T.O.S. - Terms
of Snuggling

Being the grouchy, surly, swordsman that Roronoa Zoro is, snuggling was something out of the question. Snuggling, and likewise with nuzzling noses, kissing foreheads, blowing in ears, running fingers through hair, and nibbling on necks were things he did not do. If anyone caught him doing these things, they would definitely write him off as less of a man, as snuggling, and the other afore mentioned activities, all required a soft side that manly men, like Zoro himself, should not have.
Men like Sanji are allowed to get away with such activities, mostly because... well, he's a princess. No further explanation is required.
Chopper, however is allowed to be snuggled, for the mere fact that he's a reindeer, and thus cuddly. A few other activities, such as fingers through fur and the nuzzling of noses is also acceptable, but beyond that leads into the territory of bestiality, and that is something should be left alone, no matter what kind of man you may be.
Still more of a boy than a true man, Usopp is allowed all activities, including snuggling. Though, nuzzling noses with Usopp would almost be more like assault with a weapon than anything. One should probably fear for their eyes.
But if Usopp is still to be considered a boy, then Luffy is also to be considered a boy, as well. Thus, Luffy should be allowed all activities, up to and including snuggling, as well as tickling, if the situation should require it.
And because these activities, including snuggling and tickling, are allowed to Luffy, as long as Luffy is to initiate such snuggling and etcetera, Luffy's permissions overrule all of Zoro's restrictions.
Therefore:
"Zoro..." came a hushed voice from somewhere on the other side of the barrel the swordsman was leaning against.
Cracking open an eye, Zoro found Luffy peering at him with very wide, very puppy-like eyes. "I don't have any food for you," was Zoro's gruff response.
"I know, but my tummy is full anyway. Sanji gave me a snack," Luffy grinned.
"I don't wanna play any games. I'm taking a nap." And that would be Zoro's final comment on the situation. Because saying anything else would be an invitation, and that would mean that he was initiating...
But Luffy knew his cues just from knowing Zoro, and he inched his way onto his first mate's lap. "I know," he smiled as he slipped his arms around Zoro's neck. "I'm sleepy, too."
The snuggling commenced, and with a tiny smile on the swordsman's lips.
After all, just because it was not manly for him to snuggle and other such things, it did not mean he did not like doing it.
