The Xebecs Gang was notorious.
They were big, grand, and full of powerful bastards this side of Vale. They'd been called the 'Under-Beacon' at one point if you'd believe it.
So, why the hell were they currently being defeated by that carrot top bitch?!
Frank 'Gray' Xebec watched in horror as the world around him was lit up with green electricity, members falling unconscious left and right with the only hint of the reason being a familiar orange-haired woman appearing randomly about to turn and attack again.
"T-That bitch?!" This wasn't supposed to be happening! How?!
No one had said the woman was this strong?! Was she even a Hunter?!
Penny, meanwhile, reappeared in a buzz of static as her gaze locked with Frank's. She'd actually decided to come unarmed for the sake of improving her martial skill by Naruto's suggestion.
And, considering her slight breathlessness, she understood her lover's words. This was a good bit more taxing than using her sword.
"Mr. Xebec, you've caused a lot of people some issues," Penny said as static built-up around her feet. "Extortion of minors, extortion of people, trafficking, thief, assault of many varieties," her eyes narrowed a small tilt of the head causing a trail green to leave her irises. "You're going away for a long time."
The man grimaced at her before his seven-feet-tall form hunched down a bit in preparation, an axe the length of his body hefted in his hands as he did.
Penny's eyes sparked.
And the two slammed together in a swirl of wind and static, Penny's sparking forearm blocking his axe head's gray glow doing the same.
'Normal Aura's not conducive to my powers,' she knew this.
They broke apart, steam pressure shooting up between them before Penny's feet touched the ground.
And she vanished as Frank landed a second later, his eyes narrowed as he looked around before hefting his weapon up.
He swung down with a burst of force and Aura that ruptured the ground in the decent-sized lot they were in, broken-down cars tilting and dirty walls of buildings of a similar repair cracking as he did.
"Tsk," he grit his teeth, hefting his weapon back onto his shoulder as Penny appeared atop a tipped-over car. "Bitch."
"Rude," Penny said with a frown. "You've clearly had Hunter Training, that was Aura Extension turned into a shockwave. For a random man, that's just not plausible," she added as Frank grimaced. "You were clearly a former Academy student, likely in your third or even fourth year. What could turn such a promising prospect into a criminal?"
"You ain't getting shit out of me, woman, not unless we're dancin' in bed."
"Haa, you're as crude as Emerald implied."
"That skank?!" Frank roared at her. "I knew it! That rat's dead when I find her!"
Penny blinked at him, confused. "I believe you're confused, Mr. Xebec-"
She vanished in a burst of green lightning, Frank's eyes widening at the sound of bundled lightning.
"You're going to jail."
A palm slammed in between his shoulder blades before green lightning shot into the sky, lighting up the night and sending a wave of static through the air.
Penny sighed as the man hit the ground, body spasming intensely as her green glow fell away. "You should have chosen a better path," she admonished him.
There were the sounds of sirens as Penny nodded, walking off and leaving the series of unconscious men and women to their unmoving devices.

Emerald gawked at them all as the group of her, Mercury, Penny, and Naruto assembled atop an apartment building.
"W-What?! T-The four biggest gangs are done?!" The mint-haired girl asked in disbelief.
"Yep," Mercury said as a cut on his cheek slowly healed up, his tattered clothes compared to Naruto & Penny's clean ones telling of their difference in experience. "Man, I gotta get as good as you two," he added sheepishly.
"Ya will, you're still young, Merc," Naruto grinned. "Taking down the Solar Flares and Breakers wasn't hard but it's kind of sad," he said with a solemn smile.
"Some of those men, they were stronger than someone without talent," Penny said in agreement. "It seems they truly chose a life of criminality over a good normal life. It's a decision I can't understand."
"Maybe but some people are really scum at their core," Mercury told her. "I won't say I know if everyone down here has a sob story or not, I can't, but I can tell there's a difference between someone who gets used to this life and someone who lives for it," he frowned as Penny smiled sadly for him. "It's sadly how some things are, ma."
"I know, I know. Come on, let's leave."
Emerald swallowed but looked doubly-affirmed in her decision. "Thank the Brothers I got out of here," she said with tears of joy in her eyes, Mercury snorting at her relief. "Please, um, when are you guys gonna leave the city?"
"Not for a while," Mercury explained as Naruto encased all of them in a ball of wind and they flew through the air. "But you're good with us in Beacon, it shouldn't be so bad from here on out."
"Thanks, sir."
"Merc."
"Sir," Emerald said with a salute and gleam in those red eyes of hers.
Mercury scoffed as the adults chuckled.

