AN: Andromeda doesn't start until LATER chapters, and Kaguya wasn't revived during the war.

Chapter 1
Naruto knew things weren't going to be the same after the war, but he never imagined how difficult it would be to pick up the pieces. Many minor villages, and towns were either damaged beyond repair or completely annihilated by the God Tree's roots. The death toll was in the millions, and from what they'd been able to figure out about 98% of their total population was dead. Now, a year later they were still trying to get a foothold on some sense of normalcy. Even if it was difficult.
"We're not asking the Daimyo about our budget again, the last thing we want is for him to decrease it, again." Kakashi said.
"Does he not realize that we need funds in order to mot only rebuild the village, but help the Land of Fire as a whole?" Shikamaru asked; he was representing the Nara clan in this meeting.
"He does which is why we aren't asking, he wants to keep power over us even now, and he can do that by exploiting our financial needs." He responded.
"And by hoarding a percentage of food that was supposed to go to us—oh did I say hoarding?" Naruto frowned. "I meant stealing, and saying that it's compensation for the extra money he gives us."
A few months back Naruto had been asked to attend council meetings as the head of the Uzumaki Clan, and as a prominent figure with political pull. He had made use of what connections Jiraiya had left while making a few of his own in order to find out what was going on. Needless to say he didn't approve of the Daimyo.
"Two of the merchants that were supposed to come here were robbed, they're alive, but their cargo is…" Naruto trailed off wanting someone to figure it out on their own.
"With the Daimyo." A civilian woman finished, it wasn't hard to figure out at this point.
"Getting an official message to the other villages is a bit difficult, but my contact in what was the Land of Rivers was able to get replies from the other Kage."
"That took them faster than I thought it would." Shikamaru said. "Three days in times like this."
"Yeah well the replies were basically all the same."
"The same?" Kakashi inquired.
"Yeah, it looks like our Daimyo isn't the only one acting like this, it's all if them with Kumo having it worse since the Raikage said some not nice words to the Daimyo before he died in the war." Naruto explained. "It's a good thing I had the Tailed Beasts go into hiding, the water Daimyo wants to find, and use Isobu."
"Is he insane?!"
"We had an agreement!"
"If he breaks it then—"
"He won't find Isobu, none of them will be found." – "The only ones whose location are known is myself, and Uncle B." Naruto said. 'Plus they're safe inside their Jinchūriki.'
"Good for them, but we still have other problems that effect normal citizens." Someone said.
"The lack of building materials is mostly due to the fact that we can barely afford them, he's stealing a percentage of our food as Naruto has said, and any sort of alliance we have with certain minor villages is kept secret so the Daimyo doesn't find out." Shikamaru said. "He can't keep this up, especially if the rest of the Land of Fire were to start speaking up."
Start rumors that would be found to truthful, and make them doubt the Daimyo's sanity. They had to secretly undermine the man whenever possible while trying to safely gather what they needed.
"What about the situation with the ship that was seen on the coast?" someone asked. "It wasn't one of ours."
"I actually recognize it." A merchant said. "It's the symbol of a human kingdom from one of the northern lands, the Baharuth Empire." – "They attempted to invade during your father's time as Hokage."
"Minato-sensei decimated their army before the actual army arrived to deal with them, 100 shinobi showing up made the remaining soldiers retreat, they even left their injured behind." – "Except for one old man, his name was…Fluder Paradyne; he surrendered willingly." Kakashi said. "He was bowing to Minato-sensei."
"Bowing to dad, what the hell?"
"He was talking about the abyss or something like that, even called sensei a God-kin for having chakra and magic." – "Looks like you inherited more than his looks."
Naruto's mind went back to the fight with Madara. The man had brought down a meteor bigger than anything they'd seen. The Uchiha had planned to end the fight, but something had stirred inside of him before they could all be killed. Something that had mixed with all the chakra in his body, and the natural energy he was drawing in.
"I need more!" the blonde exclaimed as the meteor pushed him down. "This power isn't enough, I need more natural energy!"
The amount in this area was diminished so he would go farther, deeper, and draw in even more even if it meant destroying his body. As long as Madara was destroyed then everything would be alright.
"Sorry about this planet, but I'm gonna have to take more!"
He succeeded and hadn't died much to everyone's shock. Even killing Madara with the power boost was a surprise, somehow he was still alive.
"So dad could use chakra and magic, that explains what happened during the war." Naruto said. "That aside, what ever happened to Fluder Paradyne?"
