Unknown Location - Outside Konoha
"Report." said the stern voice of a man with grayish black hair wearing the anbu mask of a dragon.
"Yes, Leader Dragon. Konohagakure's academy cirriculum is a not up to standards. Graduation requirements are to complete a written test, spar with thei taijutsu instructor, along with being able to perform the clone jutsu, substitution, and transformation jutsu." said a boy with dirty blond hair, wearing the mask of a fox.
"I see. Please continue." Dragon said while cutting an apple with his kunai.
"Yes, Leader Dragon. It seems that academy doesn't focus on elemental training or those with reserves too large or small. Last year, a boy named Rock Lee graduated. Had it not been for Jonin, Might Guy, he would have never graduated." Kitsune said.
"What of Sasuke Uchiha?" asked the man.
"Sasuke Uchiha, one of the two last remaining loyal Uchiha members in Konoha. It's bad. The council has gone the extra mile to influence his test scores along with providing him with whatever is needed. Truthfully, his attitude alone is enough to remove him from the shinobi core." said Kitsune.
"What does Lord Fourth say about this?" asked Dragon.
"Lord Fourth believes that due to us no longer being in a time of war, we can lower the standards to allow more civilian families to send their children to the academy." Kitsune said.
Dragon crushed the apple. "Alright, Kitsune. Come on, we're going to pay our friends a visit." said Dragon.
"Yes, Leader Dragon." said the the blond with a red scarf wrapped around his neck.
Anbu Headquarters
"Man, did you hear? Lord Fourth nearly tore his son's head off for that prank he pulled." said a woman with brown hair and purple ink on her cheeks.
"I know. I've never seen anything like it. Not even Orochimaru was that cruel." said a girl wearing a trench coat with purple hair.
Suddenly, a man with the boar anbu mask ran in. "Line up! Kitsune's back and he's got Dragon with him!" declared the Anbu as he left to inform the others.
"What? Why is Dragon coming?" asked the purple haired woman.
"I don't know, Anko. Hopefully nothing is wrong." said the girl.
The two girls proceeded to get in formation along with the other members of the Anbu. Minato Namikaze, the Fourth Hokage, and yellow Flash of Konoha, he was out in the Anbu headquarters. While he was indeed the leader, when it came to Dragon, he was often lost for words.
It was in that moment, two anbu appeared. Unlike like the standard anbu uniform, Dragon had his mask with black covers that were one sided, along with black sleeves, and a crimson colored vest. When it came to Dragon, nobody dared to play with him.
"Hello, Dragon." said Minato.
"Minato, what the hell is going on? I've got some problems that need to be addressed, now." said the man.
"Should we go to the office?" asked the hokage while annoyed at what's about to come.
"Fine. Kitsune, you have your orders." said Dragon as he vanished in a shunshin.
The gathered anbu looked at Kitsune. A boy, not even at the age of ten, he was their commanding officer. "I'm disappointed in all of you. Both Leader Dragon and I are. What has become of this village? At one point, we were the strongest shinobi village. Even the Raikage hasn't lowered his standard during this time of peace." said Kitsune.
"Hatake, Tenzo, Uzuki, Mitarashi, Morino, Inuzuka, Yamanaka, and Nara. Report to the front." Kitsune called out. The eight shinobi appeared before the boy. "Hatake, you're one of Konoha's top shinobi. Yet, you've grown soft. Along with being late. If you cannot get over Obito and Rin, I suggest you retire from shinobi duties." Kitsune said.
The silver haired anbu captain looked down in shame. "My apologies, chief." Kakashi said.
"Don't apologize. You'll be hearing from Lord Fourth and Leader Dragon about your future in the Anbu Black Ops." Kitsune said.
"Yes, chief." Kakashi said.
"Uzuki!" Kitsune called out.
"Yes, Chief." Yugao declard.
"I've been watching you and studying you. Ever since Uchiha Itachi left the village, you were promoted to Anbu LT alongside Tenzo. You've been doing well. You, Hebi, and Dog have shown great skill and what it means to be a member of the anbu black ops. I'm personally recommending you for Anbu captain." Kitsune said.
