Ch.60 - Cold Moves
-29th of July, 1987, The Web database chamber
"James," Peggy evenly called out, causing the grizzled super bionic commando to turn with a questioning eyebrow, "you are a complete ass for not telling me about all this."
"Hey, you know exactly why I didn't. Plus, it's not like our boss doesn't have total surveillance of the Island and then some." He shrugged, not caring at all about her mild glare, only knowingly grinning at her on return.
This, in this particular situation, was referring to a few things, primarily the fact that a completely private and undetectable array of satellites was covering the entire globe, feeding these systems data which was combined with every kind of camera, phone and even things like walkie-talkies to obtain information about most of the world at all times. These satellites could easily hijack any form of communication, even voices by analyzing vibrations in the air to extrapolate words, making them tools which any power on Earth would sell their souls to possess even when that wasn't all they could do. Because from a secret communication system to teleportation and orbital bombardement to planetary shielding and masking, these satellites were built for everything from espionage to defense from extraterrestrial attacks.
Apparently they also helped deal with mystic threats, which was a whole different kind of migraine as she realized that vampires and werewolves really weren't the only things out of 'fantasy' in this world. And 'fantasy' is used very generously as most of it seemed like it came out of a nightmare.
She was just glad that her new boss was way ahead of her on preparing for things like this, even being introduced to the young woman who would actually be leading the charge against those kinds of troubles and a another who is supposedly older than the Sinking of Atlantis, which was another series of headaches as her time had been used to just catch up on the thousands of near paradigm shifting revelations humans simply weren't aware of.
"*Hmph* Yes, I do realize why this couldn't easily be revealed, but do you truly believe everything in here?" Peggy couldn't help asking, even doubting all the information in the Prince's database.
Gods, demons, mystics capable of feats beyond belief, the 'true history' of Earth, Celestials, mutants, Inhumans, Eternals and Deviants.
All of it was insane and really frayed on her beliefs and understanding of the world as she fully learnt why they said 'Ignorance is Bliss'.
"If you had asked me way back when... then no. I would have laughed and looked at you like you were crazy if you told me Giant Space Gods were the reason for life on Earth and that they jump started our evolution while our own gods are real, some being aliens or demons, aliens have also visited plenty of times and wizards have apparently been running around without anyone knowing for hundreds of years." Bucky deadpanned with a far away look at how delicate life really was on this planet, but at least he was doing his part to help keep all the power hungry idiots from fucking with things they didn't understand and effectively crippling them all through their desires and actions. "But that doesn't really matter for people like us.
Not really.
We just need to focus on the ground instead of the stars while we get our shit together down here."
"That is... *Sigh* a fair point." Peggy admitted as she ran her hand through her brown locks, inwardly still feeling thrilled over her regained youth. "It's just... hard to be with so little control I guess.
My whole life I've been fighting for some kind of control over my own life, within or for organizations, trying to do some good for what I believed in, but now... it had become somewhat harder to understand what to believe in."
"My suggestion," One Natasha Romanova stepped into the heavy conversation as the beyond seductive redhead in a skin tight black ops suit glided over, "is to find a goal to focus on. Something to center yourself and work towards.
The world is too crazy to not have something like that."
Having just returned from dealing the final blows needed to fully collapse the USSR, Natasha was actually looking forward to enjoying some well deserved relaxation and to enjoy part of her 'center'. She fought for her sisters and out of gratitude to the man who took them out of Hell and allowed them to actually live like humans instead of weapons. The rest was mostly to ensure the world both those things was on simply kept going in the direction she came to believe would be for the best.
It was all anyone could do really. It's just that many 'center' themselves around things which would lead to large amounts of suffering in others, thus why many people doing what is 'right' always leads to conflict between them. Natasha understood this, hence why most things in her line of work were not personal since it was just a clash of desires and over what was 'right'. There were no truly correct answers, just pros and cons on both sides, but she actually believed that her side had pros which far surpassed all other options on the board, allowing her to truly put her all into her missions.
"That would be a great start." The rejuvenated woman admitted as her thoughts drifted towards memories of the strongest example of a moral compass she knew.
Steve Rogers.
A good man almost playing at being soldier to act upon what he believed in. He never truly fought for 'his country', his history of disobeying orders to do what he considered right spoke for itself, because he fought for his beliefs over not allowing others to be oppressed. For freedom to live lives without having to fear others would take it all away.
