A/N Well I did enjoy writing this chapter. I'm sorry for those of you who like alot of action this is vetween sequences. I personaly enjoyed putting it together. Chapter 13: Darkness Falls Hope Dawns

Remus Lupin sat in a dark cell. He could not see the snow that he knew blanketed the ground because his cell was windowless. He mused that unfortunately it did not keep out the cold. With dread he glanced down at the heavy manacles around his wrists that these walls could not block out the full moon. He sighed as he felt its power begin to take control.

The guards outside shuddered at the sound of the Howells; as not only Remus, but at least a dozen other werewolves completed their horrendous transformations. They remained ridged with mounting horror at the terrifying sounds they heard. Then they settled in for what they knew would be a long chaotic terror-filled night.


Remus opened his eyes and almost at once wished he could return to the bliss of unconsciousness. It had been a long time since he'd transformed without the aid of the wolfsbane poison. He was not only weakened beyond belief but pain wracked his body from what had been a most gruesome night.

He closed his eyes and made one last attempt to go back to sleep. When that failed he sighed resignedly. Then he looked up and squinted as the seemingly blinding light of the corridor filled his cell. A guard stepped in followed by one of his former students and a good friend of Harry.

On her white uniform there were two badges. The first showed her status as a healer (a wand crossed with a bone against a navy background). The second was similar to the one worn by the guard (silver lettering was the acronym MCA which stood for Magical Cleansing Act.) Emily Charles glumly shook her head as she surveyed his condition.

"Were they given Wolfsbane?"

"No Ma'am, they weren't. As they wouldn't come into contact with people there was no apparent reason for wasting time, resources, and labor on an unnecessary act." In response she whorled to face him clearly affronted.

It was clear that she wasn't going to let this guard tell her what a waste of time was, "It was not just as precautionary measure. It also minimizes their injury to themselves during the transformation. This is because- Never mind you are just a guard who dosen't particularly cares for their well being in the first place."

He flinched at that and said nothing more as she healed Remus. When she removed the restraints he looked as if he might speak but she cut him off, "Dose he look like he's up to causing any danger or harm? He is terribly weakened and I feel these restraints are inhumane as it is."

She was about to leave when she looked down at him and said, "Amber is already at her new job and her department is working hard to make things better for you and the others incarcerated here. I believe she is trying to set up small periods of monitored leave ranging 24-36-48 hours. There will be other stipulations I'm sure but nothing's final yet. I thought you'd like to know." She smiled slightly and he returned the gesture weakly.


"Yes I'm aware of the fact that this is out of my department, Minister. My fears reflect those of the international magical community. I did express concern when you gave sole power of the new department to-"

"Could your judgment of Deloris be clouded because of previous confrontations with her at Hogwarts?"

"It is not a personal issue but an ethical one that is questioned by my counterparts in many neighboring countries. The thing is that her strict restrictions have lead to treatment that has been considered inhumane. If the individuals were given more freedom then perhaps there could be some compromise. This would in effect appease the opponents to the program."

'I will talk to Deloris about it. If you can come up with a solid argument and a legitimate solution before the final interdepartmental meeting of the year then your change may be effective before the new year. The meeting is tomorrow, oh, and Ms. Hursman do you think you can put in your reports on the situation that the Minister was full cooperative?"

"Yes of curse, as long as you continue to do so, I will." With that the newly instated Head of International Magical Cooperation Department swept out of the Minister's office to inform her people about the new developments and then head for Hogwarts to tell the Headmaster of the same.


Draco sat in Azkaban remembering his worst experiences. Memories of his child hood flashed past. Then came incidents at Hogwarts such as the "Ferret Incident" in fourth year. These were followed by memories of the war which included his mother's murder by her sister Belatrix and husband Luscious. He wished that it was his father who would rot away here in this awful place, however; it was he who had to endure this.

He'd grown used to the cold but the profound feeling of despair that surrounded the place weighing the very air with its heaviness was something he would never get used to. His only hope was that out there somewhere people like Harry, Dumbeldore, and Emily were fighting this. The thought was sucked away almost at once by the dementors but its memory remained and that was enough for Draco to hold on to.


A/N I had to rewrite this chapter so that's why it took wo long to poste. Well things are deffinatly afoot. We'll see what Umbridge thinks of what Amber's up to.
