Chapter twenty-five: The provisional licence exams, conclusion
The attack on the Provisional Licence Exams by the League of Villains had ended less than an hour ago (if you wanna be exact, it's been only forty-five minutes), and from where the UA students stood near the busses that had brought them to the doomed exams in the first place, they're seeing far more survivors coming out of the stadium than any of them were expecting. Granted, they DID see at least SOME body bags carried out by emergency workers and a few pro heroes, but considering what all Dabi and his brood had brought to the table, the death that they were seeing was very low in quantity; that low quantity of death was being taken as a blessing, and the hero society of Japan was wanting to grab a hold of whatever blessings that it can get a hold of.
As the students of UA's Classes 1-A and 1-B were conversing with one another, Mina said, "Hey, I haven't seen any of the senseis from UA come out yet. You think that they're okay?"
"A tough bastard like Aizawa-sensei is too tough to die in a mess like this," Kaminari mused aloud, "He'll get through this, mark my words." There was a hint of regret in Kaminari's words, regret that was only able to come from knowing that one was right.
"All of UA's teachers are tough," Izuku spoke up, "It's probably part of why UA is Japan's top hero academy."
Some of Izuku's fellow UA students, 1-B and 1-A alike, nodded in agreement with the green haired boy. "You have a point there, Midoriya," Tokoyami spoke up, "Nothing less can be expected from the pro heroes who teach at UA."
"If Ectoplasm was any less tough than what you brats are boasting," the familiar droning tone of Aizawa called out, "Then he'd be dead right now because you decided that having a meltdown during the practical of the finals was a good idea, Tokoyami." The UA students all turned to see Aizawa come walking up, followed by Hizashi, Sekijiro, and Ryo. The underground hero looked totally unamused, but then again a villain attack on what was supposed to be a secure and secret event did just finish taking place, so some annoyance ought to be permitted.
Before the UA students could move, Aizawa rushed Izuku, quickly wrapping him up in his capture tape and holding him up, glaring right at him while he had Erasure active to keep the green haired boy from using his quirk. "What the HELL is your problem, Midoriya?!" Aizawa practically barked at the bound Izuku, the underground hero's face a furrowed snarling visage of anger.
Izuku, although caught by surprise at first, soon relaxed and gave an unamused, indifferent expression to Aizawa. "...Funny that you ask me that question, Aizawa. I was meaning to ask you that exact same question myself."
"Shouta, let Midoriya go now!" Sekijiro barked, "This is crossing the line!" The Blood Hero was looking like he was five seconds away from getting into a physical altercation with his dark dressed co-worker.
Slowly, Aizawa lowered Midoriya and undid the capture tape with a flick of his wrist. As the capture tape landed back down around Aizawa's neck and shoulders, he said to Izuku, "...That's Aizawa-sensei, Midoriya."
Izuku, keeping a totally unamused look with the underground hero, began holding up fingers to list things off to Aizawa. "...Two things, Aizawa," Izuku began, his tone and expression making it clear he has had it with the underground hero, "One, you ain't my teacher, so I don't gotta call you squat." Izuku then held up another finger. "...And two," Izuku went on, "As far as I'm concerned, you don't deserve that kind of respect."
"Excuse you!" Aizawa barked, "You had better-"
"Given what all happened here, Shouta," Ryo cut in, "It's obvious that emotions are running on high for all of us. We ought to just back off so we can all give ourselves time to cool off."
Given what all people were there, Aizawa caught himself and forced himself to relax. "...This isn't over, Midoriya." Turning to look at Sekijiro, Aizawa said, "You had better do something about the disrespect that your student had shown me just now."
Sekijiro looked at Aizawa, his arms folded over his chest. "...What all I feel like doing for now is following the advice Ryo had given just now." Even though he didn't say it directly, the words that Sekijiro did say, combined with his tone, made it clear what the underlying words he was saying to the underground hero were; eat shit.
Seeing as though things had to be allowed to remain settled for now, Aizawa proceeded to take off, with Hizashi somewhat nervously following him. As Aizawa was about to bark an order for Class 1-A to follow him, Aoyama spoke up. "...Umm, Aizawa-sensei," Aoyama began, "When we, that being me, the rest of my classmates, and all of Class 1-B, were trying to get out of the arena, were were all trapped in a semi-circular fenced in area with large spikes forming the fence. It was made by Felgrand, who confronted the lot of us."
