STORY NOTES: I apologize more dialogue but I wanted more characters brought in and this is how it happened.

The two Gryffindors chose to attend the meeting together arriving near the same time as everyone else. Harry glanced them over having not been told any details about the other underage parents of reborn children. there were eight of them there. She recognized her classmate Theodore Nott who was a Slytherin and a Hufflepuff surprisingly Hannah Abbott. In the year under them was Luna Lovegood which made Harry curious before she remembered her disappearing after the final battle because her father was attacked. She hated that she had been so lost in everything else to have thought about that. She felt like a horrible friend and swore to do better. She had not thought it was that bad but wondered why she was surprised. Another soon to be sixth year that Harry didn't recognize by name, but she knew to be Slytherin was the last 'student parent' present.
Kingsley was here as well as Dumbledore and a couple individuals she didn't recognize by name but remembered seeing them around during the ritual to de-age the children.
"Thank you all for coming," Kingsley said. "As the minister, I asked you to be here to discuss the program. As well as a meeting with the headmaster of Hogwarts to sign up the children as the ministry as involved in making you parents so young and affecting your schooling. There is a fair amount to go through so why don't we get started. Please have a seat."
They all sat down at the rounded table with varrying levels of unease. "So the main thing we need to settle first is whether or not you will be going to Hogwarts with the children and how to smooth out the transition. Why don't we start with introductions so we can get a clear list of the children involved so that those who are unaware as of yet, can be caught up. Why don't we start with Miss Potter? List names and ages so we can confirm enrollment."'
She glared slightly at being called out first even if she understood why it was happening. "Sirius Black, four, Bellatrix Black 3, Rodolphus Lestrange 5, and Rabastan Lestrange 2."
"Mr. Longbottom."
"Frank Longbottom he's six, Alice McKenna she is four."
"Miss Lovegood?"
"Xenophilius Lovegood he is currently three."
"Miss Abbott?"
"Johnathan Abbott, he's 5." She appeared even more nervous than Harry felt. She was always a shy person but a fierce fighter in the final battle. She wasn't sure who Johnathan was to her though. As far as she had been aware the Hufflepuff had very little connection to Death Eaters, but she couldn't be entirely surprised if she was.
"Mr. Nott."
"Tiberius Nott, he is 4 and Tristian Nott he's 2." The Slytherin was tense and looked ready to either flee or fight. Those Harry recognized. "Tiberius Nott had been at the graveyard and was most definitely a death eater.
"Miss Avery?"
"Antonio Avery he is seven, Terrence Avery whose 5 and Mathew Avery he's about 2." Avery was another family name she recognized as having connections to death eaters. A part of her was glad that the Lestrange's she now cared for were not going to be the only de-aged at Hogwarts to have been death eaters. It felt wrong to think that but was something that she couldn't help but feel.
A woman was carefully taking notes off to the side with a type writer much like Percy had done during her trial at the wizenmagot creating another area of tension for her. Most of the others ignored it. "So first we will deal with the schooling issue as that is why Headmaster Dumbledore is present. Then we would like to discuss with you how the first month of the rebirth project is going for you all. Shell we get started?"
No one said anything but Dumbledore stood up to speak. A fair few of the students tensed. Likely for different reasons. Harry just looked at the headmaster coolly. Things had been tensing between them since the revelation of the prophecy and the fact he knew Sirius had not gotten a trial and never helped to free him. She had a lot of issues with how he handled the war, and he wasn't happy she was not listening to what he had to say making the distance even greater. Even before he spoke she knew that she'd not like what he had to say.
"While I am sure all of you believe that you are doing the right thing by taking in the former death eaters," Dumbledore started.
Neville was removing that right now cutting him off. "My parents were not death eaters," Neville said. "Not everyone who was de-aged were death eaters or criminals."
"Of course, I didn't mean to imply otherwise." He straight up said it. "And it is noble of you all to try to step up for these individuals, but your education is extremely important, and Hogwarts is not a place for them to be. Now, it would be best if you left the children with relatives, so you are not disruptive to the school environment." Harry wondered if he'd say the same if she wasn't involved. Was he upset over the entire idea as headmaster or because they did not get his approval.
Everyone present was not pleased with what he was saying but it was Neville who chose to speak up. "We obviously get your intent here headmaster, but it is not an option," Neville said. "We already accepted guardianship of the children. For different reasons but I'm sure if there were better options, we wouldn't be raising children before reaching our majority."
