Spoilers: Every thing up to 'Letter from Pegasus'
Notes: I really wanted to know what Kavanagh said in his message to General O'Neill so I made this.
Kavanagh watched as Lt Ford left the conference room in obvious disgust. It didn't matter to Kavanagh, he was determined to make pay Weir for embarrassing him in front of his team. Kavanagh looked at the camera. Kavanagh was not General's biggest fan, however he disliked Weir more.
"I've been keeping a record of Dr Weir's questionable activities which I would like to detail for you now"
"Firstly her actions have repeatedly endangered the lives of everyone on this expedition and on several occasion these actions have led to the death of several members of this expedition,"
Kavanagh looked at his laptop to see what he would detail next. The next one was a personal one.
"The first such incident occurred only several weeks into our expedition here. It began when Major Sheppard's team were coming back from surveying a Wraith planet. On their return, their ship became lodged in the Stargate. Despite my recommendation to raise the Atlantis shield in case of an catastrophic overload in the main drive in which the full force of the explosion would have broken up the jumper, following the burning fragments through the Stargate like a bomb and destroying the facility Dr Weir deemed the risk acceptable."
Kavanagh looked again at his laptop. Unsure of how to put forward his next point.
"I have observed Dr Weir since that incident and I must report that I find that Dr Weir's judgement is impaired when dealing with Major Sheppard and his team. But especially when it comes to Major John Sheppard."
Kavanagh smirked, he was about to kill to birds with one stone.
"I believe that Dr Weir's feelings for Major Sheppard cloud her judgement. I must report that I believe that Dr Weir and Major Sheppard are in violation of the 'No Fraternisation Rule'. Although I know that, there is no rule between a civilian having a relationship with a military commander I do believe that since there are the two in charge of this expedition they should set a professional image to the rest of the city. My recommendation is for Dr Weir to be relieved of her command and for Major Sheppard to be relieved of his command over the military personal. To reinforce this recommended I will inform you have more events that have occurred because of Dr Weir's feelings for Major Sheppard"
Kavanagh glanced at his computer and began reeling off Weir's 'faults'
"Authorise using a prisoner to test an experimental drug, in clear violation of the Geneva Convention, authorise lowering the Stargate shield when the authenticity of incoming travellers was clearly in question, this list goes on and on."
"However Dr Weir is not the only one who's actions have become questionably. Several weeks ago an outbreak of a Nanovirus Major Sheppard disobeyed a direct order from Dr Weir to stay where he was. His actions caused the Virus to spread to throughout the city endangering more lives."
Kavanagh looked towards the camera.
"I am only informing you of this now sir because I feel that with the upcoming Wraith attack that will likely devastate the city will cloud their judgement further. Dr Weir is not a leader and Major Sheppard needs a firm guiding hand. I hope you'll take my recommendation into consideration. Thank you Sir."
Kavanagh stood up, shut off the camera and left the briefing room. Very proud of what he'd done. As he past Weir, he smirked to himself. He vowed to himself that one day he'd make her pay. Today was that day.
