Naruto was enveloped in a red cloak of chakra, swinging his body up he slammed his fists into the crystals on him and fell to the cave floor. Jumping away from a reckless tail smash by a serpent, he flipped in the air and belched a giant blob of oil on the snakes in front of him. He shot his ninja wires on another stalagmite as the snakes lunged at him. The snakes slither over each other, coating every single one in oil.
"Katon: Demon lanterns" a single orb of fire spark into existence on the highest snake. Quickly the fire spread burning hot and thoroughly.
What naruto didn't anticipate was that the stalagmites and crystal would melt. He jumped on the fall rocks to try and escape but he was hit by a rock falling into the pool of hot crystal liquid.
Naruto's eyes shot open as he felt himself drifting,opening his eyes he was met with the hot glare of the sun. as he truly awoke he realised how cold he was, how wet he was. He was adrift, his head resting on an oddly buoyant white crystal. There was no land in sight, no food in sight, there was water, but no drinkable water.
Days passed as he floated, sometimes he would work up the motivation to swim others he couldn't even see the point. Maybe if he died here he'd be given a new chance or at least be able to see his parents. As he was on the edge of giving up he heard it.

Something in his chest sturred and he felt his resolve returned. He could not die here, he'd never let himself fail and be defeated like this again. So he swam determined that if he went far enough he'd find land.

Inari was out fishing with the other boys when one of them said they found a god. Inari jumped at this, in wave the uzumaki used to be considered gods until they all but disappeared, when naruto uzumaki became a hero to the people the religious beliefs began to spring up. Inari couldn't believe it, there in the boys fishing boat was Naruto uzumaki, he had grown so much since the last time he saw him. He barely fit in the boat. Inari and the others hurriedly put him on a stretcher
Tsunami brought Naruto into her home and diligently nursed him back to health. Tsunami was an avid believer in the Uzu religion and considered it an honor to serve.

Naruto's eyes once again shot up as he felt weightless. This time however, there was no harsh glare and wet cold seeping through his bones. He was sat on a simple bed with two grey blankets and a pillow. On the bedside table sat a steaming bowl of ramen as well as a glass of water. He noticed the room smelled of perfume
"Oh you're finally awake Uzumaki-sama" Naruto turned to the voice and he was shocked to see someone he never expected. Why did she refer to him like that?
"Yes you are Tsunami right? Where am I? Am I in wave country?"
"Yes Uzumaki-sama I am pleased you remember me, you are in nami no kuni in my home in the gaisuke fishing village. Inari found you adrift and along with the other boys brought you too me. Since then I have nursed you back to health"

Naruto turned around as Asaki had appeared behind him, now with three heads all coming at him from different directions. Quickly Naruto coated himself in sand, a combination of wind and earth jutsu.(he had begun carrying sand after briefly being in Kaze no kuni and remembering Gaara) the sand blocked the attacks mostly.
One got through, Naruto felt the poison from the previous bite burning already. While Naruto was distracted Asaki had turned the other pirates and collapsed the bubble.
Naruto was now poisoned, drowning, and surrounded by deep sea water demons… and he was excited his blood boiled and his chakra coiled in his chest.
As the creatures charged at him he let the coiled chakra release and chaotic beams of power surged through the waters, slicing the monsters up like sashimi.
The chakra swirled around and absorbed the cyan chakra of the beast and came back into Naruto as swam up he saw there was two ships sailing away from the rest.
Kyuubi do you think you could get me there faster? I have a promise to keep.
Crimson chakra shrouded Naruto as he shot off like a bullet and used substitution on the mast of the ship. The sail fell over onto the other ship as a dozen kage bunshin rush the cartel goons. Naruto and his clones grab all the treasures they can find and blow up the ships behind them.

Two months have passed and business is booming, Naruto and tazuna discovered plans to make coal powered barges which they couldn't figure out. Surprisingly enough Inari figured how to make the ships and even made improvements.
Tazuna now owned the largest shipping company in wave and even noodle and the surrounding islands.
A ramen shop had opened in town which held an Uzu festival for him a week ago. He had enjoyed the food almost as much as the girl serving it.

As they sailed to the snakes den a maid showed him his cabin. The lower deck had two cabins on either side, one was for the princess and the other for him. It was well furnished, the bed desk and dresser showed master class crafting and the mattress was crazy soft.
Despite the beds comfort and the warmth of the blanket, he was unable to fall asleep.
Deciding that he may as well be on deck for the sunrise in a few hours.
He stood looking out over the water from the front of the ship when the princess walked up to him and stood next to him.