They watched them leave with worried looks.
"Yikes," a man of decent height, six foot these days, said with a worried grimaced. "Neo, that ain't the kind of power you mess with," he said to a diminuitive woman beside him who frowned. "Haaa… This is the kind of crazies we're dealing with and now our new 'Boss' wants to get into a beef with 'em? Let me tell ya, life ain't nice to us wicked ones, I swear to the Brothers."

The morning following their nightly 'gang extermination', Emerald awoke in Mercury's room.
The young woman blinked a few times, moaning into her clean pillow for a moment before her eyes widened.
'Wait!' Her body snapped up, the blanket over her shifting form as she sat up. "W-Where?" Emerald blinked away the fuzziness in her eyes as she looked around.
And saw Mercury's naked back to her, the young woman's cheeks coloring at it before she remembered what happened.
"I-I'm free," she uttered in the clean and tidy room, the Beacon dorm room Mercury had been gifted along with his family that he'd given her the kindness of resting in. "I-I really," Emerald wiped at her cheeks, her eyes, and then her mouth, shoulders shaking a bit.
No more of that shitty life of hers, no more looking over her shoulder, no more fear of being assaulted due to being 'weak'.
She had a life to live now a-and it was all thanks to Mercury, her savior.
Wiping her eyes one last time, Emerald's head turned to the softly snoring young man her age. She looked down at her clothes before noticing something beside the bed.
She blinked in surprise at what was a plastic 'vak-pak' of clothes with a note.
Here, I was able to buy some clothes with Naruto before we went to sleep. We hope you like them. ^_^
The message warmed her heart and nearly had her crying again but Emerald knew better than to 'cry twice'. She had been helped beyond any possible expectation and would not let that be sullied by more weakness. "S-Still, what do I do now?" The idea was so tantilizing and yet anxious.
What did she do with her life now? Mercury and his family were such good people and, if they truly took her in, what could she do to repay them?
She sniffed herself and shivered.
'I need to serve them well and clean,' she thought, giddily getting up before bending down to grab her blessings.
Mercury's eyes cracked open with intent, slowly turning around to face Emerald's-

So, as he stayed in his original sleeping position, eyes shut and face red, he groaned before flopping onto his back and facepalming.
'Dude, that's wrong,' he told himself with a sigh as he laid in his bed half-naked. "She's literally not supposed to be in your range," Emerald was clearly someone who'd likely pledge loyalty to him.
He'd seen 'those eyes' before and knew that she needed the parental treatment before she decided that she 'owed' them some debt that'd be repayed with 'ownership'.
"It's like looking at the younger me," but Mercury supposed his fellow similar-aged teen was in the right place for her own understanding to take place. "Haaa, alright, alright, ignore that start to the day and get up," he told himself with determined eyes.
Mercury sat up on the side of the bed.
And the bathroom door opened.
His head snapped up in disbelief and just in time to catch an eyeful of NAKED EMERALD?!
"WHAT ARE YOU DOING?!" He shrieked as she jumped and blushed, folding her hands on her bare thighs. "For Brothers' sake, g-go back inside there!" Mercury wheezed, officially flustered beyond belief.
Emerald fidgeted there, naked and showing him all the goods. "I-I just needed a towel," she told him bashfully.
Mercury feared that he was dealing with a special kind of 'idiocy'.
'Oh fuck,' he mechanically turned away and pointed to the back of the door. "T-The back of the door!"
Emerald perked up and looked at the supposed place before smiling.
"Thanks, sir!" She said cheerfully, grabbing the towel and going back inside without a hint of modesty. "I-I'll be finished quickly!" Emerald told him as she left the door open.
"I-I can't survive like this," Mercury uttered with a 'bulging' body and pain in his pants. "Oooohhhh noooooo."

Penny walked the halls of Beacon towards Mercury's room with a smile, back in her teaching attire. "We'll have to introduce Emerald into the curriculum or…Maybe not?" She wasn't sure what to do here.
With Naruto going on ahead to inform Ozpin and Glynda of the recent developments from the day before & grab Li, she was riding this boat alone for a bit.
"Morning, Ms. Penny," a student said as he walked past with a yawn.
"Hey, Ms. Penny!" A young woman said as she ran ahead.
"Hi, ma'am."
"Hey, teach."
"Hiya!"
Greeting more of the Beacon students with a smile and wave, Penny really considered those interactions for a moment once she arrived by Mercury's door.
'I'm a notable teacher,' perhaps they were just joking but Penny knew that, statistically, at least some of them thought of her as a teacher! "I've never thought I'd get to a point like this in my life," being known by normal people.
Respected.
Loved.
And strong. Penny had a lot to thank her beloved for and wouldn't tarnish that graciousness with a lack of being the best person she could be!
So, she knocked on Mercury's door with a smile, prepared for anything-

