Hazel had reached Haven Academy around 10.30 PM. He had listened in as Lionheart had telephoned round his allies and potential allies in Mistral after hearing the report from Professor Pink in Atlas of the arrest of the owners of Atlas Gold for conspiracy to murder their sister's husband because he was a Faunus from Mantle. He had also watched the first news reports from Atlas with Lionheart.

Lisa Lavender again had a scoop. She had probably been given a tip off that fireworks were likely to result when May Marigold talked to her family and had had her cameraman filming the encounter or had just got lucky. The Atlas networks were too used to deferring to the rich and powerful and probably had been too busy setting up for Ironwood's speech and filming the dancing at the ball to catch it. For whatever reason she was therefore the only person who had film of the Lynx Faunus accusing the Marigold family of conspiracy to murder. Lionheart had applauded when John Marigold had been told by a half-breed Faunus that he had no honour.

She had even caught the attempted assassination of Jacques Schnee while everyone else presumably had been focusing on Ironwood's speech. She must have played a hunch that John Marigold was up to something stupid.

He supposed that Lionheart was right. The arrest of one of the elite families in Atlas for murdering a Faunus and their sister was a clear sign that Ironwood, Sleet and Camilla had no desire to intervene against Raven Branwen and were focusing on sending signals to the people of Mantle (and in particular the Faunus) that the times were indeed a-changin'. Starting a war against a republic which had declared that it would treat its Faunus citizens equally and was offering poor humans a chance to better themselves would send a strong signal that any changes in Mantle would be superficial at best. There were also reports that another twenty prominent citizens in Atlas had been detained accused of treason.

In the long term it was likely that the ruling classes in Atlas would refuse to allow real change to take place in relation to the economic imbalance between Atlas and Mantle. As the song put it, "There's nothing clearer, the rich get richer, and the poor get poorer." Even if Ironwood was not vulnerable to assassination, Sleet and Camilla were. Not everyone would be such an appalling shot as John Marigold and the new Marcus Black's would be happy to make a name for themselves.

He had reported to Salem and Watts using the seer in the building. Both had been surprised by the exact events in Atlas, but Salem had taken the view that strengthening Ironwood's position would in the long term be good for her. More importantly the priority had to be the death of the new Winter Maiden when she visited Haven in a few days' time. Hazel would have to choose his time to broach this with Lionheart. At least Salem had agreed to the plan which left Lionheart alive at the end of the battle, although with a depleted aura which would allow him to claim that he had tried to defend Winter Schnee against attack.

Anyway, for the next couple of days his priority would be to contact Raven Branwen and negotiate with her. He returned to Lionheart's office from reporting to Salem to find that Raven Branwen had chosen to visit Lionheart. Her gobby sidekick Vernal was with her. Raven was clearly taking advantage of her decision not to hide her semblance any longer to move around Remnant quickly.

Lionheart was not happy to have her in his office. Raven was a woman who even Hazel preferred to have time to prepare for a meeting with. Lionheart worried about who was the person in the building with a strong enough connection to the woman to allow her to come visiting him at will.

Vernal was staring intently at Lionheart and the man had put his weapon down well away from himself and taken a seat on a sofa. Raven was sitting in Lionheart's chair with her feet on his desk.

"Hazel Rainart, it is good to see you again. I gather from Leo hear that you are anxious to talk to me. I thought that I might as well stay to meet you."

Hazel said, "I appreciate the courtesy. You have clearly been busy recently."

He paused, "While my employer is not entirely pleased by your recent actions, she is prepared to overlook them in exchange for some cooperation."

"I am sorry if declaring the new Republic has caused problems for Salem, but let's be fair I had no knowledge and no wish to know what her plans were. In the medium term, I would have thought your mistress would take the view that my actions would undermine the main Mistralian government both politically and economically. No offense, Leo, but sooner or later there is going to have to be a reckoning here despite your best efforts to keep the show on the road and facilitate moderate reforms."

Lionheart shrugged, "One has to try, and you waited long enough for the cards to come together for you."

Hazel responded to Raven "I suspect that my mistress would have been less annoyed if you had not waited until you had delivered and been paid for the dust."

"Again, I knew nothing of your Queen's plans. Dust can always be used or sold. I have no intention of crashing the dust market. If it so happens that she was relying on the White Fang to conduct attacks which helped her plans then they were ones which Sienna Khan had no knowledge of."

