New York is going through difficult times. It wasn't just because of the virus or the escaped criminals. Sable International has taken matters into their own hands and the police can't do anything to stop them. They're abusing the power and authority they have and gathering anyone they could for questioning.
"Let's go! You're all coming in for questioning." A sable agent claimed as they were moving a small group of people, but they were all scared and didn't understand what was going on. They were all innocent who did nothing wrong, but Sable International didn't care. They were escorting people to one of their base camps but that was right when Spider-Man came swinging in and kicked one of the agents down.
"Leave these people alone! They haven't done anything!" Paul demanded.
"It's Spider-Man! We have orders to kill him!" A fellow agent said as two of them began to open fire at him with the people ducking. Paul jumped away and avoided each shot. Then, he shot a couple lines and latched them on to the two agents. He pulled them towards himself and grabbed a hold of both with him smashing the two together and throwing them to the ground. One tried getting back up, but Paul grabbed him and lifted him off the ground
"I want you to give Sabastian a message." Paul said. "Tell him if he wants a fight, he has one; but I want him to quit coming after innocent people!" He give that agent a good throw with him leaving that warning. Once he was done with them, Paul turned to the people. "Is everyone here okay?"
"Yes. Thank you so much, Spider-Man. These people are crazy, treating us like criminals when there are real criminals roaming free."
"I'm sorry about that, even though you are completely right about them." Paul said. "You know how you shouldn't run from the police, do the opposite with these agents here. Go, all of you get somewhere safe." They were all grateful for what Spider-Man just did as they all cleared out. That was right when Blite and Venom showed up.
"Let me guess. Sable International again?" Lindsay complained.
"These people are out of control." Paul said. "I understand Sabastian hates me, but treating innocent people like this is going too far. This guy really doesn't care about anyone as long as his job is done. Why are they gathering people like this in the first place?"
"They think some of them might be the escaped convicts in disguise, or might know something about Hydra." Thomas said. "Anyone who even looks suspicious is being pulled in for interrogation."
"Well, no more of that!" Paul said. "We've got to do something!"
"Well, we might have a way." Lindsay said as she was feeling rather good about herself. "We found one of their base camps and we might have an opportunity to free the people we've captured."
"You mean me. We still have much of the city to cover." Paul said. "It's best I go alone."
"Are you nuts? If they see you, they'll kill you. Shouldn't you at least take Sabella with you?" Thomas said.
"Sabella's helping out back at the shelter. Plus, I can't ask her to go against her own brother." Paul said. "She might hesitate, but he might not. Don't worry about me." Paul didn't bother talking more about it. He just jumped in the air and swung off.

The Shelter
"Here, some soup. You need to keep your strength up." Sabella said as she was handing out soup to people who needed energy. She and everyone else were doing what they could at the shelter, but until they find Christoph with the cure, there's not much more they can do. Monica was helping out as well as she handed out some blankets until she saw Jean coming.
"Hey, Jean. How are things going with the virus study?" Monica said.
"Not good. We're running low on medicine, and I'm running out of ideas on how to counter it. If there is a cure out there, Christoph Silvio might be the only one who has it, and no one seems to know where he is." Jean said.
"Hopefully, he IS working on one." Monica said as hoping is really all they can do. "Maybe Sabella knows something." Monica turned to look at Sabella. When Sabella's eyes met hers, Sabella shot daggers at her with Monica actually feeling them. Sabella just turned away from her and moved away.
"Yikes. What was that about?" Jean questioned as she felt that look herself, but Monica knew. "I wonder if there's problems with her and Paul."
"You could say that..." Monica said, but Jean didn't understand. "Sabella was the last girl Paul dated, lasted for about six months and they lived together."
"Yeah. I know that." Jean said.
"But what you don't know is that he broke up with her...to get back with me." Monica admitted with Jean astonished.
"Oh my gosh! No wonder she looks like she hates you!" Jean said.
"How do you think I feel?! That woman could actually kill me!" Monica said with some fear. "She could, but I don't think she would. From what I heard, her brother is a lot worse. Does have me wondering what else that man might try just to get his way." Sable International has made it clear they are a force that can't be trusted, and there's no length to what they'll do.

