Chapter 14: Proposal and the Promise
Percy Weasley stood and addressed the entire Ministry or Magic, "The next order of business is Amendment I Observed Short-Term Exodus," he then sat and gave his full attention to the International Magical Cooperation department.
"Though we were only given 24 hours in which to prepare we gave our best efforts to involve the views of the whole international magical community in our findings and proposal." This statement was met with interested looks from the general assembly. Then the speaker continued, "Our earliest findings were that the said community was dissatisfied with the limited concessions made by the Magical Cleansing Act Enforcement Department. We then sought a resolution for this problem to maintain friendly diplomatic relations with these countries-"
"Are we going to have to hear all the technicalities or are you going to tell us the grounds of the act and let us vote on it?" Umbridge asked looking around for support. The assistant who had been speaking turned to his head of department who'd stood a fire in her eyes.
She stepped forward motioning that he should sit down, and she responded to the question, "If you wish to hear the conditions and restrictions proposed by this privilege we'll be more then happy to show them to you. John you once again have the floor."
"Yes, well, I'll read from our projected revision document," he cleared his throat and began to read.
Amendment 1: Observed Short-Term Exodus
Conditions of Deployment
Time Allotted
The inmate will be allowed only periods of time not directly prior to or following the full moon to protect the safety of the populace and that of the individual his/her-self.
These times will range from pre-negotiated lengths ranging from 24, 36, or 48 hours.
If the inmates do not return by the established hour precisely then their eligibility to utilize the service will be declined until after the following lunar cycle.
Monitoring and Restrictions
All individuals participating in the exercise must have an Unaffected Guardian that is to say that there must be a person who will be held responsible if the inmate engages in dangerous or unsafe conduct. The same will apply to failed return to the detention facility.
All inmates will be required to wear a monitoring device when not within their cells. The same will apply when they are on leave to further protect the general populace.
While on leave they may not move outside the country unless they were cleared to do so and while doing so must be accompanied by their unaffected guardian (UG) and a representative from the International Magical Cooperation Department.
When he'd finished he looked up, "That is what we have so far considering our nearly impossible deadline it is sufficient."
Umbridge frowned when she saw that most Ministry members seamed to accept these rules. Then she stood to counter the attack, "What is to stop their unaffected guardian from letting them go or escaping with them?"
"I thought you might say something about that. Our department is working with the Department of Mysteries to make the devises with optional port key features which will activate returning them on the exact hour of their return as scheduled." These words were met with greater approval. Amber and her close coworkers had made sure the other officials heard what they wanted to hear.
Umbridge was fuming when it came to the vote. She was one of only a few who opposed it. Fudge seamed glad that there was a defiant majority, "The measure is approved. When do you plan on starting the program?"
"When we get enough qualified applicants to become registered UG's. I believe that the devices are ready for placement about the ankle of the inmates. Once this has been accomplished and the information on their UG is added to their records then we may commence almost at once."
Emily raced down the corridor with the last of the devices. She'd purposefully left Remus as her last application. Amber had, of course, requested to personally become his UG. This was accepted almost immediately as what was going to happen. Right now Amber was being subjected to bombardment by the wizard press. Emily shook her head knowing that it would be hard for her.
Now she glanced at the guard who unlocked the door. Remus looked awful and the guard looked genuinely surprised at his condition, "What happened to him!" she demanded turning to face him.
He looked dumbfounded, "I… I don't know. I'm the only one here in the afternoons."
She glared at him, "Have there been any unexpected visitors?"
"No, just the Deputy Minister of Clean-"
"I should have known." Emily said darkly turning her attention to Remus. He looked up and the haplessness she saw in his eyes was heartbreaking. She fought back tears and reached out toward him. He pulled back fearfully and she realized he didn't recognize her, "Professor Lupin," she whispered gently. He seamed to recognize her at last and gave a weak smile.
"OK, listen I'm about to place a device around your ankle. Amber will explain everything to you when she's finished dealing with the press. I'll give you the basics of what's going on. This will be the Ministry's way of tracking you while you are away-"
"Emily what are you talking about?" he asked confusedly.