Ten minutes later, she tried to impress upon Emerald the concept of 'modesty' while she, her, and Mercury walked towards the other kids' rooms.
"I-I guess?" Emerald answered Penny's most prevalent question. "I mean, it's not like it's gonna be bad, Mercury's a good guy."
"That's not… Wrong b-but, Emerald, there's a reason modesty exists," Penny emphasized. "It's not like Mercury wanted to see you naked in the morning."
"Do not misconstrue what she's saying," Mercury grunted, hands stuffed into his pockets and his cheeks a brilliant red. 'I-I saw all the goods!' It was a bad day for his hormonal mind.
Especially because he knew that Emerald trusted him, way too much mind you but she trusted him to not bring anything bad to her.
Mercury also understood Emerald a bit deeper than that and knew she thought that no matter what he'd do to her, it'd be for her benefit.
Anything. A rather powerful, embarrassing, and horrifying concept the young man wished to have no knowledge of but understood he did.
As they walked, they stopped by a series of rooms opposite Mercury's hall.
"Well… Please just be aware of the children, Emerald, I know this is all new to you but such nudity isn't supposed to be around children their age," Penny pleaded with the mint-haired teen who blushed but nodded.
"Alright, I will, ma'am," Emerald had never been told that before.
You used your body to get places, not to say she was trying to entice Mercury or anything, not that she'd deny any of his requests, but Emerald simply didn't view her body as so important… Not completely.
Perhaps she'd learn otherwise here. To get better and reach their expectations.

Naruto nodded to Ed as the younger male's horns began to grow on the sides of his head.
"Thanks, I mean it," the young man said, the happiest Naruto had ever seen him.
"It's fine, I'm more than glad to help people, Ed," the Grimm smiled as the child nodded. "Now, um, I-I've been meaning to go and check-in on something," Naruto blushed a bit with an embarrassed chuckle, confusing Ed. "Ya see, I haven't seen my girlfriend in over a week, in person, and I'd like to go and talk with her for an hour."
"W-Why didn't you just leave me with one of your copies, I wouldn't have said anything," the antelope Faunus asked, surprised.
"I'd rather you know so you're not surprised, alright?"
The boy was honestly touched, very much so. 'More consideration from a Grimm than my own bitch mother,' it was honestly hilarious in a fucked-up kind of way. "Alright, thanks for… F-For that much."
"Hehe, no problem."

Naruto hurried off the island with an eager flame in his chest, the Grimm man's feet running atop the waters and ignoring the Grimm below.
'I'm guessing this is that 'fondness apart' thing I've heard about,' he thought with a chuckle as he reached the cliffs of Beacon's ocean-side.
A wind-infused jump sent the Grimm man shooting high into the sky and soon cresting the cliffs of Beacon's side bullhead port.
Naruto flipped forward with another burst and landed by a shocked technician.
"Sup, gals and fellas, keep up the good work!" He said before hurrying off.
As he navigated from the port to Beacon proper's sidewalks, the blonde nodded to the clone that dropped off Li.
"Alright, boss, good luck with Penny-chan," the copy chuckled as Naruto grinned. "I'd bet all my ramen for life that you've been missing her hard."
The clone dispelled and Naruto smiled at the good deed they'd done as he reached Li.
"All good with the missus, Li?" He asked his fellow man.
Li chuckled a bit sheepishly. "Y-Yes, though, um… Secrecy?" He began with a blush as Naruto nodded and leaned down. "An's pregnant."
The Grimm's eyes widened as he turned to look at the nodding Li.
"W-Well, damn, Li… Congrats and, well, I'm gonna tell the other guys eventually but me and Penny-chan are considering trying that very thing in about two months."
Li looked intrigued. "You're taking on a powerful responsibility, Naruto," he smiled. "But I know you can do it, you seem to understand children and you'll never be lacking in sitters," he chuckled as Naruto smirked.
"It's part of my package deal."
They chatted amicably as they entered Beacon's doors and headed towards the cafeteria.
When they did, they found their little group soon enough.
Ren grinned at Li as he hurried over. "Dad!" He greeted as Li chuckled.
"Hello again, Ren," the older Lie said with a smile. "I hope I haven't missed too much," he chuckled.
Naruto sweatdropped as Penny giggled weakly.
"Um, actually," the two began.
Explaining their weekend 'run' in its entirety to him, Li had one thing to say.
"I-It's literally been two days," the man said with a choke as Adam and Vernal snickered a bit.
"Sadly, the wicked don't rest and that's why we decided to focus on making Skills," Penny explained as their bodyguards entered the cafeteria. "Also, now, since we're all here," she began with a smile as Emerald nodded next to Mercury. "I'd like to welcome you all to Emerald, she's a young lady we'll be taking in as of today."
Many of the kids were surprised but not that surprised. "I'm kinda not even shocked by this point," Jaune said with a confused tilt of the head as the adults chuckled. "Pleased to meet you, Em," he waved.
The other kids followed suit, Emerald blinking at them all with a tilt of the head.
'Em?' What an odd way to shorten her name. "Well, I guess nice to meet you all, too," she said, shooting Mercury a look.
The gray-haired young man groaned before nodding and Emerald relaxed. 'I really don't like where this is going,' he thought worriedly.
"So, we'll eat and do as we did the week before," Penny said.