She knew she couldn't do that herself, not too much anyway, as she just wasn't built like that and being far from as important as he was, but Peggy did still think it was a good place to start.
"Just make sure to not lose yourself and turn into one of those 'big picture' people." James advised with some distaste. "Our boss might see the biggest picture, but he still knows and cares a lot about the small ones which make it.
And by the way, when did you get back Nat?"
"About an hour ago." She answered one of her few male friends. "I've finally finished the necessary missions, so now I just need to wait for the collapse.
I'll probably even take on a few missions for Frosty while I'm waiting for SHIELD. She wants to take advantage of the massive vacuum that's about to form."
The casual manner in which Natasha talked about taking advantage of a collapsing superpower she effectively caused, even if it was orchestrated by a power the world simply didn't know existed, was still somewhat jarring for Peggy. She was used to hearing about destabilizing this country or supporting these 'revolutionary group', it was a big part of what Intelligence Agencies did to try and further their country's agendas, but this was taking about one of the two Nuclear giants capable of causing the end of the world.
Or so they believed as she now knew that her new boss would never allow that to happen even if they somehow managed to laugh their nukes.
And after gaining a better understanding of just what was happening in the shadows no one has noticed yet, how Hydra was being subtly dealt with while they tried to use SHIELD to go 'stabilize' regions with their lost holdings and the Hand's level of global presence was being used against both, the growing conflict in the Chinese underworld, and the exterminations happening around vampire strongholds, she did come around to actually finding herself more enthused about working here. There had been subtle, but noticeable, improvements observable within countries the Prince's Agents operated in, something that actually caused Peggy to start understanding just how pointless a lot of her efforts had been in the past because they always ended up just causing a return to the status quo instead of really improving anything.
Sure she now knew that Hydra had been the ones blinding her and SHIELD, making deals with the darker elements to make SHIELD think they weren't there or threats since they never obtained any sort of hard information on them and most agents sent to 'look into them' were likely from Hydra and just used the opportunity to make deals or fulfill some other goals, but it still irked her a lot. That's why she had been spending so much time going through the archives she had access to, learning about her past failings as well as gaining a much better understanding of the world as it really was at the moment.
How the USSR had been subtly manipulated by shapeshifting magical aliens, that alone was just baffling to read about and horrifying to contemplate, Dracula still being The power in what was considered Walachia and the lands he had taken in life, Wakanda not being an impoverished African nation and instead being the richest and most technologically advanced thanks to a metal she thought only existed in Steve's shield, and just so much more.
Was it any wonder she needed regular therapy?
The fact that it was mandatory for her mind to really cope with her rejuvenated body aside, ranting to the empathic Jean, her therapist since the girl was actually the best around and who was also responsible for some other headaches when she read about the thing called the Phoenix Force, really did help. The teen was an understanding and compassionate soul which helped her calmly come to terms with the many issues in her life, including her unconscious idolization of Captain America, but that was another matter.
"Frosty?" The newest member of the three questioned with a raised eyebrow.
"Right, you probably haven't met her yet because she's so busy lately, but Emma Frost, Founder of the Winter Group which just 'acquired' Frost International, is our boss' oldest student." James casually revealed, earning another groan from the woman as she tried to pull up information regarding the very long list of things associated or linked to the Prince, finding a beautiful young blonde with a prideful smirk alongside data on the rapidly growing conglomerate.
While it obviously didn't go into her personal abilities, Peggy knew very well how dangerous Kaihito's students were, just her assets alone were enough for her to show much greater abilities as a businesswoman than Howard Stark ever did. She was taking over burgeoning fields and making herself The name in them, just like Stark had done for weapons manufacturing, but she was subtler and had quiet support of a power at unheard of levels on top of it.
After spending months on Ōshima, Peggy understood just how downright impressive and near insidious the school was because she now had access to a wider amount of information as Kai prepared her for her role. It was ingenious because they simply supported humanity's geniuses to the best of their abilities, getting them used to certain levels of support, thus shaping their standards to something only they could really provide, slowly making them believe that options related to Ōshima were the best for their futures, gaining a constant flow money, influence on all levels, high quality manpower and even individuals with superpowers. Just by taking advantage of basic human psychology, no intense brainwashing needed, and it worked more than 95% of the time.
