Set after 'Enigma.'
"It's open." Gibbs yelled from his basement.
Kate opened the door, walked inside and shut the door behind her.
She walked into the basement.
"Kate. What are you doing here? And you know the doors always open." Gibbs said, when she walked down the stairs.
He put down the sandpaper and got up, from underneath his boat.
"I know, I just don't like walking in. And I came to see if you were okay." Kate replied.
"Of course I'm okay, why wouldn't I be?"
"Why wouldn't you be? Oh, I don't know, the FBI has a warrant for your arrest, you got shot at, you could've been killed." Kate half-yelled.
"But I wasn't"
"But what if you had been, Gibbs? Did you think about that?"
"It wouldn't've been okay."
"No, it wouldn't've, did you think about how it would of affected Tony or Abby or Ducky? Did you think about how it would affect me Gibbs?"
Kate was now in tears.
She hated herself for doing this, to herself, to Gibbs, she hated herself for falling for a man whose job was more important than his own life.
"Kate, Katie. It's okay, I didn't die," Gibbs said pulling her into his arms.
"But you could've." Kate said crying into Gibbs's chest,
"You could've and I wouldn't've been able to-"
"Able to what Katie?" Gibbs asked, his voice a lot softer than usual.
"T-to tell you t-that, I love you." Kate said.
"You love me Katie?"
Kate nodded, "I-I- You'll have my resignation on your desk on Monday."
"I wont accept it, Kate."
"Why not? You said, 'If you pull that crap at NCIS, you won't have a chance to resign'." Kate said trying to get out of his arms, but he wouldn't let her.
"Because, you can't choose who you fall in love with Katie."
With that, he lent down and kissed her.
"What about Rule Number 12?" Kate asked, after breaking the kiss.
"Rules are meant to be broken Kate. I should know, I broke Rule Number 12 a long time ago."
"Y-you did?"
"Yes, when I fell in love with you Kate."
Kate's breath caught in her chest,
"I love you too, Katie."
Kate looked up at Gibbs, smiled and kissed him.
