In order to stop a new gang of criminals, an unexpected alliance forms between heroes and rivals of two different cities, Wood Oak and Metro City. The events of this story take place following Streets of Rage Volume 7 (Wood Oak City Bleeding), where Wood Oak is finally at peace after the fall of the Y-Syndicate. The same cannot be said for it's neighbouring city.

Phillipe Loren receives word that the twin children of a late associate of his had started their own criminal organization. He feels that this is an opportunity to make a deal with them, and maybe they could run Steelport and Wood Oak City, before expanding their organization to other areas. Rated T for brief profanity.