Aizawa took pause, as did Hizashi, Sekijiro, and Ryo. Immediately, Aizawa turned to look at Aoyama. "...Dabi's monster confronted you and the other students."
"How did you kids all survive?!" Hizashi practically exclaimed.
Gently shaking his head, Aoyama replied, "Felgrand, he... he actually wasn't wanting to hurt us. Only keep our time long enough to give one of us, I ended up volunteering when he demanded someone from Class 1-A to step forward, a message that he wanted given to UA."
"The dragon villain wanted you to deliver a message," Aizawa said, sounding dry but intrigued, "Well what's the message?"
Aoyama took a shuddering breath to try calming himself down. "...That All Might isn't the only staff member at UA that Felgrand wants to kill." Looking right at Aizawa, Aoyama went on, "...Felgrand says he wants to claim your head as well, Aizawa-sensei."
"That monster wants to kill Sho?!" Hizashi exclaimed, clearly alarmed.
The underground hero scoffed bitterly. "Feh. It actually doesn't surprise me that the villains want me dead. They probably know about me, know what my quirk can do. It's obvious that they want to eliminate me because they view me as a threat." Turning to look at Sekijiro and Ryo, Aizawa said, "We're going to have to gather what all new evidence we've got now on the League of Villains, bring it with us to the emergency staff meeting Nezu's bound to have given what happened here today."
Sekijiro nodded in agreement. "Yes, that does make sense." A part of the Blood Hero was glad that Aizawa was finally acting reasonable, and was more than glad to let it keep going for the time being, given that he didn't want to try getting into an altercation here anymore. With things as settled as they're going to be, the group from UA packed up their stuff and took off back for their campus. Normally during a Provisional Licence Exam, after the exam all students deemed to have passed would be given their provisional hero licences.
...But given what had happened, along with the fact damage assessment had to be done, people still needed to be evacuated out of the stadium, statements taken from survivors by the police, next of kin to notify, the whole nine yards, the awarding of provisional hero licences would be postponed, assuming that any licenses would be awarded out at all here.
The next morning at UA, classes were in free period while Nezu had an emergency staff meeting with most key members of the UA staff. Also attending this meeting was Mera from the HPSC, who had with him two blocky leather deck boxes, one red and one blue. "Thank you all for coming," Nezu said to his staff, "Now first off, before we get down to business, our guest from the HPSC, Mr. Mera here, has an announcement that I am certain both Aizawa and Sekijiro will be happy to hear."
Mera nodded once before he coughed to clear his throat before beginning. "I am happy to announce that all forty of the first year hero course students from UA have been given passes in the Provisional Licence Exams. I have their licences right here in these deck boxes."
"They all passed?!" Toshinori exclaimed out of surprise; it really was a shock to hear that all of Aizawa's students AND all of Sekijiro's students had passed and now had provisional hero licences awaiting them.
Nodding once in confirmation, Mera explained, "My boss, the President of the HPSC, was quite happy to hear that the combined forty students of this school's classes 1-A and 1-B worked together to make sure I didn't meet my end in the attack on the exams by the League of Villains. She has also authorized passes for a few dozen other of the students who took part in the exams, including students who protected other HPSC employees at the exams during the attack." A hint of troubled resignation entered Mera's expression. "...Some of those licenses were awarded posthumously."
Aizawa had a wry look on his face. "...Really. Even my students, despite how all of them were eliminated during the exam."
"They did do a great service as far as my boss is concerned," Mera replied, "And given the extraordinary circumstances of what transpired yesterday, it's only natural that exceptions will be made." Mera then handed the red deck box to Aizawa, as it contained the twenty provisional hero licences for Class 1-A; the version of that for Class 1-B applied to the blue deck box that was handed to Sekijiro. "Just so you know, the photos used for these licences were taken from archive," Mera said, "We'd normally take photos on sight after a student passes and use that for the licences... but like I said, extraordinary circumstances."
After Aizawa and Sekijiro got the provisional hero licences for their respective students, Nezu said, "Now then, onto business. The main topic of this meeting is the attack that occurred on the Provisional Licence Exams yesterday." Holding up some papers, the animal principal of UA spoke up, "First, the damages to property. Not counting setups in the arena that are expected to be damaged during the exams anyway, only one billion yen in damages had been caused overall. Still big, but given the scope of the attack yesterday, the HPSC's opinion on the matter is that it's essentially just a slap on the wrist."
