Commander Julius Root's life had actually managed to calm down over the past two months. Captain Holly Short had been given a paid vacation to help her recover from the 'incident', as the LEP force was now referring to it. Nobody had any desire to use the words Artemis or Fowl, and certainly, nobody wanted to use them both in the same sentence.
While those who had dealt with him in the C Cube retrieval mission may have felt loss and guilt about finally administering the mind wipe on him and both of the Butlers, most still viewed Artemis as a possible threat. Some were still waiting for the other shoe to drop.
Foaly was still trying to unravel the technology of the C Cube. Root personally thought the exercise was good for him. He was satisfied that it was a method of squelching the centaur's cockiness.
Root leaned back in his desk chair, thick cigar smoke flooding his office. Things had been abnormally slow lately, or maybe things were just mundane in comparison to Fowl's antics. He also missed the commotion that Captain Short usually caused.
His intercom buzzed and he answered. Root's secretary Rose, was on the other end. "Commander, the Mayor and the H.M.O.M. Liaison have requested to meet with you this afternoon."
The calm that had settled over Root instantly evaporated. "Did you say H.M.O.M.?" He sputtered, stabbing out what was left of his cigar.
"Yes," she replied calmly.
"Tell them I'll be there. Cancel everything else that I have scheduled for today."
"Yes sir," Rose said and closed the channel. Rood buried his face in his hands. If the H.M.O.M. Liaison had something important enough that he had requested a meeting with the Commander of the LEP, then things were bad.
All but a select handful of fairies hadn't the faintest idea what H.M.O.M. stood for. Even Julius Root only knew the bare essentials. H.M.O.M. stood for Human Ministry of Magic. Unknown to the greater population, there were actually humans who possessed magical abilities. These witches and wizards liked to keep their presence unknown to un-magical humans (or Muggles as they liked to call them). They also shied away from the attention of residents of cities like Haven and Atlantis because they were aware of the distaste these people had for mud men. With technology taking control underground, they were finding less need for their powers. Over the past few centuries, fairies powers had been growing more and more restricted because of this. Many would be outraged to learn there were humans that would wield more power than even the most gifted fairy.
There were also a fair number of magical creatures above ground, some even sharing the same name as their underground counterparts. However, in most instances, they were distant ancestors at best. Elves themselves were a good example. The elves of the Lower Elements would rather die than serve mud men the way their counterparts in the wizarding community did.
The H.M.O.M. liaison was the go-between for the two communities. Root had rarely met with them, and if they had a report, it could only mean that something very bad had happened. As far as he could remember, the last time had been because there was some maniacal wizard who was trying to take over the wizarding world. That meeting had been years ago.
That's why apprehension filled Commander Root's stomach as he made his way into the Mayor's office. Clarence Aspen, the mayor of Haven, sat behind his massive desk, watching Root closely as he came into the room. Vicki Vine, the current H.M.O.M. Liaison, was seated in a large armchair with her back to him.
"Julius, please sit down," Aspen said, gesturing to the other vacant armchair. "You remember Vicki don't you?" he continued. Root nodded and Vine gave him a tight-lipped smile. "She's recently returned from a trip above ground with the British Minister of Magic. I believe his name's Cornelius Fudge." Vicki nodded in conformation, and Clarence went on. "Anyway, Fudge has informed us that You Know Who has apparently resurfaced."
"Who?" Root asked blankly.
"Ah, Lord Voldemort," Aspen said with a frown.
"Oh right, well why didn't you say so?"
"Well, that's what the wizards call him."
"Seems like they'd have a hard time knowing who everyone's referring to," Root said with a shrug as he pulled out a cigar.
"They manage," Vine said, speaking for the first time. "It's really all in the delivery."
"Well, what does this have to do with us?" Root said, settling into his chair. "Last time this guy was running around up there, he never ended up bothering us."
"One of the wizards, a man named Dumbledore, thinks it was because he didn't know about us."
"Then I guess I don't really see what the problem is," Root said, stating, what he thought, was the obvious.
