Pulling himself out of the rubble, Bloodsoaked looked back towards the origin of his involuntary flight and saw the damages to the city that didn't seem necessary in the fight against him. Six damaged highrise buildings with millions of yen already visible for the destruction to be rectified. It still troubled him that his city still had these brash idiots acting like heroes treating their population like a battleground that magically fixes itself after each fight they take part in.
The grenade in his hand still had three seconds on it for him to stop the detonation. Returning its pin into the lever left the grenade with the two seconds left on its fuse when he returned the explosive into his bag. He had all of twelve seconds before the sight of something shooting towards him at top speeds collided with him and sent him as well as whatever collided with him down the street they were on. Both Bloodsoaked and Midoriya were separated from the group of heroes who hunted him to that rooftop as Izuku kept pressing the offense against the well known killer. His eyes were clear and focused on taking down Bloodsoaked no matter what. Watching the young hero keep his head level while fighting this murderer, Bloodsoaked acknowledged how far Izuku had finally come since the start of his hero journey. The boy truly had grown into the first stages of becoming a competent man ready for the harsh challenges of life ahead of him.
Despite this revelation, it still meant that Izuku lacked the necessary development he needed to reach his full potential.
With both hands, he grabbed Midoriya's wrists where he had the killer's jacket trapped in his grip in order to reverse their positions and send the young hero into the ground zooming past them. Using Danger Sense allowed Izuku to utilize Black Whip to correct his backwards descent and slow down his velocity. Bloodsoaked let the young man go to then land on his feet to come to a screeching halt. Several blocks of smoking asphalt indicated how much force Izuku hit Bloodsoaked with to send them both so far down the road with the one tackle from Midoriya.
Slowing their momentum till they came to a halt, the both of them were still in visual contact with one another. Midoriya remained firm in his resolve to stop the infamous killer who needed to be stopped in his eyes. The other in this inevitable conflict hoped that Izuku would retain that resolve no matter what.
Standing back up to full height, Izuku kept his eyes on the criminal responsible for the deaths of countless people. This single killer took the lives of thousands in order to enact whatever devious plans he had in store. Seeing the twisted torture first hand reminded Izuku that this villainous character had no place in the world. Somebody who wrought the evil he displayed through his actions alone was a person who needed to meet their righteous judgment no matter what.
Something about the encounter caused the both of them to prepare for a fight as they stared down one another across the space separating the hero and murderer. An eerie silence with only the sound of the lonely winds blowing through the empty streets accompanied the background as Izuku and Bloodsoaked stood opposite to each other on the road.
Izuku felt calm in this confrontation. His heart beated at an even rate as he faced the one tied to him in mysterious ways. The other one stared back at the young man they wanted to continue growing past just this supposed final fight against evil. Life for the young Midoriya would be so much more than this epic encounter against an infamous killer. Although he knew the future could change for the better from his intervention, Bloodsoaked still wanted to make sure that those he trusted to carry on protecting the innocent would meet that future up until the very last moments he was allowed to remain with them. His time was coming to an end to remain known to the world as an active mass murderer.
Elsewhere
Sobbing in a fetal position on the couch as Hawk read the letter himself that Toga discovered earlier, the blood quirk user cried helplessly at the misery she felt at the news she received from reading the letter left for her and Keigo. Reading the message left behind by his father for the children he took under his care filled the distraught son with sorrow at the words Haru printed on the pages of stationary meant for the children he raised as a diligent father. He had no idea of the plan his own adoptive father planned to take to preserve the world of peace he wanted to bring forth. Maybe there would have been a plan from his father to become more proactive in his role as an infamous criminal, but this was too much even for him.
Finishing the letter, Hawk raced out of the home while his adoptive sister tried to come to terms with the fact she may never see the man who saved her life on more than one occasion ever again. What she read in the bittersweet message meant for her and Keigo left the young woman heartbroken at the future her father figure gave her at the cost of him sharing that future with her. She wanted to make him proud with the options he gave Toga to pursue. She wanted to share a life where he could see her become the best she could be as he stood by her at every step of the way.
Such a future no longer existed for them anymore.
All she wanted was to have her dad be there for her. He didn't have that option available as he told his daughter and son that he needed to take extreme steps to protect their futures. Apologizing to them didn't alleviate the heartache they felt in the face of their only parent bidding farewell to them so that he could protect their happiness as people.
None of this was fair. The only person who accepted her as family needed to sacrifice their future with her to give Toga the happiness she sought. Sobbing her heart out was all she could do to alleviate her pain while her brother took more personal countermeasures in confronting their father.
Musutafu City
"Detroit Smash!"
Hitting the infamous killer once again with a destructive amount of force he caught with his hand didn't dampen Izuku's desire to bring Bloodsoaked to justice. Midoriya's fist was neutralized of the attack power he poured into it when he struck at Bloodsoaked. These two were racing through the city landscape at an accelerated speed that left the heroes still trying to converge on Bloodsoaked's position unable to keep up properly.