"It turns out that, during their attack on Takoba National Stadium yesterday during the exams," Mera spoke up, "The League of Villains while running around in the rooms and hallways of the stadium had wrecked open and raided various vending machines, taking off with whatever snacks and drinks that they were able to get a hold of. They also took what all money was in said vending machines. The value of the stolen money, snacks, and drinks are not accounted for in the cost of damages caused by the attack during the exams yesterday, as we have no real way of accurately assessing it."
"Next..." Nezu went on, taking a resigned breath before going on, "...Is the death toll of the attack. Counting various hero academy staff members who were involved in the fighting, as well as the confirmed deaths of the villains Muscular and Moonfish, the death toll, considering what the League of Villains had brought to the table, is actually rather surprisingly low."
The members of the UA staff looked surprised. "Rather surprisingly low?" Aizawa spoke up, "What do you mean?"
"A grand total of only one-hundred and twenty-two people were killed yesterday during the chaos at Takoba National Stadium," Nezu confirmed.
Standing up from his seat, Hizashi said, "I'm sorry, but Imma have to call shenanigans on that. There's no way that the League of Villains, especially since they brought fucking Felgrand with them, killed barely over a hundred and twenty people."
Clearing his throat, Nezu said, "I didn't say the League of Villains killed one-hundred and twenty-two people, I said that one-hundred and twenty-two people were killed." Reading off from his papers, Nezu said, "Thirteen students from a combined four differing hero academies were killed by the villain Muscular, two students from Vulcan High were killed by villain Moonfish, ten students from five differing schools were killed protecting HPSC employees, five students from Shiketsu were killed when they attacked clones of that Twice villain-"
"As a side note," Mera cut in, "It's confirmed that the clones of Twice only killed students who attack them first. If the Twice clones attacked a student first, that student in question wouldn't be killed." With a sigh, Mera added, "Some Twice clones inside the stadium's rooms and hallways were responsible for killing the ten students who died saving some of my co-workers in the HPSC, however."
Nodding in confirmation, Nezu said, "Yes. Anyway, the aforementioned villains Muscular and Moonfish were killed due to getting in the way of an attack from their ally Felgrand, Felgrand intentionally killed twenty-two staff members from five differing hero academies when they leapt into the arena to try to help out the students, and the remaining deaths are students who died accidental deaths in the mass panic of trying to get out of there."
Looking directly at Nezu, Aizawa dryly said, "Felgrand didn't kill any students." After the animal principal of UA nodded in confirmation, the underground hero said, "Now I have to call shenanigans. There's no way that Felgrand went the entire attack without killing even one student from any of the competing hero academies."
"Also, I just did the math," Higari spoke up, "The League of Villains are responsible for less than half of the deaths that occurred, if all of the remaining deaths really were caused by misadventure."
"Were the villains relying on the panic their attack would cause to kill the students for them?" Nemuri asked, looking totally disgusted with what had happened.
Toshinori had a grim look on his face. "...We got it that the League of Villains were mainly after killing any employees from the HPSC that were there and that they sealed up the stadium to keep the students from escaping. Only UA's own students, plus the ten random students from other schools who had died protecting HPSC employees, were able to slip past, and our students did so because Felgrand let them."
Aizawa looked equal parts grim and annoyed. "Yeah, because Felgrand wanted them to tell us that it's not just your head that the villains want to claim. They also want to kill me as well apparently."
"But that begs the question," Hizashi began, "If the villains want to kill you, why didn't they try seizing the opportunity when they fought us back at Takoba?"
"Beats me," replied the underground hero, "The mind of a villain is a mess hard for any sane person to unravel." Many of the staff members at the meeting all nodded in agreement with Aizawa, and the meeting went on to cover a few more topics, such an an opening ceremony of some kind and the approach of the Hero Work Studies, which all of the first year hero course students would be eligible to take part in. Things seemed like they were settling down, so the staff of UA all relaxed, glad for the comparative respite from the troubles plaguing them.