It was mildly similar to the concept of SHIELD's Academy, but taken much further and without trying to turn everyone into completely loyal spies because they didn't need that. They just needed to do what they loved and were good at, then just pass on some of their success back to their 'juniors' and benefactors, forming a cycle of prestige, wealth and power which was slowly taking over every aspect of the world.
In Japan alone, Peggy knew for a fact that the Prince had control of literally everything from the military to manga. And that it was the strongest nation on the planet, with only Wakanda as an increasingly distant second, without anyone knowing it. Something Peggy could only applaud Kaihito for, not only because of the power he gathered, but how he could use the good he did and the more visible aspects of his efforts to mask said power so completely.
Japan was turning into the country for those dreaming of the future.
From medicine to biotech and energy, it was the place country leading the world as its economy was slowly becoming something resembling the United Kingdom's from how it was gradually forming a power bloc with the surrounding island nations and struggling Asian countries. In a few more years, Peggy could easily see how the pieces of Kaihito's plays would fall in place, turning Japan into a leading global power capable of more than matching the US, the growing China, Europe and whatever the USSR would become, with just what others were allowed to see.
And Emma Frost had the full support of all that on top of her unshakable drive to succeed in her own efforts and be the best. She would accept the aid of her mentor and not rest until any investment gained at least a twofold return.
Honestly? It somewhat reminded Peggy of herself the more she read about Emma, just focused on business instead of military or intelligence matters. A confident and driven young woman making her own way through a mans world.
She could empathize and appreciate that, even if she did orchestrate the death of her sister who was in turn helping their father commit suicide while taking over the company.
That last bit was new.
But hearing that this teen wanted to take advantage of her insider knowledge certainly did raise a few flags.
"And I'm guessing that she wishes to essentially control the economic side of things as the entire country falls into chaos from the Communist system collapsing." Peggy surmised after a few moments.
It wasn't exactly hard to guess that when one had access to all the necessary information.
"Got it in one." Natasha smirked. "The countries are already in a bad state. The collapse is just going to make things worst, so we need to get in quick to clean up criminal elements and give people a way to make a living so they don't fall into crime or bad habits to survive.
Other countries are either going to be too slow or distrustful to actually do anything worthwhile, so the Winter Group is going to go in and give them an easy path forward while Kai gives humanitarian to the normal people at the lowest levels to ease everything."
"You're not the only one getting involved." Bucky added. "There are a lot of Hydra and Hand assists in Eastern Europe that need cleaning up. Plus the Wild Pack is going to join up in making sure no military officers decide to go rogue. Pretty sure the boss is going to have the Gatekeepers move on the Bratva and other underworld forces while Nightwatch engages the monster side of things.
The Eastern Bloc is going to be a mess as they try to catch up to a few decades of assisted recovery."
"And it's best to move in before less savory groups take advantage of the collapse." Peggy nodded in understanding. "Using the chaos to eliminate some of them as well, especially those entrenched in the current system.
Ruthless, but I can't say it isn't efficient.
I'm also guessing young Miss Frost's actions are also to dethrone several corrupt industry leaders, but that could put a crosshair on her from those she annoys and even then the Hellfire Club might also jump in if they fully understand what she is doing."
"True, but Frosty is a tough girl and I really doubt those rich ублюдки (ublyudki) can penetrate the Eastern Bloc like she can." The Black Widow fiercely grinned as she knew they would fail if they tried simply because of Russian mentality. "The only reason she is going to be so successful is simple really: she's just that powerful a telepath.
The fact that they're also actually going to be benefiting immensely is just a bonus since she could probably gain control of the country with relative ease if she really felt like it.
Kai taught her well enough to do it and has actual examples to draw from. It's just a matter of being subtle about these sorts of things."
"And she's making her own squad from a roster of known mutants to work as her own guards and pick up whatever slack Xavier and his team leave behind." Bucky added helpfully as the three of them casually discussed these events like they weren't big deals.
And that's because, after gaining the perspective they had regarding their reality, it really wasn't as long as they were doing what they felt was the best in the long run. And they all knew they were going to be involved in those long term solutions, especially after causing the short term damages the fall of the USSR was going to cause, so morally they were all doing pretty good.
Even Peggy wasn't worrying too much because their boss already had everything lined up and prepared. She, for once, wasn't left scrambling to manage a situation which looked incredibly volatile and it felt rather nice to be surrounded by so many competent and dedicated individuals.
