POV Yumi Sogeki aka Arrowette
I walked up to the apartment and knocked on the door. I checked to make sure my costume was fully together before there was an answer. The woman was smaller than Izumi but had a bit more chubbiness on her. The long green hair told me that she was her mother.
"Um, hello, who are you?" she asked.
"Hello, I'm the underground hero Arrowette," I said, taking out my card and showing it to her while also activating a hidden recording device I had.
"Oh, um, what can I do for you?" she asked, handing it back after looking at it.
"Did your daughter not mention running into me?" I asked.
"No, I'm sorry if she ruined a mission or something you were on. I knew her habit of stalking heroes and taking notes on them would get her in trouble someday," she started.
"Oh, no, actually Mrs. Midoriya," I started. "She impressed me with her analytical mind in a situation. Because of her we were able to take the villain down. She has the heart of a hero and I wouldn't be surprised if she could give a professional analysts a run for their money."
"You mean those weird notes she takes?" she asked.
"If she takes notes of heroes I would have to see them as I just saw and heard her muttering how to take the villain down," I said, leaving out the fact she also interfered. "I would like to help her and train her to use the knowledge she has for good, to be a hero."
"Oh, I-I'm sorry but she can't be a hero Ms. Arrowette," the woman said.
"Oh, and why's that?" I asked, glad my recorder was already going with how this was going.
"She's quirkless, she can barely do anything in school by the looks of her grades."
"So, you are a quirkist and have to deal with raising a quirkless child?" I asked. "Or does quirk discrimination not count for you since the quirk lacks existantce?"
"How dare you say such a thing? I love my daughter!" she yelled.
"You love her, but act as if she's a weak and fragile thing that is incapable of doing anything by herself?" I asked.
"She can't! She can't do anything dangerous like that! She'll die while she's still young and become broken anytime she tries to save anyone! This is just a fact, one that can't change!"
"Then you force my hand," I sighed, not wanting to do this but knowing I had to. "Hero License: UG1563896564Z codename Arrowette, removing minor Izumi Midoriya from mother Inko Midoriya. Reasons; Quirk Discrimination, Mental Abuse, Child Negletion, and possibly other reasons pending investigation," I said.
"You can't take my child! She's my baby! You're barely older than her!" she started yelling.
"Ma'am, legally I can and just did," I said. "As an underground hero I have an emergency fostering license, which means I have to be able to provide for a child and the HPSC and child protection services have determined me to be able to. You can get her back, but you will have to earn it by going to therapy," I explained.
"Y-you're taking me?" a small voice asked.
I turned to see Izumi poking her head out from around the corner.
"She isn't, I'm going to fight this in court!" the elder Midoriya said.
"Yes I am, you can fight this in court, but until then she will live with me," I said. "We can load your stuff in my car, I have some boxes I have to keep on hand for things like this."
"A-alright," the younger one said, going to her room.
"You can't honestly be doing this!" she asked.
"I am because I have to as part of my job. Now, I'm going to go get those boxes, don't do anything you'll regret," I said. I went out and grabbed the collapsable boxes and came up to find the door closed and locked. "Mrs. Midoriya, open this door now before I have to arrest you for interfering with hero work."
"You won't take my daughter from me, she's mine!" the woman yelled.
"Mom, stop, she needs to do this, it's her job," the younger voice said. "And we both know what she said was true."
"How dare you say that? I have shown you nothing but love and respect ever since you got diagnosed with your disability!"
"And yet you failed to notice the scars! The constant burn marks! You say you love me but never truly paid attention to me, just my quirklessness," the younger girl said.
"I'm only going to say this one more time, open up this door," I said, already having some officers on their way with a text.
"NO! She's my daughter and only saying these things because you put them into her head. I love her, she might not be able to do anything but I still love her like a mother should," she said.
"Izumi, get back," I said, stepping back before kicking the door in. I pulled my bow out and knocked a special arrow. "Inko Midoriya, you are under arrest for interfering with official hero business," I said, aiming the arrow at the woman. I shot the arrow but it froze midair.