"Thank you, chief." Yugao said as she went back into formation.
"This village has become a joke. Leader Dragon will be implimenting some changes. You are to return to your duties. Uzuki, follow me." Kitsune said as he vanished in a shunshin.
"It's insane. Many of us have been shinobi since we were his age. Yet, a boy who I don't think is even ten, orders us around. It's absurd." said one of the anbu.
"That's enough. Report to your duties." Kakashi ordered.
Hokage's Office
"You want to do what?" asked Minato.
"I want to take charge of the ninja academy. Well, I want to have my right hand man. You're sending these kids to their deaths, Minato." Dragon said.
"You really think Kitsune should be running the program?" asked Minato.
"I believe his influence on those kids is important. However, while he is dealing with them, I'll deal with the others. I've personally allowed him to take two of our anbu as leaders to over see their training and education." Dragon said.
Both Kitsune and Yugao appeared. Yugao bowed and greated both Dragon and Minato. "Kitsune, why is Cat here?" asked Dragon.
"Leader Dragon, after carefully reviewing shinobi, Yugao Uzuki, codename, Cat. She has my full recommendation to replace, current anbu captain, Kakashi Hatake, codename, Fang. She has shown leadership, the ability to motivate, along with her skills being impressive." Kitsune said.
"I see. What about Hatake?" asked Dragon.
"Due to his fellow shinobi being killed on the battlefield, it seems that Hatake has been unable to properly maintain the shinobi standards. I recommend immediate removal." Kitsune said.
Dragon looked at his right hand man and then to the girl before Minato spoke up. "Wait a minute, Kakashi is one of our best shinobi. How can you justify removing him from anbu?" asked Minato.
"Lord Fourth, I understand your relationship to Hatake. However, we must put the needs of the village first." Kitsune said.
"Do you not think our village is in good standing?" asked Minato as he asked the blond in front of him.
"No, Lord Fourth. In fact, I think we're a joke. What kind of academy cirriculum are you running? Producing a clone jutsu to graduate? Then what about the favoritisim of teachers? Things need to change." Kitsune shot back.
"Kitsune, I've actually come to inform Minato that you will be taking over the academy cirriculum. What I need from you is someone who can properly train them in taijutsu, teach them genjutsu, or at least show them the basics of it, someone that can properly train with each person for their affinities, someone that's familiar with weapons. We also need to impliment fuinjutsu back into the academy. I want you to round up a group of shinobi that you believe will be good to teach." ordered Dragon.
"Yes, Leader Dragon. Uzuki, please follow me." Kitsune ordered and the two vanished.
"What's the real reason for all of this?" asked Minato.
"Minato, your children, Menma, Mito, and Naruko. They are Jinchuriki. Yes, Jiraiya is helping them out, and so is Kushina. However, it isn't enough. Not to mention, Sasuke Uchiha. He's become a spoiled brat and I know Mikoto has done everything she can. In fact, I've come to request her back into the core." Dragon said.
With Kitsune
"Alright, the reason I've chosen all of you, it's because you have skills that can be taught to the next generation of shinobi. Might Guy, you will kbe responsible for taijutsu. Your skills are unmatched in that art. While I cannot stand the color green nor do I care about the power of youth, it works for you." Kitsune said.
"Yes, chief! Your flames are burning bright!" guy shouted.
"Kurenai Yuhi, known as Konoha's Ice Queen and Genjutsu Mistress. I believe you will be perfect to teach the students the basics of genjutsu. I know not many people care about it, but I'm sure you'll find a few that will be curious to learn. I'll instruct you as the Genjutsu instructor." Kitsune.
"Yes, chief." Kurenai said.
"The next five of you, Kakashi Hatake, Asuma Sarutobi, Aoba Yamashiro, Inoichi Yamanaka, and Mizuki Cortel. You will each teach the following, Lightning Release, Wind Release, Fire Release, Water Release, and Earth Release. Kakashi, Asuma, and Mizuki. You've been selected due to the number of elemental types we have in the village." Kitsune said.