Around the palace great trees rose and branches out housing many birds, monkeys and spirits. Children ran around in front and even on top of the homes, laughing and cheering. Old ladies smiled and watched them and scolded them when they recklessly hurt themselves. Surrounding the homes was a Great Wall with nine towers, in each tower was a shining light. Yellow, Dark Blue, Green, Orange, Gray, Pink, Blue, Red, Crimson. The wall was frequented by patrols of soldiers who looked out across the waters to the west and the plains to the east.
The plains were home to many pastures and preserves. As this was sacred land and should not be farmed.

The new couple got dressed at went on to the deck. Kina to help explain the mission with Hiroshi and Naruto to stand and look menacing.
Hiroshi explained that while Naruto went down into the serpents den the selected divers would be in the water around the cave to scout any reinforcements and act as reinforcements themselves.
While they did that some of the other ships would play the rattling sounds of the eggs to keep the swarm away from the den.
Naruto was in Unami made diving gear that was pretty advanced compared to Konoha. It was basically a greyblack skin tight jumpsuit with a red swirl on the chest and back.
Naruto and the divers jumped into the sea aiming towards the lava illuminated crack in the sea floor.

Naruto shot off through the water like a speeding bullet, ever since that day where he nearly drown he had been practicing underwater. He used his dense chakra as wing like paddles to boost himself through the water and he is covered in a bubble which breaks through the water as he dives into the sea chasm.
On the lava floor dozens of giant eggs sat and covered by the chasm's shadow were three of the biggest serpents yet. His mind flashed to that day in the forest, if he had been stronger then maybe this wouldn't have happened, maybe the sandaime could have retired after putting the hat on Naruto's head. Maybe he if he had killed orochimaru then the village would have seen him, maybe Sayuri would have.
He can't let those mistakes and weaknesses define him. He would push through any obstacles. The swirl on his suit glowed scarlet and a rod of scarlet lightning in his mind.
Just as he started the hand seals one of the brood mothers sped towards intent on swallowing him whole. He shot his ninja wire into its throat and pulled himself through its teeth and onto the top of its mouth.
Before the snake could swallow Naruto he jammed as much of his chakra he could into a singular beam light. What resulted was a ten foot long rod of glowing chakra that speared right through the snake's cranium.

Naruto swam out of the blown up head of the first serpent to see the serpents locked in battle with the Unami divers.
Naruto sped onto the seafloor and grabbed the chakra rod with two hands and began to spin it.
Hiroshi washed in amazement through his visor as the man he thought to be a fraud created a whirlpool. The serpents slammed together and they flailed together as they were pulled towards Naruto.

Right before they could be sucked in by the whirlpool kage bunshins sped towards them and pulled onto the ships. Where they watched from the side of the ship as the water lit up.
Naruto dodged to the right and swung his staff horizontally. The pressure from the swing rolled the serpent over and Naruto went to attack it's underbelly when a tail knocked into him with force of a charging bull and slam him into seabed cracking his air tank.

Focusing on doing as much damage as possible naruto used his chakra to destroy rather than create. Infusing his chakra to the water was too easy nowadays, it responded to him with almost giddy eagerness. He pulled his outstretched hand towards his chest and in response the water around him swirled in two directions at extreme speeds cutting both serpents in half horizontally.

When he thought of making a chain his uzumaki heritage resonated in him and instead of the thin chain he had originally imagined, a scarlet chain thicker than some of the snakes wrapped around the snake creating a connection between Naruto and the snake.

She had a short black and yellow kimono that fell just below her butt and long sleeves. Her long legs were completely uncovered and her kimono fell around her arms leaving her shoulders bare

Naruto followed kina up to the deck, trying his best to not stare too much at her her ass as they ascended the steps. Outside the sailors all stood at attention in much more ceremonial garb than before. They wore white fabric shirts inlaid with gold detailing and animal skin pants tied by rope.
Hiroshi's armor was now a white and black robe and a blue helmet. His sword was held in both hands out in front of him as he kneeled at the front of the ship awaiting the queen's arrival.
To the east and west Kina's fleet stretched with their braziers lit and flags flying. Naruto could see that the sailors on the other ships were in the same garments as the ones on the princess' ship, tho they lacked any gold trimmings or kneeling warriors at the helm.
By the time Naruto looked back towards the Queen's ship it was only a minute or so away from reaching them. Besides the large flagship of the queen there was an entourage of just over three dozen ships and rafts carrying waving elderly, women and children.
Naruto smiled in contentment, he felt as if this was a picture of his dream and his chest swirled with pride. The ocean responded to his feelings and bright light blue wisps of spirit fish swam about the starboard side and swirled around the fleet as they converged together.
The queen's procession boarded the ship with an air of humble nobility. The queen was an old lady dressed in purple robes decorated with emerald swirls and a silver crown. She carried a scarlet gem on a chain around her wrist.
When she came to Naruto and Kina, Kina threw her arms around her mother.