"My understanding is not all of her subordinates are strict believers in the chain of command."

"I can hardly be blamed for not knowing more than my ally. I asked no questions about why you wanted the dust, and you would not have answered them if I had. In retrospect perhaps if I had considered matters I could have guessed that it was connected to the fracas in Vale and that Adam Taurus had gone rogue, but my thoughts were concentrated on my own plans, and I merely welcomed the opportunity to bank some lien."

"My queen respects your intellect. That is why she will not be surprised that you have plausible deniability in relation to any unfriendly intent without totally believing in your innocence."

The woman grunted. "What does your queen want of me? I am not going to be involved in any attack on the new Winter Maiden nor will I give up the Spring maiden. The former is too risky and would bring Atlas's wrath down on me if it went wrong. The Spring Maiden is someone important to me and is essential for the defence of the republic. I am prepared to discuss the relic."

Hazel supposed that Raven's forthrightness had pre-empted some tedious negotiation, and unlike some of his peers he had no need to browbeat or humiliate the people he negotiated with provided that he got to the right answer. It was irritating that the woman had known what he was going to ask him.

"My queen would be prepared to allow you free rein in the new Branwen Republic and your dealings with Remnant in exchange for the relic."

"No time like the present. I've always wondered what the vault looks like. Lionheart, I suspect you would also like to see the inside of it. The maiden is here to open it. Neither of you are women under thirty so I would prefer to deal with this now rather than wait for Cinder Fall to turn up and attack me and Vernal."

Hazel looked at Vernal. He was surprised as the woman looked young, but perhaps the previous maiden had chosen a young successor on purpose. It certainly explained why Raven Branwen had always had the woman in the background when he, Cinder or Watts had paid her a visit. It also made sense that she would want to deal with this in the absence of Cinder.

Lionheart led them down to the Great Hall. He took out his pocket watch and inserted it into a chain around a statue of a woman. This activated a hidden elevator. The four of them got on and the elevator descended.

Eventually it stopped at a platform. Raven wryly commented, "Bet Ozpin designed this. If he didn't the designers had a similar disregard of basic health and safety. I would at least have at least considered installing guard rails protecting visitors from falling into the chasm."

At the other end of the platform was a rock wall with an orange doorway. There was also a huge tree with glowing orange flowers. Hazel wondered how the tree survived without natural light but presumed that magic must be involved.

As they walked along the platform three cyan circles connected by a line lit up. Lionheart commented, "Hazel, I have never seen that happen before."

Hazel was glad to have confirmation that the maiden was present. He noticed that Raven had her hand on her sword. He couldn't really blame her, but it made him more careful himself.

As they approached the door Raven said to them all, "I was told by the last maiden that the door opens automatically when she approached it."

This prediction turned out to be true. As they approached the door, the design became clearer. The door had a flower pattern on it which started glowing and the door did something weird and parts of it rotated until it was possible to enter.

Looking through the door there seemed to be a vast desert area. Not far from the door were three circular stone platforms. These eventually led to a stone pedestal. A lamp seemed to be hanging above the pedestal. This was clearly a magical effect. There was no way that a desert with a sun shining on it could be contained within the mountain.

They walked through the entrance with Raven striding ahead of the rest. He decided against racing her for the relic. The woman climbed on to the pedestal and grabbed the lamp. She rubbed it and said the word "Jinn".

A large blue woman appeared who appeared to be the original of the woman portrayed in the statue in the great hall. The woman explained who she was, and that the relic allowed three questions to be asked of her every 100 years. Currently there were two questions outstanding. She said that she was not a rules lawyer and would not regard requests for clarification of the conditions as a question. In addition, her answers to the questions would err on the side of telling too much rather than too little. Time would stand still while she answered the question and where possible they would see images from the past to elucidate the answers.

Raven said, "Jinn, why does, how, and for what purpose does Salem want to obtain the relics? Vernal, set your scroll to record."

Jinn said, "I will treat that as a single question and not as two."

Hazel protested but Raven responded, "Before I hand this over I wanted to be certain that I am doing the right thing. Aren't you curious about what your queen is really up to. Perhaps you and Leo should also record this?"

