An Interesting Anomaly

Dear, Father Jacobs
I am sending you this report because it gives us a chance to do something that is unprecedented. It will also force us to make a greatly important choice. As you well know it is the duty of us, the Iscariot Organization, to cleanse this earth of heathens and unnatural abominations. Normally I wouldn't dare try something of this magnitude, but we must find some way to rid God's pure earth of the unnatural creatures that have simply been called Vampires. It is with great hopes that I propose this to you, the Head of Section XIII. Anyway, I shall start my report.
A few days ago, while I was going out to Scotland to begin to attempt enlistment of new members of our grand church, I came across rumors of a man who had shot himself after he came home to see his family slaughtered. Now I know, sounds like I should not even bother with rumors about sinners, but here's the strange part. He got up. He shot himself in the head and he was able to get up. I did some digging and found that it was a Vampire who committed these crimes. The man himself is not a Vampire. This man's name is Alexander Anderson, and I believe that we can use technology to turn him into the perfect Vampire killer. Please give me permission to pick him up. If we succeed, our war with the unnatural undead may finally come to an end.