"My boy, you all need to focus on your educations. There are other options for guardianship. You for example. Your uncle Algie would do well to raise your parents. He is a good man who will be a fine guardian for them both and you will be able to focus on your education."
Neville went colder than most people ever saw him be. "I'm not leaving my parents with someone who believed it was okay to drop their great nephew out a window to force accidental magic," Neville said reminding Harry of the first day at Hogwarts hearing that same story. It was clear others were shocked. "And he is my only surviving relative on either side. He will not be allowed with Frank or Alice and definitely will not be left alone with them. It's not an option."
Theodore Nott was the next who spoke up. "I've got no aunts, uncles, cousins, grandparents, my mother's dead and My father's 4 my brothers 2," Theodore drawled. "If there was another option, I'd not be raising two kids at 17. Especially one being the man who nearly killed me for not putting a mark on my arm. So, I don't see why you think any of us have another choice."
That would explain why Theodore was very separate to Malfoy's group and kept out of things. If he refused the mark. Everyone who took custody could not have one, so he was honest about that. She also remembered him fighting against them during the attack on Hogwarts. "Good for you for refusing the mark," Harry said. "It couldn't have been easy." Not when your brainwashed from childhood and clearly under threat.
He was clearly conflicted for that. "Thank you," He offered. "I didn't choose for them to be de-aged but I accepted responsibility. Even if it isn't easy. So, I don't see what other choice we have."
"Miss Potter, I know you have an aunt and uncle who would be willing to step up and take them in so you could finish your education."
The idea of the children she had grown to care for going with her aunt and uncle was unforgivable. Especially as she knew the man knew that she was not treated well. How dare he think that it was okay to do this again?
"I thought the idea of this program was to give them different childhoods and teach them to be better adults. Not give them proof of why Muggles should be killed," Harry said shocking him. "My aunt and uncle despise magic which you very well know. They have actually been labelled magic haters during my parents' wedding." That had been a surprise and something Sirius had let slip. "After they attacked guests. They've gotten no better and I will not allow any child subjected to them again."
"Miss Potter, surely you're not saying the people who took you in out of the kindness of their hearts…"
She interrupted him with a glare. "Are magic hating muggles who took me in for the stip end you gave them and because they didn't have another choice and want nothing to do with anything magical again. That the ministry completely ignored child protection laws by leaving a magical child with muggles who were listed as potentially a threat to the statue," Harry said. She wasn't going to bite her tongue or fail to bring it up out of shame or unease. The Dursleys weren't touching those kids. Never again. She would even air out everything that happened to her to insure it didn't happen. "Let's not pretend headmaster. Its unbecoming." Everyone was shocked at her cool tone. "They didn't want to take in their niece and would have no interest in taking in the children I have custody of. We are trying to give the children a chance to grow into valued members of society. Not to give them reasons to dislike muggles and the bigotry they will face surely is unproductive to that. Not to mention they have no relation to them and therefore no reason to be left to them. You can try and pretend that I'm exaggerating but you cannot say that very thing to my face. I do not intend to allow them into a situation they are not safe in. So, let's not pretend that's an option at all because it is not. I'll make sure of it. I chose to take them in. Perhaps you don't agree to my choices, but I am emancipated. If anything, they are to be charged. It is no secret to half the school I was mistreated by them Dumbledore. Skeeter might be useless on a good day, but she has put that on the papers enough that most people at least assume. Most of Gryffindor knows. It's been speculated against in papers since I first year. if you ever try to put a magical child with those people again, I'll be talking to aurors."
"Shit," Neville said unable to believe she admitted to that much in public. She was normally so secretive of her childhood with good cause. People assumed. People hypothesized why she was so small or wore such ragged cloths. Why she started school each summer with bruises or a few extra scars, but she never admitted to anything. "You never talk about that."
"Well, no one has dared suggest they receive custody of another magic child before so there was no need," Harry countered. "Headmaster, let me be very clear, that is not and will never be an option. And I won't be pleased if you suggest it again. I'm not eleven anymore and your word is not law. Sirius insured that I was well aware of everything in my power and what my title provides, including being emancipated. He taught me about my rights."
The staring contest between them both kept people silent for a moment. "My parents died," Hannah said finally interrupting it. "I'm raising my older brother who got crucio'd into insanity by my uncle who was a death eater to make him give up my wear abouts so my uncle could slaughter the rest of my family to take our family title from us." They all froze at that. Damn that would explain how the sweet Hufflepuff ended up with a de-aged child. Harry couldn't help but wonder when that happened. So many people were dying or being attacked it was hard to keep track of them all. "My grandparents died in the last war, as did an aunt. No one else is raising my brother but me." There was the fire Harry remembered from DA meetings.