Later in the Class 1-B homeroom, the students of Vlad King were all surprised when Sekijiro, as he handed out their licences, told them that all of them plus all of 1-A had been passed due to their actions in protecting Mera during the attack on the exams, thus all forty students had earned their provisional licences. Sekijiro also noted the exceptional circumstances of all of them passing, given that it occurred as a results of their real actions in a real attack, and NOT a simulation of some kind that was safely controlled by test-givers. It's part of why 1-A, who during the exam were all eliminated, passed anyway.
Izuku, after he got his provisional licence, couldn't help but wonder how Class 1-A were doing since they all got their provisional licences anyway despite how they would not have gotten them had it not been for the extraordinary circumstances.
...
"I'm going to be completely honest with you brats."
Over in the Class 1-A homeroom, Aizawa, after he had handed the licences out, was telling his students off for how they got their provisional licences despite technically failing. "You all only got them because you got lucky during a moment of unforeseen crisis and worked to protect the right person," Aizawa went on, "The only reason that I handed out the provisional licences that you all got today anyway is because I would actually face charges from the HPSC if I had withheld them from you." The underground hero gave a gentle shake of his head. "...None of you deserve those licenses that you got."
"Are you kidding me?!" Mina practically exclaimed, "What ma-"
"He's got a point, Ashido."
Mina stopped short when she and the others all turned to face Shinso, who had spoken up. "...We let ourselves get tricked by Midoriya, and as a result he led us into a trap of opportunity that got all twenty of us eliminated from the exam. We really did only pass anyway due to extraordinary circumstances that wouldn't have happened had it not been for the League of Villains attacking the exams in a bid to try to kill people from the HPSC."
"Well you heard why Green Bean did that, right?" Dark Shadow said while hanging outside of Tokoyami, "He's had it with Eraserhead being a complete and total nutjob!" Glaring right at the underground hero, Dark Shadow went on, "And I'm certain that I'm far from the only one here who's also tir- ERK!" Dark Shadow was cut off when Aizawa activated his quirk on Tokoyami, which forcefully made Dark Shadow pull back into Tokoyami.
Aizawa glared at Tokoyami with furrowed brows. "...Congratulations, Tokoyami," Aizawa said, "Your quirk just bought you after school detention for the rest of the week. I'm also going to bar you from attending the upcoming opening ceremony."
"What?!" Tokoyami exclaimed, "How is it my fault that Dark Shadow expressed his own opin-"
"Let me make one thing clear to you all, brats," Aizawa snarled at his students as a whole, cutting Tokoyami off, "I will NOT stand for any disrespect from any of you. I expect all of you to show me nothing but the absolute, unconditional respect that I as your teacher demand to see from you all, and failure to do so will be punished on the spot. Do I make myself clear?"
"What is-" Uraraka began, but she got cut off.
"DO I MAKE MYSELF CLEAR?!" Aizawa bellowed at the top of his lungs, scaring all of his students into silence, making even the boldest among them, such as Bakugo, as well as Shinso who was actually loyal to Aizawa, shudder out of fright. Taking the cowed silence of his students as a yes, Aizawa went on, "When I give instructions to do something, the only thing you are permitted to say in response is 'yes, sir'. I will not tolerate anything less." With the mood in the room suppressing them, the students of Class 1-A weren't in the mood to get up to much of anything. That was the mood that they maintained for the rest of the day.
That evening at the 1-B dorm building, the 1-B students were relaxing after having taken care of all of their homework. "Yo dude," Juzo said to Izuku, making the green haired boy look up and over to see him, "Why did you take a picture of your provisional license with your phone?"
"Oh, I wanted to show my mom that I got it," Izuku said. He also had sent a picture of his license to Toshinori, despite the former Symbol of Peace having already known that Izuku got it.
Chuckling a bit in amusement, Juzo replied, "Yeah, you ain't the only one to get the idea of showing family that you got a provisional license. When I phoned my parents about me getting mine, my mom instantly declared that she wanted to take me out drinking to celebrate, before my dad had to gently remind her that I'm underage for drinking. Still doesn't change how happy and proud both of my parents are."
As Izuku nodded in understanding, Jurota called out, "Hey, whose turn is it to take out the trash?"
Pointing at where Izuku sat with Juzo at an island counter, Setsuna said, "I think it's Green Bean's turn, bruh."