Sable International Base Camp
Sabastian and his men have set themselves up with a base camp in New York. Some of their artillery and such are there, but that is also where they're holding people in cages. There was also one certain individual there who was working with them. Right now, he was in contact with Sabastian over a monitor.
"Spider-Man continues to interfere. He's assaulted my men and constantly gets in the way." Sabastian claimed.
"Don't worry, boss. When I see that pest, I'll crush him."
"I certainly hope so." Sabastian said.
"You can count on me. I signed up with you guys because I like your style: doing whatever it takes to make scum pay. Now that I know you hate Spider-Man like me, I'm all in with whatever you have planned."
"I hope so...for your sake." Sabastian threatened before he ended the call. Whoever this guy was seems to have a grudge against Spider-Man, but who could it be out of the many people who do hate Spider-Man? Meanwhile, sable agents were standing guard, relaxing, or whatever. Some of the people locked up were begging to be released. One agent got annoyed and kicked against the cages.
"Shut up! You'll all be released when we say you can or else!" The agent shouted and got all of them to be quiet. He walked away and complained about all of it. "Noisy and lousy... I can't believe..." He didn't finish complaining as someone grabbed a hold of him and took him down with stealth.
"You're the only ones going quiet." Paul claimed. He managed to sneak inside and got moving as he used stealth through the place. He took out as many of them as he could before they even noticed he was here. When Paul thought he took enough of them out, he landed down in front of the cage the people were trapped in. "Don't worry. I'm going to get all of you out of here."
"Compared to what will happen to you, they're much safer in there." Paul turned around and couldn't believe what he was seeing. He was dressed differently with him wearing an outfit that matched the agents, but he recognized the mask, the body structure, and the voice.
"No way..." Paul said as he couldn't believe who he was seeing. "Brutal? Is that you? It's been a long time." Brutal, also known as Hilbert Bruler. Brutal was once a bounty hunter, came after Paul and his friends a few times. He's the type that shoots first and bothers with questions later. "What are you doing here? Are you with Sable International?"
"That's right. I quit being a bounty hunter and got this pretty sweet gig." Brutal claimed.
"How did that happen? Why couldn't you just quit being a bounty hunter and get a normal job?" Paul questioned.
"Sable International heard about my reputation and they liked what they saw." Brutal claimed. "When I heard about what they do, it was hard for me to say no. Plus, it now gives me the chance to settle the score with you." When he said that, he took aim with a machine gun-like weapon and aimed right at Paul.
"Get down!" Paul shouted to the people. They all ducked down with Paul jumping out of the way as Brutal fired away at him. "Bastard! I see you haven't changed! There are innocent people locked up in there!"
"Necessary sacrifices for the greater good." Brutal claimed as he really didn't care and just kept firing at Paul with Paul moving as fast as he could. "Attention, all personal! Spider-Man has infiltrated the premises! Eliminate him!" He alerted the other agents and they all came out to join the fight. "You're finished this time, Spider-Man!"
"We'll see." Paul said as he wasn't worried. Two of them tried attacking him, but he jumped towards them and kicked both of them down.
"I got him!" One took an electric club and tried to strike him with it, but Paul grabbed him by the arm and flipped him to the ground. Paul kept moving as some of them tried to shoot him.
"This is how you shoot, boys!" Paul said as he shot a few webs at them. All of them hit and stuck against them with all of them stick to something. "You guys like being stiff, so this might work for you." He was doing well, but Brutal stepped in as he went at him and hit Spider-Man as hard as he could. Paul was sent flying and was smashed against some crates.
"Damn. That felt good." Brutal said. "You're dead this time, Spider-Man!" Brutal aimed right at him to kill, but Paul acted quickly and moved behind the crates. "Do you honestly think you're safe from me in there?" He fired away and destroyed the crates with him thinking he got Spider-Man, but he saw that Spider-Man wasn't there anymore. "Where'd he go?"
"Here!" Paul shouted as he was able to circle around and latched himself around Brutal's head. He pounded Brutal against the head a few times before Brutal grabbed a hold of him and tossed Paul to the ground.
"Surround him, men! Kill him!" Brutal ordered. Paul looked around and saw some other agents surrounding him.