It was just as well that time stood still as the answer was long and detailed. It also was very dispiriting. While he supposed that it explained a lot about the world that the gods were jerks, Salem had been appallingly treated as a child and Ozpin was descended from a dopey if brave knight it did not make it any easier to deal with. The fact that Ozma had died after mistaking toadstools for mushrooms merely capped things off. No wonder he insisted on plant science being on the curriculum.

Anyway, one thing was quite clear. In the current state of the world if the gods came back they would destroy everything. If anything, Hazel took the view that the god of light was the biggest jerk of the two of them.

He was almost as displeased as Lionheart and Raven when it turned out that Salem's real plan was to leave it to Cinder to decide whether to kill Lionheart as well as Winter and to use a cover story which was most likely to motivate Adam Taurus to attack Vale.

Raven Branwen had turned round to them. "We may not be the best people in the world, but we are the ones who are going to have to save it."

Hazel nodded, "Agreed. I did not realise that this was her end game."

Lionheart said, "But what we can do about it?"

Raven said, "Ozpin is a pragmatist. He seems to have actually learnt something in the last few thousand years. If we go to him and reveal what we know he will welcome us with open arms."

Hazel took a deep intake of breath. He had spent the last eleven years hating Ozpin. Earlier today he had learnt that the hatred may not be justified, and he now knew that whatever Ozpin's faults he was less of a threat to the world than Salem. Certainly, he had never risked bringing all the relics together while it was clear that this was Salem's main object.

Raven Branwen turned to him, "No need to let Salem know that you have met me. Perhaps tell her that you have made contact and are still negotiating."

Lionheart was not altogether happy about throwing himself on Ozpin's mercy, but after twenty minutes agreed that it was his best chance.

Vernal had said little for the last few hours beyond the occasional swear word. Like the rest of them she was happy to believe that Raven had a cunning plan.

Raven waved her sword in the air. "Let's go and see my brother."

Qrow had been asleep when he suddenly was aware that his bedroom was full of people. He opened his eyes and put his hand out to grab Harbinger to find that his sister had already put her foot on it.

He looked around and saw a young woman he did not recognise who was carrying a lamp, Lionheart whom he did not trust and Rainart who was bonkers.

"By the gods, Raven you avoid me for ten years and now you've called on me twice in a few weeks. What on Remnant is happening?"

"We need to see Ozpin. Salem is planning to destroy Remnant and she has the capability to do it."

He focused on his sister. "Fine, but why are the others here?"

"Until an hour ago Rainart and Lionheart were working for Salem. Vernal here is my bodyguard."

Lionheart added, "She is also the Spring Maiden."

Qrow sneered in disbelief. "Nah, it's my sis who is the Maiden." He took his first drink of the day, actually no he had had some after midnight when he and Ozpin had been discussing the new information from Roman and the events at the ball in Atlas.

He could see that both Rainart and Lionheart were saying whatever their equivalents of "Doh" were.

Raven looked at him and said, "Fine brother, I suppose I can understand why you are hesitating. We've just consulted the Relic of Knowledge and received some interesting answers. Vernal play the clip."

The girl switched on her scroll, and he watched someone who looked like what he would expect a god to look like telling a man who had a hint of Ozpin about him that if all four relics were brought together the gods would come to judge humanity and if they were found wanting would destroy everything. She then played the bit where a rather tasty blonde was told that they would live for ever.

Raven looked at him and said to Vernal, "Play the bit about her jumping into the Grimm Pools to cool his ardour."

The clip had the desired effect. Qrow then said "Ok, so you know something. I'm happy to take you and Lionheart to him. Rainart, the last time you saw Ozpin you threatened to kill him. Why should I let you anywhere near him?"

This was a legitimate enquiry. Rainart was a dangerous opponent and not one who he would want to fight if the man was angry. He had told Ozpin that he had got the man wrong eleven years back and that he would have been better off telling him the whole truth about Gretchen's death.

Rainart said, "I saw the interview yesterday. It had the ring of truth about it. Is there any chance of me seeing Edward's sister once this is all over? I want to let her know that I always respected him even if he was not good enough for Gretchen."

Qrow sighed. "Ok big man, but could you let me have your supply of dust crystals before we go in?"

Rainart had hesitated and then said, "Fine, this is more important than any argument I have with Ozpin."