"My daddy was disowned from the Malfoy family for refusing the dark mark and my mommy is dead, so I am the only one to care for him after he was crucio'd repeatedly for writing the quibbler to make an example out of him," Luna said. Her voice was as soft and serene as ever despite the painful things she was speaking of. Xenophilius had been one of the few who dared right the truth as it happened, even if the quibbler was once viewed as a trash magazine. He had been fearless.
"I'm raising my father and both my brothers at sixteen, if there was another option then it would have happened," Miss Avery said. "But my father murdered my mother and there are very good reasons my brothers were being...well de-aged. Trust me, it was not what I wanted to spend my sixth year doing but I've already agreed, and I stand by my decision headmaster."
"School should come first, I am sure we can find willing families."
"No," Harry said. "It is not completely absurd for us to be parents in school. Sirius looked it up before he agreed to the procedure not wanting to ruin my future. In many cases, people have children in school. Pollux Black had Walburga Black at 13 by contract with a fifteen-year-old, both were permitted to live in the marriage courters. Cygnus Black got Druella Rosier pregnant in school, married, huge scandal out of contract but they had Bellatrix who lived at Hogwarts for the first two years of her life. Old contracts tended to have an heir clause within one or two years of marriage to ensure the families didn't kill their spouse without a child born, marriage contracts and such. Therefore, there's always been an allowance for students to attend in private quarters with children. Three years ago, a Sixth year Ravenclaw got pregnant and was permitted to finish her schooling staying in private courters with her child."
"Miss Potter..."
He always said her name the same way when she disagreed with him, but she wasn't being silent or letting him make decisions for the lot of them. She was done with letting anyone run her life. "And during the last war, in some cases older students would be given custody of younger siblings and permitted private courters to finish their schooling when death eaters killed their parents or when their parents were killed or arrested for being death eaters. This is no different. We might have adopted them or whatever terminology people are using but it was the only options we had and it should be treated as such. It might not be agreeable in many ways but it is allowed."
"According to Hogwarts bylaw 128 all witches and wizards are permitted to have an education at Hogwarts excluding two exceptions, expulsions, criminal histories involving high wizarding crimes. Since back a couple hundred years ago, marriages and children were expected before 15 years old because the lower life expectancies of wizards and witches before things like dragon pox vaccines and other medical improvements. OWLS were considered a normal witch and wizards level while newts were more likened to pre apprenticeships, the age of majority being 17 has only been the case for two hundred years after all. It's even written in the bylaws that its allowed." Neville had clearly come prepared as he stated that information. And he also came ready to fight.
Dumbledore was clearly getting slightly flustered. "This is my school…"
Harry had to interrupt. People kept saying that, but it wasn't his school and the idea angered her. It was everyone's school. Not left to a single man to control so thoroughly. That is why they had a board of governors. To prevent it from landing in hands of power-hungry individuals. They failed but maybe it was time the school stopped being a powerplay and went back to a place of learning. "Sir, Hogwarts belongs to the people not the headmaster," Harry said. "You allowed the Ravenclaw to finish as well as generations of Blacks. Those are just names I know I am sure there are many others. You cannot dismiss our being allowed to finish with our children. we are permitted a suite just as they were."
Dumbledore looked at her, he never looked pleased with her since she ended the war and chose to forgo his teachings and guidance. he blamed Sirius Black for drawing her away. Harry new it too. This was an attempt to get her under control. He quickly regained the grandfatherly persona, but she saw through it and knew she wasn't the only one who did. Kingsley had tensed at the mention of her guardians and never relaxed; it was very obvious he was pissed but tried to hide it. Everyone in the room was glancing between the two not sure what was going on. "I only want what is best for you all."
Neville interrupted feeling the need to remind the room that it wasn't just Harry being involved. "Thank you for that sir but we wish to finish our schooling," Neville said.
"Of course, my boy. If that is what everyone here wants, I am sure something can be arranged." It was very clear the argument wasn't going his way so now he needed to save face.
"So I assume there will be no problems for us to use the untouched marriage courters provided by the school," Theodore said finally. "I am sure everyone is aware of the payments needed to receive the rooms. 30 galleons a month is it not. I am sure it will be no problem."
"Of course," He agreed.
"Shall, we get onto other business," Harry decided. "Since that's settled."