"Oh no. What shall I do? Maybe this! Hang time!" Paul said as he jumped in the air and spun around, firing webs randomly and rapidly. The webs hit some of the agents and got them tied up. When he landed down, some still tried to attack him, but Paul fought them off easily. Brutal was the bigger problem.
"That does it. For ten years, I hunted you down and tried to finish you, Spider-Man. Not out of money, but because you've gotten the better of me again and again." Brutal complained. "You're really the only job I never finished." Brutal was done playing games. He reached inside and pulled out a bigger gun. He grabbed a hold of a larger weapon and aimed it right at Paul. "Eat it, Spider-Man!"
"Huh?" Paul questioned. The weapon powered up and fired a powerful laser that tore through the ground. Paul jumped out of the way, but Brutal did some damage with that one attack. "You've got to be kidding."
"Eyes forward!" Brutal called. Paul saw Brutal come at him as Brutal tackled him and smashed Paul against a wall. One that happened, he grabbed a hold of Paul and threw him to the ground. Brutal wasn't showing any mercy. He aimed the laser at him again and was getting ready to kill him. "At long last, I'll finish what I started years ago."
"Brutal, you can't do this." Paul said.
"Last minute pleads for your life?" Brutal said.
"I know what fuels you. I know what drives you." Paul said. "You lost your wife and child a long time ago." Hearing them mentioned caused Brutal to hesitate. "They were caught up in the crossfire with some criminals, right? It won't bring them back. You can't change the world like this. Do you really think this is even what they wanted?" He tried reaching to whatever humanity Brutal had. His wife and child that he lost would do that.
"Even you have love ones, don't you?" Brutal questioned.
"Yeah." Paul said.
"So they will know the pain I felt!" Brutal said as he was getting ready to fire.
"Feel this!" Brutal looked to the side to be met with a pair of feet from Venom swinging in and kicking him back, causing the laser to misfire. Brutal was knocked down with Venom webbing him down.
"What are you doing here?" Paul questioned.
"As if I would listen to you and let you handle this alone." Thomas mocked.
"You'll burn in Hell, Spider-Man!" Brutal shouted. "You think you're making the city a better place, but all you do is make things worse! You and your friends are a plague upon the good people that live here!"
"Where have I heard that before?" Paul said as he didn't care. Once Brutal was down, Paul went back to the cage and was able to free everyone with all of them running for their freedom. "See? I had everything handled."
"Yeah right." Thomas mocked. It seemed like they had everything under control. Knowing more agents would show up, the two of them got out of there while they could.

Paul and Thomas
"Brutal in Sable International? That is brutal." Thomas joked. The two of them took a moment to catch their breath as they sat on a building.
"Yeah. I think he and Sabastian have a lot in common." Paul said.
"You can bet Sabastian is not going to be happy about this." Thomas said.
"I know, but it doesn't matter." Paul said as he wasn't scared of Sabastian. "He was locking up innocent people for questioning and using torture to get answers. Still, they'll be back."
"Yeah, hunting for us. Unless we do something about that virus, they won't go away." Thomas said.
"Brutal was fighting to deal with the pain he's felt his whole life, a form of strife he's felt since he lost his wife and child." Paul said. "Sabastian on the other hand, I don't know what fuels him. Either way, they're the ones making things worse. I just hope we can hold out until they are gone." Sable International hired a former bounty hunter to help them in their cause. That shows how far they are going.
...
The Base Camp
Sabastian went to the base camp. When he got there, he saw his prisoners were gone, his men caught in webs, and much money was lost in this. He looked at Brutal and wasn't pleased with this at all, and he knows exactly who to blame for this.
"I've had enough of his interferences, he's costing us millions, and now he has the nerve to directly assault my men. On top of that, he's turned my own sister against me." Sabastian said as he ran out of patience with Spider-Man. "I want Spider-Man dead!" Sabastian is serious and what he does and he doesn't like that Spider-Man is making a mockery of this. Spider-Man might have saved some people, but all that was really accomplished was getting Sabastian angry. All out of patience, Sabastian is going to handle Spider-Man himself. He's out for blood now.
