it though. Coz this is at the Swann's house.

In the morning at the Governer's house... Elizabeth's heart sank when she
saw her sister's bed, empty. Tears of panic and fear fell from her eyes as
she saw a note on the desk. She walked up to it, hoping it would bring
Penelope. She read it.
Elizabeth, I'm really sorry for doing this but I'm leaving with Jack. I don't know when I'll return but I hope you look after father. I really really like Jack... And I want to find his ship, and have an adventure. Please don't send any people to search for me, because I'm going to stay with Jack for a long time. I hope you and Will find a house and live happily together... Tell father I love him, and I love you too. Goodbye...
After Elizabeth read the scribbly letter, again she burst out crying. "Please come back home, Penelope!"She cried to herself.
Will and governer Swann (and some of the house maids) rushed up to see what was happening. They all gasped as they found Penelope's bed empty and Elizabeth crouched down on the floor, wet with tears. Will saw Elizabeth had a note in her hand.
"What happened, dear? Where's Penelope?" Governer Swann tried hard to keep calm.
Elizabeth just handed the note to her father as she couldn't get over weeping.
It took a while for her father and Will to read it. Governer Swann looked as though he was about to faint, so Will sat him on Penelope's bed. "I knew this would happen! I never should have allowed that pirate to stay here, nor let him stay in Port Royal!" He shouted. "Why does it always have to be my daughters? First it was Elizabeth that got kidnapped by pirates and now Penelope?" He added.
"Sir, I believe that Penelope isn't kidnapped, according to the note, she just followed Jack." Will sugested politely. Then he went back to comforting Elizabeth. "Elizabeth, why don't you have some breakfast?" He asked her.
Elizabeth replied with a glaring look. "WILL TURNER! How could you think about having breakfast when my sister is out there with Jack??" She shouted.
Will blinked. "What's wrong with Penelope being with Jack?" He asked.
Elizabeth sniffed. "You really don't know why? Because Jack is a pirate!" She sighed. "He's a good man, I know... But it's just uncomfortable, leaving Penelope with a pirate."
By now, Governer Swann and the rest of the maids have gone out. Only Will was there to look after Elizabeth. "Elizabeth, I know Penelope will be alright, because I trust Jack... I know he can be a little dishonest sometimes but, it's different..." Will said.
"How do you know?" Elizabeth asked desperatly.
"Because, Jack loves her." Will whispered. "And Penelope would have, and will have some close risks, I must admit... But she'll come back safe, when she's ready."
Elizabeth just buried her head into her arms.
Will walked out quietly and shut the door quietly. He sighed. "You better bring Penelope home safe, Jack." He whispered to himself.
