The Ministry of Magic was in chaos. Howlers were piling up and exploding.
Non-explosive letters even more abundant and threatened to overflow Percy
Weasley's desk.
/This is completely Dumbledore's fault for causing the people to panic. The
Ministry can take care of this . . ./ Percy continued with his work, dismissing
the thought.
But doubts were setting in. He-who-must-not-be-named was back. And it wasn't
only ordinary witches and wizards who were panicking. Several of the Ministry
had disappeared recently, leaving behind resignation notes. Even more of an
outrage was the duplicity of several others who were working for Dumbledore and
the Order of the Phoenix. It was common knowledge the Percy's own father Arthur
Weasley was a member of the Order.
/And I get glares for being related to him, despite our estrangement. /
Percy cleared his mind of his distracting family issues, and focused on the
complaints and demands stacked on his deck. Then he came across it. A neatly
written letter from Ginny Weasley. Percy hesitated then put the letter in an
envelope.
/I'll send this back later. / Percy moved it towards the outgoing mail, but
stopped and put it in a drawer. /There is already too much outgoing mail. I
will send this some other time. /
After a never-ending day, in which Percy worked several extra hours, he was
finally done for the day. He turned around and was about to leave, when the
letter from Ginny popped into his mind. /Why not? No one will ever know.and she
will never know I read it. / Percy picked up the letter and left the Ministry.
"Mum, he didn't return my letter!" Ginny ran down stairs, showing
her empty hands. Mrs.Weasley smiled sympathetically and went back to
cooking breakfast.
"That's good Ginny dear."
"Mum, I'm not stupid." Ginny frowned childishly. "He read it, and he will come back." She said firmly. "I know it."
"I just don't want you to get your hopes up."
At that moment Pig flew in the window and dropped a letter on the table. Ginny snatched it up before her mother could even turn around. She ripped it open, and stared at the pretty, curvy writing in disappointment.
Mr. & Mrs.Weasley,
It is urgent and imperative that you speak to your son, Percy.
I wish I could tell you why, but all I can tell you is that he is getting too close
To something the Ministry wants to keep a secret.
Penelope Clearwater
Ginny's eyes widened as she read the short letter. "Mum." She handed the letter to her mother and sat back down in silence.
"Mum?'
Two days. It had been two days since he had first received Ginny's letter. And two days he had let it sit on the table, not able to read it, throw it away or send it back. It wasn't important, but it bothered Percy still; the fact that he wasn't able to do anything about it. It was an anomaly, and unexpected problem that threw off his entire routine.
Ridiculous! Why am I going on about that stupid letter? He chastised himself. I must be nervous about the report I have to give to Fudge, that must be it. He apparated outside the Ministry, then hurried inside.
Once again the Ministry was in chaos. Not as bad as the day before, but it was still massive disorder, and Percy hated disorder.
"No trust." Percy muttered disgustedly. "These people have no faith in the Ministry."
Percy sifted through the letters on his desk, trying to get them into some type of order. He recognized some of the names, names of students from Hogwarts.
"Dumbledore." Percy stacked the letters and opened them one by one. He didn't bother replying to all of them, he simply copied the same letter and sent it to each. After an hour of letter opening, Percy came upon another surprising letter: it was from Penelope Clearwater.
