"W-Who is the O5 council?... "
Shinji's question was one filled with dread. Was this just another SEELE-like group? Another bunch of old men wanting to be gods?
There was a pause between the question and the answer.
"Well… They are my bosses… They make the important decisions and rules for the Foundation. They are the head and quite possibly the founders of the Foundation."
This was the most basic and least comprising answer he could give the boy before meeting them.
There was a moment of silence as the two continued down the long and busy hallway.
Shinji kept his eyes on the floor but soon slowly looked around at his surroundings.
He'd only been down this hall a few times, mainly for interviews, tests, and… The Infirmary…
It looked packed today, with guards escorting D-Class to and from tests, Researchers heading to labs or chambers to perform their assigned duties, and even some safe class SCPs roaming the halls, minding their own business.
Despite the bland and brutalist walls, It all seemed so lively.
Shinji's eyes took in the wonderous sight with childlike curiosity.
He stared at the scene before him until a voice called out to him.
"Hey, uh kid, you're going the wrong way… Admin wing is this way."
Shinji stopped in his tracks, snapping back into reality around him. Clef was standing a few good feet away, a look of confusion on his rather odd face.
"O-Oh, sorry…"
He quickly made his way back to Clef, who continued walking once Shinji was close enough.
Signs and floor trails directed foot traffic to their destination within the site.
A yellow painted sign on the wall indicated that they were indeed on the right path.
Aside from the noises of the busy hall, it was silent between the two. Shinji didn't want to talk more; he didn't know what else to say and didn't want to bother Clef.
A few minutes of walking later
"Here we are. Just through the security checkpoint, we will be in the Wing."
A set of armed guards stood outside a set of armored doors. Both of them stared down Shinji with intimidating looks.
"Number?"
One asked him.
"Uh… SCP 2015?..."
The guard looked like he was going to say something harsh to the kid but stopped when Clef stepped up behind him.
"We have an important meeting to be in. If you want to explain to the council why we are late, be my guest. But we have to be there now!"
A heavy sigh came through the mask of the guard, stepping back and aside, pressing a button on the wall.
The metal doors slid open, allowing them unrestricted passage through.
"Just doing my job doc, don't need to be like that. Go on through."
Clef smugly walked on in with Shinji in tow.
The administration wing had a yellow tint on the walls. There were fewer researchers and more people in suits. Guards were posted around in strategic areas in case of emergencies.
People stared at the pair as they walked by. They were not used to seeing an SCP come over to this side. However, one person did more than stare; he came up and talked to them.
"Hey Clef, this your new pet project?"
The man was wearing a lab coat and a sweater. He had some framed glasses and a rather gaudy amulet on his neck.
He had an almost goofy attitude about him.
Clef simply glared at the man, staring him down with daggers.
"Back off, Jack. We have an important meeting to attend."
The man now known as Jack, or on his name tag, Dr. Jack Bright grinned and hunched over to get on Shinji's level.
"Heya kid, I'm Dr. Bright, I work with Mr. Grumpy over here. If you need someone to Brighten up your day, just let me know!"
Shinji internally groaned at the horrendous pun but was still scared regardless.
Clef just shook his head and kept walking, now dragging Shinji along.
"Good chat!"
With that, the pair headed away from Bright and closer to the meeting room.
"Who was that?"
Shinji asked, wondering why Clef didn't like him.
"Just don't pay him any attention. He's nothing but a clown."
"O-Oh…"
Shinji looked back at the odd man but was turned back forward by Clef.
A good minutes later, they reach a door marked:
"High-Security Meeting Room #02"
He swiped a card into a reader and typed in a code onto a keypad below.
A buzzer rang out, and the door opened, revealing a dark room with some rather shadowy-looking figures.
Clef walked in, gently pulling Shinji along. Immediately the door shut tight behind him with a thud and mechanical locks engaging, startling Shinji.
He slowly turned to face the meeting table before him, with 5 figures sitting down in their seats.
They all looked rather stern and sharply dressed. Some looked old, some looked young.
They all stared at the nervous child with inquisitive looks. A seat was placed out before him by Clef before he too sat down at the table of higher-ups.
"SCP-2015-B Please have a seat." One of the members asked, gesturing to the chair.
"Y-yes, sir."
Shinji quickly walked over and sat down, anxiety coming back.
"Now then. The meeting may begin."