It was only during their small break between classes, right before going to take their students Grimm-hunting, that Naruto and Penny decided to do it.

"L-Let's not think about that, Rubaby, f-for your kind-of-not-yet-brother's sake!" The woman said, utterly mortified. 'I ruined their mood!' Summer wailed mentally.
Glynda cleared her throat, cheeks pink. "Let's… Leave them be for now," she muttered with a loud cough. 'Ah, so that's what it looks like,' crazily enough?
It was a better sight than in her head.
Jiraiya, meanwhile, did one thing and chuckled pervertedly as he took a picture of his own thumbs-up and sent it to the blonde.
"And… Send," he said.
Not even a second later, he laughed boisterously.

Ozpin raised a brow at the situation at hand, sipping some hot chocolate. "Ah, I wondered when this would have happened," he said wisely and without accusation.
He did smirk, though.
Kali, meanwhile, cleared her throat as Thetis laughed. "Well… They do say that time apart makes one grow fonder," she said beneath her breath.
"More like 'let's the tension build'," the redheaded woman said as Kali crossed her arms while Naruto and Penny blushed harder. "But, honestly, we're all either married or in a relationship here. It's not like it's an unfamiliar feeling."
Qrow snorted at that. "Speak for yourself," he rebuked as Thetis rolled her eyes at him, smirking the whole time.
"Qrow, I'll have you know I can get you hitched in a matter of hours, don't test me."
"W-Whoa there, hold on, crazy red lady," the Branwen said with squinty eyes as Summer found it in her to laugh a bit. "I'm bachelor or die."
"Or married, he means," Taiyang chuckled. "... Look, Thetis does have a point," he said to Naruto and Penny, the youngest pair in the room nodding but still embarrassed.
"We'll, uh… Try to find a better place for things like that much affection," the Grimm man grumbled. "Honestly, I should have just taken Penny on a date and not try all that at Beacon."
"In the grand scheme of things, we both weren't thinking s-straight," Penny blushed once more, head down as Glynda found her composure and chuckled. "Duly noted, we'll do better next time."
"Well, now, all you have to do is handle the kiddies who are obviously gossiping about you two," Jiraiya said knowingly as the two froze.

"T-They were kissing and stuff, it freaked me out!" Yang slapped her desk as the others balked, blushed, or looked intrigued. "A-And Naru-bro's hands were too roam-y for my liking!" She declared openly and without filter.
Adam had long since hit the ground in laughter while Vernal was dying in her chair.
Li just shook his head at them while Ren blushed beside him. "It's simple romance, Ren, don't let it startle you too much," the older Lie said with a chuckle.
"I-I, um…" Ren just stewed in silence. "Mmmmm."
"You'll get it one day."
Most of the Arc children blushed while Charlie's eyes squinted at the imagery.
"Wait, so, like, he can cup all of it-?" She tried to ask before Saphron covered her mouth in embarrassment.
"W-Where is your 'OFF' button?!" She hissed with a red face. 'No, no, no. I am not thinking about Naruto and Penny right now!' Oh, would wonders ever cease.
Some 'fiction' was too real!
Mercury made a disgusted look as Nora looked green.
"Yuck," they said in unison as Emerald tilted her head.

Ruby just sat in her seat while covering her eyes, utterly silent and embarrassed, while Weiss was both embarrassed and yet intrigued.

"Lots of teeth," Yang said flatly as the shorter teen blushed bright red. "Yeah, well, bro takes care of his pearly-whites alright. And you'd never believe where we found them."
The door to the classroom opened and allowed a panicked familiar duo to enter.
"Yang, wait-!"
"In a classroom on a wall, it was insane-Huh?" Yang said in disbelief before noticing the horribly blushing duo. "O-Oh, uh, hey bro… Sis… I'm not in trouble, am I?"
With half the classroom blushing at her unstopped words, Naruto and Penny just stewed in their own 'weakness'.

