Yamper is female and has the ability Strong Jaw. Yamper's moves are: Tackle, Tail Whip, and Nuzzle. Yamper also possess the egg moves Double-Edge, and Flame Charge that have not been unlocked yet.
Ash nodded, Yamper would make a great addition to the team. Looking the list of moves he could teach Yamper he differently will be working on Bite, then Thunder Wave. He may not be ready to battle at the Cerulean Gym, but he would be ready for the Vermillion Gym.
"Yamper!" Yamper backed as she stood placing her paw on his legs.
Ash smiled, as he kneeled down, and began scratching her back. Yamper barked happily as one her back legs began thumping. Once Ash was done the trio continued making their way to the plant. Once they arrived, they walked inside to area where they saw the mysterious light. He let out Elekid in order to get as many eyes on the scene. When Elekid was released, he was surprised to see Yamper. After explaining Yamper had hatched out of the egg, Elekid nodded. Once they found the spot where they saw the mysterious glow, the search began. The group began looking for any signs in the water for the mysterious light, all the while making sure Yamper didn't fall into the water.
"Yamper!" Yamper suddenly began barking, catching everyone's attention.
"Yamper what's up?" Ash asked.
"Yamper! Yamper!" Yamper continued to bark at the water.
Looking towards the water, Ash noticed the same glow from the night before.
Noticing it was heading for the deep end, he knew he had to knock it out of the water now.
"Pikachu use Iron Tail on the water." Ash called out.
"Pika!" Pikachu yelled out, as he slammed his tail on the water.
The force of the attack was sent through the water, as a wave was created launching something out of the water. A few feet from them, landed a small blue Pokémon with two yellow eyes with plus shaped pupils. A pair of antennae hung of its head, with teardrop-shaped orbs hanging from them.
"A Chinchou." Ash said, recognizing the Pokémon.
While Pokémon from the Sinnoh, Unova, and Alolan region were starting to make their home in the Kanto region. Johto and Hoenn Pokémon have already be starting colonies in Kanto. Water and Flying Pokémon had the easiest times moving to other regions. However, those that could only walk migrated to Kanto thanks to breeders, and trainers.
While Johto Pokémon could be easily found Kanto, Chinchou weren't that easy to find, namely due to their usual habitat is the ocean. However, they have been found in sources of fresh water when migrating from the mountains where they are born to the ocean. If he remembered correctly Mt. Moon wasn't too far from here. Regardless of how Chinchou got here, he was going to take advantage of the opportunity.
"Elekid you're up." Ash called out.
Elekid grinned, and eagerly stepped up, Ash then looked back at Pikachu.
"Keep an eye on Yamper." Ash ordered his partner.
"Pika." Pikachu nodded before going next to Yamper.
"Alright Elekid use Swift." Ash began, from what he could remember Chinchou had one of three abilities Volt Absorb, Lightning Rod, and Water Absorb. The first two abilities had the effect of negating any electric moves and would either heal or power up Chinchou. Water Absorb only worked on other water moves, but since 2 out of three abilities would eliminate the damage from electric moves, he would rely on Elekid's other moves.
"Beebee." Elekid grunted as he fired several stars towards Chinchou.
"Chinchou." Chinchou grunted back, before firing a burst of water from its mouth.
The two attacks collided, as they managed to block each other.
"Elekid use Quick Attack." Ash continued.
Elekid sprinted forward with a trail of light following behind, and just as he was about to reach CHinchou, it opens its mouth and let out and ear piercing cried. Elekid was forced to cover his ears in order to protect itself from the Supersonic. Taking advantage of the situation Chinchou then several bubbles at Elekid.
"Bee!" Elekid grunted as he was blasted.
"Elekid stay strong use Swift." Ash retaliated.
"Beebee." Elekid grunted as he fired several more stars at Chinchou who retaliated with another Bubble Beam.
"Quick Attack then hit it with a Rock Smash." Ash continued.
Elekid grunted as it used the small smokescreen created from the collision of Bubble Beam and Swift for cover. Elekid emerged from the smoke slamming into Chinchou smashing his fist into Chinchou's face sending it into the wall.
"Finish it with swift." Ash called out.
"Beebee!" Elekid said, as he fired the stars.
"Chou!" Chinchou cried out as it was struck.
Chinchou collapsed but wasn't knocked out. Not wanting to risk losing Chinchou, Ash threw one of the Great Balls given to him by Officer Jenny. The Pokéball bounced off of Chinchou's head as it sucked it in. The ball shook once before letting out a ping confirming capture.