"Fair enough," Izuku replied, "Just let me get a pair of shoes on before I go out."
"Oh, you're going outside?" Kinoko said as she walked into the area, "Funny that. I got a text from Yaoyorozu in Eijiro's class that Eijiro's explosive friend wants to talk to you outside."
That had caught Izuku's attention, as well as set off at least one alarm in his head; Bakugo wanted to talk to him outside. Chances are that Bakugo wanted to express some less than friendly topics he had, and in a less than friendly manner. Undoubtedly the explosive teen was still very much unamused with Izuku for getting him eliminated from the exams, and Izuku got it from a text from Uraraka that Aizawa had let the whole of Class 1-A have it for how all of them had gotten eliminated from the exams.
Still, Izuku couldn't really say no to Bakugo here, especially since chances are that telling Bakugo no here would make him even angrier. After thinking about it for a moment, Izuku looked over to where the 1-B girls aside from Setsuna and Kinoko were watching something on TV. "Hey, Tsunotori!" Izuku called out, getting Pony along with the girls with her to turn to look at him. "Would you mind coming with me?"
...
Bakugo got it from a text that Yaoyorozu got from Kinoko that Izuku would be meeting him by a dumpster near the 1-A and 1-B dorm buildings, as Izuku had to take some trash out from the 1-B dorm building anyway. Waiting there, the explosive teen was keeping himself surprisingly calm, given that he WAS technically waiting for 'that damn nerd Deku' to show up. Eventually, Bakugo heard some footsteps approaching, and after turning to look in the appropriate direction for a bit, Bakugo saw it as Izuku came over to the dumpsters. But Izuku hadn't come alone.
He brought his classmate Pony with him.
"You wanted to see me, Kacchan?" Izuku asked as he tossed the trash bag he was carrying into the nearest dumpster, "I figured I could see you here since I had to take some trash out anyway."
"...I had meant for you to meet me here alone, Deku," Bakugo began, "But I guess that's my fault as I technically didn't specify it."
Izuku gave Bakugo an even look. "...You wanted to express displeasure with me because of what I did to spite your teacher, didn't you?"
The explosive teen let out a resigned sigh. "...I'm going to be completely honest with you, Deku. Yes, I'm still pissed as balls over the stunt you had pulled during the exams. But I actually was NOT going to get into an altercation with you, if that's what you're worried about. Given how badly Ass-awa has been riding my classmates and I, not to mention how he's been poking you with a stick at every opportunity he gets, there's not a lot of us in 1-A, myself included, who can blame you for wanting to return fire at the sack of shit that we have for a homeroom teacher, even if we get caught in the crossfire."
"So why did you want to meet with me out here?" Izuku asked.
Bakugo let out another sigh. "...Again, I'm going to be completely honest with you. Most of my classmates, and I include myself in the count I'm talking about, are either scared of Ass-awa or are getting scared of him. He's gone from strict taskmaster to iron-fisted dictator who expects us to lick his boots and say only please and thank you in response. And you pissing on his boots, despite how much I believe that you're entitled to it because Ass-awa HAS given you just cause for doing it, is only going to make things worse for us in 1-A. So I'm going to have to ask you a favor."
To Izuku's surprise, Bakugo actually gulped nervously, as if he feared what will happen as a result of him saying what he was about to say. Bakugo, the brash and proud explosive boy who boasted how he'd be the greatest hero ever, was actually scared. The fright he was displaying wasn't as pronounced as what he'd shown back when Izuku saved him from the Sludge Villain. Bakugo's fright here was more subdued, fearing potential consequences rather than fearing for his life. And that somehow made the fright that Bakugo was showing here even worse.
"Could..." Bakugo spoke up, "...Could you maybe somehow stop pissing on Ass-awa's boots, Deku?"
"...As much as I'd like to help you, Kacchan," Izuku replied, "I'm not sure if I can, given that Aizawa seems to personally have it out for me, for no explainable reason. He's the one who started it, and I'm pretty sure he won't let it end until he gets an end that'll wholly satisfy him."
Bakugo visibly relented in his expression, like a dog pinning its ears back in resignation. "...Figures that you're also a victim here, Deku. Even when they're total asses, you never seem to hate pro heroes unless they go out of their way to make you hate them personally." Looking back up to Izuku, Bakugo went on, "At least try to keep off of Ass-awa's radar. Could you do that?"