"You dare, break into my house, try to take my daughter, and then you attack me?" the woman asked. "You aren't a hero, you're just a wannabe," she said, as the arrow turned to me and shot forward.
I closed my eyes and braced for it to hit me, but it didn't and I heard the woman who threw it at me with her quirk scream. I opened my eyes and was looking at the back of long, green, curly hair.
"Crap, Izumi?" I asked, catching her as she fell back.
"G-glad I c-could s-save you l-like you s-saved me," she said, smiling.
I looked and noticed that the arrow had shattered inside her chest. I quickly looked to see the woman charging me with a knife. I threw a small disc at her and activated the electric shock it delivered and knocked her out. I then pulled out my work phone.
"I need an ambulance at my location immediately. This is the hero Arrowette," I said, before giving the address while also trying to stop the bleeding.
I sat there holding the girl who was no more than four years younger than me who was also bleeding out. I kept adding some of the white cloth I had to stop the bleeding. After a couple of moments the EMTs and police got here. I explained what happened and while the police took the mother away the EMTs loaded Izumi into the ambulance. I got on too and rode with them as I was already technically her guardian in the eyes of the law. We got to a hospital and they rushed her into an operating room as I stayed in the waiting room. I looked at the time and dialed a number on my phone while sighing.
"Hello, Yumi, to what do I owe the pleasure of this call?" Nezu asked.
"I'm not going to make it to the meeting, that meeting I told you I had before went south and now I'm in the waiting room," I said.
"Please, do tell me what happened," he said.
So I told him the story starting with my first meeting with Izumi on the roof and everything she told me to what just happened.
"After my concussion arrow was stopped and sent back at me she jumped in and the arrow managed to misfire and just shattered in her chest rather than sending a full shockwave," I said.
"I see, so you are waiting since you are now her legal guardian. This is fine, let me know if there is anything I can do to help," he said.
"Actually, about what she said about the teachers not doing anything to help, could you look into Aldara schools? That's the uniform she was wearing," I explained.
"Yes, I always have enjoyed taking down corruption," he said, cackling like a madman.
"Just do right by this kid, I know I shouldn't have to say this, but don't get caught up and try taking down the whole Department of Education," I sighed.
"Alright, but there could be some backlash from this, so be prepared," he said, hanging up.
"I'll never get used to that," I muttered.
"Excuse me, are you the hero in charge of Miss Midoriya?" a doctor asked.
"Yes, is she alright?" I asked.
"She's alive, but some of the shrapnel couldn't be removed and if it moves it'll hit her heart. We have a support equipment specialist who would like to put an electromagnet in her chest to keep it away from her heart but she would be connected to a car battery until we could find a better power source," he explained.
"What are the chances of her survival without it?" I asked.
"Very slim I am afraid," he said.
"Do it, but could I be in the viewing room while you are putting it in her?" I asked.
"Of course, that way you will be nearby in case anything happens," he said, leading me from the waiting room.
I was led into the viewing room and looked down to see her lying on the table with a mask on her face and her chest slightly opened. I sat down and watched as a couple of people walked in with some wires, a small metal plate, and a car battery. I watched as they carefully put the wires into her chest while leading them all to the center. Then they started to close her chest but left the center open. They took the small metal plate and led the wires through while putting it on her chest. They plugged it into the car battery and I watched as her body twitched a bit before going back to a motionless state. The doctors then sent a thumbs up to me and I smiled a bit as tears started to get on my mask. I watched as they started to wrap some medical bandages around her chest and one of the doctors left. A moment later they walked into the viewing room.
"Well, it was a success. In about a year if there hasn't been a better power source found we will need to change the battery but if done properly she shouldn't be in any danger," he said.
"Thank you," I said.
"I'll show you to the room she will be staying in," he added, leading me from the viewing room.
Izumi POV
I woke up and felt something weird on my chest. I tried sitting up but met resistance.
"Hey, I would be careful if I were you," a mature voice said.