Qrow was surprised by the speed of the man's acceptance. He was also impressed by how many dust crystals the man had on him.

Ozpin had replied blearily to Qrow's message but when hearing who was here to see him and that the Relic of Knowledge was with them had invited them up to the office.

Raven had opened proceedings by saying, "I am the Spring Maiden. The previous one suicided and dumped the powers on me just before my real thirtieth and official thirty second birthday. This morning I entered the Haven Vault with my three companions here and asked Jinn why Salem wanted the relics. The reply we received convinced us that it was our duty to Remnant to inform you of Salem's plans to capture all four relics and bring her life and everyone else on Remnant's to an end."

Qrow noticed that Lionheart was looking uneasy. So did Raven. She said, "Leo. Just tell him what you did and why. Serves Ozpin right for not telling you enough information to make an informed decision."

Lionheart gulped. "Ozpin, three years ago Hazel Rainart came to me with an offer to eliminate two of the most effective anti-Faunus politicians in Mistral in a way which would disgrace them rather than make them martyrs in exchange for information."

Ozpin nodded, "Glynda warned me that I had left you in an impossible situation when I had pressed for you to become headmaster."

"The interventions of Salem in Mistral politics to my mind served the good of Mistral rather than a non-interventionist policy. Also, the first betrayals were ones which did not seem important. Confirming that I did not know who the Spring or Summer Maidens did not seem to provide her with any help."

Ozpin looked at Lionheart, "I know how it goes. Eventually you were in too deep to retreat and had to do anything they asked."

Qrow angrily asked, "I presume you were responsible for Cinder Fall knowing where Amber was?"

His sister intervened, "Look, let's just accept that mistakes were made on all sides. The fact is that in a few days' time Tyrian Callows and Cinder Fall are expecting to have the cooperation of Hazel and Leo here in taking the powers of the Winter Maiden from Winter Schnee when she visits Leo."

Hazel added, "Cinder has a Grimm glove which can be used to extract the maiden powers."

Ozpin nodded.

Hazel continued, "In addition, there are plans to unleash a Grimm attack in the centre of Vale during the Vytal festival by bringing in a train loaded with dust from Mountain Glenn, bomb the Vytal Arena and attack Beacon with a view to finishing off the transfer of the Fall Maiden powers and capturing another relic."

His sister said, "They are relying on the assistance of the White Fang for this attack. Sienna Khan is concerned that Adam Taurus will not heed the ceasefire. While she has her own plans to deal with this risk, no doubt her operative could do with as much support as he can get. Her candidate is no match for Adam Taurus in a fair fight but specialises in avoiding him. I do not know his identity for certain."

Ozpin looked at Qrow. "I think I may have an idea who she will send. If I am correct he will receive full cooperation from me."

Leo said, "In Vacuo she is deciding between simply having Tyrion, Cinder and Hazel simply capturing Theodore and extracting the identity of the Summer Maiden from him or going to Vacuo in person and launching Grimm assaults on Shade and Vacuo city which will force the Maiden out of hiding."

Qrow groaned. This seemed all too plausible.

Ozpin looked over his glasses and said, "I presume Watts will sabotage infrastructure in Atlas and Mantle and demand that the Relic is handed over in return for not doing any more damage."

Rainart said, "Yes."

His sister said, "Ozpin. Clearly we are going to help you defeat Salem's current plans and if we can kill or capture Cinder Fall, Tyrion Callows and Arthur Watts then her plans will be knocked back for at least ten years. The problem is that she will always be able to find discontented people who will be tempted to serve her purposes."

Rainart added, "You should know that she has spent much of the last thirty years developing new forms of Grimm and larger Grimm. She has nearly perfected a Flying Beringel."

Qrow swore to himself. It was bad enough dealing with the normal types of Beringel.

His sister said, "You should listen and watch the recording of the answer Jinn gave to my question. No doubt you can fast forward through some bits, but I suspect that you are now cleverer than the original Ozma."

She looked over at the sullen girl Vernal, "Play the bit we discussed earlier."

A male voice which was reminiscent of Ozpin's asked "How do I destroy Salem?"

A female voice replied, "You can't."

Ozpin looked impatient and said "Yes, I remember."