"Dumbledore doesn't think that we're necessarily in the same position this time. Evidently the man's been wandering the world for the past fourteen or so years. It's possible that he may have learned of our existence. It's always been his aim to take over the wizarding world, and rid it of Muggles, but it's foolish to think he wouldn't want absolute control. If he knows we're here, eventually he's going to come after us also." Vine steepled her fingers and looked at Root as if she were challenging him to disagree.
"It's possible that would happen," Root said, "but he's got to take over the wizarding world first. I'm guessing they have some sort of a defense against him."
"According to Dumbledore, there's some sort of prophecy about his possible defeat. He was very vague about it." Vine looked a little annoyed that she didn't have all the details.
Root snorted. "We haven't put much stock in prophecies for at least a hundred years."
"I'm aware of that Commander," Vine said, glaring at him, "but we must remember that even though we both use magic, our world is very different from theirs."
"You don't need to remind me," Root said, grinding his teeth together. He wished he had one of his cigars.
"The reason I called you here," Aspen said, interrupting them both, "was because I need to know where we are security-wise."
Root turned away from Vine to look at Aspen. "We're at least ten times as secure as we were last time this wizard mud man was running around. The past couple years have certainly made sure of that." He avoided mentioning Artemis Fowl as that would be the quickest way to getting the Mayor worked up.
"But are we only secure in a technological manner?" Aspen asked. His voice sounded apprehensive.
Root shifted uncomfortably in his chair. He hated being interrogated like he was a green cadet who had made a slip-up in protocol. Everyone present knew the answer, but Root was still expected to voice it. "We've got the treaty of 1631 with H.M.O.M., they leave us alone, and we'll leave them alone."
"You Know Who won't care about that treaty," Vine interrupted. "If you had heard some of the things I've heard, you would be worried to."
"Maybe that's just what they want you to think. We've taken care of every mud men situation that's come across our path. We're prepared." It occurred to Root that he might just be trying to convince himself of that as well.
There was a knock at the Mayor's door, and it opened timidly. A short elf with graying hair stuck her head into the room and Root recognized her as Mayor Aspen's secretary. "I'm very sorry to interrupt you Mr. Mayor, but there's someone on the line by the name of Foaly. He said it was urgent that he spoke to Commander Root."
"Tell him I'll call him back," Root barked, his face going red. It figured that the cursed centaur would choose the most inopportune time to call for a chat.
"He said you would say that, and that I should tell you it has to do with watch subjects 163-A and 163-B." Root's face instantly drained of it's red color.
"163-A and B?" Root replied in disbelief.
She nodded. "He was pretty adamant. I was told do to whatever was elvenly possible to get you on the phone."
"Now wait a minute!" Clarence Aspen said, "Root, why is one of your staff members ordering around my secretary?"
"I'm sorry Mr. Mayor, but I'm going to have to take this," Root said, standing.
"What? Now wait just one minute, Julius, I--"
"Sir, it has to do with the security of Haven," Root interrupted. Aspen's face slackened into an 'O!' of surprise and Root walked out of the office before he said anything else. He found the receiver of the phone resting on the secretary's desk. "What's going on!" Root yelled into the phone. If it would have been a video phone, he was sure he would have seen the centaur wince.
"It's about Artemis Fowl," Foaly said in usual smug tone.
"I know that, the Mayor's secretary told me. What are Fowl and Butler up to?"
"One of the tracking drones recorded them entering a restricted area about five minutes ago. Naturally, I called you."
"They haven't figure out a way of coming down here have they?" Root sputtered. He had hoped that there problems with Artemis Fowl would be over.
"No, I don't know what sort of place they entered," Foaly continued, sounding slightly bored. Root hated it that Foaly never got to the point. He usually decided to take the long way around. He had once heard that it had something to do with the centaur's ancestors, but Root was never much of a scholar in ancestry.
"Don't give me that," Root growled. "I know very well that you've got eyes and ears on every inch of this planet, above or below ground."
"Why Julius, you flatter me," Foaly replied sweetly.
"Don't call me Julius!" Root yelled into the phone, covering the receiver with droplets of spittle.