"Don't worry about it. I'm not supposed to say so Amber can explain everything." She then turned to the task at hand. When she was finished she nodded to him and left the cell. Once she was in the hall she turned and hissed in a dangerous voice, "The only person you are to open this door for is Amber Hursman. I don't care if the Deputy Minister threatens you. Tell her to take it up with me if she has a problem." When that was said she swept out of sight.
Harry was at the back of a crowd. It was interesting being in the same room with this many reporters and not being their focus for once. He listened as they questioned her. Amber seamed to be holding her own very well considering this was her first conference as Head of the International Magical Cooperation Department.
"Is it true that Madam Umbridge has been noted by other countries as cruel and inhumane?"
Amber answered very tactfully, "I can only speak for my Ministry and thus can not rightfully speak for my counterparts in other countries."
"Is all of this simply a personal matter because of past negative experiences with Mrs. Umbridge?"
"No it is a question of civil rights and morality. My view is that these individuals are no less human then any other witch or wizard."
"Is your view of them sugar coated because of one individual, Remus Lupin?" None other then Deloris Jane Umbridge stepped forward from the crowd. Harry wasn't going to make her be subjected to this he began to make his way swiftly through the mass of people as she responded,
"I do not wish to get into an argument with you Deloris. No it's not just because of Remus through he is a perfect example of-"
Harry had reached her and was standing in front of her shielding her from the press, "This was meant to be a chance for the magical press to ask questions; Deloris, and if you can't respect that then I'm afraid this conference is over." Harry then turned and placed a hand on her shoulder guiding her from the room.
Umbridge was furious that the new measure had gone through. She smiled at the two retreating backs knowing she would win in the end. Then she went after them to head them off. "You underestimate me Harry and you too Amber." No sooner did she say this then someone stepped into her path.
"You underestimate them Deloris and I know it was you who told Luscious where she would be." The shadowy figure stepped forward and lowered the hood of their cloak, "You thought you were finished with the spy."
"Snape! But how you're dead!" she backed away from him. He nodded but said nothing more. She just stared and then Harry ran right through him guiding Amber along. She did not but stopped short.
"Severus!" they chorused realizing who he was. Amber walked up to him slowly and Harry was only a step behind. She placed her hand on his cheek. He allowed this contact for only a moment before gently pulling her hand away.
"I have only a short time but needed to tell you this. Harry, Amber you two have a responsibility to help rid the magical world of its prejudices. Emily and Ron are rescuing Draco from Azkaban as we speak. This is only the first step but you can do it. Hermione and Aziza are waiting for you two to join them. I must say goodbye now."
"Thank you Severus," Harry said offering his hand to him. He nodded once and shook it briefly. Then he turned to Amber and she embraced him with tears filling her eyes. He shushed her gently stroking her hair before stepping away.
"I will keep her occupied but you must hurry. Oh, and Harry your parents and Sirius are proud of you. I am too that's what I came to say, so off you go." They turned and went into the doors which lead to the prison.
When they reached Remus' cell the guard was sitting to the side of the door. He nodded to them and they entered. Hermione looked up from where she'd been taking care of Remus' injuries. She sprang to her feet and raced over to Harry and through her arms around his neck, "Harry I just wanted to tell you… in case something happens that I love you."
He looked surprised and asked, "Where did that come from?" Amber smiled as she knelt beside Remus. She took his hand before answering Harry's question to Hermione.
"Something tells me it was a long time coming Harry. It's about time she told you too." When he still looked confused she elaborated, "You need each other. We've all faced some bad times but I think the darkest times are still to come. In these darkest of times love will be our light."
"I only hope it's enough," Hermione whispered softly into Harry's shoulder. He lifted her lifted her chin so she was looking into his eyes.
"It will be; it has to be enough." Then she smiled at him softly nodding. Then they looked up and Aziza went over to the door when she heard Ron coming in. They embraced and Draco came in after them being supported by Emily. Yes it was clear that in the darkest times they would stay together…