"I think it may be worth asking a reformulated more open-ended question. As a woman who has cultivated a reputation for honesty as well as murder, I have practice in answering the words of the question precisely. Indeed, I learnt some of that from you."

Qrow found himself agreeing with Raven. "Oz, just because you can't harm her does not mean that someone else might not be able to do something."

Ozpin said, "I will give some thought to it. I will welcome suggestions for how to phrase the question."

Raven said, "Summer had some ideas which may not have been as mad as I thought they were."

Ozpin stared at her before turning to Rainart and Lionheart, "What do you know about the identity and current whereabouts of Salem's operatives and their movements in the next few days. Let's ignore Callows and Fall as we know where they will be when Winter's arrival in Mistral is confirmed."

Names were given which confirmed the information they had received from Roman late last night after the payment of the first instalment of his fee and showing him the signed but undated pardon. Watts was expected to come to Vale in the next few days. Warnings were given that although Watts assistants were not fanatics and Mercury was probably a pay cheque villain, Emerald was besotted with Cinder.

As Ozpin interrogated Rainart and Lionheart, Qrow turned to Raven, "I hope that you meant what you said when you formed your new Republic."

"It was the logical and selfish thing to do. What is good for my people is good for me. I saw an opportunity to go legitimate and to be accepted by Vale and Atlas and not effectively opposed by Mistral. The tribe is safe although changing beyond recognition. Instead of raiding villages and stealing from merchants, we now fight the Grimm. The emphasis is on long range weapons, and we will be interested in buying some bullets from that company the Scarlatina girl has established."

"Fine, talk to Oz about that. You will probably get that for just turning those two creeps."

She nodded, "It did make my decision to come here easier."

He said, "How long have you been planning this republic of yours?"

"It has been an option in the back of my mind for twelve years. Became a possibility about three years ago, but only really looked practical in the last six months when the White Fang were facing a choice between escalation or irrelevance. I gave them a third way."

"I know being soppy and sentimental is not your bag. Why speak to me, Taiyang and Ruby and not to Yang. You deliberately snubbed her yesterday."

"I needed to speak to you. I owed it to Summer to warn Taiyang and her daughter about Callows. While I am confident that Atlas has no interest in fighting a war in Mistral, I wanted to show Ironwood that I had the capability to bring troops into Atlas but that I was not doing so. As it was it could be passed off as doing a favour to the reporter while respecting Atlas's borders."

"I don't think the firecracker saw it that way."

"Qrow, I abandoned her at birth. Summer was her real mother. Me turning up now saying hey girl, I now have some free time as Sienna Khan is doing the day-to-day work, let's hunt Grimm together would deserve the answer frack off."

"Even if that was her answer, perhaps it would only be fair to give her an opportunity to shout at you. At the moment it just comes over as cold and that you had no problem in making the decision."

Qrow paused, "Perhaps think about. It is likely that you will be spending some time here over the next few days and I can see that Ruby is going to have to be involved with the next steps."

A few hours later Adam was pacing inside the cottage after another night with little sleep. He knew that Cinder was due in a few minutes and still had not decided how he was going to deal with her. He also believed that soon an envoy from Sienna Khan would be on the way to speak to him and he had to prepare for that confrontation as well. He wondered who she would send. He doubted that any of his so-called allies were rushing to volunteer for the job of telling him why they had deserted him and why he should back Sienna Khan.

He had his lieutenant with him and another fighter. He suspected that she would not be coming alone and wanted to even the odds if things got nasty.

There was a knock on the door and then Cinder entered followed by Tyrion Callows. Interestingly Cinder had decided to wear a cat suit and had done the zip up to her neck. Practical yet emphasising her features which humans would find attractive without actually displaying much flesh.

He nodded. "I would prefer to talk alone. Perhaps my comrades could wait with Mr Callows outside the door and keep guard."

Cinder nodded, "Tyrion, perhaps you could wait outside with these fine young men. Do not challenge them to a practice fight."

Adam noted that the tail of the scorpion Faunus had been replaced by one which looked metallic. He caught Cinder's eye and then moved his gaze back to the departing Tyrion.

"A battle injury. I would suggest not asking him any questions about it."

He nodded. "You wish to discuss matters with me in the light of Sienna Khan's announcement."