It was actually really hard to be allowed to be incompetent when around Kai actually, something which actually pushed her to make a request after long discussions with both James and Sharon.
Peggy Carter desired to become a super soldier as well.
It was an ingrained concept which was too deeply rooted in her psyche as the best humans could be, and a difficult one to resist while simultaneously feeling a bit like the almost legendary status had been cheapened by the fact that Kaihito could churn them out with ease.
Kai, obviously, didn't mind as he desired her exactly because he knew he could make up any sort of 'deficiency' in her body while her mind and spirit were the real treasures. He knew of her potential and wanted to make her the best she could be, so he actually began negotiating extensively with her regarding the 'bonuses' she would be receiving on top of becoming a super soldier.
That level just wasn't enough for someone he wished to have as one of his combat team leaders.
Thus, by the end of it, Kaihito managed to convince her to at least add supplementary abilities to help in her battle and for her duties.
The result being a lesser version of Sage's mind.
An interesting mixture of Scrambler (Kim Ill Sung) and Leech's mutations budded 'Equalizer' for its ability nullify most things, including tech and powers, in a certain radius. The idea being to allow Peggy to not be easily taken down by anyone with real super powers and to be at least able to weaken naturally stronger foes like Asgardians since Scrambler's abilities also work on things like nervous systems.
Another combination between a Cuban mutant named Bandera and Bennet's powers which created 'Protector's Aura', an ability which strengthens the user while gifting them an energy field which can be used offensively or defensively, gaining stronger effects the more people inspired/rallied by the user. An ability specifically engineered to bolster a someone who leads from the front and who would inspire others to fight.
A synergetic mix of Equalizer and Fabian Cortez's ability to augment the powers of those around the user. Something to give an edge to nearby troops and teams, easing the usage of the second ability.
And finally, Callisto's Intuitive Tactical prowess.
Technically speaking, only three of those were going to 'true' powers while the first and last are actually going to be replications based on Kaihito's studies, actually implemented into the Super Soldier process, but it was still somewhat overboard to Peggy when she thinks about it. Luckily, she now had a much better understanding of why the Prince heavily insisted on giving her these abilities after going through just what she had access to in the databases.
Just being a Super Soldier would not be enough against many threats and not having other edges would foolhardy. She wouldn't just be facing men with weapons but possibly people with the powers of gods and even gods themselves, so she decided to be beyond a Super 'Soldier'.
Margaret Carter would be leader.
Someone which could turn the tides against greater foes.
A symbol of hope for those suffering under oppressors and corrupted by their powers.
That's why she found the codename Kaihito had suggested rather fitting.
Instead of a soldier, she was to be more in line to the principals of Knighthood.
Hence, she would dubbed 'Dame' after her procedure later today.
And to say she wasn't nervous regarding the great change she was to experience would be a lie. She had seen Steve's transformation first hand, or at least the before and after, so while she did believe that she would stay 'Peggy Carter', she did have some worries that she would change into someone else as well.
But, she would not be held back by her doubts.
The man she had loved so long ago did not hesitate, so neither would she.
Plus, if Bucky could do it she sure as hell wasn't backing down.
-New York City, USA, SHIELD Headquarters, half a week later
"We have to move in or it might turn into a worst case scenario." Nicholas Fury stated with absolute certainty. "We need to ensure a smooth transition to the growing Democratic movement while making sure no one gets trigger happy with their nukes."
"On that we agree Director." The British Representative replied. "No one wishes for the Soviets to 'go out with a bang' as it were.
But we cannot simply act overtly or they might use us as scapegoats to grasp power anew."
"Our preparations for the inevitable fallout are set however, so at least we won't have to worry too much on that front." A French accented man added, which was pointless since Nicholas already knew about operations HE enacted.
"But that still means we need to make sure no one launches any nukes or, god forbid, steals some during the chaos." Nick insisted heavily.
Angry Soviets with a nuclear warhead or anyone on the black market having access to one would be a nightmare. He already had a few migraines over the US losing some and he had exact numbers and at least estimate locations on those, no one knows how many the Soviets lost over the years.
"I agree with Nick on this one." Director Pierce supported. "We need to move in as quickly as possible and I think the Democratic Party is our in.
We can even make it seem like we are helping counter the KGB and safeguarding their nuclear facilities so no one damages the country itself during the transitional period.