Standing outside as the bodyguards handled the kids' development this time around, Naruto and Penny just sat on the cliff edge while holding hands

"Look, Penny-chan, would you wanna go on a date after the day's done? We could probably go and visit a place in Atlas," Naruto offered her as they held one another's waists. "Or, really, Gormhen's got these cool-looking 'shadow' restaurants that are meant for privacy."
Penny hummed before leaning on him, the sight of random flashes of light, the sounds of far-off yells, and just her own thoughts getting a nod out of her.
"Yes, I'd like that a lot," she beamed as he chuckled, holding her close. "Though, curious question?"
"Yes?"
"What do you think will happen when the coming month is done?" She asked him. "Not even considering that we'll be teaching the kids ALL-Terrain combat, Emerald's inclusion, and that other young one under your care. When we revealed the warehouses, this secret comes out," Penny said as she held a hand to her chest. "I'm anxious beyond words and worried beyond understanding. I feel like things might take a sudden sharp turn when it's revealed I am a human."
"Mmm, I get where you're going with this," Naruto said as he rubbed the back of his head. "You mean when it's 'considered' that I can give, quote-unquote, 'life'."
"I don't believe people will be that ignorant to the mechanics of your bones but there are going to be those radicals. We know there will be people who will make it their mission to bring about as much chaos and suffering as they can for their own wants and needs," Penny's hand clenched in front of her and she frowned deeply. "I-I despise that way of thinking and it's been prevalent in my mind the more time that passes."
Naruto tasted the anger and stress coming off of her before his expression softened.
Penny jumped a bit as her beloved brought her into his lap and placed their foreheads together.
Her eyes relaxed as she leaned against him.
"We've said it before but I'll say it again no matter how many times we've gotta hear it," he smiled. "We're in this together. I know that, where I go, you go. And you best believe the same vice-versa-ed. We're a team. Me, you, Merc, Nora, Ren, and our families and friends. For now, we've got a big change to bring to the world, Penny-chan, and we need to prepare however we can and not worry about all the bad things that can come out of this."
They sat like that for a moment, Naruto's words filling the air around them.
"... We need that idea," Penny said with finality as he hummed.
"You mean with Whitley?"
"No, the other one," she blushed as she smiled shyly. "The clone one."
Naruto's cheeks colored but he hummed. "Okay, I'm down for trying to make this work," he smiled as she grinned, hugging him intensely. "B-But, uh…" The former blonde shivered as Penny jumped a bit but tightened her grip around his neck, the feeling of 'him' below her pressing against her current outfit's skirt sending a signal to her brain she'd realized she needed painfully dealt with.
"T-Tonight, we'll go to one of the unused extra dorms for the Vytal Festival," Penny whispered as Naruto's 'tension' rose and she giggled. "I know."

"Hehe," the man pat her back as she hugged him for dear life. "And, would you like to know something cool about this?" He asked her kindly, holding her shoulders as she shot him the happiest confused looks. "Give it maybe a year, we don't know yet, but you're gonna have normal limbs back."

"Hahaha! Who's next?!" Pietro laughed joyously as he stood with a Naruto clone and floating ball, the 'machine' currently covered in green energy that spread across it in randomly flashing circuitry. "Please! Will all my old customers come forward?!"
The lines that had formed in the main intersection of Atlas couldn't have extended far enough.
"I have outposts at the big four intersections in Mantle!" Naruto shouted to the city from atop a building. "All people bearing amputations, nerve damage, or scars please come to these places!"

The people of Vale stared at this miracle.
An old lady the former blonde just finished the arm prosthetic for danced a bit, happier than a pig in mud.
"I-I can feel my face!" The woman gasped with eyes full of wonder before they went flat. "Wait, did I want to feel my wrinkles again?" She pouted as she scurried off to a pair of men who gawked at her.
"M-Ma? Ya can feel this?" One asked as he touched her hand and the woman nearly cried.
"I-I can, my dumb sons!"
"Thanks, bud, seriously!" The other man said as Naruto threw them a thumbs-up, currently in medical garb.
"No problem! Next?!" The Grimm man chuckled as he went to work in a number of tents lining a long street.