"Of course. Obviously we would prefer it if you went ahead with the planned operation. The first thing I would mention is that you do not have to make a final decision yet. The operation is not due to happen for months and merely collecting the incoming dust and continuing the work on clearing the tunnels would not constitute of itself a breach of the truce announced."

He thought about this. "A fair point, but Sienna Khan will want me and my troops to return to the Branwen Republic."

"I have no doubt you can buy time. You can express caution and that you want to see how this new venture works out. Tell me Adam, why should Raven Branwen be any more trustworthy than those humans who betrayed their promises after the Faunus Wars were over. How long did it take to motivate the Faunus to fight again?"

Adam growled. This was concerning him. He said, "She has a reputation for dealing with Faunus in the same way as other humans."

"Perhaps, but she favours members of her bandit tribe and the other ones which were the first to bend the knee to her. Also, she is control of the military wing of the new republic."

"Hardly an unexpected move from a bandit chief and a trained huntress."

"You must have asked yourself why she made this offer to Sienna Khan. After all, it was not necessary in order to keep her power. The White Fang had not earned any concessions by fighting her for them. It is in the end a gift from a human made at a time when Sienna Khan was about to lose power and would not read the small print too closely or make demands."

Adam agreed with this. It puzzled him why a human would share power. "Carry on."

"Declaring independence and announcing equal rights means that she has guaranteed that neither Atlas nor Vale will aid the Mistral government in fighting the new state and has paralysed Mistral as well. It is convenient for her to treat the Faunus well now and perhaps she is happy to raise the glass ceiling. There will still be a glass ceiling. She may be a modern Nicholas Schnee – he employed Faunus when hardly anyone else would and paid them better wages than most of those others would. He still paid them less than humans were paid for the same job."

This was something he also feared. "The rest of the White Fang have decided to trust Sienna Khan's judgement."

"At a meeting in Kuroyuri with Raven Branwen and her troops immediately outside? Can you be certain that they were not in part intimidated into accepting the offer?"

"Even if what you say is true, the Faunus are a significant amount of the population in the Branwen Republic. It is likely that many Faunus in Mistral, Vale and Mantle will migrate there. The Faunus will probably end up being in the majority."

"In the part of Mistral which, as Raven Branwen herself admits, Mistral could not be bothered fighting for."

Adam growled "The new Menagerie." This bothered him. Were the Faunus giving up a chance of real equality in return for a small upgrade on the original offer. Those most opposed to human rule would leave for the new state and this would result in the other kingdoms being able to ignore campaigns for equality for another ten or twenty years.

"Besides which this relies on the goodwill of a single woman who has for eighteen years been a bandit chief who is noted for ruling with an iron fist and who has an elastic conscience. She sold us the shipments of dust which are heading our way and insisted on being paid for them before she declared independence. She caused the wiping out of Kuroyuri by the Grimm and lit the fuse which resulted in the battle of Kulsa."

"Accidents happen in war." He knew this all too well. The raid on the Rising Sun had been so close to being a total success and had ended up being a disaster which both sides had tried to play down.

"There is the question of character. The only thing most people know about Raven Branwen as a person is that she betrayed her family. She left her husband with a one-day old child to bring up. Is that the personality you want to trust the fate of the Faunus rights movement to?"

On hearing the word betrayal, he thought about Blake who had left him mid-mission and rejected his love. He knew that Cinder was playing him, but she was using a message that reverberated with him. The woman was ruthless like he was.

Cinder continued, "The other thing I know about her is that she is a dangerous and murderous fighter. I have watched her Vytal Festival fights and she always came into a fight with a game plan which she executed ruthlessly. Hazel tells me that she has kept in shape unlike most others her age. Sienna Khan would not last two minutes against her."

"These all seem things in her favour."

"But what is her long-term plan for the Faunus? Can you trust her not to dump them as she did her husband and child?"

She paused, "All I am asking you at present is to think about things and await developments before making a final decision. I will be leaving with Tyrion tomorrow or the day after for another mission. I will be back in around four days. Perhaps we can discuss tomorrow morning what will happen next in the next few weeks on the basis that the mission is still going ahead."

He looked at her. "I agree that for the moment we should continue to assume that the mission will go ahead and await developments."

He would think about things further. The concerns she raised had bothered him. Why should a ruthless human offer concessions she had no need to unless it was part of a larger plan which was unlikely to be good news for Faunus?