And who knows? We might finally bring them into the fold as well."
"That would certainly be helpful." Another male Council Member spoke up. "We've been getting some troubling reports from China and Russia might be able to help as they've at least had some relations with their current government."
"Let's not forget the instabilities in the Middle East and North Korea's constant attempts at gaining nuclear warheads." the lone councilwoman pointed. "At least we don't have to worry too much about Africa lately.
Ever since those two princes have begun their efforts, many countries on the continent have seen a great decrease in troubles as their governments have actually been managing to regain their footing and start working on long term development plans, cutting off any opportunities for some warlords to recruit the desperate.
Her Majesty has even requested the the Kingdom's to support their efforts."
"That's all well and good, but I would like to return our attention to the current collapse of the USSR." The Frenchman grunted with disinterest. "Director Fury, have you been able to identify the suspect you encountered on your 'visit'?
The one you have deemed to be one of the leading causes for this situation?"
"Not totally, but after some digging, we believe the suspect to be a survivor of the Red Room." Nick somberly answered. "All patterns and data indicates that those killed were linked to the program or unknowingly supported it, with the others being key figures holding the Soviets together.
Once we pieced it all into one incident, it becomes clearer that this is the revenge of an immensely skilled assassin or assassins. Possibly supported by an unknown party, but this is our most likely scenario."
"We cannot allow her, or them, to keep operating like this." Pierce firmly stated. "They are far too dangerous."
"If they managed to destabilize a Nuclear Superpower on their own, then they truly are too large a threat to keep unchecked." The Councilwoman agreed with steel in her voice. "Recruit or eliminate them."
"I believe at least the one I encountered could be recruited. She knew who I was, and about SHIELD, but didn't try to kill even while having the opportunity to do it with almost no repercussions. As such, I'll be sending out an offer to protect her from the backlash of her actions in exchange for joining SHIELD as an agent." Nick revealed with great determination.
He needed some solid agents on his teams as the old guard kept on retiring. Someone on the run, with those types of skills and almost certainly not part of any country, well that was a good opportunity.
He had already checked with every intelligence agency he could if she was one of there's, with negative results as well, so he believed she was open season, especially with how she minimized casualties to the absolute minimum, as well as collateral.
Hell, there was even a possibility of her actually being a successful Super Soldier, or something very close to it with her physical abilities.
"I don't agree. This person, or people, is a wildcard that cannot be underestimated." Pierce vehemently disagreed. "If they knew about SHIELD and your position, this might be a play to get on the inside."
"I know that. But this is a golden opportunity and this way we can keep a very close eye on her/them." Nick countered firmly. "If needed, then we can take care of them while at least getting some use out of them."
"I will support the Director in this. The one responsible has shown no ties to anyone and masterful skills. After this vendetta is over, they will need somewhere to 'roost'." The French Councilman chimed in. "We could even give others her scent to make us seem more appealing."
"Agreed. We leave this in your hand while preparing agents to move in after we receive inside support from the Democratic Party." The British confirmed, forcing Pierce to hold his tongue as the only dissenter for this course.
He was not happy with this.
Especially since he didn't have access to the Winter Soldier anymore or any agents skilled enough to deal with someone that capable. The possible Red Room survivor might even be a vampire now, making matters even more difficult.
This left him in the annoyed position of needing to hire outside of Hydra.
And that meant he had to deal with the Hand.
They should be quite tempted to obtain such a skilled killer for them to turn into one of their own.
He would just need to organize some forces to make sure none could take the body away.
-Ōshima Academic Island, Royal/Headmaster's Residence, Kai's Bedroom
"You know sen-sai~... I've been rather patient with you." One Emma Frost spoke in a sultry tone as she approached me with a look of hunger and desire, her intentions clear as day from everything down to her body language and outfit. "Even though the age of consent of 13 in this country and you yourself has only recently left the teens behind while i am now 18, the head of my own conglomerate and graduating, you still have not taken me up on my offers.
Well, no more.
I want the man I love, the only one worthy of me, to take me and make a woman out of me."
Seeing her standing there, wearing something incredibly close to her 'classic costume', the full white thigh high heeled boots, lace panties, corset which covered her sizable breast and see-through negligee, no straight man could deny that Emma Frost was someone incredibly qualified to be deemed perfect in terms of looks and attractiveness.