"All right, all right. Calm down Commander. According to the database, it's a block in London. Something like 317 Marks Street. One minute I had them and the next, there was a flashing red screen that said 'Access Denied, H.M.O.M. Treaty of 1631'. I haven't been able to pick them up since." There was a slight pause on the other end, and then Foaly asked, "What's H.M.O.M.?" Root felt oddly satisfied that there was something in this world that Foaly didn't know. The feeling quickly evaporated when he realized what this meant.
"None of your business! Keep an eye on the area and contact Captain Short. Her vacation is officially over." Root hung up the phone a little harder than he'd meant to and took a deep breath, knowing his face was probably a fetching shade of magenta. He always hated having to deliver bad news.
Captain Holly Short was beginning to wonder if it were possible to get a job as a professional vacationer. The past two months had been incredibly relaxing. The only thing that could have made it better was if she would have been able to spend the time above ground. Not that she didn't look forward to returning to work, but she had been pleasantly surprised to discover how much she enjoyed kicking back and having no worries. Or almost no worries. She still couldn't help but feel that something had been fundamentally wrong with the Fowl mind wipe. She missed Butler and Juliet, and even Artemis himself. Once the boy had lost a little of his attitude and adopted a basic set of morals, he had been quite enjoyable.
Holly was currently staying at one of the Spas and Resorts just outside Haven. She was lounging in a chair on the patio, trying to imagine that it was the real sun overhead, and not an artificial bulb. A pixie was approaching and he had a slip of paper in his hand.
"Captain Short?" he asked once he had reached her.
"Yes?" Holly replied, wearily eyeing the paper.
"This is for you," he said, handing her the paper. "It's from a Mr. Foaly."
She tried not to groan as she took the sheet. "Thank you," she said absentmindedly as she started to scan what was written.
Holly, Fowl's back. Return to headquarters immediately and suit up. You'll leave for the surface as soon as Root gets the go-ahead.

Holly sighed heavily and folded the paper, placing it in her pocket. "Artemis, what have you done now?" she muttered under her breath.
Ok, I know. A little shorter than the last one, but schools been a little rough.

Also, sorry about the legilmency error (gah! it would seem that my mind decided to run away for a while). That to has been fixed. You guys sure do have sharp eyes.

Laurel Ducky: Well, this chapter is a reply to your request. It's almost summer (two more weeks! WOOOOHOOO!) and I'm hoping to get a lot of writing done this summer. However, I'm currently writing 4 fanfic stories, and one original. Kinda trying to juggle them all.
Sgarecool321: Well, if Artemis could do magic, he would have attracted some attention from the wizarding world, so he probably won't be able to do it. Besides, I'm trying to make this story different from other HP/AF crossovers. I'm glad you like the story :)
Lady Emmi: Wow, thanks for the comment :D This story started with me thinking of the two worlds colliding in that manner, and I just had to write it. I wouldn't say the double scene was that big of a no-no. It's something I've never written before, but it does crop up in original fiction every now and then. Besides, isn't it a requirement of 6th year summer fics to have the first chapter shed light on all of Harry's angst ;)

Milky Etoile: Well, I wouldn't say he's doing Occlumency at 100 percentquite yet, but at least now, he's trying (and seeing some progress). Right now, Artemis can get away with blending in as an underage wizard (as if he was one, he wouldn't be allowed to do magic). His clothing does kind of give him away, because that's what attracted Harry's attention, but you're right, he doesn't really do any other kind of clothing. I think this chapter also answered part of your question. Yeah, at the time I posted the first chapter, that was how long till AF4, or at least that was how long until Amazon would ship it. Apparently US stores got it before that because I bought a copy last Wednesday and now I've read it. However, this story will proceed as if I hadn't. Harry Potter 6 will be released July 16th and I'll be waiting in line at midnight to score my copy. That means I won't be productive for the next couple days or so after that, lol.
nunofyorbiz: At the time I wrote chapter one, no I hadn't. However, I read it about three days ago.
magereader895: I have to admit that I'm a little wary of crossovers (I read a HORRIBLE Harry Potter/Fullmetal Alchemist one the other day), but so far, this one seems to be working. Glad you like the story :)
