One day long ago, in Qing Qing City, China, a baby was born with a unique power. As time passed more and more children were born with powers and abilities, known as Quirks, placing them above normal humans. Today, only 80% of the population was born with quirks, and the number of those without powers continue to dwindle down. But Quirks are not the only mutation to be found on this world. Another human like species was made, perhaps as a natural counter to the powered. Each with superhuman strength, speed, durability, and healing, as well as the curse of only being able to consume human flesh, the Ghouls were born. They gain their nourishment and power from consuming flesh and blood, but when consuming the blood and flesh of a human with a quirk their powers seemed to become super charged. Due to the risk of these creatures Tokyo Japan, where vast majority of Ghouls were found and seemed to gather, was blocked off, and quirked humans were not allowed to enter within as the government agency, the CCG, attempted to eliminate the Ghouls out of fear and hatred. Though some, on both sides human and ghoul dreamed and strived to coexist.

HEROES UNRAVELED

Chapter 1

Touka Kirishima ran and jumped across the ruined rooftops of Tokyo. She had to find him, her husband. He was the only one that could stop this monster. It started from him, so he can end it. She yelped as one of the Dragon's tendrils moved quickly and destroyed the rooftop she was running on she curled in on herself, trying to protect her unborn child as she was sent flying through the air. Touka's eyes widened as she felt arms wrap around her in a cradle, stopping her fall and carrying her to safety.

"Ken?" She asked, but instead of the face of her husband she saw a rounded freckled face framed with green hair smiling down at her.

"Don't be afraid, ma'am, it's going to be ok," He grinned down at her, "Because I am here!"

He landed on the street and sat her down gently. She stared at him in confusion as he kept his glowing green eyes focused on the Dragon.

"You're … You're Deku? But… Heroes aren't supposed to be in Tokyo…" She said awkwardly.

"Yeah, neither is that thing…" The young Number One Hero said, popping his neck.

She glanced and saw that her ukaku wing had remained extended even during her rescue by the green clad hero. "Why did you save me… I'm a ghoul…"

"You're a person," He corrected, "Get to safety, I'll try to help deal with this."

"I can't… my husband… he's in there. He can stop it. From the inside." Touka stated, stepping up to his side.

"Be careful, if you can reach him, then do it," Deku nodded, turning back to the massive mess of giant tendrils.

"And what about you? What are you going to do?" Touka asked.

"Teach it a lesson… the meaning of my old school's motto…" He said as he unlocked his power, One for All at 100% full cowling. "What it means to go a step farther beyond… Plus. Ultra." He said, as he took to the air mixing Transmission, Fa Jin and Float, while slashing away at the tendrils with his Black Whip.

Touka blinked at the hero, understanding why he had been called the world's greatest hero. "Damn." She breathed, before moving to run into the destruction herself.

Meanwhile, within the core of the Dragon, Kaneki Ken sat before a purple haired girl, who was looking at him in disgust.

"For all you've done, with my help, you're still the pathetic little worm you've always been," Rize Kamishiro sneered. "You're not completely useless. We are about to become the dominate species, Kaneki-kun," She giggled, giving a little spin before him.

"KEN! I'm here!" he blinked and Rize scowled. His vision seemed to blur and go from the image of the field with Rize to a transparent shell, with Touka clawing and hitting. "Fight! And helps here too, you've got to give us an opening!"

"Annoying little…" Rize snarled, before blinking when Ken popped a knuckle.

Deku gasped when a tendril knocked him into a building and he landed among a group of CCS agents and Ghouls fighting. "What are you doing here?" Akira Mado asked angrily, "If the Dragon absorbs you, it'll take your power. The whole world will be doomed!"

"People in this city are in danger," Deku said, standing up, Seeing Touka had breached the core, and had contacted who he assumed was her husband, "Putting themselves in the line of danger for the sake of others, especially those they care about, is the mark of a true hero!" he said as One for All flared again, and he shot into the air. "One for All! SECOND GEAR TRANSMISSION!"

Within the Core, Kaneki Ken grabbed Rize by the neck, his left eye turning black and red, "I can't believe I thought you were cute…" Rize snarled and clawed as he squeezed around her throat.

"It's already over, I'm too powerful to be stopped…" Rize growled as she struggled for control of the beast from Kaneki. A small smile appeared on Kaneki's lips as he heard a voice he hadn't heard except on news broadcasts shouting nearby. "UNITED…"

"You're right… It's over, Rize!" Kaneki said lifting her off her feet and tossing her away.

"STATES…."

"NO!" Rize shouted, as Kaneki used his control to move all the tendrils from Deku's path before exiting the Core, grabbing Touka and leaping out of the way of the hero.

"OF SMAAAAASH!" Deku screamed, launching a massive flying kick into the core, causing the Dragon to explode in violent light.

Touka clung to Kaneki and cursed her hormonal state as she cried into his chest.

"I'm ok…" Kaneki said, closing his eyes tight, and holding her close as all the humans' guns were now focused solely on them.