"Yes, Chief." the five said at once.
"Yugao Uzuki, Kushina Uzumaki, and Hayate Gekko, you three will be teaching Kenjutsu along with helping those who are interested in fighting with weapons. As far as anyone is concerned, you three our the vilalges top Kenjutsu specialist. So I Know you will get the students right." Kitsune explained.
"Yes, Chief." the three said.
"Tsunade Senju, you will be teaching Medical ninjutsu to those who are interested in learning the field. However, you're to teach them the basic first aid." Kitsune said.
"Yes, chief." said Tsunade.
"Shizune Kato, Anko Mitarashi, you two will be training the students in poisons along with immunity building. I expect you two to be successful in reducing the number of weaknesses our students have." Kitsune called out.
"Yes, chief." the two women said.
"Jiraiya. You will be teaching Fuinjutsu. You're skilled in it and aside from Lord Fourth, you're Konoha's number one seal master." Kitsune said.
"Yes, chief."
"Ibiki Morino, you'll be teaching the students how to strengthen their minds. As shinobi, we cannot let our minds break. I believe you'll fit the bill." Kitsune said.
"Yes, chief." Ibiki said.
"Finally, the last person I'm calling will oversee everyone else. This person is a former shinobi who recently returned to the shinobi forces. Mikoto Uchiha, you will be overseeing that everyone is being properly taught. If I learn that anyone is purposely misguiding the students along with cutting corners out of favoritism, Ibiki will have some fun." Kitsune said.
"Yes, chief." Mikoto said.
"Alright, report to the academy tomorrow morning." Kitsune said as he vanished in a shunshin.
Apartment Building
"Glad to see that some changes are being made." said Yugao Uzuki.
"It needed to be done. Having you as my mole has really paid off. You should be proud of yourself." Kitsune said as he removed his mask to reveal himself as Naruto Namikaze.
"Do you think it will work? I mean, many students might drop out." Yugao said.
"That's the point. I'm tired of this sixty-six percent failure rate. In fact, I expect most of the students to drop out. I only want those who are committed and willing to work in the ranks." Naruto said as he hung up his scarf. He then proceeded to lay on the couch and lay his head in Yugao's lap.
"You know, it's kind of funny. You're only ten years old, yet, you litterally run an entire army. Do you know how many girls would kill to have my spot?" asked Yugao.
"It's stupid, really. Most of those women are under the idea that being with me makes life easier. They think it's a free pass and can ride on my accomplishments. Truthfully, it's sickening. But that's why I've given my heart to you. You're the first person to see me for who I am and not what I've done." Naruto said as he smiled.
"Plus, I'm sure most people wouldn't be fine with remaining in the dark." Yugao commented.
"I told you, I don't mind. But you are right, it would be dangerous and unwise to let others know about us. Not even Leader Dragon knows. Not that I would ever lie to him." Naruto said.
"That's why I love you so much. Your honesty and loyalty to those you care about. Lord Fourth and Lady Kushina really missed out on having such a wonderful person in their lives." Yugao said.
"Maybe. but you know, it isn't like I haven't had a mother figure. Mikoto has been there for me since I was alone. It was actually, thanks to her, that I got to meet Dragon and become his student. That's actually why I wear the red scarf." Naruto said.
"God knows it points you out. Kitsune, demon of the red scarf." Yugao joked.
"Right. Though, I've always found the title of God suiting me better." Naruto said with a smile.
"I see you've found your high horse. Don't turn into an Uchiha on me." Yugao said.
"I know what you mean. The only respectable Uchihas that I ever met were Mikoto and Shisui. Even Itachi was somewhat respectable at one point." Naruto said. "Well, come on. Let's get ready for bed. We have an early day tomorrow and a bunch of idiots to weed out." Naruto said as he got in the bed and cuddled up next to Yugao.
A/N - Yes, Naruto (10 years old), Yugao (20 years old), no they aren't having sex at this point. The two have a real relationship that does involve kissing, but more focused on each other. Basically, the definetion of a healthy relationship.