"Well he told us everything we wanted to know, and then we sent him back as a sort of message." Kakashi said. "Relations between us have been delicate since they see us as savages, look down on our culture as a whole, and consider themselves better because they're human, and have magic."
"Then there are those oversized winged lizards." Naruto growled.
"Dragons." Shikamaru sighed. "I never thought that one would attack or at least try to attack."
"The Elder Coffin Dragon Lord, his real name was Cure Elim Los Malvar." He said before showing the necklace he wore.
Six shining white gems attached to thread. In truth these weren't gems, but pieces of one of the dragon lords shattered scales. The deceased dragon lord to be specific.
"He talked a big game, but when it came down to it, he wasn't as powerful as he let onto be." Naruto said.
The dragon lord had been at best as strong as Nagato's deva path. Even so the hero hadn't needed Kurama or his sage mode to deal with the overconfident dragon. It was a testament to his own strength, he had to prove that he could fight in his base form. He didn't want to be overly reliant on Kurama, the fox deserved a break. Not to mention Sage mode just hadn't been needed.
"Yeah, but what about the one that came a few days later?" Kakashi asked.
"My name is Tsaindoruks Vaision the Platinum Dragon Lord." The dragon lowered his head to get a better look at the young man in front of him. "You defeated one of my brethren, correct?"
"If you mean Cure Elim then yeah I did, he started the fight, and I finished it." He said. "Are you here to avenge him?"
"No, I warned him that one day he would meet his end if he acted rashly, and he did." – "You alone beat him which is why I ask that the ninshu keep the promise that we made with Hagoromo all those years ago."
"Promise?"
"The ninshu won't step foot in the northern lands unless hostile action is initiated against them by order of a kingdom, human or otherwise."
'It's true, not to mention the old man wanted to avoid full on war, especially after those so called gods started acting up." Kurama said. 'Arrogant beings who died pitifully except for that one, the skeleton.'
"Don't worry we'll stay away, it's not like we've got our eye on your land or anything." he stated. "We'll honor the old man's promise as long as you do."
That had been three months ago, and now a kingdom in the north had come near their shores. Nothing violent but that could easily change. The last thing they wanted was a fight, not with their numbers or at all for that matter.
"By the way, how goes your studies in magic?"
"The scrolls that my clan left behind have help immensely, so far I've learned about…458 spells."
"458?!" Shikamaru exclaimed.
"Yeah, magic isn't that hard to understand once you memorize certain sigils, it's like fuijutsu which is way harder." He explained. 'They made so many spells that can mix with chakra, it's like they saw this coming.' – "But that aside, I believe we should possibly consider the possibility of seeking aid from the south since they—"
The door burst open, putting the shinobi on instant guard. They were ready to take out this person if they were a threat.
"Ship, another ship has been sighted, but this one flies no colors." The kunoichi stated in a panic. "It's a few miles away from the Land of Rivers."
This was all Naruto needed to hear.
"Naruto don't be—"
The blonde disappeared in a yellow flash much like his father did. Kakashi sighed, he would have to send back up no doubt. Or a clean up crew.
Land of Fire – Land of Rivers Coast
It was indeed a ship, a large old fashioned wooden ship, and it had no flag. Naruto could sense that there were people inside.
"358 I think—no some of them are definitely children." He frowned. This made things complicated. "Definitely not our kind, and not human so what?"
Casting the spell, Fly, he flew into the air, toward the ship albeit with the intent to defend and retreat at a moments notice. As he got closer, he saw someone come onto the deck from below.
It was short young girl with emerald eyes, white eyebrows, short golden hair with a pair of fox ears and nine fox tails. She adorned the attire of an old fashioned miko, a short redhakama, a whitekosode, and a pair of getas. Around her neck is a glass bauble necklace.
"Those tails."
'Yeah, she's part of the beast race, a subspecies to be specific just like certain members of the Uzumaki Clan.'
One of the more crucial secrets Naruto had discovered while training in magic, it mostly came from his mother's side as she had developed spells that Kurama only knew because she'd been his former Jinchūriki. Some members of the Uzumaki Clan were either part of the beast race subspecies or had it in them; kitsune to be specific. It looked like Naruto was destined to be involved with foxes in some way. It was literally in his blood.
Floating down he landed a few feet away from the kitsune girl.
