Midoriya takes on Hellhound Phantom and there Mineta gets to see first-hand what REAL MAGIC is like, seeing Wizard in action for the first time and how the "ring-bearing Wizard" utilizes magic, which will no doubt make the teen boy feel real interested to become his "apprentice".

At the Donut Hungry Shop, Mineta and Midoriya are eating their doughnuts, and there Midoriya is ready to listen to Mineta on why he wanted to learn magic, and the comments seemingly made the other teen wonder if he should be doing this or not, as he recalled how he acquired magic in the first place, while listening to Mineta explaining himself to him.
"So...why are you so eager to learn magic?"
"You see...when I was small...I used to watch magic shows...live. And since then...it has been my dream to become a magician."
"So...that's your dream, huh?"
"Here...see this picture book? It shows about a boy wizard who learns magic...and since reading it, I became enamored, so..."
"..."
Mineta stated that when he was a child, he became fascinated with magic after witnessing a magic show and since then he wanted to learn magic, and after witnessing REAL MAGIC earlier between Midoriya and the Phantom, he pleaded to Midoriya to teach him magic, and there Midoriya was hesitant to give him his reply while listening to Mineta's request.
"But...after seeing you in action...my dreams are now...modified. I really want to become a wizard...just like you."
"..."
"But...after I got older...I realized that it's impossible. Simple magic can only entertain people...but in your case...you can use magic to help other people...so I want to try it out with you so..."
"Be...like me..?"
"Yes! You looked so cool...and I really want to do what you do, so I'm sure you know how to handle things! Plus...fighting those monster alone would be hard for you. so it's better to have an apprentice...to assist you! I can assist you...if you agree to teach me magic and...huh? Midoriya...are you listening...? Midoriya...hello there! Can you hear me?"
Midoriya was taken aback by this and now he is in deep thought about accepting the request, and is not sure on how to reply back, as he slowly recalled the events of six months ago. Mineta blinked his eyes as he noticed Midoriya having a rather blank expression and is wondering if the other teen is considering the offer or not.

Ch. 14: Kyozetsu
Midoriya is now mentally debating on what to say as he considered Mineta's words, but then he recalled the events from six months ago, where he recalled the scene where each of the victims are being subjected to fall in to despair, and and it showed some horrifying results, as one by one, each of the victims started to "crack", bleeding, and a certain anatomical part of an emerging Phantom began to come out, in varying minutes. And by then the Phantom was spawned as the host body "exploded", killing the victim, and began to leave the scene.
Midoriya also recalled the next scene where he saw the other victims seeing this and are horrified, which further puts them in despair and slowly each of them met their bloody end as Phantoms inside their bodies are spawned and took over their host bodies, claiming as their own and left, and the process is the same for the remaining ones, moaning for help and begging for mercy, which they got none as they slowly died and the Phantoms took over their hosts' bodies and left the scene.
Finally, Midoriya recalled how he survived the ritual and lead to the meeting with the White Wizard and receives the items that enabled him to become the "ring-bearing Wizard", but now he felt that if this happened to Mineta, the results might become different and may lead to an unexpected and unintentional "side effect" seeing that Mineta is probably too young and might end up getting "corrupted".
"Midoriya! Hey, Midoriya!"
"…"
"You're spacing out!
"…"
"What's your answer?"
"…"
"Will you make me your apprentice! Please say "yes"! I really want to learn magic to help people!"
"…"
As Mineta called Midoriya, the other teen snapped back to attention and now he has a definite answer to Mineta's request, and he is now sure on what to say and how to end this problem without feeling regret.
As Mineta await Midoriya's reply, the elder teen is hesitant as he is again in thought of having another "magician", but after recalling the incident from six months ago, resulting in all of them died before becoming Phantoms, with Midoriya himself being the sole survivor, he realized that he doesn't want Mineta to endure the hardship he is enduring right now and he now has a firm decision on what to say, knowing this would surely have an outcome.
"Mineta..."
"I got it! it's a "yes", right? You're going to make me your apprentice, right?"
"No."
"Eh?"
"This isn't a kids' game...and you saw my battle with that Phantom...you saw how that Phantom killed several people earlier...this is a life or death situation...and as much as I hate to say this...I'm a wizard...not a teacher or coach...I myself learned magic from a "master"...therefore...I can't teach you something like magic all of the sudden..."
"Eh...? But...but..."
"I said I'd listen to you, right? I did...so this ends here. Go home...I don't want to see someone get hurt. Goodbye and good day..."
"Wait...!"
Mineta is taken aback by Midoriya's answer, in which the other teen told him that it would be pointless to learn magic from him and told the younger boy to go home, as he made it clear that he has listened and gave his reply, so Midoriya leaves the park with Mineta, feeling rejected yet he is unable to make a move to go after the other teen and have him reconsider his answer.