And I wasn't coward or fool.
I knew a few of my disciples had very strong feelings towards me, Emma, Jean and Wanda being the foremost culprits, but I never acted on them simply out of morals.
Until they were at least 18, and starting to come out from under my wings, I would not do so.
And now that Emma has passed these thresholds while also resolving the knots in her heart, I was ready to accept her as mine if she so desired.
Thus, standing from my bed, my form only covered by a 'form' fitting underwear which did not do much to conceal my 'blade', I approached the slightly blushing young woman who was almost eating me up with her eyes, unconsciously licking her lips in appreciation.
"Are you certain?" I asked huskily as I looked deep into her Crystal clear eyes.
"I will not be repeating myself." She proudly answered as she stood her grounds.
"Then get ready, because I don't get tired, my little queen." I warned her as I closed the remaining distance, picking her up by her perfect ass, causing her to wrap her long legs around my waist while we hungrily took each other's lips.
Separating for a moment while catching her breath, Emma was fully loosing herself into the moment as she had tried to dominate the kiss but failed.
"Then shut up and prove it!" She challenged me before going for round two.
She always hated losing.
That night, Emma became a woman after a heated battle for domination which she handedly lost after my experiences with women like Yuriko and Natasha, but it was still a passionate and intimate night as we bonded deeply on many levels, our minds and astral selves intertwining themselves together in ecstasy few other experiences could match.
Although, the smugness she exuded before the other girls the next morning, even telepathically taunting them regarding her 'victory', did cause an interesting cat fight which Meggan cheered enthusiastically with Krakoa, Torunn blushed heavily at after realizing why it was happening, Kevin was trying to not catch any of the attention of the powerful women, Anne-Marie grumpily passed over some money to a smug Neena, while Michiko-kaasan was both happy about my love life and slightly conflicted over it.
Saya had a sleepover at Ruth's, so she wasn't present for breakfast while Silver and Jessica were out in the field.
It all made for a rather amusing morning even if I knew the other two would redouble their efforts to not 'lose' as it were.
Author Notes:
No lemons for the horny people, just Emma taking what she wants.
Most of the chapter was to get a bit of exposition regarding what Peggy has been doing and her development, as well as some of the overarching plays Kai has in motion.
And yes, the woman is going through therapy since she has been de-aged, which is quite a déstabiliser as her brain chemistry is now a lot different than what it was and she regained many memories as well. Her finding out about much of the Marvel nonsense, which isn't classified because it really is a basic information and a lot of it is required to know for Kai's Agents since he doesn't want them blindsided by anything.
Forewarned is forearmed and all that.
It also serves to subtly convince others to ties themselves more to his ship since he's 'the only who knows and is doing anything about it'. The fact that his teams are organized impeccably, funded and supported almost unlimitedly thanks to space mining and magitech solutions, with the highest quality members is also a great bonus for anyone who's been in other organizations.
After seeing that, the fact that individual lives are valued is just an incredible bonus.
All in exchange for secrecy and loyalty while they fix and protect the world humans seem so damn intent on destroying.
Next up, Peggy getting powers.
Imma make her capable of pimp slapping the 'best version' of Captain Carter.
Basically, I'm making her the ultimate battlefield commander.
Capable of reducing the strength of ennemies while boosting her allies, while being strengthened herself the better she leads and the more people she leads, and with a better mind for everything and an intuitive grasp of tactics and combat on top of an amped up super soldier.
So yeah, she gonna be a boss bitch.
I will admit that this is because of a bias towards the woman. I like her character and she's so much better than Steve.
And since Kai cracked the Shield composition, well she gets one too.
As for the SHIELD Council reactions, I think I did those pretty well.
I really don't think sending in a bunch of agents in a crumbling power like the USSR without any form of local support would be stupid and that just managing to ready themselves in occupied territory is already very good.
Natasha not having any known association beyond an obvious dislike for people involved in the Red Room and leading the Reds being a point in her favor. The fact that she isn't 'for hire' or has no real horrible acts to her name makes things easier too, it's just her ability to destabilize a country with them only knowing because the Director of SHIELD himself managed to somewhat face is intimidating.
That's also why I'd think Pierce would try to have her off'd. She's a threat they can't control and would possibly discover and kill them since Hydra was linked to the Red Room and operated in a somewhat similar manor.