"My name is Naruto Uzumaki, and this ship is currently in the Land of Fire territory; why have you come here?"
The girl was tense and she had good reason to be. The person who had landed in front of her was immensely strong, that much was clear by the amount of magic he had. It was like staring into the sun, but something told her that this was only a fraction of his strength. Fighting him was a bad idea.
"My name is Kyuko of the Beast Clan, my people and I have come in hopes of finding sanctuary from those pursuing us." The now revealed to be Kyuko said.
"Pursuers?"
"Yes, beastmen destroyed our home and slaughtered our people, but the Baharuth Empire chases us to use as slaves; we escaped bur were forced to leave a majority of our people behind." She explained. "Please…"
Throwing aside her pride, she proceeded to prostrate herself before him.
"Uh, what're you—"
"Protect my people and I'll become your loyal subordinate for the rest of my life." – "I swear to defend you, fight for you, live for you, and die for you without any hesitation."
Naruto had no words for what he was hearing. It sounded beyond insane, but weirder things happened to him almost every other week.
"If it comes to it, say if you can't find a mate." She began blushing. "I'll carry your child, I'm old enough to."
"By the sage, I won't ask you to carry my child, I'm pretty sure I can find someone on my own; plus you're much to young."
"I'm over 100 years old!"
"Eh…eh?!" the hero couldn't believe what he'd just heard, well actually he could believe it. At this point anything insane might just be true, any myth or legend could become reality with a bit of effort.
'Beasts live longer than beastmen, but aren't as physically strong in their base form and rely on magic mostly.' Kurama explained. 'Also, this girl will likely follow you around and everything even if you refuse.'
Naruto let out a sigh.
"If it pleases you, I can—"
"No, it's fine." – "I'll help your people, I would've done so anyway really." He stated. "Now, please wait here a moment."
He turned and leapt into the air before flying back to the shore where a team of shinobi led by Neji were waiting.
"Well?"
"Refugees seeking asylum, they're being pursued by the Baharuth Empire; specifically they're former slaves." He explained.
"Baharuth Empire, that ship belonged to them so there's no doubt that they would likely come here again, but this time they have an excuse to land." Neji frowned. "Whether we help them or not doesn't matter, but you've already promised to help them haven't you?"
"It was either that or send them out to sea to either get captured or stave to death; besides my help was requested before I could even offer it."
"How many?"
"358 in total." He answered. "We can't turn them away, not when they'll meet a fate worse than death out there."
Neji was silent. He knew that Naruto wouldn't abandon these people, not when they were in this kind of trouble. That's just the way he was, a hero even if he only thought he was going with common sense. That's what Hinata had seen in him, and she would be proud if she were still alive today.
"It's ultimately the Hokage's decision, so be prepared if he denies your rather large request." He said.
1 Hour Later – Konoha – Hokage Tower – Office
Kakashi stared at the young looking fox girl who was standing beside Naruto, she seemed nervous. If course she would be as she was now standing in the same room as two people who were dwarfed her in power. The masked man didn't have magic, but she could sense chakra as well. Not to mention her master had warned her about the Hokage.
'He wasn't joking when he said that the Hokage was insanely strong.'
She could tell exact levels, but by guessing she came to the conclusion that both were above level 95, and most likely at 100.
'The Realm of Heroes, these two are within in the realm of heroes without a doubt, and that necklace is made from dragon scales!'
She could feel her heart threatening to burst from her chest. Something that the two shinobi noticed rather quickly, not to mention she was sweating bullets.
"The southern section of Konoha is still being rebuilt, but it's about 89% finished." Kakashi said. "How about this, have some of your able bodied people assist in rebuilding, and we'll let you stay."
"Each of you will be given official citizenship in the mean time, and temporary living quarters until the construction is finished." Naruto said. "We'll provide what we can so don't worry, in fact I will personally see to it that you're all safe."
Kyuko couldn't believe what she was hearing; they were willing to do all of this? All in exchange for some help with construction? No it was to good to be true there had to be some sort of catch. Nobody was this kind much less a whole village.
'I heard stories that ninshu were savages who tricked everyone including each other, and then killed with nothing but joy in their hearts.' Kyuko silently said. 'Either they're tricking me with false promises or they actually mean what they say, and this kindness is real.'
There were worse rumors, and while a few had a bit of truth to them; this wasn't the case at the moment. And unknown to the trio, this was the start of something that would change the destiny of millions, and shake entire worlds.