Ozpin and Glynda sat before the in-disbelief Council as news, alarms, and messages came to them en masse.
The Headmaster simply smiled behind his mug as Glynda smirked.
"Mmm," he swallowed his next gulp and slowly put down his cup. "So… Who was backing our resident miracle, again?" Ozpin asked in a kind manner.
The faces of the Council would be forever etched into his mind as a vivid, humorous, memory.
They sputtered, they choked, many looked embarrassed.
And Roselin's face looked the reddest it's ever been, the fact she was silent on the matter was sweet music to his ears.
"This is the event Ozpin spoke of," Glynda said, messing with a Tablet before sending all the files on Naruto's bony materials to their website and the Council Messenger Hub, CMH, for short. "There, I've already uploaded all the information to the CMH, is this presentable enough, Councilmen and Councilwomen?" Her smile was vicious and bared without hesitation.
Futo looked sweaty as he read and read while Rouge gasped at the details.
-H-He can give back limbs?!- The woman nearly screeched as the others read and were left in similar states of shock. -H-How?! W-What evidence do you have to show for this?!-
Now came the 'tough' part.
"Before I admit to that information," Ozpin said slowly and concisely, the Council's ears all his. "Let us review specific information on this, yes?" He asked as he pulled up a slideshow, presented his screen over most of the others, and went to the first slide.
"The first topic is the details," Glynda said. "Naruto's materials carry his, hmm… Growing power within them, for lack of a better phrase," she said as Ozpin flipped to another slide.
It showed a diagram of Naruto's materials, a demonstration of the Grimm's growing of them, and his own growing and shrinking of the material on his body.
"Naruto's had perfect control over his bones ever since his last Gate in Gormhen, I've published that one for anyone who's unaware," Glynda said as eyes snapped to their screens before searching the website. "Due to this special nature, there's been an avid shift in his materials' powers."
"Before this, Naruto's materials could already transfer sensations," Ozpin picked up, surprising the Council.
-W-Wait, why not bring this about sooner?- One asked.
"Without preparation, we'd be in danger of attacks for resources," he explained. "Before this event, Naruto, I, James Ironwood, Leonardo Lionheart, and Theodore of Vacuo had the man make warehouse-sized capacities of his materials."
The look of hunger that appeared in some of their eyes had Ozpin sighing mentally.
'Even now? Does your greed know no bounds?' He wondered as Glynda flipped to the next slide.
"Naruto's energy alone carries special properties. Grimm are creatures of the world," Glynda fibbed a bit. "They are forms of energy that we don't fully grasp but Naruto's input into their mechanics has opened our eyes. That's already been inside the website for a while, obviously… But Naruto's energy is different. He has life, does he not?" The Council gasped. "Then, by that same metric, his materials carry a similar 'aspect' if you will."
"Long periods of time with the materials placed on a being with a soul allow growth of their natural form," Ozpin cinched for them as he flipped the slide.

