It would take some time for Colin Robotnik to arrive at Mega Central. That would be because he was never actually there to start with. Sure someone was going by his name and even with his appearance but it was not him though. It was merely an Auto Automaton of him that was being used as a placeholder for him. While Robotnik was becoming increasingly obsessed with Sonic and the same time his older brother Colin was doing the same toward Tails.

Thus unlike his younger brother, Colin had several Auto Automatons of himself made after learning of their existence and how they were made. This was so that he could have them carry out missions and the task he deemed that was not worthy of his time directly but could not leave them to anyone else. Thus the need for the robotic replicates to take his place as he focused his efforts more so on dealing with Tails.

The reason he was coming to Mega Central though was that he had lost contact with his Auto Automaton double and all the other forces he had in the area at the time minus one. The only signal he was picking up from their forces was the robot that his younger brother had seen to manage the new upscaled roboticizer they had built recently. It was not supposed to go off until all their forces were out of its range but did anyway.

When he arrived he noticed that all his forces had been scrapped and were being sent back to the main city Robotropolis using Mega Central's own resources to do so. The ones that were doing this were actually armed forces of the city itself as they were all roboticized themselves every one of them. They stopped and saluted Colin when he arrived with the one in charge giving a status report of the cleanup. As well as how some Mobian that stumbled upon the city was captured and roboticized as well.

The robot that his brother had to send was overlooking where the large upscaled roboticizer had once been. Though now there was nothing left of it though. Instead, there were a few normal size roboticizer in their place with Mobian he had been told about early standing at attention near by as Robians.

"What happened here!" Colin demanded

"The roboticizer burned out after the..." the robot started before being interrupted.

"What do you mean it was burnt out as you were supposed to be managing it" he yelled

"As per orders this unit was doing carrying out its orders.." they started again only to be interupted once more

"If you were doing as you were ordered then would the roboticizer have gone off without warning? I knew this thing would be a failure as that's why it has already been reported to Julian before I had to rush over here myself" Colin said in continuation of his outburst

He was pissed about having to leave just when he was about to launch an attack on Tails who was alone without any of his normal allies around. However, he had canceled those plans to rush to Mega Central so he was very pissed at this turn of events. So he was not really willing to listen to anything so as result he never got the full story. He merely assumed things early on and the shock of what happened to Mega Central caused him never really dig beyond what he assumed was the truth on his own.

Mega Central then went from one of the few Overlander cities that was neutral to Robotnik Empire to a construction hub where former citizens were used for various things through the empire itself. They might have all had a pre-programmed purpose but those were tied down only to Mega Central itself. As long as they were carrying it out it did not matter where they were in the world at that point. The only ones left there were those that were not able to be moved or were considered too valuable to have moved elsewhere.

The other cities were still neutral to Robotnik Empire after seeing what happened to Mega Central and unaware that they couldn't be next. All thanks to the rash actions of Colin Robotnik(as he was now known worldwide) either signed a non aggression treaty with the empire or just gave up thus were being controlled as conquered land from that point onward. Some rebelled and continue the fight but they were now considered traitors to their former homes. Many of them were not willing to join forces with the Mobians because of the bad blood between Overlanders and them.

As for the Magitek users, they were not as useful in their roboticized forms as they were in their organic ones. Their skills and abilities were considered reduced to a fully robotic state themselves. They could control anything robotic in their original states but this seemingly did not translate well to their roboticized ones. So their roles were mostly supporting, as command centers for true large numbers of forces, as well as the enforcers in some Overlander cities that were overtaken or had a treaty with the empire.

The exception was Unit 180507091401 from the former Regina Ferrum. Her abilities were not reduced because she was subjected to the same treatment that other Magitek users went through. Using their full power in their roboticized forms required the same knowledge and/or skill to control what the very thing that roboticized in the first place was made. This is no easy feat however Mecha Regina was the only one that had both in spades before getting roboticized.

So why was not she being used to convey this method to others? Once again Colin was to blame as he just dimissed her outright and allowed the robot that requested her for themselves to take her away with them. He might have heard of the young and talented magitek users but did not think much of her skills and/or abilties. Colin just wrote her off too quickly. Not even realizing that the roboticizer that burnt out was taken part mostly by Mecha Regina herself over a few days. Only ever stopped to recharge as one of the downsides to Mech Regina was she used more power than a normal roboticized being did. To move as smoothly as she does as well as use her full magitek powers requires more power as she was doing twice the work of a normal roboticized being in just functioning properly.

Thus her lower activate time without needing to recharge was seen as negative as well after being informed that she needs to recharge more often than other roboticized Magitek users. So she was allowed to leave with the robot that left on their own with her back to where they came from. Colin not being aware that this was Mecha Cream (unaware of her existence...and actually one of the two being he should really be mad at instead of Tails).