With Naruto's alliance to the sea people and the Unami and the village of Gaisuke he began to establish the largest and most dominant trade route connecting from the northern ports of kaminari no kuni all the way to the ports of the land of marshes to the coast of kaze no kuni.
With the establishment of fair trade into Wave centering around the village of Gaisuke created a migration boom, almost doubling the population of Wave and tripling Gaisuke's population.
Tazuna acquired many new contracts and employees to begin many architectural projects.
He constructed a state of the art dock south of Gaisuke, apartment buildings for the migrants and even sponged up water to make floodplain farms.
Inari had been sent to an academy In nojiko and periodically sent letters of ideas for tazuna to try out.
Naruto moved into a cabin in the woods where his team had trained all those years ago with Kina. The two had begun to grow very close, which tends to happen when young beautiful people spend their days together in a romantic little cabin.
Naruto, Tazuna, and Hiroshi had discussed for long hours over the last few months how to take over wave. Tazuna thought that they should simply buy their way into power. Hiroshi disagreed, reasoning that too many of the people they employee will have agendas and corruption, instead he suggested laying siege with their navy and superior fighting force coupled with the men of Gaisuke village, Tazuna's security and of course Naruto himself.
After weeks of discussion and a letter from Inari, Naruto decided upon the best course of action: Control of the nobles. Over the next fortnight naruto either snuck in and blackmailed, assassinated, seduced, charmed or otherwise simply just controlled with chakra chains all the nobles and aristocrats.
All that was left of the Daimyo's court was cowed and supportive nobility.
On the morning after his final assassination he received a letter from the Daimyo asking for his attendance at the place for tea with the nobility. The nobles he charmed had been chatting about him to the Daimyo with flattering tales and implores to bring him to the next gathering.
So Naruto stood in front of the Daimyo's palace accompanied by Kina, Hiroshi and Inari. Kina was there because she is his fiancé, Hiroshi was there because Kina was, and Inari was there to meet any educated person who might be there.

Naruto gently took Kina's hand as they ascended the steps. The red doors were opened by two guards in a blue uniforms. Light streamed from the doorway, inside the entrance of the palace three statues of sharks sat guarding the wide wooden hall. Naruto and kina looked around at the rich workings of the walls and the ornate doors leading to what smelled like a kitchen and drawing room(the paint smell was very noticeable. At the end of the hall they came upon another red door with two guards who opened the door leading to a chandelier-lit throne room. A semicircle table sat facing the elevated throne. The walls were covered in a tapestry depicting the sinking of a city. Two doors sat behind the throne and another to the left corner.

Naruto brought Kina to stand at the middle of the table without sitting down. Instead naruto willed his chakra to make two scarlet crowns that rose atop pedestals to be higher than the Daimyo's throne and guided kina into the shorter before sitting down in the other.
Hiroshi and Inari sat in the chairs left open for Naruto and Kina. Staring threateningly and charmingly towards the nobles.
How dare you sit higher than me? After I invited you, a commoner into my home
If I am a commoner wh do your people revere my name? Why do they build monuments in my honor? Why do your nobles fear and bow to me? Why is even your throne room dedicated to the history of MY kingdom?

Scarlet Chakra chains sprouted from his and swirled around pulsing with power. The nobles Naruto blackmailed paled and balked at the site of the mythical power of time gone by. The nobles he had charmed or seduced jumped in their seats excited by the prospect of getting in the good graces of a godlike ruler such as this.
The Daimyo watched in awe as a singular chain slid across the transforming the tapestry from a depiction of ruination to a story of rebirth as a golden city emerged from the ocean. He fell from his throne and bowed down in fright of this god in his midst.
Uzumaki-sama please forgive me! I spoke put of turn, I kept your nation intact for you while you were gone.
My nation? This is but one island populated by more immigrants than natives. Even with this tiny parcel of land you managed to ruin so many lives, so you be cast out from this. Should you return you will be thrown into prison to rot amongst the criminals your foolish law created.
Naruto dispelled his throne and took the physical throne while Kina stood next to him. Gesturing to sit, Naruto called kina over where she sat in his lap and snuggled against him as he addressed the nobility.
Each one of you will be bringing me a census of your land and or resources and contracts by the end of the month. If there is any academically inclined pomp here, gather together to be interviewed by Inari. Someone call for a servant to show Kina her room and the rest of you will be having a short meeting with Hiroshi to determine whether or not you will be keeping your head and neck together or separate.