"Alright." Ash cheered as ran up to the Pokéball. Ash held it up high of his new capture.
"Pika./Yamper." Pikachu and Yamper cheered as they ran up to Ash.
"Yamper." Yamper barked out, as it did a backflip in happiness.
"You liked the battle didn't you." Ash said, as he knelt down, scratching Yamper's head.
"Yamper." Yamper barked wagging her tail.
Ash laughed as he took out his Pokédex to scanned Chinchou's Pokéball.
Chinchou the Angler Pokémon, a Water and Eletric Type. It discharges positive and negative electricity from the tips from the tips of its antennae to shook its foes. This Chinchou is female, and has the ability Volt Absorb. Chinchou's moves are: Supersonic, Water Gun, Electro Ball, Thunder Wave and Bubble Beam. Chinchou also possess the egg move Psybeam.
Ash grinned Chinchou would be a big help. With that water typing she would have ground types quaking in their boots. Looking through her list of possible moves, he diced Water Pulse, Confuse Ray, and Spark would be great moves to start with. With their goal complete he decided it was time to head back. By the time he reached the Pokémon Center it was already dark out. He decided to introduce himself to Chinchou, grabbing her Pokéball, Ash then let her out.
"Chinchou?" Chinchou grunted confused, and looking around.
"Hello Chinchou." Ash greeted catching Chinchou's attention. "My name's Ash it's nice to meet you."
"Chinchou." Chinchou said, with curiosity.
"My goal is to become an Electric Type Master, and I can use a strong electric type like yourself. Want to join my team?" Ash asked.
Chinchou nodded, as she allowed Ash to rub her antennae, causing Chinchou to cue. Smiling Ash decided it was time to eat, he then let out Yamper and Elekid who greeted Chinchou along with Pikachu. After placing their bowls of food on the ground, the 4 Pokémon began enjoying their dinner.
Grabbing some food for himself, Ash took his plate and sat down. As he was munching on his meal, he thought of where to go next. The closest gym was in Cerulean City, and water type gym. He was diffidently going to have to take some time to train Chinchou before battling the gym. He would also need to make sure work on his other Pokémon as well. While he may have an advantage with his electric types, he knew that a good strategy could cost him the win.
Looking at his team, he needed to decide on if he should catch non-electric Pokémon. Perhaps by catching some ground types he could train his Pokémon on how to deal with ground types. Still would that be the right thing to do. He decided to talk to Prof. Oak about it. Once Ash finished his dinner, he decided to get some rest before calling Prof. Oak.
The next day after getting some breakfast, Ash decided to called Prof. Oak. It didn't take too long before Prof. Oak answered. After explaining the situation Prof. Oak gave his thoughts on the matter.
"I see, well I think it would be okay for you to catch few non-electric types." Prof. Oak stated.
"Really?" Ash asked.
"Of course, after there are many trainers while may prefer catching Pokémon of a single type are still willing to catch Pokémon outside that prefer type.
Ash thought about Prof. Oak's words. He had a point even elite four members had caught a few Pokémon outside their type specialty.
"One thing you can do if catch Pokémon who can learn electric attacks, that way you feel like you're staying true to your goals." Prof. Oak suggested.
Ash grinned that was a good idea, plus there were several Pokémon who could learn a few electric attacks.
"Alright, I think I'll do that thanks Professor." Ash replied.
Prof. Oak smiled before asking Ash on his new Yamper and Chinchou, causing Ash to laugh. After showing off Yamper and Chinchou, Ash talked to Prof. Oak about them. Once they were done, he then called his mom. She congratulated him, on earning his first badge. She then gushed as she met Yamper and Chinchou. Yamper barked happily meeting his mother, and Chinchou shyly waved her antennae at her.
Once their call was over, Ash decided to dedicate the rest of the time to training. He had his Pikachu work on Feint since it would come in handy on though who liked to play defensively. Then he had Elekid work on Ice Punch, since that would come in handy in the future. Chinchou was working on learning Water Pulse. Finally, Yamper was currently playing with a ball. Since Yamper had just hatch, Ash wanted to help get her prepared before they would start her official training. For canine Pokémon like herself this is how they would train in the wild. By play, and rough housing their siblings, and other members of the pack.
This would build up Yamper's stamina and power. They wouldn't begin her official training till after they beat the Cerulean Gym, since by them she would be big enough, and old enough to start. Continue to train for the rest of the day, after a goodnight's rest, and breakfast, Ash gathered his stuff, before continuing his journey. He would be traveling through Mt. Moon before taking on the Cerulean Gym. His journey just took a big step, and he could wait to take his next.
