Elsa had been pondering a thought for the past few weeks. Anna could tell, but she merely considered it a case of a Monarchs busy mind. Indeed Elsa's mind was clouded. As predicted, the more opportunistic and spurned neighbors desiring to right wrongs from decades past, began to slowly carry out border raids, with the raiders carrying no banner as to avoid being blamed.
This of course was an attempt to spark a response from the vast military of Arendelle. Sure, they could march forward in the name of "Eradicating Heresy", but in the recent decades religion has become less critical to governance of a populace. Elsa was lucky to live in this era, as her nation simply wouldn't have lasted in the zealous days of old. Luckily however Johannes has kept track of these raids, and has sent capable protection to the more vulnerable towns and villages most susceptible to hostile overtures.
While of course this was plaguing her thoughts, something in the forefront was adding an alteration to the recently enacted "Law of Familial Marriage". While the the law itself was incredibly important to Elsa, her thoughts continued to return to her days where she slept with her family members. Her Father, Mother, Sister and occasional stint with her cousins. She considered incest to be above mere sex and pleasure, but a truly important aspect to what the Arendelle family, in her vision, should be.
So she continued to ponder, to attempt to properly define what exactly she wanted. It was difficult, ramifications were to be considered and concessions in other areas made, but she believed it to be possible. Feeling confident, she summoned Mortilla to discuss what this will become. Waiting a few moments, Mortilla arrived. "My Queen? You summoned?" Elsa waived for her to sit, and then spoke "I did Mortilla. The past few weeks I have considered an alteration to our incestuous law. I desire to change it." Mortilla raised a brow, wondering what more could Elsa want from it. "Change it, to what my Queen?"
Elsa looked out the window to her bustling capital "The law at the moment is good, but what I want to add is to legalize mating within the family. Officially allowing families to sleep together without first marrying. Sleeping with ones family is to henceforth be utterly allowed, and in fact supported. At the age of 10, fathers and mothers are permitted to introduce sex in small increments, such as with their hands or orally, and at 15 they are allowed to begin sexual relations with their children. Should the daughter become pregnant, the family is exempt from any charges of assault, as it shows true familial unity."
Mortilla sat in silence, trying to absorb everything her Queen said. Luckily the noble families openly came out in support for inbreeding, so a possible effort from the Crown and lesser houses could assist in solidifying the law in their subjects. "I see...my Queen. It is possible I suppose, it isn't necessarily uprooting society once again due to it being in conjunction with a law that was already passed, but after this you will have to spend at least several years to mend any unrest that develops from this, and any wars, even defensively, are off the table completely. Wars are known to be the back breaker to what societies endure.
Elsa also listened to the wise words of her advisor. Indeed Mortilla was right, even in defense of her lands the raids on her borders needed to be treated with the most extreme of caution. She nodded "Your words speak true Mortilla, I hope you will do your utmost to make this alteration work. Speak with Horth and get it done. You will see Mortilla, our nation will only grow stronger."
Mortilla bowed deeply and left the room with a heavy heart. Many things would need to be done, but she knew it was possible. She was truly loyal to her Queen, and she will do whatever required to make her lieges vision a reality. She departed to make the preparations for the Ice Queens will. Elsa smiled deeply once Mortilla had left. Her desire to change her nations society to embrace incest was coming to fruition. She knew in her heart Arendelle will prosper with this. And she was prepared to defend it to the utmost.
