For the Military, have the RCMP oversee it. Anyone with a concern, report it to them. Have an office for them. Stay there, and bring the culprit to them. Talk it out. If denied, give them two options, admit it and we'll just discharge you. Maintain your innocence, you must be 20 yards away from the accuser at all times. If breached, you are not concerned for your fellow soldier, and that is an act of contempt, and you will be asked to explain yourself, and reexamined by the same officer, if deemed unfit, you will face serious consequences by the full extent of the law. Make your choice. If touching was involved, have forensic equipment ready in the office for immediate application.