-O-Ozpin- Rouge looked very stunned. -I-I don't understand, how? How do you know?-
Glynda nodded before a figure came into view in her newest combat attire.
-W-Who is this?- One of the Councilwoman asked as a floating PM AIM flew in from the window and attached itself to a floating disk behind her back.
The female figure was tall, easily reaching Glynda's ridiculous height, and covered from the neck down to her toes in a black skin-tight bodysuit. Faded green lines shot down from her neck down to her chest where a swirling emblem composed of green lines sat.
Wearing a pair of sleek-looking forest-green thigh-high platform boots, a corset of a similar material & color on her abdomen, mid-forearm-length 'metallic' gauntlets that were composed of many 'plates', and a helmet that covered her entire face with a fox-like shape that allowed her long orange hair to come out the back, their eyes went to her attachments.
One of which was a large floating ring?
-W-Who… Is this? I don't remember a Huntress who held such control over magnetism and Atlas-fashioned armor- Rouge asked as Futo stared in confusion at the ring on this odd woman's back, it being only one of the newcomer's odd effects.
The PM AIM melded into the ring before it glowed along with her bodysuit's patterns.
The two floating human-length 'bars' hovering behind her gained a purposeful light that went down their edges… Blades?!
The four boxes on waist, the large half-skirt that shifted down to her feet, and the 'metallic' platform boots of sleek origin on them confused him to no end.
And then the mask split at the center before the splitting parts broke down into a ring around her neck.
Around Penny Polendina's neck.
-I… I don't understand, why is Ms. Polendina here?- He asked, eyes appreciative but confused. -Unless his bones offer more utility?!- Futo asked with interest.
Penny chuckled as Glynda nodded.
"Well, that's one part of it," the blonde woman said, confusing them. "Did you all not want to know the 'evidence' we had for Naruto's bones turning into flesh?" Glynda asked professionally.
The call went silent as Penny blushed a bit before a screen popped up out of her right forearm and revealed a series of details and screens.
"Oh, the Vacuo group are moving quickly through the cities," she told Ozpin and Glynda, surprising the Councilmen. "Naruto-kun is making good headway and has handled a couple villages up to this point."
-Wait… O-Ozpin!?- Rouge's eyes shrank at the not-an-android in front of them. -S-She's not… W-What has he done?-
Roselin frowned at that, confused as she, too, focused on the smiling Penny before staring in horror.
-...!?-
Best to reveal it first. "For you see, as we said, any being with a soul that has his materials attached will gain flesh in time," Ozpin said with a simple smile.
The call trembled as they all shouted in outrage or disbelief… Or interest.
-W-What?! How?! He can give life!?- Futo asked with a look of observation that Penny shook her head at. -Ahem! Madam, while I'm sure this might be… Unorthodox in every measure imaginable, we just need confirmation-
Penny considered it before one of her boxes released a small knife that slipped into her hand and came up to her cheek.
A small cut formed and, like 'magic', blood flowed a bit as she winced.
"T-That's a lot easier when I don't know what it feels like," she admitted sheepishly.
The Council were gobsmacked.
"Before there are cries for the lines between man and gods," Glynda stressed as the Council flinched. "No, Naruto can not just hand out souls, he cannot give a 'life' as you assume," she said vaguely. "We went over the slides to remind you all, Ms. Polendina already had a soul and was completely composed of Naruto Uzumaki's materials, it's simple math at that point."
-S-Simple math!?- Roselin hissed. -I'm convinced there's more than simple math. One can't just give flesh from nothing, it breaks all rules of established science and physics!-
Ah, yes, that retort.
In all honesty, it was a hard one to bargain against… So, they didn't.
"You're right but Naruto's not normal," Penny said as she slid her finger across her projected screen before it went back into her arm, her small cut healing already. "There's no 'physics' in some of the things he does, it's just who he is and everything that comes with that."
The Faunus woman's eyebrow twitched as Futo rubbed his chin.
"You're thinking too logically, much less openly. Naruto is a living Grimm man, I think we can accept some oddities in how his body and energy works," the carrot top explained without much else. "Sometimes, you just… Accept what happens, I've learned that in my time as a living, breathing, being with a soul."
-T-Then, um, Ms. Polendina… Are you fully human? Is that the result we're to expect?- One of the Councilmen asked, scrutinizing the thought. -You were an android, with a soul, yes, but still a former inorganic being. Are you human or a sort of flesh shell?- He asked.
It was a fair question, one with truth and simple curiosity.
Penny tilted her head at the question. "Mmm… I don't know, from where I am as someone who didn't have flesh, I still had a soul. It's that curious paradox, no?" She smiled. "If a box has a soul, is it human? If a human lacks one, are they? I've read the paradox many times and it did stump me at one point but Naruto told me something simple," Penny nodded. "It's not supposed to be complicated, a person is someone who has dreams, ideals, and emotions above all else. I think I'm fine with that answer."
The call was silent once more but more with consideration on their minds.
Futo leaned back in his seat. -... In her own words, she does have a point. How close is a being to a human if it already has all those things?- He chuckled. -I doubt I'd know, perhaps an Atlesian scientist but not I-
There were a few more considerations of that, some agreeing, a few a bit wishy-washy, and others who just looked disturbed, mostly Roselin.
But the general mood was 'acceptable'.
-So, ma'am, how long have you been a human?- Rouge asked.
"Around… Three years?" Penny said, surprising them.
-Y-You've been moving about so casually that no one gave it too much thought- The High Councilwoman looked embarrassed as the former android chuckled. -Well then, I'm curious, what sort of dreams do you have?-
"To help my beloved destroy the Gates and get to the source of the matter."
-Beloved?- Roselin sneered. -Define yourself, woman- She said with derision.
"Naruto Uzumaki, that man is my boyfriend," Penny grinned. "We've been going steady for about two years."
-WHAT?!-
Glynda chuckled at them, their outrage far more hilarious than concerning. "I mean, she's always had emotions and feelings, you all, is it so odd?"
-W-Well, ahem, not necessarily- Futo said with a defeated expression. -He's a lucky man-
"And I'm lucky to have met him. The world has opened up a lot for me ever since we became friends and now there's our current situation. H-Honestly, we wanted to reveal these together to make sure people didn't get out of hand."
Half the Council looked away from her while Futo steepled his hands together.
-I understand completely- He said with a blank face as Ozpin chuckled. -So… What does this mean for Atlas, Ozpin?-
"Intelligent of you to understand that prospect. No, Atlas will not be delving into this aspect of our life ever again," Ozpin said, surprising them. "Naruto, Dr. Polendina, Penny, James, and I have had discussion on the subject and it's very controversial by its very nature. No, this information will likely forever lie in Pietro Polendina's mind as he's destroyed the machine that allowed him to give life to Penny."
And he hadn't been kidding, Penny being giving a life to live had been an instant topic to consider. The fact remained, with Pietro's method, he could give life.
There was no lack of understanding in that sentence and, with Naruto's help, they could literally birth humans with souls and lives to live through science and magic.
Best to let that understanding die with them all.
Roselin looked downright baffled by this.