"I assume you have no idea who we are, so let me introduce ourselves… I am O5-1."
O5-1 was a rather old-looking caucasian male, with gray hair and a mustache. His suit bore the emblem of the Foundation.
"Over here is O5-2."
He points to The woman next to him. A young African American woman had long hair and wore a black dress. She too bore the symbol.
"That is O5-4."
He points to a young-looking male with some rather indiscernible features. He wore a sweater with the same lapel as the others.
"Over here are the two representatives from the Ethics Committee."
He said pointing to a pair of suited men.
"We are here to discuss your predicament… Mr Ikari. We have heard and analyzed your story."
Shinji's heart began to race.
Were they going to ask him some more questions?...
"You know that our goal here at the Foundation is to Secure, Contain, and Protect. And due to some reports of your behavior… We may need to place some more protection on you. SCP-2015-A has shown to react to said behaviors…"
Shinji tensed up, they were talking about it again.
"We have decided to allocate some more resources to stabilize your mental health. We cannot have you killing yourself over something you had no control over… Furthermore, we would rather have you feeling happy than feeling depressed."
Shinji was confused about this. Why had the head honchos of this massive secret organization paid more attention to him about this? They could just kill the Eva, And it'll be over like that. They have other people to deal with this, so why did the O5 council get involved?
"W-Why did you c-come here for me?..."
He asked, already beginning to stutter.

. . .
"Because we don't want this world to end. Because we don't want more humans to suffer. The Foundation dies in the dark… so Humanity can live in the light."
O5-2 said.
"Yes, We are already working on ways to detach you from the other anomaly so that it would pose no further threat to you and us."
O5-4 continued.
"And we want to make sure you are treated right while you are here. Make you feel ok and safe. We don't want you to hurt yourself."
An Ethics Committee representative said.
Shinji had many mixed emotions going on right now. They are doing this because they have to, not really for him.
"I'm just another freak to you guys… You don't want me here. I'm nothing but another freak to hide away from the world!"
Shinji yelled out, tears immediately running down his face.
There was silence in the room before O5-1 spoke.
"If we didn't care, we wouldn't be giving you options on your containment and we wouldn't have given you any of your requested items. I'd suggest you sit back down and listen to us."
His voice was stern but not harsh, like a teacher scolding a child, but then sitting down to help them.
"We understand your situation, believe me, we do, But yelling at us won't solve anything."
. . .
They were right. Shinji slowly sat back down and wiped the tears from his eyes with his shirt sleeve.
"Now then… We have authorized a personal counselor for your case. She will work with you and three other SCPs. You will be in therapy for two days out of the whole week. You will also be granted access to a few other safe class SCPs, including but not limited to: SCP 999, 343, 529, and 5094."
Shinji still hasn't gotten used to any of the numbers, nor has he had access to any files, but now they have just handed them on the table.
"Here read up. We will give you a moment"

Shinji took the sheath of papers and glanced over them.
One was some sort of orange blob, one was an older-looking Asian man, one was a happy-looking half-cat, and one was a woman on a computer screen.
"They will help you possibly get through this. Do you have any questions before our next part?"
Shinji looked over the papers once more, trying to figure them out.
"The Tickle Monster?..."
. . .
"G-God?..."
. . .
"Josie the half cat???..."
. . .
"Ms. J's Wiz Kid School?..."
These nicknames were very strange but he had no objections.
"999 will provide you emotional support, 343 will give you some advice when he can, 529 is a cat that roams around, and 5094 will be your tutor for courses you select, However you will be placed in a Foundation owned and operated School. Many of the Students there are the children of Foundation employees."
. . .
"You will continue to receive an education, just to keep your mental development going."
. . .
"Any questions?"
Shinji shook his head, more confused than anxious.
"No sir…"
"Good, this meeting is adjourned. Clef, take him back and show him to each of their chambers."
"Gotcha."
He turned to Shinji and got up.
"You heard the man, let's go. I'll take you back."
"Yes sir…"
