If someone was to ask Enrico Pucci how he perceived his new master as compared to what DIO stood to him, the answer would probably surprise the many.
After all, Pucci was not a man known to actually hold deep throughs on what DIO wanted from him when he bestowed him with Tohsaka Rin, yet he would be lying if he said that he didn't consider the girl to be fundamentally a big element in the grand scheme ordained by Dio. Some may even suspect that he was jealous of the girl due to her relevance, but long had gone by since he shed the feeble need to compete with anyone as he was still DIO's friend, while Rin took over as his heir.
What happened in Italy was further confirmation of this. The biological children to the vampire proved to be worthless against hardships that could have been fought in better conditions, and most were led around by incompetent fools that didn't understand the true meaning of their potential. To Rin, as he remembered vividly that conversation they shared on the matter, Giorno was the closest thing to a rival- if not for the fact that he was content with that degree of power.
Not only that, but the boy was tainted by a good nurturing, something that Rin, to an extent, had been devoid of. She had been given some education from her father when she was young, but the cruelty of a system that cared not for her own sister, that saw the murdering of so many, and then happily shrugged it all off as 'collateral damage', was all that she needed to accept DIO's view of the world.
From a little girl with a shaky ambition, Rin became someone that DIO would have happily held as one of his closest confidant had he been alivei n that moment. Not as relevant as Pucci, but better-geared to handle some intense activities that the Priest and his Stand couldn't handle themselves.
Some may think that Rin was too ambitious in her own right, but the sheer determination in her studies, the ruthless and unyielding stubbornness she manifested during training- all of those made her a worthy candidate to be DIO's own successor in the conquest of [Heaven].
And with the fake Dio detected and studied to prevent his intervention in her big plans, Rin felt confident that Zelretch would have nothing to use against them. The only threats that couldn't be dealt with before the activation of her plan's first step were Kujo Jotaro and Kujo Sakura. The rest could be beaten at her own leisure, but these two were her biggest issues yet.
The only chance to achieve victory was one and absolute: to use a variant of the Holy Grail. The ways and reasons behind this plotting eluded to an extent a man as Pucci. Despite being an avid intellectual, the priest really was unsure of some aspects which were deep into the theoretical and deep into the... uncertain.
Yet 'that was the path of a Magus', as Rin argued. To thread a path of victory and failure with the purpose of getting all or nothing.
"Isn't this how DIO overcame Jonathan Joestar? By sheer will against his own brother?" Rin prodded mirthfully. "If I have to beat my own sister, then I have to make sure that her fate is disrupted by distractions- same for Jotaro."
The general idea was clear to him, but his wonder in how his 'student' was meant to achieve this went out of his comprehension's reach. Time had gone by, months had been full of work between him getting material and Rin building and concocting what were defined as 'Ley Lines Shatterers'.
The gist of it was that Rin sought to shatter the leylines around the city and cause the central one by the location where the Holy Grail once was slumbering to outpower it and... cause a 'Multi-Faceted Singularity'. To Pucci, this felt like a jumble of plans stuck together by the fine hope that at least a few of their options were to be destroyed, while the rest would outlast and produce them the last elements needed for their ultimate goal.
Risky but within their capacity to manifest. The other issue, which Rin refused to see as such, was that their meddling urged the Church to be more active, and agents of the formerly-active Burial Agency were investigating his tracks due to some of his less-pleasant businesses within Rome's black market of dark resources. The Priest wasn't sure if they were already in Fuyuki or not, only that they were going to eventually find out what sort of reality-twisting plan Rin had in mind through experiencing it themselves.
The preparations were all set, and Rin paced back and forth to finalize the last checking of the arrays applied to the main one. Protective seals meant to protect them from the blunt of this 'attack on the dimensional fabric'. People were going to die due to a lack of dimensional grip, but all those with potential importance within this dimension and others were going to survive. It was going to be a devastating move that was going to lead to more devastating developments.
Rin huffed as she was done, walking back to him. "It's done, we can start the 'ritual'."
"Understood. Shall I begin?" Pucci inquired, tightening the hold over the detonator that was going to trigger the mana-enhanced explosives attached to the Ley Lines' destroyers.
Rin nodded, saying nothing else as she smiled at the trigger being pressed before walking up to the central section of the surviving ley line. Energy intensified instantly as Rin shuddered in mixed delight and dread as she ventured to the main spot. And with a single word, a humanoid manifested behind her, body coated in muscular gold that was familiar to both her and the priest as the one element needed for this plan to work.
"「The World」!"
His right punch slammed onto the central point, cracking the magical layer and soon spreading all over the ley line itself. Everything started to crumble around, with the protective seals activating and providing them with special bubble-like barriers that allowed them to sustain the ensuing onslaught of magical origin.
Then the world exploded in pure white light and Rin giggled as she knew she did it.
First step was done, now she had to get this

Rin: I believe in [Heaven], Pucci. So let me lead you to it.
I have to add that the plan exposed here is not meant to be the complete one. This chapters provides some clues on what it is related about as Rin is trying to do something with 'a' Holy Grail since the one in her dimension had been long destroyed, and she needs this Grail to be 'perfect' to handle her wish without any chances of it derailing it.
Next time, Sakura and Shinji/Joji are introduced within their background and some scenes happen a bit before Rin's plan goes through.