'T-They're fools!' She thought in disbelief. 'Do you not understand the ideas this could give literal lives to!?' They had the ability to mold a newly birthed living being!
This would be the creation of the century that would make them gods!
'Him,' she thought venomously, face molded into an expression of apathy. 'That filthy Grimm is ruining everything!' And she was losing ground and support.
Hell, she might have just lost any support she could have previously garnered with him as a subject!
She mentally growled at her screen as that bumbling thing kept on chatting like it was a person.
No… No, Roselin had just about enough of this.
'Hmph, that girl, right?' The one who'd come to her and invited her to some group, what was her name? '... Cinder Fall,' well, Roselin might have been in need of some new employment.
And if she could take that Grimm thing as a subject of her experiments?

Cera, Winter, and Amber watched it all happen on the TV in Professor Oobleck's class.
"This is the beginning of a major change in history, my students," the man said to them, a large projector on the screen showing many livestreams recording Naruto helping put together prosthetics for the people of the Kingdoms. "If Naruto can make these resources infinitum, we'll likely never have to worry about the loss of efficiency of mankind."
"T-That's kinda crazy, teach," someone said. "Doesn't this mean we can just go ham on Grimm, then?"
"No, let me impress upon you that, sadly, there will likely be a tide such as that which will arise in the wake of this," Oobleck said with a sad smile. "Great change, good change, sadly never comes without its caveats. Don't fall into that trap, you're still human and shouldn't try your best to be berserkers. Besides, don't take for advantage the body gifted to you, I'm sure Ms. Polendina would say so."
"Wait, what?!"
"Oh, didn't you know? She was originally an android, you all, but since she had a soul and was composed completely of Naruto's resources, she's actually fully human."
"WHAT?!" Nearly the entire class shouted in disbelief.
"W-Wait, so," a girl spoke up, now very red in the face. "S-So, he and her… A-Are they dating?"
"They are," Cera said with the biggest grin known to mankind as the entire class minus their notable ones choked, wheezed, or blushed harder. "Buncha perverts."
"H-Hey!"
"We're not!"
"Yeah, it's just… How real we talkin-?"
"I regret telling all of you," Cera said with a flat expression while Winter tilted her head.
"So, the world knows now, I wonder what madness will arise from this," she said as Amber blinked at her. "I'm sure Dr. Oobleck is right," the man looked at peace as Winter chuckled. "There will likely be all manner of downsides to such a kindness. People can be so odd sometimes, I can't understand it."
Amber considered that. "I think it's those types of people, you know? Those types who only care about themselves. That's usually how history goes and Mr. Uzumaki needs to be helped to keep all of this kind of stuff safe," she said to the class as Oobleck nodded.
"In fact, there's been a new application for jobs now," the students blinked at his grin. "Ms. Reinhart is correct, this resource has officially become vital the moment it became known. So, the Headmasters have come up with an idea with Mr. Uzumaki. There will likely be a program that allows specific individuals to travel to an island where he will be keeping the bone warehouses and you'll be tasked with the protection of the transport."
"That's SICK!"
"I-I wanna go!"
"Can we go?" Cera asked in surprise.
"We're still working out the requirements but, perhaps, this will only be for the best of our classes. These kinds of shipments will likely be beyond important to too many individuals, you all need to be strong, smart, and clever to protect your parcel and yourselves."

"Oh man, this is ridiculous," Vernal said as the Special Class watched everything with their bodyguards.
In fact, all the parents were there in the classroom, watching the event.
Beside her, a bird dropped down before transforming in silence, much to her surprise. "Rae?" She asked the fully-cloaked woman who nodded.
"Turns out there's a thing I'm needed for," Raven said even as she looked at the screen. "That guy… I swear, he's something else. Who goes around and does this for free?"
"A weirdo… I guess?" Vernal said bashfully, rubbing the back of her head. "Naruto's one of those righteous guys, I think."
"Not a single missed mark, he's an actual saint compared to most people… Hell, possibly everyone," she praised him some.
She'd not lied. The Grimm man was easily the kindest being this side of Remnant and Raven really couldn't think about it too long lest she feel some involuntary guilt form.
"Still, this is gonna bring trouble, eventually. We've all gotta be prepared for that day, Vernal."
"Gotcha."