Black whip lashed out quickly and jerked every single rifle from the CCS agents' hands and tossed them a distance away before Deku landed beside the Ghoul couple.

"You'd defend a pair of monsters?" one of the Agents growled.

"Open your eyes," Deku snapped, motioning to the couple. "I don't see monsters. I see a young couple that's been through too much today."

Deku turned toward Ken and Touka and winked, giving a glance to where the other Ghoul fighters were picking themselves up. "Get out of here, I'll handle this." He said, flashing them a grin.

The weeks and months that followed what came to be known as the Dragon War, the CCS was dissolved, and in its place rose the TSC, which worked closely with the United Front to bring a greater sense of unity between the human and Ghoul citizens of Tokyo.

Now seven years later, Kaneki Ken has all but traded in his masks and fighting skills for a more political battlefield. As one of the Intermediaries between the Ghouls and the Humans of the City, he among the ones who has given a greater freedom for Ghouls as well as a greater acceptance by the humans.

But on this particular day, surrounded by paperwork in his office on the top floor of the TSC building, he kind of missed the fighting evil ghouls and corrupt humans. With a groan he sat back in his chair and took a sip of his coffee. "Himiko," he called out over the almost three-foot piles of paper.

"Yes, sir," his young human secretary asked, sticking her head in the room.

"What time is my meeting this afternoon again?" he sighed, pinching the bridge of his nose. "Do I have time for a break?"

"You have ten minutes, sir," Himiko smiled apologetically as he groaned again.

Ken downed the last of his coffee, adjusted his tie, and stood up. He gave a smile to a photo on his desk of Touka and their daughter Ichika before he walked out of the office.

He made his way to the conference room and nodded to Amon and Mado as well as a couple of new faces. "Kaneki Ken," he introduced himself to the two.

A tall attractive, darkhaired woman in a form fitting three-piece suit stood up and took his hand, "Yaoyorozu Momo, and this is my colleague," she motioned toward the redhead in a similar suit, "Kendo Itsuka."

"How do you do, sir," Kendo smiled politely.

"We represent the Yagi Toshinori Hero Agency," Yaoyorozu smiled as they took their seats.

"I'm aware of who you are, Miss Yaoyorozu," Ken smiled diplomatically, "Though I'm surprised you're not with the Endeavor Agency."

"We all keep our personal lives and professional lives separate," Momo smiled tightly back, "I'm sure you agree, Mister Kaneki, as you obviously do as well. Or else we'd be meeting in a coffee shop…"

His white eyebrows flexed a moment, 'she's done her homework, I see…' he thought to himself as it seemed like the brunette was looking straight through him.

"It is curious on your presence," Mado noted, her piercing eyes studying the two Agency Reps. "Its still illegal for Heroes to openly operate within the Tokyo Safe Zone."

"We've done well to bring the Ghouls and Humans under one banner, but there are still a few … hold outs. And feeding on Quirk users has been known to super charge Ghouls. It's dangerous. And we've worked hard to lower the fear and hatred," Ken stated.

"We are aware of that, sir. And we respect that," Kendo stated, "But there are some villains remaining that once followed Shigaraki, also known as All for One. They don't respect boundaries, boarders, or laws."

"There's been some whispers of some wishing revenge on their fallen leader recruiting rogue Ghoul support," Momo continued, "We don't want to set up an office. But we'd like to set up a connection with the TSC for a mutual exchange of information as well as possible rapid support reaction should something happen. The world thinks Deku is invincible. He is not. And if there's a risk of someone growing more powerful than the world's number one hero who lacks his morals and good nature. Frankly, that's a risk none of us want to take."

"That sounds fair enough," Kaneki glanced to Amon and Mado, "I remember seeing All Might's battle with Shigaraki's mentor, then Deku's several battles with Shigaraki himself on television. To say nothing of the time Deku and I crossed paths briefly during the Dragon Wars. Any thing we can do to help. I'll make sure my personal secretary sets up all the communication links we need. Will there be any presence with your Agency in Tokyo at all?"

"Perhaps briefly to set everything up, then on occasion to investigate any major leads if need be. All with the agreement of the TSC of course," Momo nodded.

"Is there any other heroes in the city that we need to know about?" Amon asked.

"There's a few that traveled with us just to get away, they're not going far from the hotel thought," Kendo stated, sliding a list toward the three, "We assumed you would ask that and provided the profiles of the ones here with us for the time being."

"Thank you for being so forthcoming," Mado nodded looking over the list.

Meanwhile, outside the conference room, Kaneki's secretary stood by the door listening. She pulled out a cell phone and dialed a number quickly. "Hey Doc, yes. Creati and Battle Fist are here. looks like heroes are nibbling on the bait."

She gave a fangy smile as she listened, and pushed some blond hair from her face, "Yes, Deku won't be long… can I have Uraraka to play with again? Pretty please?" She asked giggling as she walked away from the conference room.