It has been two years since then.
Naruto and Kina officially married and live together in the Daimyo palace. Naruto gave Kina an all white boat that ran almost completely on chakra. Kina had missed sailing but found it difficult to find time to muster a crew with everything in her schedule. Kina gave Naruto the book of Uzu which held the history of whirlpool as well as the journals of all Uzumaki clan heads.
Naruto studied the history and journals extensively, he memorized many uzumaki proverbs and learnt all of the techniques from the uzumaki journals.
He had become a master at seals and manipulating chakra at a high level. Though he could barely control more than a handful of different pools or chakra types at one. His max was about six.
He had fought many more sea creatures and absorbed their chakra, every time he fought in the ocean, a kinship grew between them. He found he could essentially fly through the waters freely and even manipulate the weather.
Akeni and the journals also taught him how to carry himself as the future god-king he was meant to be. While he was still a goofball with Kina and Inari, around everyone else he walked with an air of power and grace. He only smiled at children and Kina, though he would smile if he saved someone or if he was making a public appearance.
As a Daimyo he had further control of the trade of Wave. Along with Tazuna he had a dock like the one in Gaisuke made in Nojiko and port Shiki, coupled with four barges each. The only existing cartel now worked as interference against water countries shipping lines and lightning countries pirates.
Hiroshi had started a formal army upon Naruto's command. He first trained around twenty or so veteran immigrants and strong-minded natives to be his captains and had them go around the country recruiting. Over the last two years they've amassed an army of about 2,789 split up as forty men units between each captain.
They were trained to shoot bows and crossbows, fight with spears and most importantly use guerilla tactics. They were all mediocre at best at fighting, but their ability to use their environment meant they could kill even shinobi if properly prepared. Naruto also taught the captains seals to teach the infantry. Even with minimal chakra the explosive, barrier and storage seals Naruto designed would work as intended.
Kina's fleet had been reorganized by the first royal Uzu armada, and began accepting recruits. The name brought many glory seeking young men and women padding the number of sailors greatly.
Inari had gone from a bit of a nerd to an absolute tech genius. During the Daimyo's dinner he had got in contact with the premier scientist of Water country who had come to wave to avoid the budding hostility. Within six months Inari surpassed anything the scientists had to teach him so they began a project together, artificial intelligence.
For weeks Inari went without sleep to try and figure it out when naruto had came to check up on him and his chakra invaded the robot body. The program he wrote somehow started working and the robot began to ask where it was.
From then on the scientist and Inari had tinkered with the robot they called an inpath until it was able to use and draw in chakra. They created dozens of them with funding from Naruto and research notes from a wind country collaborator. Each one had to be initially started up by Naruto's chakra or else it wouldn't work. They tried other chakra but they all did nothing. Thus the inpaths referred to Naruto as their life-giving god and Inari as their father.
All in all nami no kuni was at the height of its history. The land was brimming with wealth, opportunity, art and culture.
Naruto currently sits on his throne in the midst of his court. Lord Shibu was trying to get more funding for the new mining industry while Lady Pakamura requested the same funds.

Two men armed with naginatas took Pakamura by the arms and led her out through the door to the left. She bellowed on the unfairness and chastised the guards for their manner.
Shibu, your selfishness really gets in your way. I've given you your position because you are good with money and have shown an ability to line this country's pockets nicely. So tell me, why would we spend funds on digging for treasure that comes in a ship every week?
Naruto stared down at Shibu, daring him to lie to the man seen as god in this land. Shibu felt sweat drip down his face when he locked eyes with the Uzu patriarch.
Honestly my family just owns land with a dozen or so caves with precious metals that I thought I could make money from mining.
I will send a clone to muster some men to mine the whole hillside down to dust by midnight tomorrow, believe it.
Shibu began thanking when the doors opened revealing an inpath in a cloak.
Kami-sama I bring urgent news: Mist and water country as a whole has formally engaged in civil war. The yondaime began destroying the clans of the water country two weeks ago. Battles between the Kaguya and Yuki against mist operatives have sprung up since. The south islands of mizu are full of refugees, among them is a growing rebel faction.

We currently have around eight thousand able bodied soldiers split into twenty groups of four-hundred. The navy sports one hundred and twelve Unami warships and eight of inari's battleships. These infiltrators of Inari's are probably our greatest asset aside from if you stepped into battle.

The locals seemed to be very surprised by the yondaime's actions, many stated that he was once a protector of the people and slow to anger. We suspect genjutsu.
Very good, spy on yagura and see if it is truly genjutsu and if it is, determine who the caster was and exterminate them.