Instead of being ordered to pursue the criminal at large, the available heroes were ordered to help the ESD to address the injured from the one sided fight with Bloodsoaked. Hundreds of injured heroes were in need of evacuation to nearby hospitals due to the severity of their injuries. Broken bones, internal bleeding, trauma, a serious volume of injured heroes filled the hospitals with the many brave souls who were designated in bringing down Bloodsoaked. It fell upon the few who now still had a stake in taking on the legendary killer still out there. Midoriya himself had been the one who kept the killer under pressure as the others reoriented themselves for a counterattack.
Another smash attack was parried as both he and Bloodsoaked raced through the city at blinding speeds. Their strikes and counters were being expertly matched in a heated fight that the average observer had no way of watching due to the speeds being achieved by the combatants.
Izuku had learned from his one time ride with the now estranged tenth inheritor in how to utilize Fa Jin to its maximum potential so that he could somewhat keep up with Bloodsoaked in this fight. Having to experience the bodily reactions necessary to use high caliber shots as midair stepping stones gave Izuku an unforgettable comparison to match his own training off of so that he could at least reach an adequate level of proficiency in any fight needing speed from him.
Treating his quirk as a precision tool to boost his speed, Izuku saw himself now able to match the pace of this once fabled killer through the city at speeds he once thought to be unobtainable.
Keeping up with Bloodsoaked left many of the other heroes trained for this day in particular in the dust. The unbelievable speeds both he and Izuku were achieving were beyond the heroes who were resigning to help their injured companions off the battlefield.
Their resignation didn't mean the surrender of all heroes, however.
Up on a taller building overlooking the city, two young heroes elected to perch themselves on this vantage point to calculate the moment they could interfere with the fight their friend was taking on alone currently. A pair of young men who tackled similarly daunting tasks in the past alongside Midoriya were carefully seeking the opportunity to intercept the fight that was jumping through the city at inhuman speeds.
As Izuku and Bloodsoaked were rounding a nearby city street corner and coming back towards the two young heroes, a sudden sprouting of ice from the rooftop grew to proportions large enough to block off the entire road as a massive dam. One thing one may notice about the ice was how it lacked a frosty exterior and looked as clear as glass looking through it. It even had a wet exterior despite being just freshly made just now. This barrier stopped the speeding fight happening all around the city between their friend and bloodsoaked.
Crashed into the hardened tempered ice was Bloodsoaked. His chest had Izuku's armored boot planted directly into his sternum, finally giving the young hero his first real blow against the killer himself. The amount of force behind the kick caused the ice to crack, but it didn't shatter due to its purity and density from how Shoto controlled the temperatures necessary to create the stronger ice.
"Move, stupid!"
Leaping backwards and out of the way. Izuku gave Bakugou the clearance necessary to launch his own counter move while Bloodsoaked remained embedded in the iceberg he was kicked into. He had one move he worked on making into a ranged attack for months. It still wasn't quite there, but it was well worth the risk if he could pull it off now.
"Demolition Wave Shot!"
If one were to blink, they would have missed the moment that the ranged explosive attack descended upon Bloodsoaked and completely shattered the iceberg he was shoved into. Glass windows all around shattered as the force of the blast burst open the massive block of frozen water like a firework inside a column of styrofoam. All the chunks of ice were too small to commit too much damage to the environment, though the windows were gonna need some work in replacing them.
Izuku felt his entire body rattle, despite having run away with Black Whip to round the street corner and avoid the shockwave. Bakugou felt his attack go off successfully in the heat of the moment. Shoto couldn't believe that his tempered ice was wiped out by just one of those blasts from Katsuki. He felt both respect and fear over the other's abilities at the sight of his wall become nothing more than steam and frozen pebbles.
But still, the fact that his new mastery over thermodynamics did allow him to reach even more extreme temperatures without having to strain his own body to do so. Being able to create that much tempered ice that quickly spoke volumes as to what else he was capable of.
The trio all reconvened at street level to check on each other's conditions.
"Guys! Are you okay?"
For all his troubles, Izuku got knocked on his head by a very upset Katsuki. His frustrations were more apparent than Todoroki, but they were still both angry with Midoriya.
"You fucking moron! Why the hell did you run after him like that by yourself?!"
"Bakugou is right, Midoriya. That was far too dangerous. You should have waited for backup rather than take on Bloodsoaked by yourself."
His apology for his sudden departure was cut short when Izuku spotted something in the steam still wafting from where Shoto's ice wall used to be. The other boys noticed his stare and turned to where Midoriya had been looking to see what had his attention. They too felt their stomachs sink slightly as the figure in the steam could be heard taking one step at a time towards them.
"Not bad…"
Exiting the visual obstruction, a man clad in black with a gas mask disguising his face approached the three young heroes looking at him in shock. Not even his clothes were singed in the explosion that he took directly from above.
"But is that all you got?"
The two guns hanging off his back were pulled free and switched off of safety. Something told them that this guy was just about to get started in biting back against his opponents.
