It was times like these, when Aizawa was patching up one of Izuku's injuries, that Izuku remembered just how much more he had to learn before he could call himself a hero. It was a good thing his teacher was here to correct his mistakes.

Welcome to the rehabilitation program for criminals and minor offenders, in this program 16 teenagers from all over Japan with criminal records and great potential will be admitted into the prestigious U.A. where they will be taught the art of being a hero and readmitted into society

No one expects thieves to amount to much, especially with all the Heroes in this society on the prowl. At least, no one but All For One thought about them. People warned about meeting your heroes that who they portray themselves to be is not who they really are. They warned against wishing too hard for something. It may not be what you really wanted. Both of these things were true in his case.