"Provided he leaves me alone, I can certainly give it the ol' college try," Izuku replied.
Bakugo nodded in acknowledgement; since it was Aizawa who had started it and was constantly trying to find excuses to continue it, Izuku's promise was the best that he was going to get. Changing topics, Bakugo gestured to Izuku's classmate Pony. "...So, umm, Deku," Bakugo began to say to Izuku, "You... uhh... brought Tsunotori here with you to your talk with me."
"Well I WAS kind of worried that you wanted to express some less than friendly things with me over what I did during the exams to rib at Aizawa," Izuku said evenly. What Izuku didn't say was that he chose Pony specifically because of certain suspicions that he had about Bakugo, and if said suspicions were true, then Pony just by being there would be a calming presence for the explosive teen.
"Like I said, I wasn't gonna do anything because I understand why you wanna rib at Ass-awa," Bakugo replied. Looking nervous, Bakugo went on, "Umm, so Deku, uhh..." Gesturing to Izuku and Pony, Bakugo said to the former, "...You... two... aren't, like, an item together, are you?"
Bakugo's question, besides more or less confirming the suspicions Izuku had of him, also took Izuku by surprise. Turning to look at Izuku, Pony asked, "An item together? What does he mean by that?"
"I'll... explain later," Izuku replied to his classmate. Turning to address Bakugo, Izuku said, "To answer your... question, no Kacchan, there is nothing between me and Tsunotori here." Looking a bit embarrassed on the matter, Izuku went on, "I... honestly have my eye on one of the girls in your class, if I'm to be honest here."
Bakugo let out a relaxed, relieved sigh. "Alright, I feel loads better about that, Deku."
"Better about what, Bakugo?" the voice of Sekijiro called out, making the three students turn to see the Blood Hero come walking on over. "Tokage told me that you and Tsunotori were taking longer than expected to take out the trash, Midoriya," Sekijiro spoke up, "And here I see you two being held up by Aizawa's student Bakugo. Is everything alright here? Bakugo's not giving you any trouble, is he?"
Gently shaking his head, Izuku said, "On the contrary, Kan-sensei. Kacchan only wanted to ask about the well being of me, Tsunotori, and our classmates in light of the attack at the Provisional Licence Exams. He also wanted to apologize again for some gruff attitude that his homeroom teacher had shown Tsunotori before the exams took place, hence why she's here with me."
Sekijiro relaxed visibly, looking relieved. "Fair enough, Midoriya." Turning to look at Bakugo, Sekijiro went on, "Thanks for the concern you have for my students, Bakugo. Anyway, you best be getting back to your dorm now. I don't know how strict Aizawa is with curfew for you and your classmates, but it's ten 'til ten, and ten PM is the curfew for my students."
"Ten PM is the same curfew my classmates and I have," Bakugo remarked, nodding once in acknowledgement to the Blood Hero. Bakugo also gave a similar nod to Izuku, probably out of thanks for covering him, before taking off for the 1-A dorm building.
After Bakugo was gone, Sekijiro said, "Alright Midoriya, Tsunotori. Time to hit the hay." Izuku, as well as Pony, didn't argue with that, given the both of them were also tired. As such, it was back to the 1-B dorm building, where they and their classmates would sleep for the night, before wondering what would await them there at UA moving forward.

Author's notes;
Here we see the chaos at Takoba National Stadium wrapped up, Izuku and Aizawa having words, and a meeting at UA where Mera who's a guest at the meeting reveals all forty of the first year hero students of UA had passed the Provisional License Exams for their actions in protecting him from the League of Villains during the attack. They also get official totals in both cost of damages caused by the attack as well as the official death toll of the attack (Felgrand killed WAY less people that what many were expecting him to, especially considering the fact that he didn't kill ANY students).
The students also get their licences, although Aizawa scolds his students over getting them due to what he views as sheer luck. Then there's a nighttime meeting between Bakugo and Izuku, the latter bringing Pony with him in case Bakugo got antsy. Turns out Bakugo wasn't planning on it anyway, and after asking Izuku to try watching his step with Aizawa going forward, they part peacefully. The next chapter will see things starting to kick into gear for the work studies, not to mention how the Big Three will make a proper appearance, at least outside of Nejire showing up on her own.