"Huh?" I asked, turning to see Midnight sitting in what looked to be a hospital room. "Where am I and why are you here?"
"You're in the hospital, and I'm here because Arrowette went to pack your things for when you can move in with her. Do you remember what happened?" she asked.
"I was at home, and she was going to take me with her. Mom tried to stop her but when Arrowette shot an arrow at mom she redirected it. I don't even remember moving to intersect the arrow but my body just moved," I said.
"You know something, that's what some of the greatest heroes have said, that their body just moved to help people," Midnight said.
"Um, d-do you think a q-quirkless person could be a h-hero?" I asked.
"A quirkless hero, I wouldn't say it's impossible, but would be difficult. Do you want to be a hero?" she asked.
"Y-yes," I said.
"Then put in the hard work and be one, although it might be a bit more difficult for you now," she said, motioning to my chest.
I looked down and under my hospital gown saw wires going into medical bandages on my chest. I moved the bandages to see they went into my chest and a metal plate that was in the center. I followed the wires to a car battery that was sitting next to me.
"What happened?" I asked.
"We couldn't get all of the shrapnel from the arrow out of your chest. We put an electromagnet in to keep it from hitting your heart, but the only power source that was slightly convenient for you was a car battery sadly," a man said. "I'm one of the surgeons who helped you when you came in," he explained. "We are trying to make or find a better power source but are not able to come up with one."
"It's fine, thank you for saving my life," I said.
"It was no problem at all," he said. "We are expecting you to be able to leave in a couple of days, we just want to make sure that there aren't any issues with the magnet."
"Of course," I said.
"Well, that sounds good," another voice popped up. I looked to see Arrowette walking in. "Thanks for staying with her Midnight," she said, giving the hero a hug.
"No problem, you were always one of my favorites," Midnight said, returning the hug before leaving with the doctor.
"Now, we need to have a small discussion," she said, looking at me with some mirth in her eyes as well as worry.
"A-about what?" I asked.
"First off, thank you for helping me, but you shouldn't have done that. Next time, think before jumping into action," she said. "Secondly, these hero notebooks you have," she added, lifting one up. "These are dangerous, there is a lot of information here that could make it so any hero you have taken notes on could be targeted and countered by villains," she said.
"I-I'm sorry, I didn't think of that, I just thought that if I could write down everything that I noticed heroes doing then I could possibly use that knowledge to be one myself, I never took the time to consider what would happen if the information got out, if you want to get r-rid of them and destroy them I understand but could I possibly keep some of the information in there to help me out before you take them? I know you probably shouldn't let me but I won't take any of the-"
"Woah, slow down girl," she said. "It's not bad that you have them, they are better than most professional analyses. However, you need to learn to encode them so no one else can read them."
"Oh, um, well since I'm stuck here for the time being I can get started now," I said, amazed that she wasn't reprimanding me. "Um, do you have my laptop so I can do some research?" I asked.
"Yeah, with how you are I thought you would ask," she said, handing it to me. "Now, onto your mother and living situation. It will probably be a couple of years until she can get custody of you back, until then you will be living with me. So, would you like me to move everything to my house?" she asked.
"Um, yes. If you could take all the things from my room to your house I would appreciate it. If it's too much you can just toss the All Might merch," I added, not wanting to see the hero's face again.
"If you don't want it then sell it, you'd make a fortune," she said. "If you want I could help you with that."
"Why are you doing all of this for me? I'm not important," I said.
"Izumi, you are important, ok. Just because you don't have a quirk doesn't make you any less important or human," she said.
"Th-thank you," I said.

This was kinda easy to write(given I had half of it for the previous chapter), I've had this idea of Inko saying she loved Izumi but when it comes down to it she just acts like it but doesn't deep down and doesn't realize it. When it came to deciding if she was going to be like Tony Stark and have a power source in her chest I decided to do it but not make it the end of the road for her, but a stepping stone in the larger picture. She won't be Iron-Man, but she will use some Stark Tech. Next chapter will be her figuring out how to encode by decoding something that I got from reading Iron Heart comics and made up.