About 30 minutes later, the scene shifts to a bookstore where Mineta is seen inside, standing at a book stand where he is browsing a selection of books that have themes about magic, and there he is reading each one of them and is choosing which book he would take, and after several minutes he found the one he is looking and took it with him and brought it to the librarian to have it processed and made the purchase before leaving.
"Hello! How can I help you?"
"Is this the latest books you have?"
"Yes! That is the new arrival!"
"I'd like to buy this..."
"Sure...it'll be 1,500 Yen!"
"Here."
"Thank you! You really like to do magic, huh? You aspire to become a magician?"
"Um...yeah...something like that..."
As Mineta nears the exit, he opens the book and reads it, fascinated at the contents yet he is still rattled at what happened earlier about what Midoriya told him, about "can't learn magic", and though discouraged and feeling rejected at first, he remained optimistic and proceeded to leave the bookstore, believing that there may still be a way to learn magic in another way, and hoped that he has found what he's looking for, he might surprise Midoriya and make him change his mind and have him teach magic.
"Okay...once I get the hang of it...and know how to apply it... Midoriya will surely be surprised...then he'll change his mind and take me in as his apprentice..."
As Mineta left the bookstore, he didn't noticed that someone is eyeing him, and the stalker turn out to be Hellhound, and he is starting to follow the young boy, which slowly implies that Mineta is the "Gate" he seeks, and kills several witnesses who saw him pass, burning them to ashes and proceeds to follow Mineta towards the streets, not letting him out of his sight and is determined to finish the assignment that Medusa entrusted him with.
"Found you...now you won't escape me...and so is your "hope"..."
Mineta, however, remains oblivious as his eyes were affixed on the book he just bought, unaware that he is being followed and has no idea that he is in danger.

At a park where a seaside is shown, you can see Midoriya arrived there and he appeared to be staring far away, as if he is glancing over something, and it is shown that he is pondering on whether he made the right decision in telling Mineta that he can't learn magic as he doesn't want the younger boy to experience what he went through, as Midoriya have gone through many trials and emotional pains before he ended up becoming a "wizard", and he feels that one wizard is enough and he even takes in to consideration that Mineta might end up getting corrupted if he were to acquire magic.
As he is thinking, he recalled the events he went through before he became a "wizard."
Midoriya clenched his fist as he is reminded of the painful moments and he decided that he had made the right choice in turning Mineta down, and now he will have to find the "Gate" and protect him/her from the Phantoms and will defeat them all so that no one else would fall in to despair and that no one would end up becoming a Wizard, fearing that if a newly-born wizard might get corrupted and end up using his/her acquired magic and hurt innocent people.
Moreover, he acquired his magic due to surviving the ritual made by the Wiseman, and learned to use his new abilities through the White Wizard's tutelage, thus among the reasons why he turn Mineta down. This became his choice and will not back down from that responsibility.
"I guess I did the right thing. Sorry, Mineta...I don't think this is right for you...I don't want you to endure the hardship I went through...not to mention you might get corrupted if THAT went over your head..."
Not far, Makoto Tsukauchi also arrived, and there she saw Midoriya near the shore, still deep in thought, and recalled what Wajima told her realizing that she has misunderstood Midoriya completely and now she is making decisions on how to make up for treating him from before, as well as to make up for the comments she made earlier. Moreover, as she glances at him, she slowly recalled what he told her a few weeks back when he was in jail, which slowly influenced her decision:
"Magic isn't what's giving me hope..."
"Eh?"
"I have magic because I held on in the face of despair."
"But...if you do end up losing everything else...I'll be there to bring you hope."
However, both Makoto and Midoriya's musings were interrupted when they heard screams, and saw people running from the an area and both realized that a Phantom attack is taking place, and Midoriya went to the scene at once with Makoto following, intending to confront the problem and to protect the innocents, with Makoto decided to aid Midoriya in any way possible, determined to make up for mistreating him before, as well as to get close to him to let him know that he is not alone in dealing with the Phantoms.
However, she did not notice that one of the NSA agents who followed Makoto is also there and follows her after seeing her following Midoriya, and is sensing that the "wizard" might be there and would get a discovery on his identity.
The NSA agent secretly recorded the scene and then stealthily contacted Kizaki, who sent him the picture of Midoriya, and the scene shifts at the NSA headquarters where Kizaki received the image of Midoriya, and the NSA chief's assistant stared in disbelief at seeing Midoriya's facial appearance, as he did not expect that the person of interest is a minor, and asked Kizaki if the agent made a mistake, but Kizaki said that the agent secretly followed Makoto and now there is confirmation.
"There could be no mistake."
"But…this wizard…is a minor…? He..."
"Then we wait and see."
"Are you sure about this…?"
"Yes. We are protecting the innocent. If this boy turns out to be a threat, then we must deal with him."
"Sir…"
"For now let us observe."
"…"
The chief's assistant asked what to do next, in which Kizaki told his assistant to do a background check on Midoriya so as to get to know him so that they might have some leverage in the event that Midoriya turns out to be a threat to the public, which the assistant nodded, and asked what about Makoto Tsukauchi, in which Kizaki said that for now they will have to secretly monitor her every move wherever she goes.
"Nothing else stands. Secretly monitor Makoto Tsukauchi's every move."
"Wherever she goes?"
"Yes."
"Okay."
"And also find out where that boy stays. I'm sure he needed a place to rest and hide."
"Okay."
"That's all."
"Okay."

Hope you like this chapter, as Mineta MANAGED to persuade Midoriya to listen and consider having an apprentice while Makoto gets to learn about Midoriya's ordeal, but though not much action apart from Hellhound finding his assigned target and Midoriya's reason for turning Mineta down and seeing what kind of "hope" Mineta has that keeps him motivated..

The targeted "Gate" will be revealed, and is placed in danger, but Midoriya shows up as he takes on Hellhound.
